Eric Has The Experience We Need
Eric was born and bred in the Portland area, the son of a
Portland teacher. He signed up to serve our nation as an
officer, leading soldiers during the Iraq war. Eric earned
the Bronze Star Medal for his service in Iraq. Once home,
he returned to work for the County – helping co-found a
group to help veteran employees. He then joined a county
commissioner’s staff, working on affordable housing, antihuman trafficking, economic and infrastructure development,
and mental health. Eric is the candidate in the race ready to
serve effectively on Day 1.
“Mel Rader is a true champion for progressive policies
that support public schools, environmental protections,
and working families. We need him at the County.” Metro
Councilor Sam Chase
MEL IS A TRUE PROGRESSIVE
Dear Neighbor,
A commissioner’s job is to protect our environment, improve
community health, and create opportunities for all families to
thrive. In these critical areas, however, the County is falling
short.
Eric Will Look Out For Our Community
Eric will stand up for us, working to create affordable housing
and control rising rents. He is committed to helping the
homeless living on our streets. As an outspoken member of
the LGBTQ community, he is deeply committed to ensuring
equality, justice, and access for all people in Multnomah
County.
I am the only candidate with over a decade’s experience
PROMOTING PROGRESSIVE POLICIES. I know how
to achieve cleaner air, more affordable homes, and highperforming schools.
Eric Will Help Grow Our Economy
Eric understands what it takes to create jobs, having worked
at the County to help bring new businesses to the region and
invest in our local workforce. Eric will push for smart County
policies that support workers and local small businesses.
As an EXPERIENCED COMMUNITY LEADER, I’ve built
coalitions and achieved results including Oregon’s Farm-toSchool program, Paid Family Leave, and improved public
transit and bike routes.
Endorsement: Bike Walk Vote PAC
That is why people like us across this community are
supporting Eric!
For OUR FAMILIES’ SAFETY, I will advocate for sensible
gun laws and support programs that prevent high rates of
incarceration.

On AIR TOXICS, the County should be 100% transparent and
accountable. I will demand enforcement of the environmental
standards we’ve fought to achieve.
Endorsement: Metro Councilor Bob Stacey
On AFFORDABLE HOUSING AND HOMELESSNESS, we
need to expand permanent homes for vulnerable families
and require developers to do their fair share to build more
affordable units.
For OUR CHILDREN’S SUCCESS, I will promote universal
preschool, fully funded schools, and summer enrichment
programs.
Endorsement: Metro Councilor Sam Chase
As the only progressive candidate to address these critical

BRIAN WILSON GETS IT
Community Involvement: Chair, Reed Neighborhood

Member, OR National Organization for Women; OWLS
member; former chair, Washington Women Lawyers; NAACP
member; OR Assembly of Black Affairs member
A growing number of local voters are supporting Brian Wilson
because he understands the challenges facing Multnomah
County and he has what it takes to find the solutions we need.
Brian Wilson: Putting First Things First
With a proven record of helping balance the County Budget,
Brian Wilson knows how important it is to fund basic services
first and nothing’s more crucial to our future right now than
housing affordability.
A strong voice for Multnomah County
Multnomah County is growing and we must grow with it, with
voices from all of our community members and fresh ideas for
generating revenue. I am a dogged advocate and will work to
provide a voice for members of our community that have been
historically left out of the conversation. Only together can we
uplift our entire community, ensuring affordable housing, jobs,
and healthcare to be a welcoming and thriving community.
“Brian has the professional background and County
experience to help make affordable housing available to more
local families.” -- Commissioner Nick Fish
Brian Wilson: Providing Quality Education
Marisha will get the job done
When it comes to education, Brian Wilson gets it. He knows
that a quality education doesn’t end when the bell rings
and that’s why he’s such a strong supporter of giving local
children safe, healthy, and educational before- and afterschool options.
• As a lawyer I have worked to protect seniors and those
with disabilities through vulnerable adult protection
actions. I have negotiated with opposing counsels to
ensure protective measures to prevent physical and
financial abuse.
Brian Wilson: Ensuring Accountability and Transparency
• I have represented juveniles to provide a voice to youth
who often do not have one. I follow up on client concerns
of safety and collaborate to eliminate safety risks and
keep families intact.
Brian Wilson is focused on government accountability and
transparency because we’re focused on it. Brian supports
greater transparency in County government and
conducting aggressive audits of all county programs to
make sure they’re delivering results for taxpayers.
Creating new expectations
• I have and will continue to work with youth to help
them get an education and find their path to success.
Together, we can find ways to prevent youth from
entering the court system by building relationships
with area non-profits, teaching life skills, and providing
vocational training. This new path to success will create
hope and the expectation of greatness.
Brian Wilson: Improving Public Safety
Keeping Multnomah County safe requires a commitment to
crime prevention. That’s why Brian Wilson will work to expand
mental health treatment and drug abuse treatment and
prevention options.
We support Brian Wilson!
My word is my most valuable tool and as commissioner, I
will ensure you have a voice too.

