Minutes First Presbytery of the Associate Reformed Presbyterian Church April 8, 2014, 10:00 AM, Mint Hill A.R.P. Church, Mint Hill, NC The Spring Stated Meeting of First Presbytery was held on Tuesday, April 8, 2014, at 10:00 AM at Mint Hill A.R.P. Church in Mint Hill, NC. The retiring Moderator, Mr. LeGrand Payne, called the meeting to order. Rev. Lee Shelnutt opened with prayer. Rev. Phil McCoy led the opening worship at the request of the Moderator. Guests were then introduced. Visitors were noted. Elder delegates attending for the first time were Mr. Luther Clark (Pisgah) and Mr. Scott Graham (New Sterling). A welcome was given by the Mint Hill Church along with instructions regarding meeting rooms for committees during lunch. The meeting was called to order, and constitution of the roll was announced by the stated clerk (through the sign‐in sheets from registration). A quorum was declared. The recommendation of incoming moderator, Rev. Tim Watson, that Mr. Anthony Navarro serve as Vice‐
Moderator was approved. Since Rev. Watson was providentially hindered from attending the meeting, Mr. Navarro served as Moderator for this meeting. Vice‐Moderator Navarro appointed a Memorials & Resolutions Committee consisting of: Rev. Ken Lotze, Rev. Nick Napier, and Rev. Tim Robinson (with Rev. Robert Hunter as alternate), along with the elder representatives from the Coddle Creek, Concord, & Covenant (Jacksonville) churches (Covenant, Statesville, as alternate). The program was presented with a note that the speaker from First Presbyterial Women’s Ministries would not be able to speak after lunch. Also, time for the Committee for Presbytery Realignment to report was inserted under unfinished business. The amended program agenda was approved. The report of the program committee was presented. [Appendix A] The report contained one recommendation: 1. That: M.O.P. ARTICLE VII: PROCEDURES C. Representatives to Presbytery Be amended to read: [delete] 2. Excuses for Teaching Elders, Ruling Elders and Candidates for the Ministry are to be sent to the Stated Clerk who will make the report and recommendations to the Presbytery.

While the Presbytery desires and needs the participation and counsel of all its ministers, the Presbytery will not require that honorably retired ministers, active missionaries currently out of the country, and active duty military chaplains be in attendance. In response to questions, the stated clerk noted that he tracks attendance at every meeting, and will submit those records yearly to the Minister & His Work Committee for their review. After further discussion the motion passed. Because its effect is to amend the Manual of Procedure, this will constitute the first reading, and the motion will be presented again at the Summer Stated Meeting for final approval. The minutes from the January stated meeting were approved as submitted. The second reading of a proposed amendment to the Manual of Procedure was presented as follows (first reading was approved on 1‐28‐14): That “MOP Article V: The Program Committee; Paragraph E.” be amended by inserting “Winter” between “the” and “Spring” so that the paragraph shall read: “The Program for the Winter, Spring and Fall Stated Meetings shall ordinarily include the following:....” Motion passed. An oral status update from the Committee for Presbytery Realignment was presented by Rev. Warren Harvey. This was received as information, and Mr. Harvey noted a written report will be presented in the near future. The Moderator’s Special Committee on How to Address Accusations Brought Against a Minister presented their report [Appendix B]. After some discussion, all the recommendations in the report were passed. The first two recommendations suggesting changes to the First Presbytery Manual of Procedure constitute a first reading. Rev. Bryan Gregory reported with further information in regard to the Memorial to Annex the Chicago Metro Area [Appendix C]. Rev. David Park then made an additional presentation on the subject. After some follow up questions and discussion, the motion passed. The Memorial will be presented to the General Synod in June. Moderator Payne then stepped down, unfinished business being concluded. Mr. Navarro was then introduced as Vice‐Moderator/acting Moderator. The Proposed Draft Form of Government was presented for vote. The clerk noted that only official delegates could vote, and that options included for, against, or abstaining. The final tally was 73 votes ‘for’, 12 ‘against’, and 2 ‘abstain’. Rev. Lee Shelnutt then rose to make two motions relating to the new Form of Government. That since the new Form of Government will be officially approved at the 2014 Stated Meeting of Synod per First Presbytery's votes, the Presbytery therefore authorizes the Stated Clerk of Presbytery to examine our Manual of Procedure, in consultation with the chairmen of any affected committee, and bring to the 2014 Summer Meeting of First Presbytery a proposed update of the Manual of Procedure which will address formatting issues and Form of Government references. Such a proposed update would constitute a first reading. This motion was amended to read “2014 Fall Meeting” instead of “Summer’. The amended motion passed. The next motion from Mr. Shelnutt was: That due to potential liability issues, the Presbytery authorizes the Stated Clerk of Presbytery to examine Appendix 14 in our Manual of Procedure, in consultation with Synod's lawyer, and if necessary bring to the 2014 Summer Meeting of First Presbytery a proposed update of the Manual of Procedure, which will address potential concerns. Such a proposed update would constitute a first reading. After some discussion, this motion also passed. The Treasurer’s Report was presented and received as information. [Appendix D] Mr. Chuck Paxton, elder delegate from the Glenwood Church, rose to present the following motion: “That the presbytery approve the dissolution of the Glenwood Church pending the final sale and disposition of all church assets.” It was noted that the Glenwood congregation in a congregational meeting on March 9, 2014, voted unanimously to present this motion [Appendix E]. Mr. Paxton also mentioned the church’s intention to