Park Over the Highway
North Gateway Park
The design starts with a new, dramatic park that will extend over
I-44 between Chestnut and Market Streets and join the Arch
grounds with the Old Courthouse, finally physically connecting
St. Louis to its most famous landmark. It will allow visitors to walk
from the Old Courthouse to the Arch grounds and riverfront on
one continuous greenway, without a curb or stair step in their way.
The former Arch parking garage was replaced with 7.5 acres of usable park space for
festivals, concerts, and community events. It includes the Lewis and Clark Explorers’
Garden for children with a raised walkway featuring views of Eads Bridge and the
Mississippi River. Washington Avenue will end at Memorial Drive, allowing the park to
expand directly to the Eads Bridge and Leonor K. Sullivan Boulevard along the river.

A New Entrance to the Arch
Leonor K. Sullivan Boulevard was elevated, reducing flooding
occurrences that close the riverfront during the year. This provides
access for pedestrians, bicyclists, and vehicles to a 1.5 mile
promenade for activities and commerce between Biddle
Street and Chouteau Avenue with connections to existing bicycle
trail networks.
A new glass entrance to the museum below the Arch will face the Park Over the
Highway and the Old Courthouse and bring natural light underground to create a
fitting terminus of the Gateway Mall. Museum exhibits will be redesigned to tell the
story of the United States’ westward expansion and St. Louis in new interactive ways.
CityArchRiver is a transformational project that will physically
connect the Arch to the city and river that surround it for the first
time in the iconic landmark’s history. Visitors will have easier safe
access to the park and more to do when they get there. Learn how
