The poor remain
with us…Each year, as
I write my annual letter,
political campaigns and
promises abound with
goals of eliminating
poverty within 10 or 20
years; or to find housing
for everyone, but, in the
end, it is unfortunately
a fact that the poor –
in money and in spirit
– are still with us and
will continue to be with us. Looking back, community and
church leaders, a hundred years ago, had many of the same
concerns and worries that we do today. Indeed, then, no
elaborate public systems existed to give aid to those without
food, home, or families. If help were to be given, it was
through the churches and/or caring neighbors and citizens.
Governmental assistance was still off in the future. Today,
many of the assistance, “systems” created over the last 100
years are being diminished - dwindling to little or nothing at
all. We find ourselves preparing to stand on our own once
again. As governmental support monies disappear, we have
come full circle in some respects.
While 2012 is our Centennial Year, this Annual Report actually
reflects our activities for 2011. Last year, we served more than
77,000 different individuals, an increase of nearly 10% over
2010. Over 6,600 volunteers and nearly 6,000 donors gave
of their time and treasures. The open hearts and generosity of
so many supporters truly illustrate the story of the success of
Catholic Charities, both now and during the past 100 years.
In this report, you will discover more about our programs
by reading the touching stories of those who came to us for
assistance. It’s also a great opportunity to review all our
programs and facilities. People are always amazed at how
much we do and that we are truly our communities’ best kept
secret. We’re always happy to “get the word out” about all the
work we do to help our clients and the communities we serve.
Catholic Charities continues to do so much with so little. It
always amazes me how our staff and volunteers can continually
give of themselves day in and day out. We exercise detailed
planning for a variety of scenarios – worst to best cases budget cautiously, and spend frugally. We always try our best
to respond quickly and remain ahead of whatever curve balls
await us. We work diligently to meet our core values – Respect,
Compassion, Collaboration, and Justice – in all those we meet
and work with, from clients, to volunteers, to employees, to
our board members.
As we begin this, our Centennial Year, I’d like to invite you to
celebrate with us at any of the special events we are hosting.
I also want to thank you from the bottom of all our hearts for
your time, your talents, and your gifts used for the benefit of
the many poor and vulnerable we serve. As we have stood for
the past 100 years, we will stand for the next 100 years, at our
open doors to greet and serve our clients with love…

A drop off center providing survival services for
Spokane’s homeless, many of who are dealing
with chronic mental illness and substance
abuse. The House of Charity accepts all
people who come for services as long as they
respect themselves and others. Services
include counseling, case management, a free
medical clinic, hot meals, a clothing bank,
mail, laundry, and showers. The Emergency
Sleeping Program sleeps 109 men per night.
In 2011:
• 2,691 people received services
• 80,527 free, hot lunches were served
• 999 different men received 39,317 bed nights
from January through December 2010
• 2,200 visits for free medical assistance in the
House of Charity Clinic sponsored by Sacred
Heart Medical Center, the oldest free medical
clinic in Washington State
• 2,402 hours of case management assistance
• 397 counseling hours provided
• 267 volunteers offered 15,144ours of their time
to the House of Charity
• 15 men transitioned from homelessness to
housing fulfilling the mission of the House of
Charity
• 9,017 visits to the House of Charity clothing bank
resulting in the distribution of donated clothing,
socks, warm coats, gloves and footware
Catholic Charities sponsors service-enriched
apartment complexes – a total of 847 housing
units serving over 1,322 individuals for families,
senior citizens, person with disabilities,a and
farm worker families. All apartments include
utilities, complete kitchens, air conditioning,
carpeting, window coverings, laundry,
community facilities, and activities.
St. Margaret’s provides:
• Emergency shelter and transitional housing
for up to 18 families at a time.
• Case management, counseling, life skills
training and parenting classes
• Long-term housing supports for 24 families in
the community.
• Rental assistance for families who are lowincome and homeless.
• Job training and vocational services through
the Next Step program.
• Free furniture and household items for
low-income, homeless people moving into
housing through The Spokane Community
Warehouse.
• The Vinegar Flats Community Garden
advocating for and providing local produce
for low-income people in the East and West
Central neighborhoods.
In 2011:
• 50 families lived at the shelter and 80% of those
families moved into stable housing from St.
Margaret’s
• 76% (29 out of 38 families) were still in stable
housing 6 months after they moved out of St.
Margaret’s
• 75% (30 out of 40 families) who were provided
rental assistance were still in stable housing at 6
months
• 34 people were provided with vocational services
and 9 obtained employment
• 423 households had free furniture and household
items delivered to them
• Nearly 800 people were provided free clothing,
food and diapers
• Nearly 3,000 lbs. of produce was provided
through the Vinegar Flats Community Garden
• 687 volunteers provided 7,832 hours of service to
St. Margaret’s