present the proceeds from the sale of their property to Reformed Theological Seminary in Charlotte to fund scholarships for ARP students. Motion carried. An additional motion was made that the Presbytery give thanks to God for the many years of ministry of the Glenwood Church. Motion passed. The order of the day came at 12:30, and the presbytery took a break for lunch after committee meeting locations were announced. * * * * * The presbytery reconvened at approximately 1:30 PM. Because there was no speaker from First Presbyterial, a time of prayer was conducted for needs of those in First Presbytery as well as the Synod at large. Several were asked to lead in prayer for the needs mentioned. After the time of prayer, Mr. Steve Nichols, Synod’s Director of Planned Giving, presented a brief update on issues relevant to ARP churches. The court proceeded with reports of standing committees. The Minister & His Work Committee presented its report [Appendix F]. The first six recommendations were all passed with little comment. 1. That the Stated Supply and Moderator relationship between John Hill and Chalmers Memorial ARP Church be approved. 2. That the Stated Supply and Moderator relationship between Rev. Vaughn Hathaway and Garrison Memorial ARP Church be extended for an additional 12 months. 3. That the status of Rev. Tom Irby be changed to honorably retired. 4. That Tom Irby and Mark Brooks be added to the Approved Supply List. 5. That the status of Rev. John Currid be changed to laboring out of bounds, as a teacher/professor at RTS Charlotte. 6. That the following change in status and terms of call for Rev. Leo Markwat be approved… [see report for details] Recommendation #7 in regard to the request of the Progressive Church to withdraw from the ARP was presented in detail [see report]. Motion passed, with the understanding that the Stated Clerk will send the information to the church for its response. Recommendation #8 in the original report was withdrawn. A new #8 was made as follows: 8. That the Rev. James A. Hunt’s status be changed to honorably retired effective June 30, 2014, pending the dissolution of the pastoral relationship. Motion carried. Recommendation #9 to approve the report as a whole also carried. The Candidates and Examinations Committee was next to report [Appendix G]. Student Eric Hancox was examined on the floor for licensure and ordination. His examination was sustained. The call as Pastor from the Covenant of Grace Church to Mr. Hancox was presented and approved [Appendix H]. A brief service of licensure was conducted by the Moderator for Mr. Hancox. The Committee next examined Rev. Jeff Morrison for transfer from Central Carolina Presbytery of the PCA. His examination was sustained. The call as Associate Pastor from the First Gastonia Church to Rev. Morrison was presented and approved. [see also Appendix H] Mr. Zack Keuthan, a first year student at Reformed Theological Seminary, Charlotte, was presented to come under care. Mr. Keuthan gave his testimony of faith and sense of call to ministry. Motion to receive him as a student of theology passed. One additional recommendation was presented in regard to the organization of the Grace Hill Church. [see also Appendix G]. The call from that congregation to Rev. Ross Durham was presented and approved. [see also Appendix H] The Church Extension Committee report was then presented [Appendix I]. The following recommendations were approved: 1. That Church Extension treasurers report be received as information. 2. That David Dietzman and Ronny Lail be approved for the provisional session of the Bethesda Mission in Johnson City, TN with Rhett Carson as Moderator. 3. That Grace Hill Mission be approved for organization and the call of Ross Durham as Pastor from Grace Hill be considered through the Candidates and Exams Committee. An additional recommendation was presented as follows: 4. The Church Extension Committee recommends the approval of an ONA matching grant of $35,000 for New Beginning Mission The motion passed, as well as a motion to approve the report as a whole. The Nominations Committee report was considered next [Appendix J]. Four recommendations were presented: 1. Adoption of recommended persons to serve on the indicated committees and boards of First Presbytery. [see report] Two additional names were presented by chairman Rev. Jamie Hunt: Mr. Bobby Hager (New Amity) for the Congregations Committee, and Mr. Steve Cobb (Mooreville) for the World Witness Committee. The amended motion carried. 2. That the ministers and Sessions make a purposeful effort to recommend individuals for service on the committees and boards of First Presbytery. Please use the form provided and attached herewith. 3. That First Presbytery authorize the Stated Clerk to enter into an agreement with a phone service provider to enable the committees and boards of First Presbytery to utilize such service for conference calls. 4. That First Presbytery authorize the Committee on Nominations to study and to propose certain changes in the Manual of Procedure to the effect that some committees and boards may be reduced in size. The motions above were passed with little discussion. In addition, Rev. Ken McMullen made a motion that Mr. Anthony Navarro be appointed convener for the Theological & Social Concerns Committee since it is currently without a chairman. Motion carried. The report of the Trustees [Appendix K] noted progress on the sale of the property in Arden. The report contained only one recommendation pertaining to the newly organized Denver congregation: 1. The Committee of Trustees recommends that First Presbytery transfer the title to land in Denver, NC to Christ Church ARP Denver. Motion carried without debate. The Congregations Committee met over lunch to examine Sessional records, but had no formal report. The Sessional minutes from the following churches were examined and approved: Boyce Memorial, Crowders Creek, Gastonia First, Glenwood, Huntersville, King’s Cross, Linden, Pinecrest, Pisgah, and Rehobeth. The following committees had no report: ‐ ARP Home Board of Directors ‐ Christian Education (the committee did supply reports on recent youth retreats [Appendix L]) ‐ Stewardship