The purpose of this memorandum is to follow through with the action items from our initial
Iowa for Huckabee strategy meeting. As part of the action items that resulted in that
meeting, we concluded that a policy briefing book be completed on all of the major issue
areas in preparation for the August 11th Iowa Straw Poll. Briefing books on various have
been prepared and reviewed by senior campaign staff. The enclosed briefing book is the one
specifically focusing on energy policy.
The energy policy briefing book provides a broad outline of energy policy as it relates to the
Iowa for Huckabee project. The briefing book is divided as follows:

Background:
Current Situation of the Huckabee Campaign

The current status of the Huckabee Presidential Campaign is
difficult at best. The financial situation of the campaign is very
concerning. The campaign collected $764,000 and reported
$437,000 in the bank1. This news has been reported in
newspapers across the county and has led to the concern of
current and prospective funders.
Likewise, the poor showing in the latest poll of prospective
Republican Caucus voters in Iowa shows a slowing of
momentum for the campaign. Mr. Huckabee came in sixth
with 4% of the likely republican caucus voters2. In the same
poll presidential candidates Romney, McCain, Giuliani,
Thompson, and Brownback came in front of Mr. Huckabee.

This has situation has led to our current focus on Iowa and the
August 11, 2007 Iowa Straw Poll in Ames. Mr. Huckabee has
announced that he would re-evaluate his bid for the presidency
if there is a poor showing of fourth or worse in the August
Straw Poll3. A poor showing in the upcoming poll will be
disastrous when you consider that presidential candidates like
Giuliani and McCain have opted to not participate in Iowa
August Straw Poll. The campaign’s complete focus on Iowa
has led to a shift of priorities. All the efforts of the campaign
have been targeted at Iowa. A showing of fourth or better in
the straw poll will not only secure the continuation of the
campaign but may revive interest and financial support. If
Iowa supports Huckabee the campaign will continue.

Iowa Voters
Prioritizing the state of Iowa and its Republican voters requires
a more thorough understanding of their current perspectives
and feelings of important campaign issues. This section of the
briefing book will provide an overview of likely or possible
voters in the Iowa Republican Caucus and specifically focus on
their thoughts concerning energy policy.
Mike Huckabee with an Iowa resident
According to a poll by the Des Moines Register, more than half
of the Iowa adults who say they will definitely or probably
attend the Republican caucuses are 55 years old or older. In
comparison, only one-tenth of these potential attendees to the
Republican caucuses are 34 years old or younger4. This
indicates that as a campaign we should focus on an older target
audience.
The same poll by the Des Moines Register states that most of
these potential caucuses’ attendees learn about presidential
candidates from traditional sources such as newspapers and
television. A majority of Iowa voters are well informed
politically. In fact, 94% of Iowans have viewed or plan to view
a candidate debate. Watching or listening to candidate’s ads on
TV or radio was cited by 87% of Iowans. Likewise, reading
newspaper opinion pieces or letters to the editor about
candidates was cited by 86% of Iowans. Although younger
voters utilize internet sources more frequently to understand
candidate’s positions, the majority of our targeted audience
only utilized such tools 42% of the time.
In other polls by the Des Moines Register, terrorism, national
security, faith and values, and Iraq are the most important
issues in choosing the GOP’s next presidential nominee.
Terrorism with 40%, national security with 38%, and faith and
values with 29% topped the list. By contrast, with 5%, global
warming ranks the lowest in importance in a list of 19 issues
for potential Republicans voters.5 Given the low importance of
global warming for Republican voters, discussion of energy
policies should focus on the current campaign’s focus on
energy policy being defined in terms of energy independence,
national security, terrorism, and personal responsibility based
on faith and values.
Nevertheless, it is important to note that large numbers of Iowa
voters are asking for more clarity on some of these important
issues. In another poll by the Des Moines Register over half of
Iowan Republicans need more information from the
presidential candidates’ plans on global competitiveness,

national security, and relations with other countries. Likewise,
over 40% of Iowa Republican voters want more clarity on
issues like Global warming, terrorism, and Ethanol and
renewable energy.6 As we develop our communications plan
on some of these issues, it is imperative that we provide
increased clarity with regards to Mr. Huckabee’s plans in order
to stand out from the other candidates’ vague plans.

