REPORTS FROM MEMBERS OF THE BOARD
Ms. Lee went to the capitol with the MSBA Board, had meetings with community members, and attended the
heritage tower fundraiser. Ms. Palmer attended the TIES orientation. Ms. Meyer attended the meeting on uniforms
at Valley View, and North Park PTO meeting. Mr. Landwehr attended the heritage tower fundraiser, the Chamber
of Commerce Columbia Heights Business Council meeting, the lions meetings, a girls’ softball practice, NSBA
conference preparation and helped with the band and choir trip preparations. Mr. Larkin attend the Chamber of
Commerce meeting, North Park Fine Arts Festival, the heritage tower fundraiser, and NSBA conference
preparation. Mr. Bardell attended the AMSD meeting.
SUPERINTENDENT REPORT
Supt. Kelly deferred her report, but she had attended the Rotary meeting and the scholarship bingo at Sarna’s.
LEGISLATIVE UPDATE FROM REPRESENTATIVE CONNIE BERNARDY
Representative Connie Bernardy presented an update on legislative activities. Representative Bernardy gave details
on educational finance Omnis bill that was just released, including integration levy renewal, extension of EL
funding and funding of unfunded mandates. She also presented information on possible funding shift repay.
BUILDING VISION CARD – NORTH PARK ELEMENTARY
Dir. Berkas, Principal Cacek and Dean Sturm presented the vision cards for North Park Elementary. With an
increase in enrollment, there is also an increase in free and reduced lunch eligibility. They had a 92% participation
in parent conferences.
ANNUAL MEASURABLE ACHIEVEMENT OBJECTIVES (AMAO) FOR ENGLISH
Dir. Berkas and Jane Riordan, EL and Family Involvement Coordinator, presented information on AMAO.
Columbia Heights exceeded state proficiency targets in 3 of 3 areas.
ATHLETIC FEE SCHEDULE
Dir. Holmgren, Principal Bussman and Melissa Carey, Assistant K-12 Activities Director, presented revisions to the
Athletic Fee schedule. An Activities Advisory Council has been added, collecting data on student participation and
cost, providing busing for those participating in activities after school. Over 30 students everyday are now taking
the bus after school activities. After paying the fee for two activities at the same level, the third activities would be
free.
NATIONAL SCHOOL BOARD ASSOCIATION (MSBA) MEMBERSHIP
Chair Bardell presented information on the National School Board Association membership. Dues are up $150.00
this year; Chair Bardell stated he felt this was valuable to the Board. Mr. Landwehr thought it was valuable to see
what the best practices are around the country. Ms. Lee stated that NSBA will be focusing on more Federal
participation.
2013-2014 SCHOOL CALENDAR
Motion by Lee, seconded by Landwehr, to approve the 2013-2014 School District Calendar, as recommended.

SENIORITY LISTS APPROVAL
Motion by Palmer, seconded by Larkin, to approve the Education Assistant, Lunch Duty Monitor, Custodial,
Clerical, and Food Service employees Seniority Lists, as presented.

RESCISSION OF UNREQUESTED LEAVE OF ABSENCE (ULA)
Motion by Lee, seconded by Landwehr, to adopt the resolution rescinding proposed placement of tenured teacher on
unrequested leave of absence.
BE IT RESOLVED by the School Board of Independent School District No. 13, as follows:
1. That the School Board action taken at its regular meeting on March 12, 2013 proposing to place
Doug Jetton (1.0 FTE) teacher of said school district, on unrequested leave of absence (without
pay or fringe benefits) effective at the end of the 2012-2013 school year no later than June 30,
2013, pursuant to M.S. 122A.40, Subd. 7 and Article V, Section 8 of the current Master Agreement
between Independent School District No. 13 and the Columbia Heights Federation of Teachers,
Local 710, is hereby rescinded as to Doug Jetton.
2. That a 1.0 FTE position is available for Doug Jetton for the 2013-2014 school year, thereby
negating the need to place Doug Jetton on an unrequested leave of absence. As such, he has no
rights under M.S. 122A.40 or the current Master Agreement to a hearing.
3. That said proposed placement on unrequested leave of absence of Melanie Kennedy (1.0 FTE)
teacher of said school district remains in effect.
4. That written notice has been sent to Doug Jetton informing him of the rescission of his proposed
placement on unrequested leave of absence.
5. That each and all of the foregoing grounds of said notice are within the grounds for unrequested
leave placement as set forth in M.S. 122A.40, Subd. 7 and Article V, Section 8 of the current
Master Agreement between the School District and the Exclusive Representative, are hereby
adopted as fully as though separately set forth and resolved here.

BOARD TOPICS – Mr. Landwehr would like a copy of the PowerPoint on EL. Supt. Kelly will put it in an
upcoming update. Ms. Palmer asked if the TIES report could be included in the update also. Ms. Palmer stated that
the Highland and Valley View Fine Arts program are coming soon.