BUDGET
Multnomah County’s Budge is over a billion dollars. Most
of this is “pass through” money from Federal and State
funds that must be spent on dedicated items. This leaves
the County Commission with a General Fund of about
$400,000.00 to spend at its discretion.
Portland Boy
A 4th-generation ‘native’, Ken is a red-white-and-black
American who lived all over this county as a kid, all over the
country as an adult, and recently retired back home, seeking
now to represent the Westside from his residence in Goose
Hollow.
NEW PRODJETS
The Commission has commissioned studies on bridge and
road costs for the next 20 years. The bridges alone will
require over a billion dollars. A new high-rise office building
to replace the courthouse is underway. These have yet to be
funded.
Blessed with a great mind, top schooling and multiple
careers, Ken has helped community leaders across the U.S.
cut through distractions to build consensus on complex policy
challenges.
Planetary Citizen
With broad experience as an urban planner and local
elected official in New England, strategy consultant throughout
North America, tech entrepreneur in California, and
sustainability advisor and sovereignty activist in Hawaii, as
well as training in urban economics and a Stanford MBA, Ken
can contribute significantly to high-level deliberations focused
on the County’s strategic and financial challenges.
CURRENT PRODJETS
Morrison Bridge deck repair has yet to be completed due to
litigation decides on whom is liable for its failure. Wapito Jail
sits empty.
FUTURE
The County is the leader in providing Social Services and, in
the main, does an outstanding job. We will need more of this
service due to the aging of society the general. The County’s
infrastructure is also aging and needs up grading. Finding
funding will be a formidable task.
Over the decades, Ken has volunteered frequently
for causes in which he believed, across a spectrum of
neighborhood associations, environmental and indigenous
groups, civic clubs, development NGOs, and sustainability
initiatives.
Progressive Leader
Ken has been a keynote speaker at sustainability and
planning conferences, trained leaders from all sectors in
sustainability thinking, and authored a popular book and
blog on sustainability in Hawaii, where he lived for 25 years.
He was an early participant in the ‘ecol-econ listserv’ which
birthed the field of ‘green economics’.
Dear Voter,
If elected I will work with my fellow commissioners to find
solutions
to making Multnomah County better,
Wes Soderback
Ken intends to bring more ‘Boomer wisdom’ into our County
decision-making, and will push for reshaping our 21st century
government toward a ‘civic tech’ platform for enabling local
action, with a special focus on strengthening community
resilience.

• That veterans get the benefits they’ve earned, and
• Raising two children to care about those around them
and this community. I want them to have every chance
at success – a good education and job opportunities
in East County.
A Lifelong Commitment to our Community
I grew up in East County and I want this community, and
especially our kids, to have the same feeling of family and
home that I did. That begins with stable, affordable housing,
food security, quality public education, and family-wage jobs.
That’s why Basic Rights Oregon Equality PAC has greenlighted my candidacy. All these values will inform my work as
a Multnomah County Commissioner:
A Record of Results
“Lori has always been a leader who brings people together
and gets things done for our community. As County
Commissioner she will continue to fight for our most
vulnerable citizens. And Lori will provide the kind of
leadership that will move people out of poverty and into
prosperity.”
Jean DeMaster, retired
• Living-Wage Jobs: Families are struggling to make
ends meet – everyone deserves fair wages.
• Investing in Children: Help kids show up to ready to
learn through early education programs and affordable,
quality daycare.
• Social Services: More help for those with mental
health and addiction challenges, and those facing
homelessness.
• Safer Neighborhoods: Addressing threats like gangs
and sex trafficking; support to help people get back on
track.
• Transportation Improvements: Better roads and more
sidewalks.
• Vibrant, Inclusive Community: Where all are welcome,
all can succeed, making East County a better place to
live.