Mike Huckabee’s Current Energy Policy:
The current energy policy discussed by Mr. Huckabee
primarily focuses on the importance of the concept of energy
independence and the importance of public-private partnerships
that foster technological advancement and economic
competitiveness. The following section will review these two
policies in greater detail.
Energy Independence
Mr. Huckabee’s energy independence policy focuses on the
importance of not being dependent on other nations for our
energy needs. He describes how numerous presidents have

promised to reach energy independence and how they have all
failed. According to him, energy independence has been on
our “to do list” for over thirty years and rather than truly
addressing the problem, the U.S. has actually become more
dependent on foreign nations for its energy needs. In fact, our
federal spending on energy research and development is only
40% of what it was in 1979.7 Mr. Huckabee considers that as a
nation, we are paying for both sides on the war on terror- “our
side with our tax dollars, the terrorist’s side with our gas
dollars.”8 This dependence has led to the inconsistent
treatment of different nations and the support of repressive
regimes that continue to undermine our way of life.
Mr. Huckabee has proposed that the first thing he will do as
President is introduce to Congress a comprehensive plan for
energy independence that will achieve its objectives by the end
of his second term.

The discourse regarding energy independence is not very
specific and not descriptive as to how he will achieve those
goals. However, he is slightly more descriptive when he
discusses reaching energy independence by providing
incentives to public and private organizations to form
partnerships that can foster technological improvements that
address our dependency and produce jobs.
Incentive Approaches to Energy Independence
Mr. Huckabee discusses the need to explore different avenues
to find alternative sources of energy. In particularly he has
focused on the exploring nuclear, wind, hydrogen, clean coal,

biodiesel, and biomass as forms energy with the potential to
decrease our dependence on foreign oil9. He explains that in
order to successfully explore these alternative forms of energy,
we have to incentives public and private partnerships to work
together and foster technological innovation.
Mr. Huckabee proposes the following actions to achieve
energy independence10:

Cut the red tape that slows down innovation

Set aside a federal research and development budget
that will be matched by the private sector to seek the
best new products in alternative fuels

Let the free market sort out what makes sense
economically and reward consumer preferences

Mike Huckabee tours the Hawkeye Renewables ethanol plant in Iowa Falls
Mike Huckabee’s energy policy strategies are largely adopted
from the National Governor’s Association energy policy which
state the following11:


Governors commit to working in partnership with the
federal government, business, environmental groups
and others to develop and implement voluntary
programs that reduce greenhouse gas emissions in
conjunction with conserving energy, protecting the
environment, and strengthening the economy.

The Governors urge that those who have successfully
achieved reductions of greenhouse emissions receive
appropriate credit for their early actions. The Governors
strongly encourage these kinds of voluntary efforts.

The Governors support continued federal funding for
research and development technology in this area. They
also believe it is essential to engage the private sector
by fostering technology partnerships between industry
and government. Public-private partnerships serve to
achieve desired environmental goals, speed the
introduction of new technologies to the marketplace,
and meet consumer needs and product affordability
goals, while avoiding market distortions and job losses.

The federal government should not sign or ratify any
agreement that mandates new commitments to limit or
reduce greenhouse gas emissions for the US, unless
such an agreement mandates new specific scheduled
commitments to limit or reduce greenhouse gas
emissions for developing countries within the same
compliance period.