and Finance ‐ Theological and Social Concerns ‐ World Witness The Memorials and Resolutions Committee presented the following recommendations: “On behalf of First Presbytery we offer thanks to the Mint Hill ARP officers and ladies for hosting the spring 2014 meeting of First Presbytery, for their hospitality, and for their service of the meal. We also offer thanks to Mr. LeGrand Payne for his service as retiring Moderator; to Anthony Navarro for serving as Acting Moderator; to Ken McMullen for service as Stated Clerk; and to David Sides for service as Reading Clerk.” “We offer thanks to God for Terry Wallace for his past service as Treasurer of First Presbytery and ask for the prayers of First Presbytery for the recovery of Terry and his wife, Jan, from their recent surgeries.” Both motions carried. Since no further new business was on the floor, announcements were received. Moderator Navarro closed the meeting in prayer, after which the court sang the psalm of Christian unity. The meeting was dismissed at 3:15 PM. Those present: Lanier Ellis, moderator of the session of the Mint Hill church; Tim Watson, incoming Moderator; Anthony Navarro, incoming Vice‐Moderator; David Sides, reading clerk; Vaughn Hathaway, Assistant Clerk; and Ken McMullen, incoming stated clerk. After the meeting was opened with prayer by Tim Watson, the particulars of the spring stated meeting were discussed. The Mint Hill Church will hold registration in their main building and also serve morning refreshments and lunch there. Parking is available behind/beside the church. Someone from the Mint Hill Church will welcome the Presbytery after the opening worship. The cost for lunch will be $7.00; the Mint Hill Church asks those planning to attend (both delegates and guests) to notify them at least a week prior to Presbytery to aid in their lunch planning. Mr. Payne, retiring moderator, will ask a pastor to lead the opening worship, with the possibility of there being a doctrinal sermon given (see M.O.P. Article VIII.I.3). It was agreed to schedule a student sermon as soon as business reconvenes after lunch, though at this time we are not aware if a student will be scheduled or not; if not, the moderator may use that time for prayer for presbytery concerns. We will also hear a report from Pres. of First Presbyterial/Women’s Ministries. The selection of the Committee on Memorials and Resolutions was discussed. The clerk will again encourage those bringing guests to fill out the guest introduction form included in the Presbytery packet and submit it to the clerk’s table before the meeting begins. The moderator will also recognize ruling elders who are attending their first Presbytery meeting. Items of old business for the agenda were discussed, and shall include: approval of minutes from January, a second reading on the proposed change to the M.O.P., voting on the proposed F.O.G. (if allowable), a report back from M&HW concerning handling accusations against ministers, and further discussion on the memorial to annex the Chicago metro area (which may be deferred until committee reports). Tim Watson reminded the committee that the Theological & Social Concerns Committee has not even met yet on the three matters that were assigned to them. The order in which new business will be held was discussed. In addition to committee reports, there will be a request from the Glenwood Church regarding dissolution of the congregation. Also, Mr. Steve Nichols from ARP Planned Giving has requested a brief time to speak. The committee discussed the need to keep the June meeting agenda to a minimum if possible. The possibility of moving the summer stated meeting to July was discussed but no motion made. Possible changes in how the Congregations Committee might check records were mentioned; suggestions were encouraged to be sent to Jeff Jacobs, chair of that committee. The clerk raised the issue of whether the current practice of requiring excused absences from stated meetings was necessary. After some discussion of how attendance records are kept and could be sent to Minister & His Work for their attention, a motion to amend the Manual of Procedure was made and passed (see below). Respectfully submitted, Tim Watson, chair Ken McMullen, secretary Appendix B The Moderator’s Special Committee on How to Address Accusations Brought Against A Minister Moderator Legrand Payne appointed the following to serve with him on this special committee: Jack Burris, RE, First Statesville; Rick Lewis, minister, Pisgah; Lee Shelnutt, minister, Huntersville; Andy Ward, minister, Mooresville; and Bob Wilson, minister, retired. The task assigned to the committee arose out of a request for advice from the Minister and His Work Committee on how best to handle accusations lodged against a minister of the court and out of a motion approved at the Winter 2014 meeting of Presbytery concerning procedural safe guards when the committee deals with accusations of non‐censurable offenses lodged against a minister. Over three meetings, the special committee discussed this task and related scriptural teaching, the nature of the Minister & His Work Committee as it functions in the life of the Presbytery, Article VIII.F and Appendix 13 of the Manual of Procedure, and ideas on how best to handle legitimate concerns of all parties that would be involved in the type of conflicts which produce accusations against a minister. The following recommendations are the fruit of those discussions: 1. That the following paragraphs of Appendix 13 of First Presbytery’s Manual of Procedure, Whenever a person is unable to address the offender directly, or if such action does not bring an end to the offensive conduct, the individual should notify a member of the Session of his or her church. They may also notify the Chairman (or another member) of the Minister and His Work Committee of First Presbytery. Upon receipt of a report or complaint alleging sexual harassment, the Minister and His Work Committee shall promptly undertake or authorize an investigation. The alleged incident will be evaluated by considering the totality of the particular circumstances, including the nature frequency, intensity, location, context, and duration of the