I’ve owned businesses, worked for major companies, and

Portlanders need to know who represents them. With over
619,000 people, and growing, represented by a Mayor and
4 Council Members we don’t know who to talk to about our
concerns.
My first step as Mayor is to assign each council member a

JULES HAS THE RIGHT EXPERIENCE AND VALUES
Jules is the only major candidate to voluntarily cap his
campaign contributions. As Mayor Jules will work for
everyone, not big special interest donors and lobbyists.
Governor Barbara Roberts: “Jules grew up in a middle

college, and understands the value of hard work. He’ll be a
mayor for all Portlanders so everyone has a fair shot at the
American Dream.”
Democratic House Majority Leader Jennifer Williamson:
“As an economist, Jules will manage taxpayer dollars wisely.
As a legislator, Jules helped end wasteful corporate tax
loopholes that benefitted special interests.”
Multnomah County Chair Deborah Kafoury: “As

Portland Needs Proven, Progressive Policies That Work
PRIOR GOVERNMENTAL EXPERIENCE: As an noncommissioned officer I helped stablized communities after a
revolution in Haiti, I defended voters in Baghdad during first
election after the Iraq War and, I helped rebuild communities
in New Orleans after Hurricane Katrina
We need less politics and better policies to keep Portland
affordable, create more high-wage jobs, and house the
homeless.
Keeping Portland Affordable – I was the first candidate for
mayor to propose comprehensive plans to:
• Protect tenants
• Build more middle-class housing
• Create housing for teachers, nurses, police, and
firefighters
The solutions to our city’s problems are here. As Mayor I will
listen to the people in our neighborhoods, communities, and
small businesses because the great ideas that work come
from the bottom up and not the top down. The top issues for
Portland are the housing affordability, no-cause evictions,
homelessness, and the general inability for the people who
made this city great to live in the city they made great. These
problems are a result of career politicians choosing money
over the people. Portland needs accurate representation
in City Hall and a Mayor who shares the perspective of the
majority of Portlanders.
Creating High-Wage Jobs and More Opportunity – Raising
the minimum wage is just a start. Our plan to support the
creation of 25,000 new middle-class jobs in industries like
sustainable building and clean tech means:
• More people working
• New revenue
• More opportunity for everyone
Sean has proven his leadership ability during the Iraq war,
hurricane Katrina, and in NE Portland where his organized
efforts to feed families in need, veterans, and homeless in his
community. Sean believes that a great mayor is motivated
through a sense of social responsibility and not political
ambition or money.
Housing the Homeless – I launched my career in public
service as an overnight shelter host. A comprehensive and
compassionate approach to homelessness:
• Families need housing
• Addicts need treatment
• The answer is shelter and permanent housing, not the
streets and parks
Fixing our Streets and Improving Public Transit – A great
city like Portland needs to:
• Fill the potholes
• Provide safe crossings and sidewalks
• Make transit work in every neighborhood
I ran for office because I was tired of political promises and
backroom deals. As County Chair and Treasurer I have
balanced budgets without cutting services, advanced
our environmental goals, protected seniors, and helped
families and kids afford college.
Slogans won’t move Portland forward. My progressive and
proven policies will.
Please take a look and tell us what you think at www.

