Introduction by Acting County Chairman 2. Proposed adoption of the amendments to the Constitution of the County Scout Council following a review by the County Executive Committee and in line with changes to POR. Amendment to POR April 2013 Rule 5.16: Constitution of the County Scout Council - County Scout Network Leader added to the list of Ex-officio members of the County Scout Council Proposed by the County Chairman and seconded by Liz Hodge, the proposal was carried unanimously. Closing remarks, Acting County Chairman The Chairman thanked members and handed over to the County President to open the AGM. 3. Annual General Meeting 1. 2. 3. 4. Welcome by County President The President, Charles Berkeley, welcomed members and guests to the AGM. A particular welcome was made to the Regional Commissioner: Gordon Weston, Vice Presidents: Frank Smith and John Priest, Girlguiding Commissioner: Helen Welsh and the Vice Lord Lieutenant of Gloucestershire: Robert Bernays He then handed over the meeting to the Chairman, Joan Goldsmith. Introduction by County Chairman The County Chairman thanked everyone for attending. Reaffirm President, Life Vice Presidents and Vice Presidents for the forthcoming year. Adoption of minutes of the Annual General Meeting held on 18th September 2012 Proposed by Dave Hall and seconded by Farid Bahooshy, the minutes were approved unanimously and were signed by the Chairman. 6. Receive and consider the Annual Report of the County Executive Committee and Annual Statement of Accounts The Chairman presented the “Gloucestershire County Scout Council Annual Report 2012-2013” to the meeting. Thanks were given to the Executive Committee, the County Treasurer and the County Commissioner for steering the County through another successful Scouting year. The Chairman then handed over to the Treasurer who reported a small surplus for the year. This was due to: an increase in membership an increase in subscription rates a surplus on a number of events an improved performance of Cranham Scout Centre an under-spend on the training budget It was noted that the large reserves held on deposit at the end of the financial year were largely attributable to the Mad13 event. The Treasurer thanked the County Executive Committee, the Finance sub-Committee and staff at Cranham Scout Centre for their assistance throughout the year. Having been audited by Andorran Ltd, the Statement of Accounts was approved by the County Executive Committee on 27th June 2013. A question was raised about subscription rates for the forthcoming year. It was explained that budget holders had submitted their budgets for 2014 - 2015 and the Finance Committee were due to consider them and make recommendations to the County Executive Committee. The possibility of freezing subscription rates would be considered at this time. Following this statement, the Annual Report and the Accounts were approved by the meeting. County Commissioner The County Commissioner thanked all those who had contributed to the Annual Report. Thanks were extended to Colin Steward who had worked tirelessly to ensure that the report was completed. It was noted that the County was in a firm position both financially and organisationally. Most positions on the County team had been filled. The County had been working with Executives to look at their role as Trustees. A busy Scouting year has been enjoyed by a large number of young people ranging from the County Beaver Sleepovers, Scout Badge Weekends and camps. The highlight of the year was the Explorer Belt Expedition to Madagascar, which was well organised and very successfully executed. Approval of County Commissioner’s nomination of the County Chairman The County Commissioner nominated Joan Goldsmith to continue as the County Chairman for the forthcoming year. The nomination was approved by the meeting. Election of County Treasurer The continuation in office of WJ Bowen was proposed by Tony Dover and was seconded by Colin Steward. There being no other nominations, the proposal was carried. Appointment of Auditor for 2013/2014 The County Treasurer proposed that Andorran Limited be re-appointed Auditor for the ensuing year. The proposal was seconded by Liz Hodge and was accepted unanimously. Election of members of the County Executive Committee As there were less than six nominations, the following members were elected to the County Executive Committee: Adam Griffiths Ann Haseler Helen Syms Colin Steward 7. 8. 9. 10. 11. 12. Approval of County Commissioner’s nominations to the County Executive Committee The County Commissioner nominated Dave Hall and Tony Dover. 13. Election of representatives to the Council of the Scout Association The County Commissioner proposed the election of Colin Steward as the Nominated Member of the Council of the Scout Association and confirmed the continuation of Rishona Haigh-Neal as the Nominated Youth Member. This was approved by the meeting. 14. Presentation of Awards Ted Hughes – Silver Wolf Felicity Cleaves - Long Service Award: 20 years: County Awards For an outstanding commitment to the building of the bunkhouse at Pennwood Campsite: Paula Pitcher Steve Pitcher Lewis Dangerfield Martyn Weaver Steve Powell For an outstanding commitment to the development of the day cabin at Cranham Scout Centre: Paul James 15. 16. 17. Address by Regional Commissioner, Gordon Weston The Regional Commissioner noted the growth in adult membership. He stated that it was essential that leaders produced quality programmes and that mutual support and assistance were offered where it was needed. It was also important that young people played a part in the decision making process – there needed to be a partnership between youth members and adults. The Madagascar Expedition typified Scouting at its best. With the pending selection of participants and leaders for the World Scout Jamboree in 2015, Scouting had much to offer. Everyone was thanked for all they did in Scouting. County Chairman’s closing remarks The County Chairman thanked everyone for attending. Thanks were extended to Carole O’Donnell for arranging the venue and to the Explorer Scouts for assisting during the evening.