questioned behavior. Even a single incident of sexual harassment may be grounds for corrective or disciplinary action. To protect both the complainant and the accused, complaints of sexual harassment shall be treated with the maximum degree of confidentiality under the circumstances, consistent with the Presbytery’s legal obligations. be revised to read: Whenever a person is unable to address the offender directly, or if such action does not bring an end to the offensive conduct, the individual should notify a member of the Session of his or her church. Upon receipt of a written notice of a report or complaint alleging sexual harassment, the Minister and His Work Committee, acting as a commission, shall promptly undertake or authorize an investigation, immediately notifying the accused and conveying to him the same rights and privileges for investigation as are applied in adjudication. The alleged incident will be evaluated by considering the totality of the particular circumstances, including the nature frequency, intensity, location, context, and duration of the questioned behavior. Even a single incident of sexual harassment maybe grounds for corrective or disciplinary action. To protect both the complainant and the accused, complaints of sexual harassment shall be treated with the maximum degree of confidentiality under the circumstances, consistent with the Presbytery’s legal obligations. 2. That the following section be added to the Manual of Procedure, Article VIII.F: 5. Concerning All Ministers Accusations against and difficulties concerning ministers of First Presbytery which have been received in writing, or brought before the Committee/Commission in the course of its work above, shall be handled in the following manner: a. In counseling with the parties concerned, or acting to correct difficulties as requested, all members of the Committee/Commission shall always deal with all parties without prejudice or partiality. If Committee/Commission members believe that they cannot, then they are required to recuse themselves. b. The Committee/Commission shall always follow Biblical principles and the rules of discipline set forth in the Book of Discipline, Chapter IV, whether the conflict involves censurable offenses or not. In reporting its work to the Presbytery, the Committee/Commission shall only include information or recommendations applicable to the specific items on the lists of both concerned parties in conflict (see point c. above). g. All members of Presbytery are reminded that they are required by their ordination vows to abide by the Constitutional Standards of the ARP Church, and the Manual of Procedure of First Presbytery, which includes the appendices. All the rules shall be equally applied to every member of the court, and no prejudice or partiality is to be shown to anyone. 3. That the Presbytery be reminded of the serious nature of charges brought against ministers and that it has entrusted its Minister & His Work Committee with dealing with difficulties concerning them, in order that the Presbytery might be spurred to frequent and fervent prayer on behalf of ministers and the Committee alike, and prayer for wisdom in handling all such sensitive matters in a Christ‐honoring way. 4. BackinMarch2013,Rev.AlanAvera,formerdirectorofONA,andIvisitedChicagotointroduce
ARPtothreeKoreanchurches.WemetthreeseniorpastorsandvisitedNewLifeChurch.Wehad
theopportunitytointroduceARPtothesessionandover200churchmembersthatattendedthe
meeting.AllthreechurchesexpressedinterestinjoiningARP.NewLifeChurchandoneother
churchsubmittedofficiallettersofintenttoaffiliatewithFirstPresbytery.However,duetothe
delayinFirstPresbyterytoacceptthechurches,twoofthechurcheshavedecidedtoaffiliatewith
otherdenominations.NewLifeChurch,formerlyaKAPCchurch,andnowanindependentchurch
thatsubscribesonlytheWestminsterConfessionofFaith,isawaitingourdecision.
Concerns
1. RelationtothePacificPresbyteryandNortheastPresbytery
NewLifeChurch,northeothertwointerestedchurches,isinanywayrelatedtothePacific
PresbyteryorNortheastPresbytery.Furthermore,whenwevisitedthechurchesinChicago,
theywerenotawareofourdenomination.Theyareacompletelyseparateentitythatshould
notbeviewedinrelationtootherpresbyteries.
2. LackofknowledgeaboutchurchesinChicago
OnceFirstPresbyterydecidestoannextheChicago‐landarea,theChurchExtension
CommitteeandtheCredentialandExamCommitteewillexamineanychurchesthatwishto
affiliatewithFirstPresbytery.Ifachurchshouldnotmeetourstandard,thePresbyterymay
notacceptthechurch.
3. IntentofNewLifeChurch
MostethnicchurchesintheUnitedStateswithimmigrantfoundationshavepainful
experiencesofschism.ARPhasahistoryofover260yearswithnodivision,agreatquality
thatmakesotherchurches,especiallyethnicchurches,wanttojoinandgrowwith.
4. OverseeingandparticipationofNewLifeChurch
IntheUnitedStates,itisnormalforKoreanpastorstojoinPresbytery/Synodviaair
becauseoflargeboundariesindenominations.Koreanchurchesalsounderstandthatthey
shouldsupportallexpensesincurredforattendingPresbytery/Synod.Inmyown
experience,IhaveservedtheCredentialandExamCommitteeforfouryearsandattended
morethan90%ofcommitteemeetings,around‐triparound280milesthatsometimes
requiresovernightstaysinhotels.NeveroncehaveIrequestedformyexpensestobe
coveredbythepresbyterybecausemychurchsupportstheseexpenses.Regardingmore
regularcommunication,pastorsmaycommunicateviaemail,Skype,etc.Ibelievethe
pastorsinChicagowillattendpresbyterymeetingsregularly.
5. ChurchesinChicagoandfuturedivisionofFirstPresbytery
ShouldFirstPresbyterydivideintosmallerpresbyteries,aconcernwaswithwhomthe
churchesinChicagowouldaffiliatewith.Jesussaid,“Takethereforenothoughtforthe
morrow:forthemorrowshalltakethoughtforthethingsofitself.Sufficientuntothedayis
theevilthereof”(Matthew6:34).IfwedowelltodivideFirstPresbytery,thiswillalsobe
doneproperlytoo.
Implications
1. ReceivingNewLifeChurchinChicagodoesnotmeanreceivingaKoreanchurch.Thismeans
receivinganethnicchurch.
2. AnnexationofChicago‐landareaintoFirstPresbyteryisnotapermanentarrangement.Itis
atemporaryarrangementuntilanewpresbyteryisestablishedinthenearfuture,possibly
withinfiveyears.
3. ThefuturepresbyteryforChicago‐landareawillbeabilingualandmultiethnicpresbytery
thatusesEnglishasitsprimarylanguage.