Portland is changing. The growing pains are intense, but
opportunities abound. I bring the bold vision, practical
experience, and collaborative capacity needed to keep
Portland unique as we grow.
Community Involvement: NWSCC, ACLU, OJRC
A Voice for Portland
I’m running for mayor because we face problems that can’t
be solved by the establishment politicians who helped create
them. I represent the laborers, artists, dreamers, and social
justice warriors who embody the spirit of Portland and whose
voices are too faint to be heard under the roar of the rich and
powerful.
A city that moves is a city that works…
As a sustainability expert, I advise cities how to finance
infrastructure. I can build partnerships that ensure our safety,
mobility, and productivity.
I will:
Don’t let money choose your mayor. My campaign takes no
corporate or PAC money.
Housing and Homelessness
• Create new tenant protections, just-cause evictions,
Office of Tenant Affairs
• Impose Millionaires’ Tax (on top 1% of earners)
dedicated to affordable housing
• Make community-owned, tenant-run housing that will
always be affordable
• Build a pathway to ownership using land trusts and
savings accounts
• Improve processes to prioritize affordable housing
development
• Lobby to lift state preemption on rent control, inclusionary
zoning
• Repair and unclog streets
• Set ambitious goals to reduce traffic fatalities to zero
• Build healthy, connected neighborhoods across
Portland
A city that works, works for everyone…
I opened my restaurant in Outer Southeast Portland to
create good paying jobs in a diverse neighborhood where
my employees can afford to live. A locally-based economy is
strong and equitable.
I will:
• Increase access to quality education and
employment, especially for low-income Portlanders
and communities of color
• Ensure affordability for ALL to live, work, create, and
play
• Invest in a world-class, community-driven Police
Bureau
Expanding Services Across Portland
• Bring all neighborhoods up to basic standards with
sidewalks and bike lanes
• Repair city streets and begin addressing ongoing
deficiencies in maintenance
• Expand park access and connectivity by completing a
citywide trail network
• Promote equity in technology access by building a
municipal fiber optic network
• Promote investment of City funds in Portland by creating
a public bank
A city that works for everyone is prosperous, resilient,
and sustainable…
Environment
• Promote greener buildings, solar energy & efficiency
• Create local air pollution authority
I will:
Public Safety
• Rebuild trust in Police by reforming policies to promote
equity in enforcement
• Engage with Black Lives Matter and other social justice
movements to ensure that community needs are
addressed in a timely and comprehensive manner
Integrity and Independence
We must not let wealthy donors pre-select our leaders. Stand
with me and take the bold position that we can do better.
Seize this opportunity to shape a brighter future with me.
Thank you for your vote.
I put myself through college while raising a family and starting
a business. I have worked at all levels of this city to make it
the best place it can be. I will represent Portland as a Mayor
we can be proud to call our own.
• Grow our city sustainably, equitably, and beautifully
• Reform government to be smart, effective, and
inclusive
• Strengthen communities to withstand disaster and
climate change
Sarah will lead alongside Portlanders to improve their future
outcomes no matter their social, economic, or cultural
background.
Sarah will build capacity through government investments that
create equitable outcomes for our families.
Sarah is more in touch with the needs of real people than
career politicians. I trust her on issues like housing and police
accountability.

Amanda is working hard for you, prioritizing:
A Transformational Leader for 2016 and beyond.
• BASIC SERVICES and SPENDING TAXPAYERS’
MONEY WISELY: City Council’s fiscal watchdog,
Amanda directed “surplus” money to maintenance of
existing infrastructure before spending on new projects.
She created the independent City Budget Office, bringing
new transparency and accountability to City spending.
• PROTECTING FAMILIES and NEIGHBORHOODS:
Amanda led the Council in passing Paid Sick Leave,
opposing dangerous coal and oil transportation through
Portland’s neighborhoods, and shielding West Hayden
Island from development.
• IMPROVING PUBLIC SAFETY FOR ALL: A former
psychiatric nurse, Amanda is working to change
policies and practices so that police treat all Portlanders
- including neighbors experiencing mental health
challenges - fairly and respectfully.
• COLLABORATIVE LEADERSHIP: Amanda believes
Portlanders must work together and look out for each
other - especially for historically-disadvantaged areas like
East Portland, and communities of color. She advocates
for seniors, families, people experiencing disabilities, and
immigrants/refugees.
As Commissioner Duke I will support and direct:
• Portland Development Commission’s budget should
be reintegrated into the City’s budget to improve
accountability. This will allow for better long term and
short term construction development to create a process
based on data and geographical needs.
• More sidewalks and capital development projects for
East County.
• Support Portland Community Equality Act.
• Support goals of Anti-Displacement PDX.
• Creating support tiny homes for the working poor and
homeless veterans on City owned land.
• A comprehensive plan for people experiencing
homelessness
• Geographically elected single member districts as a way
to better plan for our cities present and future- Portland
has outgrown the four council person representation. The
changing demographics and global competition requires
the City of Portland to create conditions for growth.
• I will write and endorse the auditor’s contract policy rights
bill. The city auditor will have a policy that demands all
grants and contracts go through their office before final
signature sign off. This would prevent a selective group
from receiving contracts. It also represents transformative
leadership because data from single member districts
would drive who should receive contracting opportunities
based on district needs, not favoritism.
• I will recommend the dissolution of the current Office of
Equity and hiring of a local director and creation of a new
office that actual address’s issues.
• Increase youth directed activities and develop plans
to reduce gang activities and shootings in Portland
Neighborhoods.

