The Thurgood Marshall College Fund (TMCF) helps students acquire a high-quality college education at
an affordable cost; develops leaders of tomorrow and connects high-performing students with top tier
employment opportunities.

To date, TMCF has awarded more than $250 million in
assistance to its students and member-schools. TMCF also
serves as a voice for Historically Black Colleges and Universities
and as a resource for nearly 300,000 students enrolled in the
HBCU network of schools.
One of their missions is to identify and prepare students
attending member-schools who have significant leadership
potential. TMCF’s award-winning Leadership Institute is a
national program intended to develop students’ leadership
skills, create a community of scholars, provide companies
access to a talented and diverse student population, and
help students make lifelong connections that lead to careers.
The program prepares carefully selected students from
the 47 publicly-supported Historically Black Colleges and
Universities (HBCUs) to compete in today’s very competitive
global workforce. There’s also a recruitment fair where
Fortune 500 companies, government agencies and graduate
program representatives offer jobs, internships and continuing
education opportunities.
A Progressive Stance: Dispelling the
Myth of the Resume
Scott Lilly, VP of Programs at TMCF and President of TMCF’s
Innovation and Entrepreneurship division, knows how
challenging it is to narrow down those selected for the
Leadership Institute Program.
“It’s a rigorous and time consuming process to select the
candidates chosen for the Leadership Institute,” Lilly said.
“We have about 1,500 applicants for 400 slots. Each
member of our Talent Acquisition and Campus Relations
team has eight to ten schools they are responsible for visiting.
Our team is constantly on the road, visiting each and every
member school, interviewing hundreds of students for the
program and engaging with faculty in key disciplines. Over
the past few years, we began to question the quality of our
engagement with students due to the sheer volume and
number of meetings we had to conduct.”
“We were also looking for a way to evolve our screening
process to go beyond the typical resume review to help
dispel the myth that the only way to get a job is with a paper
resume. We recognize our students have rich life experiences
that go beyond traditional work experience, and their
leadership potential cannot be assessed by merely reading a
few words on paper. It quickly became my goal to figure out a
way to build out a full profile of our students that would best
represent them, their leadership potential, their experiences
and aspirations, in a way that could be easily presentable and
consumable by potential employers,”
he added.
Team Acceleration Software
Helps Transform the Student
Selection Process
TMCF selected HireVue’s Team Acceleration software to
empower the recruiting team to better assess and identify
talent while making the most of their time on campus.
each candidate, getting a much better sense of the candidate,
their personality, strengths, ambitions, communication skills,
and more.
“We recognized we needed to redesign our process in a way
that would allow us to thoroughly assess candidates, improve
the quality of our engagements with students, and double
down on the rigor while increasing efficiency. We also needed
to level the playing field and ensure we weren’t missing out
on the best applicants. This is where we chose HireVue to
underpin how we were identifying the best candidates,”
explained Lilly.
“Now, candidates complete an online application and are
then sent a HireVue video interview. They can complete their
interview at any time, on their mobile device. The recruiting
team then reviews the candidate’s completed HireVue
interview and lets the campus contact know which candidates
they want to meet with,” Lilly said.
While before, Lilly’s team was solely reviewing applications and
resumes and spending time with each candidate at various
schools, now, they’re reviewing a HireVue video interview for

“HireVue has given our team the ability to be more selective
with their time on campus and ensure they’re meeting with
students who have the greatest potential. They’ve already
gained tremendous insight by watching them via video
and seeing how they present themselves and how they
communicate - something they couldn’t see when looking
at an application or a resume. HireVue makes it easy for us to
look beyond a 4.0 GPA and get to know the student and
their story.”
Candidates are presented with the same interview questions
which offer a consistent process across all applicants. “It’s
important that all of the candidates have the same experience
and the consistency of the video interview helps us level the
playing field for the applicants,” he said.
Lilly and his team also found that HireVue promoted a group
consensus in the selection process.
“Because the interviews are easily shared and can be viewed
by multiple people, our team can get a second opinion on
a candidate. The recruiting team can review and we have
collaboration across the entire team,” he stated.
“Not only does our team love the collaboration and insight
HireVue provides, but the convenience it offers. Our recruiters
can review and score the submissions at any time, thereby
eliminating the need for administratively cumbersome and
costly in-person interviews,” Lilly added.

Employment Interactions
The recruitment fair presents students with a unique
opportunity to meet with employers they wouldn’t typically
have an opportunity to connect with.
“Fortune 500 companies aren’t necessarily going to rural
Mississippi to look for talent, but through our Leadership
Institute program we’re preparing and connecting students
with employers they wouldn’t have access to,” said Lilly.
“We’re not only using HireVue for our identification and
selection process, but as a coaching resource as well. We’re
exposing these students to Fortune 500 companies like John
Deere and Wells Fargo and we leverage HireVue to conduct
mock interviews ahead of those interactions,” Lilly explained.
“The mock interviews are a powerful tool because we can
adjust the question set in real time to reflect what’s happening
in industry. This is key to preparing our students for real life
interaction with top employers. Another benefit of the mock
interviews is that we recognize students may be asked to
participate in a digital interview by an employer and we have
given them exposure to that type of interview experience. It
not only benefits the student, but we’re also providing better
prepared candidates to employers.”

Candidates Embrace HireVue
“As we introduced HireVue into our selection process,
the feedback we’ve received has been better than
I expected. This indicates our target audience is
adaptable and able to adjust to the new methods of
interviewing that employers are using today,”
Lilly explained.
TMCF has also started using HireVue
as a selection process for some of their
scholarship programs.
“One of our signature scholarship programs is with a top
government agency. We have all of the applicants for that
program take a HireVue interview. It’s been incredibly well
received by that team and provides a mechanism for providing
feedback. If they want to know why a student was or was not
selected, we can point to the interview as a record.
Our partners value our innovative approach to the
selection process.”
“HireVue is going so well that our internal teams have jumped
on board,” Lilly continued, “We use HireVue to recruit internally
for our positions. Not only do we use it in the selection
process, but also in our onboarding. When someone joins our
team, we have them answer a few questions about themselves
and share their HireVue video across the organization so their
colleagues will get to know a bit about them. It’s really helped
onboard team members and get them comfortable with the
team quickly as many of our team members work remotely.”