4. ReceivingKoreanchurcheswouldcontributetothegrowingandexpansionofARP.PCAhas
a40‐yeardenominationalhistoryandisoneofthefastestgrowingdenominationsinthe
UnitedStates.PCAhasover1,900churchesandmissionsthroughoutthestatesandCanada,
andasofDecember2012,PCAhadover350,000communicantandnon‐communicant
members.Additionally,PCAhasmorethan500Koreanpastorsand280Koreanchurches,
12%oftotalPCAchurches.ThelargestPCAchurchisKoreanSa‐RangCommunityChurchin
Anaheim,CAwithover10,000members.KoreanCentralPresbyterianChurch(PCA)in
Centreville,VAisoneofthirteen“breakout”churches(Good‐to‐GreatChurch)outofover
50,000churchesintheUnitedStates,asselectedbySouthernBaptistTheologicalSeminary
in2003.Incontrast,ARPhasover260yearsofdenominationalhistorybutdoesnothavea
singlechurchin32states.JustasKoreanchurcheshavebroughtpositivecontributionto
PCA,theywillalsoforourdenominationinthefuture.
5. TheKoreanchurchwillserveasabridgeinoutreachtootherethniccommunities.All
KoreanchurcheshaveanEnglishMinistryandchildren,youth,andyoungadultministries
arealsoalltaughtinEnglish.TheKoreanchurchisuniquebecauseitexperiencescultural
barriersevenwithinitself,as2ndgenerationKoreansexceed1stgenerationKoreansin
numberfrom10yearsago.The2ndgenerationappearanceisKorean,buttheyareactually
Americans.Withexperienceinpenetratingculturalbarriers,theywillserveaspioneersin
crossingoverculturalbarrierstootherethnicgroups,suchasSpanish,Japanese,Pilipino,
andChineseministries,bothinthestatesandaroundtheworld.Whyneglectgreat
resources?1stgenerationpastorswillbridgeusto2ndgenerationKoreans,withwhomwe
canworktogetherinthesamelanguageandculturetooutreachtootherethnic
communities.
6. OncewereceivechurchesinChicago,theywillserveasthefoundationtoexpandour
denominationtotheMidwest.Thiswillbethefirststeptowardsexpandingour
denominationtotheunreached32states.
Reflection
KoreanBethelChurchservesapproximately50EnglishMinistryandYouthGroupmembersevery
Lord’sDayservice.Afewyearsago,weanticipatedthatourEnglishMinistryPastorRev.Leon
BuchananwouldleavetoservetheUSArmyasachaplain.Therefore,weinvitedtheChurch
ExtensionCommitteeandproposedtoplantanARPchurchinFayetteville.Therewasnooutcome.
Onanotheroccasion,somepastorsfromFirstPresbyterytriedtoplantachurchforthemilitary
community,possiblyinFayetteville.Again,therewasnoresult.
Fayettevilleisthe7thlargestcityinNCandthehomeofthe2ndlargestarmybaseintheUnited
States.Therefore,therearemanychurchesthatservethemetro‐Fayettevillearea,includingmore
than37Presbyterianchurches.KoreanBethelistheonlyARPchurch.StartingJune,ourEnglish
MinistryandYouthGroupwillnolongerhaveapastor,norwilltherebeanotherARPchurchto
servetheEnglish‐speakingpopulation.
OverthepastyearIhavecontactedmanysupplypastorstocomepreachregularly.Uptonow,no
supplypastorshaveservedourchurch.Theremaybelegitimatereasonsforthis,buttheremayalso
bemanyexcuses.Asyouknow,FayettevilleisrighthereinNorthCarolina,notinIllinois,
Wisconsin,norinIowa.WhatwillARPdoforthese50individuals?Howdoesourworkathome
reflectourvisionfortheworld?
KoreanBethelplantedandenlistedConcepcionBethelChurch(F068)inConcepcion,Nicaraguato
FirstPresbyteryin2012.Twoweeksago,weinvitedthepastorsfromNicaraguatoFayettevillefor
amissionconference.IlearnedthatinNicaragua,manypeopleconsidertheChristianchurch
inferiortotheCatholicchurchbecauseCatholicchurcheshastheCatholicflag.Sinceitisan
importantsymbolintheirculture,thepastorsaskediftheycouldhaveaChristianflag.SoI
contactedtheGeneralSynodandaskedifwehadaflag.
Theysaidno,butMr.PaulBellmentionedthatIcouldmakeaflagwiththeARPemblem.
ThereforeIamworkingwithCondorFlaginCharlottetomakeourdenominationalflag.Inthenear
future,ourdenominationalflagwillbethefirstinthehistoryofChristianchurchesinNicaragua.I
believethereisnoneedfordiscussionaboutthisbeautifulevent.
Pleasenotethedistance:1,630milesfromCharlottetoConcepcion,Nicaraguaversus599miles
fromCharlottetoChicago.Thisisnotjustanissueofdistanceandlogistics,butalsoamatterofour
vision.WecanfindmanyreasonsnottoreceivechurchesinChicago,butwecanalsofindmany
goodreasonstodoso.IpraythatwemayallunderstandthetruemeaningoftheGreatCommission
(Matthew28:18‐20)sothatthismaybeabigstepforourgreatdenominationingrowingand
expandingourheritage,reformedtheology,andtraditionfortheGospelandtheGloryofGod.