Ann Sanderson: The Change We Need
We need bold, innovative ideas and leaders who can carry
them out. I led the fight against the Street Fee on behalf of
small businesses and low income residents and won. Now I
want to be the voice of the people of Portland on the issues
that matter most. These are some of my priorities if elected:
Housing Will Take Years, The Crisis Is Now
Right now Portland needs 40,000 affordable housing units.
In the time that it will take to get there, more Portlanders will
become homeless. Every person on the streets is deserving
of our compassion and help, and laws must be enforced for
everyone’s safety. City sanctioned camps are not the answer.
With new leadership, safer, cleaner solutions like micro
housing can be found.
PRIOR GOVERNMENTAL
EXPERIENCE: Rose Festival
Foundation City Ambassador
I am running for this office because we need new energy
to keep pace with our growing popularity. As more people
visit us and move here, our resources become ever more
insufficient. It is thus vital that our public utilities, parks and
forests are ready for the challenge posed by our population
growth, and that we also protect the culture of Portland,
including the unique festivals, volunteer organizations and
infrastructure that keep Portland weird. I am not a career
politician. I am a passionate public servant who will bring a
fresh perspective, energy and intelligence to the Rose City.
No elected official should feel entitled to another term in office.
This is a simple job that needs new vitality and direction; new
contacts and information. If we don’t move to keep pace with
current changes, we will find ourselves unable to maintain
Portland’s green and thriving atmosphere.
Facing The Economic Challenges of the Future
Old fashioned approaches won’t work in the new economy.
Companies like Uber and AirBnB create new sources of
income; we need leaders who can understand the changing
economic landscape. As a business owner, I have the
right experience and perspective to craft regulations that
encourage new enterprise and help old industries adapt and
become more vibrant.
Improving Management and Transparency
Whether in charge of parks, police, transportation, or 911,
every city council member must also be a good manager.
Inefficient policies, ineffective leadership, and mismanaged
budgets are holding Portland back. Having run a successful
small business, I can manage the bureaus efficiently and
within budget while focusing on the priorities that will make
Portland work for everyone.
It’s time to change City Hall. With your vote, ANN CAN.

Since 2011, when the W.H.O.
declared microwave radiation
from all wireless devices a Class 2B Carcinogen, there has
been no effort to get microwave emitting Wi-Fi routers and cell
towers out of schools or to inform citizens of health risks and
methods to reduce exposure. Children and pregnant women
are the most vulnerable. HB 3350 was introduced to inform
parents and school staff their work and study environment is
“Possibly Carcinogenic:”
http://www.iarc.fr/en/media-centre/pr/2011/pdfs/pr208_E.pdf
World Health Organization Doctor, Anthony Miller, warns:
“Waiting for governments to update decades old regulations
will be too late for children exposed to microwave radiation
in classrooms, Wi-Fi networks and cell towers at school,
could significantly increase cancer risk in your community.
http://saftechforschoolsmaryland.blogspot.es/2015/12/wi-finetworks-in-schools-and-cell.html
The Portland City Council should assemble a committee
of scientists, doctors, parents, educators and public policy
makers to review the current science and inform the public
of their findings. Example: Parents and children deserve to
know that 35 studies showing reproductive harm have been
published: Cell phone manuals advise keeping the phone 1”
from the body.
Additionally wireless technology has the largest energy
footprint of all industries! The average I-phone uses more
energy yearly than modern refrigerators. Climate change
discussion should include a less device use policy to lower
exposure, save energy and lessen the need for cell towers.
The City Council could do more to keep cell towers from
residential neighborhoods. Portland could work with other
cities in crafting a legal framework to challenge the FCC to
regain local control over cell tower siting. http://bit.ly/1LvoOuO

