The consequences of the brain drain are enormous, in particular for the quality of health care. In 2005 the International Organization for Migration (IOM) started the MIDA Ghana Health Project in cooperation with the Ghanaian Ministry of Health and the Dutch Embassy in Accra. The objective of the project is to contribute to the development of the health sector in Ghana. This is realized in two ways. On the one hand, Ghanaian and other African migrants living and working in the Netherlands, the United Kingdom, Germany and other EU countries can transfer knowledge, skills and experience through temporary assignments in Ghana. On the other hand there is the possibility for Ghanaians to come for professional training to the Netherlands or the United Kingdom. After the successful projects of MIDA Ghana I & II, IOM has started in April 2008 with the MIDA Ghana III project. This project specifically wants to contribute to the strengthening of Human Recourse Development in the health sector. For this reason training and knowledge transfer have priority. International Organization for Migration (IOM) IOM was founded by a number of countries, including the Netherlands, in 1951. Its activities include the transportation, the assistance and resettlement of migrants throughout the world. IOM is based in over 100 countries and cooperates with (inter)governmental and civil society organizations. The Ghana Health Project is carried out within the framework of IOM’s MIDA programme. MIDA stands for ‘Migration for Development in Africa’. MIDA’s objective is to assist in strengthening the institutional capacities of African governments to manage and realize their development goals. Therefore IOM seeks to mobilize the resources of the African Diaspora for the development of their countries of origin. Who can apply for the project? The project lasts from April 2008 to March 2012. The following groups can participate in the project: Ghanaians living and working in the Netherlands, UK and Germany or other EU countries with a relevant background in health care or a related field. These include medical doctors, nurses, dentists, paramedics, hospital technicians, hospital administrators and professionals in finance, management or information technology; health workers from Ghana, including medical doctors, nurses and technicians; hospitals in Ghana. Special attention will be given to the 4 northern regions including Brong Ahafo region; health institutions in the Netherlands. How does the project work? The project is flexible and tailor-made. Based on the specific human resource needs request of health training institutions and hospitals in Ghana received by IOM, members of the diaspora can carry out one-time or repeated missions to Ghana or transfer knowledge virtually. On average, the assignments last between 2 weeks and three months. Health facilities in Ghana will identify candidates to be sent to the Netherlands for further training. These internships can last between two weeks and three months. The procedure is as follows: Hospitals and health training institutes in Ghana send a training proposal and the CVs of their staff, who have been selected for training in the Netherlands, to IOM; Ghanaians in Europe send their CV and completed application forms to IOM. the Ministry of Health of Ghana and IOM will match the migrant’s expertise with the needs of Ghanaian hospitals and health training institutions. IOM will identify training opportunities in Dutch and other European hospitals; the screening and selection of both members of the Ghanaian Diaspora in Europe and health workers in Ghana will be carried out by IOM in close cooperation with the Ghanaian Ministry of Health; candidates receive formal approval by the MIDA Ghana Health Task Force; IOM assists with the preparation, travel, arrival and return of the health workers; Project Beneficiaries and host institution send reports assignment/internship to IOM. Health workers in Ghana who take a training course in Europe receive a fellowship. Expenses covered by the fellowship include a monthly living allowance, travel, accommodation, a visa, and health insurance. Besides financial support, IOM will also provide assistance organizing the assignments and internships. IOM’s services will include: assistance with travel, lodging, insurance and all other practical matters; supervision and monitoring during assignments and traineeships. The application form can be downloaded from the IOM website. What are the requirements for participation? The general conditions for taking part in the project are: Ghanaian background or nationality. Other West African nationals with proven integration skills will be considered; educational and professional background in health care or related field with at least five year’s relevant working experience; good communication skills; preferably teaching experience. What does IOM offer? IOM offers financial support to the professionals who are temporarily assigned in Ghana and to the health workers from Ghana sent to the Netherlands or other EU countries for training. Members of the diaspora who temporarily work in Ghana will receive a financial package which covers the costs of travel, a daily living allowance, travel insurance and visa; This information sheet is also available in Dutch on www.iom-nederland.nl.