The federal government should not sign or ratify any
agreement that would result in serious harm to the US
economy;

The federal government should ensure that no single
sector, state, or nation is disproportionately
disadvantaged by the implementation of international
policies.
Mike Huckabee has also promoted the idea of efficiently
utilizing our current natural resources to move ourselves
temporarily from our dependency on foreign oil. As part of
this, Mr. Huckabee has publicly supported drilling in Alaska’s
controversial Artic National Wildlife Refuge (ANWR).12
However, unlike other Republican legislators, Mr. Huckabee
has taken a more proactive approach to protecting some of the
U.S.’s national resources. For example, he has advocated the
protection of the Buffalo River in Arkansas and maintaining
flows of the Mississippi and Missouri Rivers through the
following of the Boy Scout Rule “leave earth better than we
found it.”13
The idea of conservation is based on his faith and values. As a
Southern Baptist Minister, Mr. Huckabee believes that
everyone on this Earth has a personal responsibility to god to
take care of the Earth he has provided and not abuse that gift.

That is a form of conservation that is beginning to gain
momentum within Republican circles.
Although Mr. Huckabee’s energy policies coincide with the
interest of possible Republican caucuses voters in Iowa as
previously described; they are not specific enough to catch the
interest of potential voters. Likewise, the generalities of his
policies do not distinguish him with some of his presidential
candidate opponents. In the following sections of this energy
policy briefing book, recommendations to strengthen these
current polices will be discussed.
Energy Policy Recommendations:
The energy policy recommendations outlined in this section
will focus on the following items as a way of improving Mr.
Huckabee’s ability to stand out in comparison to other
Republican presidential opponents through energy policy:



Maintain the energy policy debate within the context of
energy independence, national security, and terrorism.
Maintain the energy policy debate within the context of
a religious responsibility to God to preserve this Earth.
Provide more specific details of the energy policies
outlined.
Update some of the energy policies beyond those
adopted in 2000-2002 during the National Governors
Association.
Specifically focus and address the ethanol concerns of
Iowa voters.
Energy Independence, National Security, and Terrorism
Mr. Huckabee’s current focus on energy independence,
national security, and terrorism as a method of discussing
energy policy is the correct course of action. As seen in the
Des Moines Register poll of issues of importance when
selecting the GOP presidential candidate for likely voters in the
Republican caucus; terrorism and national security are the main
issues of importance.14 Given that global warming was not as
important, it is imperative that energy policy be continued to be
discussed within the contexts of energy independence,
terrorism and national security.
However, Mr. Huckabee’s discussion on this topic needs to be
done more frequently and with greater level of confidence.

This should be done not only because of the polling numbers,
but because one of Mr. Huckabee’s weaknesses with other
presidential candidates is his lack of foreign policy experience.
Through a thorough discourse in this area, he can address these
foreign policy concerns and by highlighting issues that are of
great concern to Iowa Republican voters.
Conservation, Faith, and Values
Mr. Huckabee should also continue to put the energy policy
discussion within the context of a personal religious
responsibility to God to protect Earth. Iowa Republican voters
see as important the role of faith and values in voting for the
next GOP presidential candidate. Given Mr. Huckabee’s
background as a Southern Baptist minister and that his
conservative values are attractive to most Iowa Republican
caucus voters, he should be the hands down candidate of those
Republican voters concern with faith and values.
Unfortunately, the stigma associated as a non electable national
candidate, has led religious organizations consistent with his
faith and values to support less qualified candidates with
regards to these issues. Mr. Huckabee needs to continue to
hammer out his message of faith and values in all aspects of his
life. By including the discussion of energy policy within this
context of faith and values, he can continue demonstrating to
potential voters that he the ideal candidate who is consistent
with their individual faith and values.
Energy Policy for Future Generations
As in the two previous policy recommendations, Mr. Huckabee
should continue to frame the importance of energy policy as
the necessary action to protect the prospects of our future
generation. An Iowa poll by the Des Moines Register
recording the mood of Iowan’s toward the future shows an
increase in pessimism. In December of 2001, 66% of Iowans
were optimistic that the country is heading in the right
direction. In January of 2007, only 28% felt the country was
moving the right direction and 64% felt things are getting
worse.15
Mr. Huckabee has continually utilized a rhetoric of conserving
the Earth for future generations. Likewise, he used the concept
of energy independence to tell people about the importance of
preserving American competitiveness in order to ensure the
opportunities of future Americans to attain the American
Dream. Both of these concepts are full of hope that can inspire
potential voters. Mr. Huckabee needs to continue reinforcing