“Steve Novick ran promising to be the voice for Portland’s
progressive values on City Council and that’s exactly what
he’s done. He won adoption of social responsible investment
standards that ensure the City doesn’t invest in unethical
low-wage employers like Wal-Mart.” Meg Niemi President,

I’m believe in a progressive government that cares about the

the lives of those people you serve, not the other way around,
and that transparency and accountability are indispensable to
good government.
My goals in office are:
“To help Portland’s workers, Steve helped pass earned paid
sick leave, now he’s working with us to end abusive
scheduling practices.” UFCW Local 555
1.Advocate consensus for a more progressive way to fund
our streets that doesn’t inadvertently displace poor and
fixed income residents.
Steve has led the City to its biggest investment in
transportation maintenance and safety in thirty years. He’s
leading the charge to fix our roads and improve traffic
safety. Steve has been a good labor partner for professional
employees at the City.” PTE Local 17
2.Lead, prod, cajole and shame the council until they
make good the promises that were made when the
Unincorporated areas agreed to be annexed into
Portland.
“Steve continues to work hard to raise public awareness
and expand earthquake preparedness. He’s secured
federal funding for a program to retrofit houses to survive
an earthquake and has expanded the program to help more
Portland families.” Portland Fire Fighters’ Association
3.Get the shortage of affordable housing under control by
incentivizing innovative low-income housing projects in
all Portland’s diverse neighborhoods.
4.Oppose the failed treatment of drug use as a Criminal
Justice issue and treat drug usage as a public health
issue. Make Portland a leader in Drug Hazard Reduction.
“Steve is an environmental champion on City Council.
He has a long history of protecting our environment from
making sure polluters pay, to leading the call on City Council
to address the growing threat of climate change. Few can
match his knowledge and passion when it comes to
protecting the planet.” Oregon League of Conservation

Butterflies, Milkweed and other indigenous species.
6.Promote programs that have potential to increase our
effective sustainability and conservation, using new
building codes and Municipal projects.
STEVE DESERVES A SECOND TERM!
7.Oppose the inhumane treatment of homeless people.
Develop and propose a comprehensive homeless system
that puts Portland on the bleeding-edge.

FRED’S BACKGROUND
• 39-year resident of Portland
PRIOR GOVERNMENTAL EXPERIENCE: none
• Six-year veteran of the U.S. Marine Corps
Stahl is a steadfast civil rights advocate who serves in
many high-level positions in the Portland community. She
has worked with the city for over seven years ensuring
marginalized populations are represented in the policymaking process. She often testifies at City Hall to propose
and support civil right initiatives such as: Right 2 Dream
Too relocation, Equal Access Transit Plan, Comprehensive
Plan, and ADA Transition Plan. As Commissioner she will:
improve accountability and transparency at City Hall, improve
public outreach and representation, implement and oversee
Inclusionary Zoning policies, enforce strict no-cause eviction
ordinances, support clean energy, enforce a deconstruction
fee, and restructure private for-hire transportation policies.
• Helped build the real estate markets of Inner North and
Northeast Portland to where they are today, presiding
over 1000 real estate transactions selling over 750
addresses, as well as presiding over 2000 mortgage
transactions
• Used his skills in banking and real estate to protect
Portlanders from displacement during the Great
Recession and to drive out gangs and slumlords
WHAT FRED WILL DO FOR PORTLAND
• Fred will help resolve the housing crisis by working to
reduce high system development fees and encouraging
the City to invest in land-banking.
Darin Campbell, Government Affairs Representative for
Radio Cab, states, “Sue Stahl is, beyond a doubt, the most
qualified to be Portland City Commissioner. She has the
experience and education that will make her successful.
Stahl’s involvement working with the city and her tireless
efforts representing minority and vulnerable communities are
unparalleled. She has the excellent ability to bring people
together and has demonstrated the ability to work effectively
and respectfully with diverse groups. Stahl exemplifies
honesty, fairness, and thoughtfulness. No wonder she
received the 2015 Spirit of Portland Individual Making a
Difference Award. Stahl is a great champion for the people of
Portland”. Learn more about Sue Stahl at her website:

