time of enrollment in Pasadena ISD, your child has been identified and approved for services under the
McKinney-Vento Program.

McKinney-Vento Act Definition of “Homeless”
Subtitle B of Title VII of the McKinney-Vento Homeless
Assistance Act (Title X, Part C, of the No Child Left Behind Act)
defines “homeless” as follows:
The term “homeless children and youths”—
(A) means individuals who lack a fixed, regular, and
adequate nighttime residence (within the meaning
of section 103(a)(1)); and
(B) includes-(i) children and youths who are sharing the housing of other persons due to loss of housing,
economic hardship, or a similar reason; are living in motels, hotels, trailer parks, or camping
grounds due to the lack of alternative adequate accommodations; are living in emergency or
transitional shelters; are abandoned in hospitals; or are awaiting foster care placement;
(ii) children and youths who have a primary nighttime residence that is a public or private place
not designed for or ordinarily used as a regular sleeping accommodation for human beings (within
the meaning of section 103(a)(2)(C));
(iii) children and youths who are living in cars, parks, public spaces, abandoned buildings,
substandard housing, bus or train stations, or similar settings; and
(iv) migratory children (as such term is defined in section 1309 of the Elementary and Secondary
Education Act of 1965) who qualify as homeless for the purpose of this subtitle because the
children are living in circumstances described in clauses (i) through (iii).

McKinney-Vento Student Rights
Based on the information that you provided on the Student Residency Questionnaire
(SRQ) completed at the time of enrollment in Pasadena ISD, your child has been
identified and approved for services under the McKinney-Vento Act 42 USC 11434a
(2), also known as Title X, Part C of the Act "No Child Left Behind."
Per McKinney-Vento Act, PISD offers the following services:
Free Lunch: Students who qualify for the McKinney-Vento program receive free lunch and do not need to fill out
the lunch application.
Financial Assistance Letters (High School McKinney-Vento Students with an Unaccompanied Youth status):
This letter only applies to students who do not live with a parent or legal guardian and are requesting financial
assistance for college or university as an independent adult. These letters are usually for students who will graduate
and complete a FAFSA / TAFSA application or students applying for financial aid for child care. Campus Case
Managers, the student or the person helping the student apply for financial aid may request these letters by email
to the McKinney-Vento Counselor, Ana Gonzalez to the following email address: [email protected].
Transportation for school of origin (Grades 1-12 only): If you move, and you want your child to remain in their
current school or home campus to finish the school year, and cannot provide transportation, please contact your
Campus Case Manager. You will need to submit a transportation request to the McKinney-Vento Coordinator. The
McKinney-Vento Coordinator will evaluate the request for approval or disapproval. You will be contacted with a
decision by the Campus Case Manager or the McKinney-Vento Coordinator. The Department of Transportation will
take a week or more to establish a route, please keep in mind that you are responsible for transporting your child
until final notification of approval. Also, note the resignation of transportation:
Note that it is the responsibility of the parent/guardian to communicate with the PISD Department of Transportation
at (713) 740-0817 before 6:00 am if the student is not going to ride the bus any day. Make sure you state the name
of your child, and that he/she is a McKinney-Vento student, and the bus number. Termination of transportation
will automatically take place if your child fails to ride the bus three times without prior notification to the PISD
Transportation Department. Your cooperation with this matter is very important!
PISD offers the following supplemental services:
Campus Case Managers (CCMs): Your Campus Case Manager is ______________________. He/she will provide
you and your child any information, resources and links to needed services. Your Campus Case Manager will be
monitoring attendance and the academic performance of your child during the school year.
Social Services: Please contact your Campus Case Manager when social services such as vaccinations, vision, dental,
or medical referrals, etc.., are needed.
*Tuition Assistance Voucher: If your child requires financial assistance with initial credit, credit recovery, or needs
to pay fees for academic exams including AP Exams, please notify your child's Campus Case Manager and they will
process the request.
*Netbook Fee Voucher: If your child requires financial assistance for Netbook Fees, please notify your child's
School Counselor and they will process the request. One to One Technology campuses only.
*Tuition Assistance and Netbook Fee Vouchers will be approved based on the availability of funds.
McKinney-Vento identification and McKinney-Vento services end on the last day of the school year.

