Introduction
Mewies Engineering Consultants Ltd (M-EC) has been commissioned by Westleigh
Partnerships Ltd to undertake an Air Quality Assessment (AQA) scoping exercise for the
proposed residential development of 52 dwellings at Surrey Street, Glossop.
M-EC has undertaken scoping discussions with the relevant Environmental Health Officer
(EPO) at High Peak Borough Council (HPBC). It has been agreed that that a scoping exercise
will be undertaken to establish whether there is likely to be significant adverse impact
associated with the additional road traffic that will be generated by the development, and to
inform whether an AQA will be required for the proposed development. Scoping
correspondence is included in Appendix A.
Site Description and Development Proposals
The site is located to the west of Glossop town centre. It is bound by Surrey Street to the
north, residential properties of Shrewsbury Street and Wren Nest Terrace to the east and
southeast, by a carpark to the south, and by Glossop Northend Football Club to the west. High
Street West, a road with residential properties fronting it, is located approximately 150m to
the south of the site. A copy of the site location plan is provided in Appendix B.
Development proposals are for 52 dwellings, with vehicular access to be taken from Surrey
Street. A copy of the site layout plan is provided in Appendix C.
Scoping Criteria
The proposed development will generate additional road traffic on the local road network,
and an AQA would seek to examine the impact of the proposed development on air pollutant
concentrations at existing local receptors located along High Street West. The key traffic
related pollutants required to be considered would be nitrogen dioxide (NO 2) and particulate
matter (PM10).
Generally, AQA will be required where a proposal is anticipated to give rise to significant
changes in air quality. The National Planning Practice Guidance (NPPG) provides guiding
principles on how planning can take account of new development on air quality.
The extent of any assessment required should be commensurate with the potential
significance of impacts. It may be possible to scope out certain impacts at an early stage.
Whether or not air quality is relevant to a planning decision will depend on the proposed
development and its location. Concerns may arise if the development is likely to generate an
air quality impact in the area, or the development is likely to adversely impact upon the
implementation of air quality strategies and action plans, and/or lead to a breach of EU
legislation.
When deciding whether air quality is relevant to a planning application, considerations
include whether the development would:

Significantly affect traffic in the immediate vicinity of the proposed
development or further afield.

·
Introduce new point sources of air pollution.
·
Expose people to existing sources of air pollutants, for example building new
homes.
·
Give rise to potentially unacceptable impact (such as dust) during
construction.
·
Affect biodiversity.
Factors to consider include:
·
The physical characteristics and scale of the proposals;
·
The air quality sensitivity of an area (for example, if pollutant concentrations
in a residential area are above or close to the National Air Quality Strategy
Objectives then the area will be highly sensitive. If well below the objectives
then of lower sensitivity).
As agreed with HPBC, the requirement for AQA to be undertaken for the proposed
development has been determined with reference to criteria contained with the Design
Manual for Roads and Bridges (DMRB) Section 11.3.1 ‘Air Quality’ (HA207/07). Affected roads
are those that meet any of the following criteria:

Road alignment will change by 5m or more; or
·
Daily traffic flows will change by 1000 AADT or more; or
·
Heavy Duty Vehicle (HDV) flows will change by 200 AADT or more: or
·
Daily average speed will change by 10km/hr or more; or
·
Peak hour speed will change by 20km/hr or more.
Baseline Air Quality
Part IV of the Environment Act 1995 (the Act) requires UK government and devolved
administrations to produce a national air quality strategy containing standards, objectives
and measures for ameliorating ambient air quality and to continually review these policies.
The Act also provides a legislative framework for a system of Local Air Quality Management
(LAQM). This system is an integral part of delivering the UK’s air quality obligations.
Under the LAQM regime, responsible authorities are required to carry out a regular review
and assessment (R&A) of air quality in their area against defined national objectives, which
have been prescribed in regulations for the purposes of LAQM. Where it is found that these
objectives are unlikely to be met, responsible authorities must designate Air Quality
Management Areas (AQMAs) and implement Air Quality Action Plans (AQAPs) to tackle the
problems.
The latest available Air Quality Progress Report on the HPBC website was produced in 2013.
The Progress Report and information provided on the Defra website (http://ukair.defra.gov.uk/aqma/list?view=H) indicates that there are not any AQMAs within the HPBC
area.

HPBC operates a network of NO2 diffusion tube monitoring sites in the Borough. There is one
site located in Glossop, approximately 700m southeast of the proposed site at High Street
East to the rear of Howard Town House.
Table 1 shows the annual mean concentration of NO2 experienced at this monitoring site in
2011 and 2012. The monitoring data indicates that annual mean NO 2 concentrations were well
below the air quality objective of 40µg/m³ in 2011 and 2012. As TEMPRO indicates a traffic
growth factor of 1.02 (2%) in the Glossop area between 2012 and 2015 it is considered that this
growth would not have increased air pollutant concentrations significantly.

Traffic Data
A comparison between High Street West ‘without development’ and ‘with development’
traffic data has been undertaken. Baseline AADT for High Street West has been sourced
from
the
DfT
Traffic
Count
website
(http://www.dft.gov.uk/trafficcounts/cp.php?la=Derbyshire). This is data is from 2013 but is has been used as a proxy.
Development traffic flows have been taken from the Transport Statement (produced by
Banners Gate, December 2013), which includes an estimate of proposed traffic generation
from the development. Base and development AADT flows, together with percentage
increase are shown in Table 2 below.

Scoping Exercise

The information provided in Table 3 shows that although the sensitivity of nearby receptors
is high, NO2 concentrations are currently indicated to be well below the national objective.
With regard to changes on traffic flow due to the development, no significant changes in
AADT or speeds are expected to arise on High Street West.
It is therefore considered that the impact of the proposed development will be neutral in
terms of air quality, and that further Air Quality Assessment will be not be required.