• Fred will fight gang violence by reviving the Gang
Task Force, which existed under Mayor Vera Katz and
combined metro-area police departments, the FBI, ATF,
and Oregon State Police to go after Portland street
gangs at every level.
• Fred opposed the street fee and the proposed gas tax,
and will reorder the Bureau of Transportation’s misplaced
priorities so we can finally pave our 100 miles of
unpaved sidewalks and 59 miles of unpaved streets.
• Fred will reactivate the Portland Youth Bureau to offer
our young people after-school enrichment programs-band, drama, sports, arts, etc.--to keep them out of
gangs and provide them with skills and hobbies that
make their lives more rewarding.
• Fred will work to end homelessness by making it easier
for the City to appropriate unused schools as temporary
shelters.
• Fred will work to put the people back in charge in City
Hall.

in this city, the current model of government has left large
swaths of people disenfranchised and exasperated with our
current city leaders. It is time the city start listening to its
people, we need leaders who will take us boldly into the 21st
century. This city needs new leadership that represents the
people and their issues, not ones who represent businesses,
and corporations. It is time to run our city like a city again,

Hello again, Portland voters!
Remember me? I’m Jim Lee who ran against Sam Adams 8
years ago and got 1111 votes!
At risk of being perceived a “perennial candidate” I have
filed for Council position 4, because someone has to put its
present occupant, Steve Novick, on the hot seat for being
corruptible, unconscionable, incompetent:
Corruptible, for letting his campaign consultant lobby Council
members in service of UBER. All 3 votes caving to the
bullying ride-sharing behemoth are clients of that consultant,
who was a paid lobbyist for UBER at that time.
Unconscionable, for advocating destruction of Veterans’
Memorial Coliseum. This insults not only veterans, but
degrades the reputation of the noble and historic structure that
has served our city profitably and well for many decades.
Incompetent, for hiring a Chicago bureaucrat with no technical
ability to head our Bureau of Transportation, passing over
many much more capable local leaders. From her we get
bad, expensive, bike sharing and a mathematically impossible
“vision zero” scheme for eliminating death and maiming on
our streets.
I have lived here 50 years, walking downtown delivering
prescriptions as a boy, working as a stagehand to make
ends meet, representing citizens’ interests before Council on
issues like noise control and the Performing Arts Center. In
professional life I, a physicist, have researched acoustics of
concert halls, tested ballistic missiles and superconducting
magnets. After this election I’ll be presenting 3 papers to the
Acoustical Society of America, of which I am member.
I have technical abilities Council now lacks, and know well
how Council functions.
I am strong on practical solutions, hard on ideological
scheming.
I can serve interests of all citizens. Our City performs
poorly housing so very many of them. They are my primary
constituents.