Appendix F Minister and His Work Committee Report and Recommendations Report The Committee met March 20, 2014 at the Huntersville ARP Church, present were Bob Wilson, Chris Parnell, Rick Lewis, Dick Shaw, Scott Robar, Anthony Navarro, Bob Shell, and Jeff Jacobs. Excused absence for Bob Crawford, Doug Farmer, Glenn Robinson, and Jim Mitchell The meeting opened with a devotional from Romans 13:1‐5, an opening prayer, and declaring a quorum. We fully discussed the MOP F. Duties 3. “CONCERNING CHURCHES WITHOUT A PASTOR”, Appendix 2., and how to best carry out this duty. Were informed that Rev. Leon Buchanan has been assigned to Fort Lewis. WA. as an Army Chaplain, and that Rev. Ross Durham and the Grace Hill Mission are planning an organization service through the Presbytery’s Church Extension Committee with the installation of their first pastor to coincide with this service. A member of the committee visited with Rev. Mark Hunnemann (without call) and a motion was passed to refer his application to be added to the Approved Supply List to the appropriate sub‐
committee. We assigned Scott Robar to mentor and assist Rev. Philip Mayberry and the Covenant Reformed Church in West Jefferson in applying for church mobilization/revitalization funds from ONA and First Presbytery’s Church Extension Funds. A motion passed that the information received by Bob Wilson from Paul Bell regarding the ARP Retirement Plan and its requirements be communicated both to the Covenant Reformed Church, West Jefferson, and to the Presbytery for its consideration and benevolence; the Committee recommends that this consideration be referred to the Committee on Church Extension. There was a time of discussion concerning electing new officers for the committee. It was agreed that this will take place at the September meeting. There was discussion concerning the current system for ministers being “excused” from Presbytery meetings. This item was referred to the appropriate sub‐committee for further study and consideration. Recommendations That the decision of the Committee acting as a Commission to dissolve the pastoral relationship between Rev. Lionel Morgan and Chalmers Memorial ARP Church effective March 1, 2014, be sustained. (MOP Article VIII F. 1.a.) That the decision of the Committee acting as a Commission to appoint Bob Wilson to serve as Moderator for the Covenant of Grace ARP Congregational Meeting scheduled for 3‐30‐14 be sustained. (MOP F. 3.a. & FOG Chapter III H.h.i.) 1. That the Stated Supply and Moderator relationship between John Hill and Chalmers Memorial
ARP Church be approved. 2. That the Stated Supply and Moderator relationship between Rev. Vaughn Hathaway and

3. That the status of Rev. Tom Irby be changed to honorably retired.

7. Regarding Progressive ARP Church
a. Whereas the record of First Presbytery’s June 5, 2012 meeting shows its receipt and
documenting of the results of the duly constituted congregational meeting (as
moderated by Rev. Tim Robinson) of the Progressive ARP Church on April 29, 2012
where the congregation voted to withdraw from the ARP Synod (32 yes, 7 no) and
b. Whereas the Form of Government III C. 7. “Withdrawal of Congregations and Church
Property” dictates the terms by which any church may seek withdrawal (key provisions
being 65% voting threshold, a 2 year waiting period from the date of Presbytery’s
receipt and documentation of the church’s request, a second certified vote of not less
than 65% of members in favor of withdrawal, and the requirement that all Presbytery
and/or Synod support of said church be paid) therefore
We recommend the following 1. That the Progressive ARP Church provide
a. A certified record of their congregational meeting April 29, 2012 for Presbytery records,
and
b. The statistical and financial information forms, completed and sent to both the Stated
Clerk of First Presbytery and to the Office of the General Synod, for calendar year 2013.
2. That the Progressive ARP Church be required, as part of this process, to reimburse the
Presbytery for half its support of their duly called and installed minister, Rev. Percy
Coleman, during the period of his Presbytery directed sabbatical, and severance pay, the
total amount paid by Presbytery was $22,523.90, therefore, Progressive be required to pay
Presbytery $11,261.95
3. That the Presbytery reconvene its Commission on Progressive ARP Church for the purpose
of calling and certifying a congregational meeting, to occur after June 5, 2014; this
congregational meeting shall have as its only purpose the second vote on whether or not to
withdraw from the ARP Church; this Commission will report the vote to First Presbytery at
its next meeting following the congregational meeting.
4. That the Presbytery record the circumstances which led to Progressive’s initial vote of
withdrawal, the church leadership behavior toward Presbytery and its appointed
committees and commissions, and that this record be provided to our sister NAPARC
Churches, especially their regional bodies which represent Eastern North Carolina.
5. That, all previous requirements met, the Presbytery, at its stated Fall meeting of 2014 certify
the withdrawal of the Progressive ARP Church from the ARP Synod.
8. That the information received by Bob Wilson from Paul Bell regarding the ARP Retirement Plan
and its requirements be communicated both to Covenant Reformed Church, West Jefferson, and
to the Presbytery for its consideration and benevolence; and that this also be referred to the
Church Extension Committee for their benevolent consideration.