Emergency assistance vouchers are available
in Eastern Washington’s Okanogan, Ferry,
Stevens, Pend Oreille, Columbia, Walla Walla,
Lincoln and Spokane counties through parishbased volunteers.
In 2011:
• 1,224 households were assisted with food, gas,
transportation, utilities, rent, and prescriptions
• 3,037 people in need, including 1,206 children
received assistance
• vouchers total $85,127.15
Apartments for Single-Parent Families:
Nine of the senior complexes have rents based
on the occupants’ income. All complexes
have managers and social service based
coordinators, enabling residents to age in place
and receive assistance with life changes.
Catholic Housing Communities’ apartments
are self-managed – a trend among Catholic
Charities organizations nationally. Selfmanagment helps us provide better support
services to our residents, save money, and
strengthen our core values of Respect,
Compassion, Collaboration, and Justice.
In 2011:

• 21,987 people received quality of life assistance
• 2,522 people received health care advocacy

dignified housing complexes to farmworker

With parish involvement and the support the local
community, Catholic Charities opened this housing
complex in Pasco in 2007. Tepeyac Haven’s
energy efficient design and construction received a
Gold LEED-certified designation; the complex is the
first affordable family housing project in the country
to receive this honor. Tepeyac Haven offers 44
units, targeting those who live and work in the
Tri-Cities and are at or below 4% of area median
income. Each unit includes a dishwasher, washing
machine, dryer, and onsite parking.

Catholic Charities’ third farm worker housing project
consists of four townhouse buildings adding up to
43 units, one community center and a playground.
The units have two to four bedrooms and are two
stories. Two units are handicap accessible. This
housing unit is built to the standards of Leadership
in Energy and Environmental Design, or LEED.
Green-built housing involves less chemicals and
fumes and means that residents will have lower
utility bills. Bishop Topel Haven opened in Spring
2011.
Located two blocks from Riverfront Park and the
INB Performing Arts Center, the Delaney has 84
one-bedroom and studio units. Amenities include
limited access entry, elevator, and fee off-street
parking. Community areas include a recreation
room and a private, landscaped courtyard.

Garden Court/Mike Foye Apartments in Walla Walla
are two-story buildings connected by a secondfloor walkway. Together, the buildings offer 47 air
conditioned units, some of which are accessible for
the mobility-impaired. All second floor apartments
have access to the elevator in Garden Court.
The O’Malley Apartment

Located in the Gonzaga University neighborhood,
The O’Malley has 99 one-bedroom units. A
number of units are handicap accessible with wide
doorways and low counter tops. Community areas
include a library and recreation room.

Pioneer Square has 45 one-bedroom units with
easy access to shopping, banks, the Pullman
Senior Center, and city bus routes. Five of the units
are specially designed for people who have mobility
impairments.

This 25-unit housing complex was opened in
2004 for families who earned a portion of their
annual income from agricultural employment and
have incomes between 40% and 50% of the area
median. Each apartment is air conditioned, and
each kitchen looks out to the common children’s
play area. The community building includes
laundry facilities, offices, and computers that are
available for children’s homework.
Father Bach Haven

Father Bach Haven will have 51 service-enriched
units for chronically homeless individuals,
providing support, respect, compassion and
dignity to those who are so often forgotten. Father
Bach Haven is a project of Catholic Housing
Communities of Eastern Washington. Slated
opening December 2012.

Bernadette Place includes two duplexes and two
single residences serving developmentally
disabled women only. Twenty-four hours a day,
seven days a week, supervised assistance and life
skills training are offered.
In 2011:
• 11 residents received 33,233 hours of assistance
• 9 residents were employed and 1 received job
development supervision
• 8 volunteers gave 1,738 hours of their support to
the residents