I am a Portlander, not a politician. I’m a former small business
owner and union member. I’m a parent who wants my son to
live in a healthy environment. Through my career, I’ve had a
box seat to what works, and doesn’t work, in City Hall. I’ve
worked with neighborhoods solving problems with communitybased solutions. City Hall needs to be fiscally responsible
and get the most from every taxpayer dollar. Portland faces
growing challenges and City Council seems unable or
unwilling to address our priorities. My expertise, ability to
listen, and emphasis on community-based solutions will bring
control of City Hall back to the community.
Portland needs a Commissioner who understands the urgent
needs of our city, knows how to prioritize while working with
a tight budget, and who will put people and our planet before
profit. A vote for Chloe is a vote for making Portland a city that
works for all of us.
Chloe’s priorities include:
• Affordable housing for all: We must stem the tide of
displacement, assist our cost-burdened renters, and
increase affordable housing for low and moderate
income earners.
• Clean air, water, and jobs: From cleaning up the
Portland Harbor, to better regulating local polluters, to
protecting our urban canopy, to deconstruction instead
of demolition, we can put our environment first while
creating living wage jobs.
• Livability, safety, equity: We need to repair the
relationship between police and the community, make
our streets safe for everyone, and our city more inclusive
for all.
• Arts & Culture: Portland is known for its vibrant cultural
landscape which is currently at risk. We must act now to
preserve affordable space for artists, writers, musicians,
and other creatives to live, create, and present their
work.

Leadership for Our
Economy, Families, and Quality of Life
As a Metro Councilor, Sam fought to:
Leadership Experience
I am a National Coordinator leading the campaign finance
reform effort in multiple states for Wolf-PAC, a grassroots
group trying to reverse Citizens United. Working with state
Representatives and Senators, I build coalitions to pass
legislation through state capitols. I represent our district as a
Precinct Committee Person, and have helped write both our
County and State Democratic Party Platforms.
• Hold the line with the region’s first-ever Metro decision
not to expand the Urban Growth Boundary.
• Pass a regional levy in 2013 to restore natural areas,
protect clean air and water, and educate children about
environmental conservation.
• Target resources to fight displacement caused by
gentrification in North and Northeast Portland, build
affordable housing, site a homeless shelter, empower
communities of color, create more access to open
space, and increase our region’s biking and walking
infrastructure.
New Goals
Currently the process for bringing new ideas to the Metro
Council is too intimidating for most people to engage in.
My experience in organizing volunteers who are new to
participating in the political process gives me a unique
perspective on how to improve citizen engagement. Lowering
the barrier of entry with Metro through a video archive of
all public Metro meetings/hearings and an electronic citizen
advisory board will allow good ideas to filter up to the board
more fluidly.
Reasonable Reforms
If we reduced the pay of our Metro politicians to match the
pay of our state Senator, typically regarded as a higher office,
we would save over $300,000 per year. This would not cut
a penny from the Metro workers, nor the services Metro
provides, but would instead free that money from the pockets
of politicians to instead expand Metro’s services.
“Everyone deserves an opportunity to succeed in life. I’ll
continue to fight hard for living wage jobs, clean air and
water, and affordable housing.”
Sam Chase
Sam’s plan:
• Build a Convention Center Hotel that will bring out-ofstate resources to our region and create jobs, while
ensuring the project will pay all taxes and create muchneeded funding for schools and human services.
• Launch Metro’s first Equitable Housing Initiative that
will increase affordable housing for our most vulnerable
seniors, people with disabilities and low-income families.

• Renew Metro’s Open Space Levy to protect our urban
wildlife and natural areas, fund conservation education,
and create better access to nature.
Thank you for voting!
• Open more than 200 acres in St. John’s Prairie
to support better access to nature for traditionally
underserved communities.

clean air and water. We need Sam at Metro!“

KEEP BOB WORKING FOR US TO:
•
•
•
•
•
•
•
•
Make our streets safe for everybody—starting with Safe
Routes to Schools.
Improve transit along Powell, Division, Barbur and
throughout the Metro region.
Increase the supply of affordable housing, and help
disadvantaged families stay in their homes.
Keep the urban growth boundary where it is,
protecting farmland and forestland, and protecting our
wallets from the cost of unneeded streets and sewers in
the countryside.
Restore and maintain our parks and natural areas, and
give all of us more access to nature.
Ensure that Metro recognizes the diversity of the people
of our region, and achieves equitable outcomes for
underserved communities.
Improve animal welfare and conservation education at
the Oregon Zoo.
Reduce the one million tons of garbage our region still
throws away each year, by recovering more recyclables
and by separately collecting food waste region-wide, as
Portland already does.
“It’s been an honor to represent you and your neighbors since
2013. I hope I’ve earned your support and your vote for a
second term on the Metro Council.”