Appendix I Church Extension Committee Report First Presbytery Stated Meeting April 8, 2014 The committee met at First Gastonia, March 20, 2014. Present were: Committee Members: Randy Foster, John Limm, Chip Wampler, John Giddens and Rhett Carson; also present was Director of Church Extension, David Corley. Not present were John Beam, Curtis Hopper and Women’s Ministry representative, Veronica Unda. The meeting was called to order at 1:00PM. Randy Foster led in devotion and prayer. Our committee thanks First Presbytery for all that you do to encourage and promote the work of Church Extension. If you have any questions or concerns please reach me at 704‐798‐7098, [email protected]. Randy Foster, Chair 1.David Marcinko and Kathy Hurst (Mint Hill ARP) came before the committee with current
moderator Lanier Ellis. Mr. Marcinko and Ms. Hurst over the course of two hours presented a proposal for Church Mobilization Funding through ONA and First Presbytery. The proposal was done with the input of the total congregation. The committee received the proposal as very sound. An additional recommendation was made by the committee that the congregation do a neighborhood survey that would determine the greatest local community needs and how the church will serve them. The survey recommendation included local schools and the police department. This recommendation was positively received and discussion followed on how it would be implemented and the results made available in the finished proposal. A motion was made and approved, pending the completion of the survey and approval of presbytery at the June meeting, to present the proposal of Church Mobilization Funding for Mint Hill at the spring board meeting of ONA (March 31, April 1, 2014) for the board’s approval. The committee’s intent is to present and recommend the Mint Hill Church Mobilization Proposal at the June meeting of Presbytery based on the following guidelines for Church Mobilization Funding which was developed by Synod in 2010 for the purpose of redeveloping a congregation in this case fewer than 100 in attendance. The guidelines state: By making possible the call of a full‐time pastor trained, coached, and motivated to lead the church outward in making disciples and into a multiplication environment. The goal is that the mobilizing pastor would serve as a leader and a catalyst in moving the church outward into the community to make disciples for Christ in their community and in moving the church into a multiplication environment. A demographic study of the community is required to show that the church understands its community and is willing to reach un‐churched people in its immediate neighborhood, and to show that there are enough people in the community to support the church’s growth through conversion. The church must be willing to complete ONA approved revitalization training and commit, as demonstrated by overwhelming support of the session, to complete an ONA approved revitalization process. 2.The Bethesda Mission of Johnson City TN has currently 5 families as its core. It is currently meeting
monthly expenses of $2300. David Corley and Randy Foster made a visit to the mission on Sunday evening February 9, 2014. We had a two and one‐half hour question and answer session and everyone present shared openly and expressed their hearts desire for a mission work and planter for Johnson City. Two men who are members of the mission and are ordained elders and were examined by Mr. Corley and Mr. Foster in matters of theology, character (1 Tim 3), calling and our Form of Government and were found fit to serve provisionally. They are David Dietzman and Ronny Lail. The committee approves of their service as well as Rev. Rhett Carson as Moderator of their Session. 3.The provisional session of New Beginnings Mission in Smithfield has informed the committee that
they are considering the purchase of a church property in which to worship. This mission is non‐
funded and self‐sustained currently renting property on which stands a movable prefabricated building. Percy Coleman serves this mission bi‐vocationally. The committee will recommend to ONA the approval of a matching grant of up to $35,000 toward any Presbytery approved purchase of property by the mission at their spring board meeting. An ONA matching grant in no way obligates our presbytery and grant monies are only dispersed based on presbytery approval of a purchase of property (in this case) and then only at the time of actual purchase. 4. The committee was informed and greatly encouraged that Emmanuel Church in Wilmington is
growing and now has 25 members, an elected treasurer from the congregation and that stated supply pastor, David Shinn is actively training officers. Presently we are thankful to hear that 5 Korean congregations send monthly support to Emmanuel. Pastor Shinn has approached the committee with a request to pursue Church Mobilization Funding and the committee engaged John Giddens, John Limm, Sung Song with the assistance of David Corley to begin the necessary work to develop a proposal for Church Mobilization Funding. 5. The committee discussed the postponement of the memorial to annex the Chicago Metropolitan
Statistical Area. We reviewed the sequential steps of last year that led to the memorial. Based on the interest of area Chicago Korean churches in the ARP that have relationships with pastors of First Presbytery we ask Alan Avera, Director of ONA to accompany David Parks on a visit to the churches interested in the area. They met with sessions and congregations and came back to our committee’s (Candidates & C. Ext.) with the recommendation that we memorialize Synod to annex this geographical area. The annexation of geographical areas allow for the reception of congregations that are not within a geographical boundary of a particular presbytery into our Synod. Ten years ago Synod approved the annexation of Louisiana and Texas into the Catawba Presbytery so that church plants might begin there. Synod grows and expands necessarily in this way. We also discussed our past contact with the closest geographically located presbytery, Mississippi Valley, who responded they had no existing Korean presence in their presbytery, and gave us the blessing of their presbytery to proceed with our memorial. We contacted for advice Catawba Presbytery and the Northeast presbytery (because of their strong Korean population). At the bequest of Synod we ascertained that there was no association of the Chicago area churches with pastors or churches in our former Pacific presbytery. We recognized that this memorial on annexation is just that, the annexation of a geographical area into our presbytery and not the reception of a pastor or a congregation from that area. That through our two standing committees of presbytery the pastor (through Candidates) and the congregation (through Church Extension) would ordinarily be recommended and then approved by presbytery. The committee agreed to meet with the Candidates and Examinations Committee Chair in Burlington the evening of March 25, 2014 to fulfill request of the postponement motion made at our last meeting. The chair of Candidates and Examination will read a brief statement to the presbytery prior to our taking up this matter again April 8th and both committees and Korean pastors will be
available for questions at that time. The committee continues to fully recommend and approve the memorial. 6. The committee discussed the current status of Fuller Memorial (formerly Durham Chapel) a