(Migrant and McKinney-Vento Program Students only)
The Migrant and McKinney-Vento Programs are proud to announce that they will be hosting
Saturday Tutorials. The focus of STAARBURST Tutorials is to provide additional academic
support to prepare students for the STAAR Tests and End of Course (High School) Tests.
Please turn in your registration form to your Campus Case Manager.
STAARBURST Tutorials will be facilitated during the Fall and Spring semesters:
Fall Semester: November 5 and 12, & December 3 and 10
Spring Semester: March 5, & April 1, 8, 22, and 29
(No STAARBURST on April 15 – Holiday weekend)
Class Time: 9:30am – 2:30pm

Summer Camp 2017 – Aerospace Academy
Migrant and McKinney-Vento Programs
The Aerospace Academy enriches its community
through collaborative efforts with education,
industry, government, economic development and
community groups to advance Science, Technology,
Engineering and Mathematics (STEM) education and
career development. For the past 10 years, the
Aerospace Academy has partnered with NASAJohnson Space Center’s Office of Education on
various human space exploration and STEM-related
education and training projects serving students,
parents, teachers, and industry partners.
Migrant and McKinney-Vento students can be eligible to receive a Summer Camp Scholarship to
attend the Aerospace Academy hosted at San Jacinto College – Central Campus.
Student qualifications:
- Student must be between the ages of 12 and 17 (student must be 12 years old by June 5)
- Student must pass the 2016-2017 school-year
- Student must be a US Citizen (requirement by Texas Workforce Commission Grant)
During the week of June 5 - 22 students will participate in the following 2 camps:

at Water-Bot Camp.
They will test their skills in electronics,
soldering and robotic construction.
BLAST OFF!
Students will discover
the modern history of
rocketry and learn the

design and purpose of
these vehicles. Students will learn
hands-on by building and launching
their own model rocket.
The Migrant and McKinney-Vento Programs will provide the following to students that are awarded
the Aerospace Academy Scholarship:

Qualifications for SNAP Benefits/Food Stamps
In order to qualify for the food stamp program you must meet certain guidelines, these
guidelines have to do with your income, your assets and the size of your household.

Besides your income you must also be a legal US citizen or resident there are some exceptions regarding
immigrants who have been in the US for at least five years and fall on their one of the following
categories.
*lawful permanent resident of the United States under the Immigration and Nationality Act (INA)
*refugee admitted under section 207 of the INA,
*granted asylum under section 208 of the INA,
*paroled under section 212(d)(5) of the INA for at least one year,
*deportation withheld under 243(h) or 241(b)(3) of the INA in effect prior to April 1, 1997,
*granted conditional entry under 203(a)(7) in effect prior to 4/1/80,
*Cuban/Haitian entrant as defined in 501€ OF THE Refugee Education Assistance Act of 1980, or
*immigrant, parent, or child of an immigrant who has been battered or subjected to extreme cruelty in the
U.S. by a spouse, parent, or by a member of the spouse or parent’s family residing in the same EU as the
immigrant at the time of the abuse. There must be a substantial connection between the battery or extreme
cruelty and the need for food stamp benefits and the individual must not reside in the same household as
the abuser. In order to qualify you also have to have assets no greater than the amount set, households
with a disabled member or a member age 60 or older may have up to $2,000. Once you have reviewed the
criteria and have made a decision that you believe that you qualify you are ready for the next step which is
to fill out an application.

Application Process
The individuals in your household that count as household members are

ξ Children, except foster children, under age 18 who are under the parental control of a person other than
their parents who is exercising parental control. For example, grandparents may apply for grandchildren
in their care, even if they do not have “legal” custody. The application should take you about 20 minutes.
It is important that you fill out the application as fully as possible. Once you are done with your
application you should return it to your local Food Stamp office.
What happens next?
Once your application is submitted it will be reviewed by a caseworker who will then determine if more
information is required from you.
The amount that you are approved for will be based on the size of your household and your income
and expenses. The amount that you receive can be anywhere from $200 - $1200. If you would like