this message as a way of inspiring potential voters through
hope to the future.
Iowa and Ethanol
Iowa is one of the states with the largest production of cornbased ethanol. Since 1980, the production of ethanol has
skyrocketed across the country. This increased production has
largely taken place in the state of Iowa. Therefore, ethanol
production is particularly important to the state and residents of
Iowa. For the most part, candidates seeking the support of
Iowa voters need to be very clear about their support for
increase ethanol production.
Energy Policy Communications Roll-out:
Youth leaders are engaged in an 11-month series of trainings
and activities designed to build educational aspirations, provide
an introduction to public policy and encourage civic
participation.
Mr. Huckabee has come out in broad support of alternative
energy sources, such as ethanol and various others.
Nonetheless, his support is not articulated clearly in a strong
and confident support for corn-based ethanol. If Mr. Huckabee
is reluctant to have a strong support for ethanol due to some of
the concerns with this technology, then he should continue
implementing his broad and generic strategy. If however, Mr.
Huckabee has made a decision to show greater support for such
technology, then he must begin to clearly articulate his support
for corn-based ethanol.

Energy Policy Communications Plan:
Television, Radio, and Newspapers
Polls previously cited in this briefing book indicate that the
largest numbers of possible or likely voters in the Iowa
Republican caucuses are age 55 or older and they mostly utilize
traditional forms of media to gather information on presidential
candidates.16 Therefore, political ads should primarily focus on
these three media sources. Unfortunately due to the current
financial situation of the campaign, a strong media blitz around
the state of Iowa is unlikely. Nevertheless, there should be
targeted usage of these media sources in early August as the
Iowa Straw poll approaches.
Given the financial constraints, no ads that specifically focus
on energy policy should be produced due to the low priority of
importance amongst Iowa voters with regards to this issue.
Even with this constraint, our messages targeting terrorism,
national security, faith and values can refer to energy policies
to include these important issues.
Television, radio, and newspaper ads should have the following
theme:

Reflect on the positive and hopeful good old days with
a the usage of colorful imagery and upbeat music

Transition to a more gloomy political environment of
war, foreign dependence on oil, and pessimistic outlook
on the future with a utilization of black and white
images and slower and more depressing music

Lastly transition once again to a positive and hopeful
future with children and families and the utilization of
colorful images and upbeat music. This transition
should emphasize Mike Huckabee as the reason for this
optimistic future.
Ads with this similar theme could also be utilized in internet
ads on the Huckabee website, youtube, myspace, etc.
Continuation of Tour of Iowa
Given the financial constraints of the campaign with a massive
television, radio, and newspaper ads blitz and given the
Iowans’ preference for personal interaction with presidential
candidates; Mr. Huckabe should continue his current tour of

the state of Iowa. This tour and the individual interaction with
Iowa voters should expose many of them to the policy
perspectives of the candidate. In these interactions, specific
focus can be given to energy policy when appropriate to and
requested by the audience.
Internet Strategies
Despite that the primary target audiences for the August Iowa
Straw Poll are adults aged 55 and older; some improvement
can be done to the internet strategy of the campaign to target
those younger voters who utilize those mediums. Since the
voters who utilize the internet as resources of candidate
information are traditionally younger, the current internet
strategy should specifically appeal to those younger voters.
The current Huckabee for President Website,
http://mikehuckabee.com, is more appropriate for older
audiences who are not as likely to use the internet for their
information. This site should be livelier, interactive, youthful,
colorful, and should provide more specific information with
regards to specific policies. Even after searching on the
website, it is hard to get specifics of the campaigns energy
policies. Therefore, such clearly articulated policies should be
easily found and accessible on the website.