redevelopment of Church Extension. In the last meeting of presbytery Tim Robinson was approved as moderator of the provisional session of Fuller Memorial. The provisional session would like to be made aware of any interest of use of the facilities as a work of First Presbytery. Fuller is an incorporated entity in the state of North Carolina and the session has requested and received the service of First Statesville attorney/elder Jim Asheburn in this matter. We are thankful for his help. The session recognizes there must be a meeting of the members of the corporation to both appoint and empower directors of the corporation to produce a title of property free and clear. This meeting of the members of the corporation is set for April 12 to accomplish this and Mr. Asheburn will be present. 7. In the June report to Presbytery the committee will be presenting “New Guideline and Criteria”
for both Church Plant Proposals and Redevelopment/Mobilization Funding Proposals. We want to more closely align ourselves with both current ONA and Best Practices of Church Planting and Revitalization. We desire any input you have in this matter be sent to David Corley at [email protected]. Also our next meeting will be at First Gastonia at 1:00PM May 8, 2014 and we welcome your attendance. Please let David know if you plan to attend. 8. We met with Ross Durham pastor of the Grace Hill Mission in Hillsborough by Face Time video
conferencing. Rev. Durham has completed all the items on the organizational check list to become an organized church. We reviewed each item individually and approved the recommendation to organized Grace Hill into a congregation. The committee approved the commission members to be David Corley, chair, teaching elders Todd Jones and Warren Harvey, and ruling elder Steve Brown of Ambassador Church with Mr. Durham as the commission to organize. Rev. Durham is requesting a service of organization be held at 4:00pm on April 13. On behalf of Church Extension: Todd Jones, Stephen Eckel, Doug Chism, Warren Harvey, and Ross Durham interviewed the potential elder candidates for Grace Hill. They are, David Kim, Ross Green and Mike Musser. All were found to fit for the office of elder on the basis of an examination in theology, character, calling and the Form of Government. Presented as information is our current treasurer’s report of which the committee would like thank Ron McKnight. Currently our only funded work is City Church of Asheville. The Bethesda Mission in Johnson City, TN, has moved to a better location and is actively searching for a mission developer. Walt & Annie DeHart continue to serve the mission in the interim for Sunday Worship. They have five families. Brookside Church, Boone, NC‐‐Larry & Joyce Young Brookside continues to carry on a viable ministry to their community. They are financially self‐
supporting. During the summer the congregation swells as folks from Florida return to the mountains. They sponsor special music events during the summer months as well. Grace Hill, Hillsborough, NC is being recommended April 8, 2014 for organization with an organization service date of April 13, 2014 at 4PM. Grace Community Mission, Black Creek, NC continue to move toward organization. Christ Coastal Mission, Southport, NC, has 50 to 60 in attendance each Sunday. They continue to meet in the Seaside Chapel which has great visibility in the community. With ONA and Presbytery support ended they currently average $4,500 each month in offerings. *City Church of Asheville‐ Duff & Kristi James
March 18, 2014 We continue to be encouraged in our work with City Church of Asheville. It’s not without its difficulties, however. The culture is more post‐Christian than most, making it difficult to find inroads with the gospel among our neighbors and friends. There’s no driving industry (Mission Hospital is the largest employer), which makes for an unstable work force and a transient population. Many young people move to Asheville because they love what little they know of the city, only to realize once they’re here that jobs are scarce. They spend a few months or years working a few jobs to support themselves before they grow tired and move elsewhere to find more stable employment. This has already affected City Church as we’ve had 12 people involved in the mission move out of Asheville to find jobs in other cities. But even with these hurdles (more importantly, in spite of them), the Lord has given us tokens of his grace and has been at work among and through the people of City Church. He continues to bring new people into our group and we’re seeing growth in the lives of those who are among us. This work is God’s work, and he’s growing it the way he wants, bringing just the right people he wants at the right time. Our work here is hard, but God is a God who delights to work in the most difficult of situations and in the strangest of ways, simply to remind us that unless he builds the house, we labor in vain. Pray that the Lord would continue to build us for his glory, our good, and the good of Asheville. Blessings, Duff City’s funding from ONA and presbytery will conclude this November. The mission is currently well funded. The New Beginnings Mission, Smithfield, NC, is being supplied by Percy Coleman bi‐vocationally. The average attendance is 25 and they have found a vacant church property they are very interested in. This work has never received funding. The Northside Mission, Greensboro, NC, meets in the Northern Elementary School and has been searching for a more visible meeting location. Fuller Memorial—See Report‐‐Durham Chapel, Durham, NC—Stopped Funding January 31, 2014. New Covenant Church, Charlotte, NC, is reaching out and engaging it’s neighborhood and seeing results at Sunday Worship. The church continues to employ interns who receive ministry training and assist the pastor in various ministry responsibilities. Scott Robar is the pastor at New Covenant. Emmanuel Church, Wilmington, NC—through the efforts of Rev. David Shinn ( the supply and moderator of Emmanuel) they have received 25 members, have elected a treasurer and are training perspective church officers. Currently 5 Korean churches in First Presbytery support financially this work. Brief Narrative Report of Multi‐Ethnic Ministry within the Presbytery: The African Mission, Charlotte, NC continues with the efforts of Zachary Kariuki. Zackary is working with a Liberian group of 30+ people. The group has its own meeting place off of Central Avenue and they pay $1,500 a month rent, utilities and a stipend for their minister. Mr. Kariuki’s call is tent making and he has full‐time employment at a Mental Health Organization and continues to teach part‐time at the Montreat College Charlotte campus. The Peace Korean Mission, Charlotte, NC, is a new exploratory work served by the Rev. Eung Chu Lee who was pastor of the Matthews Korean Church. This new mission continues to share the facilities of the Sharon Presbyterian Church, USA. The Rodam Korean, Charlotte, NC‐‐Eun Joo & Young Kim This congregation is small. It receives no funding. Pastor Kim is bi‐vocational. The church shares the facilities of the Harrison United Methodist Church and maintains a good relationship with that congregation. Recommendations 1. 2. That David Dietzman and Ronny Lail be approved for the provisional session of the
Bethesda Mission in Johnson City, TN with Rhett Carson as Moderator.
3. That Grace Hill Mission be approved for organization and the call of Ross Durham as Pastor