worked every day…
and I stayed sober.
I dropped out of school at 16 and ended up on the streets. I drifted…
and I drank – a lot. Oh, I had a job for a while as a radio DJ in Boise,
but my drinking put an end to that. I almost died from booze a couple
times. Then, I came to Spokane and found the House of Charity. Other
shelters here wouldn’t take me in because of my drinking. But at House
of Charity, as long as I didn’t cause any trouble, I found food and shelter
….and comfort.
I kept drinking though. I’d wake up every day with the DTs and I’d have
to start drinking again to stop the shakes. One day I realized I had to
stop …and I did…cold turkey. Boy that gave me a lot nervous energy, so
the director there - Ed - put me to work cleaning at House of Charity
and setting up for meals. I worked every day…and I stayed sober. I got
counseling from Mark to better understand my past. I got help from the
case workers, Margie and Stephanie, to move into transitional housing….
and I got a job at a call center.
I’ve stayed sober and I’ve had that job for over two years now. And, 6
months ago I moved into permanent housing. I’m doing well! I don’t
know how things would have turned out for me if not for Catholic
Charities. I am so thankful for the folks at House of Charity…they are
like family to me!
From Community Counseling
Joshua was born into a happy family, both his mother and father worked as
public school teachers. He had an older brother and younger sister with whom
he played and grew up together. Joshua had a lot of friends, was involved in
sports, and loved music. As Joshua entered his mid to late teens, he began
having dark thoughts and bizarre experiences. He kept all of this to himself as
the world began to close in around him. Joshua stopped spending time with
friends and family, and would lie on his bed, listening to music or just staring.
No one knew it at the time, but Joshua was in the beginning stages of a mental illness. His symptoms became more
severe but it wasn’t until 5 years later when he tried to kill himself that he was finally diagnosed with paranoid
schizophrenia. Schizophrenia is a chronic disease that robs its victims and their families of future hopes and
dreams many of us take for granted. However, many people do recover from mental illnesses. In 2008, Joshua
walked in the doors of our Counseling center seeking help to stabilize his illness and to envision a life for himself.
Now, in 2012, he is stable on low doses of his medications, able to live on his own, and earned the Peer Support
Specialist certification where he will now be able to be employed helping others who suffer from mental illnesses.
Joshua and his family are now looking forward to him having a happy, productive future.

Walla Walla
A young woman came to counseling
struggling with depression and low selfesteem. Through her work with Cathy she
was able to recognize patterns in her past
regarding choices in partners and how that
impacted other areas of her life including
finances, healthy choices, relationships, and
how she viewed herself. Through counseling
the client was able to recognize her strengths
and her willingness to change. She has since
enrolled in college and is pursuing a nursing
degree. She is excited about what her future
holds and has a different view of herself and
what she can accomplish. She also continues
to be a great parent, role model and mentor to
her teenage daughter.

of this I have learned
that “love is the most
important thing.”
From Refugee and Immigration Services:
A favorite story from the last few months has to do with a family of immigrants who came to me in Okanogan 5 1/2
years ago, seeking assistance with their case. The family consisted of a mother and four children. This family would
become the first clients helped through a new immigration benefit—the so-called “U” visa for victims of crime. The girls
had suffered horribly at the hands of their father. The mother, “Juana,” was devastated—first of all that she could not
protect her family and secondly because of the inherent betrayal. When I first met her, and the entire family, “Juana”
seemed especially hopeless. The sorrow surrounding her experience was etched deeply into her face.
Over the next few years, we were able to help the family apply for and obtain lawful status through the “U” visa
program. Shortly thereafter, we filed the necessary paperwork for the family to get their green cards—the last of which
was sent in January. I was fortunate to run into “Juana” and one of her daughters the month before, at church. “Juana”
was an entirely different person; there was a light in her eyes, she smiled easily, she’d cut her hair and even dyed it
purple in places. Her attire was stylish. She had a stable job with promises of advancement to management.
When I mentioned this to a friend who worked with “Juana” at the domestic violence shelter in Okanogan, she shared,
“the greatest gift of Refugee and Immigration Services Program is relief—relief from hiding, relief from always looking
over your shoulder, relief from people who use your undocumented status as leverage against you.” Lawful status is
the ticket to freedom from these fears.
Where would “Juana” and her children be without the presence of Catholic Charities
Refugee and Immigration Services in the diocese, especially in Okanogan County?
I think we can all guess the answer.
From Senior Services
From St. Margaret’s Shelter
I started using drugs and alcohol in High School. By 18 I
was using Meth and living with my boyfriend in a trailer…
in a junk yard…with no running water or electricity. I got
pregnant. My baby girl weighed only 2.4 pounds when she
was born…and her dad was now in jail. My mom helped
me with the baby, but I kept using… Then, CPS gave me a
choice: give up custody of my baby, or get treatment. I knew
I needed help and I wanted to keep my baby, so I began the
long road to recovery.
After months in a treatment center to get clean, my little
Savanah and I moved into Catholic Charities’ St. Margaret’s
Shelter. St. Margaret’s is amazing! It’s a home…it’s a
community….it’s the support I needed. Addiction beats you
down…You don’t think you can achieve anything. But the
counselors at St. Margaret’s showed me that I deserve a
good life for me and my daughter. Now, with their help, I
will be able to move into permanent housing this summer.
Savanah will start kindergarten in the fall…and I want to go
to college! I’m excited about my life now! Lesley-Anne, the
vocational counselor, helped me get a job at the Community
Warehouse and this summer I’m working at Vinegar Flats
Garden. I feel like I have blossomed at St. Margaret’s!