The usage of videos through linkages to youtube is a great
start. However, the videos on the website are not necessarily
interactive and attractive to younger viewers. The videos
produced and linked to the website should attempt to utilize an
increase number of simple graphics and music that make the
videos slightly more appealing. Unfortunately given time
constraints, the likelihood of improving the quality of such
videos is challenging but, if the campaign is to survive the
August 11 straw poll, great thought and energy should go to
this medium.
Coalitions and Opposition:
Coalitions
Mike Huckabee could use the assistance of funders who have a
specific interest in the energy policies that he has already
proposed. However, his low poll numbers, the vagueness of
these energy policies and not having a specific focus makes it
challenging for funders to support his campaign on these
grounds. Due to these challenges and for various other
reasons, it is more important for the Mr. Huckabee to pursue
the support of Christian groups. Despite his Christian

chredentials, its his inability to inspire the electability at a
national level that keeps many Christians from supporting him.
Mike Huckabee should continue with his message of faith and
values, including its ties to energy policy as a way to possibly
sway some support from those groups in the future.
Senator Brownback
If Mike Huckabee is to survive the August Straw Poll, he is
going to have to his biggest opponent, Senator Brownback of
neighboring Kansas. In the latest poll of Iowa voters,
Brownback received 5% of the vote compared to Huckabee’s
4%.17 In fact, in recent weeks, Senator Brownback won a
smaller straw poll of Iowa voters in Black Hawk county.18 In
addition, he has been able to raise slightly more money than
Mike Huckabee. Lastly, Senator Brownback is competing for
the votes of the Christian right in direct opposition to Mke
Huckabee.

When discussing energy policy, Senator Brownback is also a
considerable foe. Senator Brownback has been more clear
about his views on energy policy. Moving beyond his support
for energy independence, Senator Brownback has specifically
identified ethanol production as a priority and the importance
of agriculture in the path to energy independence. In addition,
he has authored specific legislation in congress that attempts to
address specific issues. For example, he recently authored the
“Dependence Reduction through Innovation in Vehicles and
Energy (DRIVE) Act.”19 Despite the serious contention for
third or fourth place in the current campaign for the GOP’s
nomination as presidential candidate, Mike Huckabee has a
good a good opportunity to catch up and exceed Senator
Brownback in the August Straw Poll.
Tommy Thompson
Despite finishing ahead of both Mike Huckabee and Senator
Brownback in the latest Iowa poll, the Tommy Thompson
campaign may be encountering greater challenges than both
due to financial problems. The Tommy Thompson campaign
recently reported having only $122,000 in the bank.20 Given
that Tommy Thompson does not have as much money,
Christian credentials, and a very generic energy policy
adopting the same National Governor’s Association standards
adopted by Mike Huckabee, lead one to believe him to be
lesser opponent with regards to the Iowa Straw Poll.

When reviewing opponents fighting with Mike Huckabee
attempting to not be greater than fourth in the upcoming
Augsut Iowa straw poll, one can see that they are very
competitive races. In a recent national poll, Mike Huckabee
came ahead of the two other candidates.21 This leads us to
believe that with some follow through on previously discussed
energy policy recommendations, Mike Huckabee can be on his
way to doing third or better in the very important August Iowa
Straw Poll.
Summary/Impact Statement:
Unfortunately, the Mike Huckabee Campaign has faced some
challenges in the last couple of months. However, with the
new communication strategy being implemented on the Iowa
August Straw Poll, staff is convinced that we can attain our
stated goal of coming at least fourth in the polls. As part of the
overall communications strategies, this energy policy briefing
book may not seem too important. Nevertheless, by
understanding how an issue like energy policy can be reframed
into another issue that is of more importance to the targeted
voter audience, we feel that as a collective, we can achieve
victory.