My name is Mert and I will be 89 in August. My husband died of cancer 20 years ago. I don’t have any other
family here. Our only son, Buzz -- he was killed in Vietnam – shot down… they never found him.
I live on just my social security and I really struggle with paying my rent and bills. But, I want to stay in my
house. I can still cook and take care of myself for the most part. But I fell and broke my hip a few years back,
and then had surgery on my other hip too. I can’t drive anymore and some of the housework is tough. A few
years ago, I found out about Volunteer Chore Services of Catholic Charities. They have volunteers, like
Dorothy, who give me rides to my medical appointments. And they sent, Beth…she comes once a week to help
me with vacuuming and dusting. And she visits with me. She is my friend! I can tell she doesn’t do this ‘cause
she feels she has to…she does this because she wants to…she is so special. She even planted some flowers
for me in my front yard! I don’t think I’d be able to stay in my house if it weren’t for Beth and the other help I get
from Volunteer Chore Services. Thank you, Catholic Charities! From Childbirth and Parenting Assistance (CAPA):
Rebecca arrived at Catholic Charities Childbirth and Parenting Assistance (CAPA) program scared
and pregnant in March 2010. Having very little support, Rebecca requested a Doula mentor to help her
learn to be a great mom. In addition to receiving a mentor, Rebecca became involved in many of the
CAPA services, including leadership group, parenting classes, support groups, and counseling. Rebecca
was also a regular at New Parent Café, which provides peer support to expectant parents and parents of
newborns. As a result of her involvement with CAPA, she recognized that parents with toddlers needed
support too and helped form “Toddler Time”, a play/peer support group.
At the 2011 “Linking Families For Life” event, Rebecca shared the impact that CAPA had on her life and
that of her daughter. Rebecca wanted to give back by becoming a Doula mentor herself. A few months
later, Rebecca became a mentor to a young, scared, pregnant mother .
CAPA is full circle stories, just like this one; by receiving love, we naturally want to reach out and share
that love with others.
I was born in Cuba. When I was 16, Castro’s
Communist regime took over my country….they took
everything from us. My family escaped to the U.S.
and we were resettled in New Orleans. I spent most of
my adult life there, caring for my ailing father. In
2005, Hurricane Katrina hit. My father and I were
trapped in our apartment for six days with 16’ of water
around our building. We almost ran out of food and
water when finally we were rescued, taking only what
we could carry. Where were we to live?
I had a friend in Spokane, and she called Catholic
Charities. They arranged for my father and me
to come to Spokane and helped us get a Catholic
Charities apartment downtown -- at the Cathedral
Plaza. I continued to care for my father there until he
died three years ago. Sadly, my life has been about
losses…but out of this I have learned that “love is the
most important thing.” You have no idea how much
love I have received from Catholic Charities. Catholic
Charities was instrumental in saving my life and
giving it some normalcy. Now, I give back …My name
is Tomas Garcia and I sit on the Catholic Charities
Board of Trustees.
FROM THE CHRISTMAS BUREAU:
“Maria”, a young mother visiting the Christmas Bureau for the
first time, sat with volunteer Sally at the ID table. She shared
that she had no idea that the CB assisted anyone told Sally that
her best friend suggested she come to the Fairgrounds. As she
shared the story of families struggles; her husband losing his job,
no ability to buy Christmas gifts for her 4 children and afford
to pay the rent, buy food or pay the heat bill, she wept as Sally
handed her the food voucher to be used for Christmas dinner. She
had no idea that she would also be receiving the food voucher,
books and gifts for each of her children. She felt embarrassed
that for the first time she was needing help but also so thankful
on the part of her children and their Christmas morning. Sally
came around the ID table, giving “Maria” a hug and sharing “do
not think for a moment that all of
us assisting in this room have not
thought about what we would do
should this happen to us. You bet
I would be standing in this line at
the Christmas Bureau if it meant I
could provide a beautiful Christmas
dinner and gifts for my family.”

From Emergency
Assistance
A couple had been scrapping by on
unemployment for months while looking
for jobs. The woman found a job just as her
partner’s unemployment ran out but wouldn’t
receive her first paycheck for two weeks. The
Emergency Assistance program was able
to make a payment to the electric company
on the couple’s behalf in order to keep their
lights and heat on until she was able to make
a payment herself with her first check.
