Message from the President
Dear Managers and Coaches,
Congratulations on being selected as a Manager or Coach for Antelope Little League. Each of you has
demonstrated you have the best interest of the children in our community at the forefront of your reasons for
volunteering. You have committed to teaching them the game of baseball while providing a safe environment
and allowing them to have a positive and fun experience.
We will have a coaching clinic where you will learn how to teach the proper techniques of batting, throwing,
fielding, and other aspects of play. We will provide teaching materials, Little League handouts, and rule books.
Hopefully, these clinics and materials will be beneficial and you will use the information you have learned every
time your team is on the field of play.
Safety of the players and volunteers is paramount to Little League, and it comes in many forms. The most
obvious form is safety of the player while playing baseball either at practice or games. For example, the
swinging of bats must be in accordance with all safety rules; proper gear must be worn while catching; and
players must wear batting helmets while batting and running the bases. These and other safety rules are
essential to the wellbeing of our children.
Player safety also includes making sure no player is left alone prior to or after practices and games. Background
checks have been performed in an effort to further protect our children. Only those individuals who have an
approved application on file are allowed to participate at practice and games with the children. Furthermore, I
want to remind you to stay at the field until all players, including older children, leave the field with an
appropriate party after practices and games. Remind your parents to be timely in picking‐up their
children. Verify all carpooling instructions before allowing the children to ride with someone who is not their
parent.
We will provide you with basic first aid information on handling minor injuries and emergencies on the
field. You will be provided first aid kits in your equipment bag to handle minor injuries.
By accepting the responsibility of managing or coaching, you are given the task of ensuring the safety of our
players. I am confident that each and every one of you will do your part to protect our children. With your
help, we look forward to making this a safe and fun baseball season!

Safety Manuals and First Aid Kits
Each team will be issued a Safety Manual and a First Aid Kit at the beginning of the season. The Manager of the
team will acknowledge the receipt of both by signing in the spaced provided below when taking possession of
these articles.
Two chemical ice packs of physical therapy quality will be issued to each team at the beginning of the season.
Others are available at all times at the concession stand. The concession stand will also have a First Aid Kit and
Safety Manual in plain view during all games and activities. The First Aid Kit will include the necessary items to
treat an injured player until professional help arrives if need be.
The Safety Manual will include phone numbers for hospitals and other emergency services, phone numbers of
all board members, and the Antelope Little League Code of Conduct.
I have received my Safety Manual and First Aid Kit and will have both present at all practices, batting cage
practices, games (season games and post‐season games) and any other event where team members could
become injured or hurt.

Code of Conduct
The Antelope Little League Board of Directors has mandated the attached Code of Conduct. All managers and
coaches will read this code and sign as indicated, acknowledging he/she understands and agrees to comply
with the policies therein. (Code of Conduct Attached)

Safety Code of Conduct
The Antelope Little League Board of Directors has mandated the following Safety Code. All Managers and
Coaches will read this Safety Code and then review it with players on their team. Signatures are required in the
spaces provided below acknowledging that the manager, coaches, and players understand and agree to comply
with the Safety Code. Participants and volunteers are required to abide by this code.
2016 Safety Code:
1. Responsibility for safety procedures belongs to every adult member of Antelope Little League.
2. Each player, manager, designated coach, umpire and team official shall use proper reasoning and care to
prevent injury to himself/herself and to others.
3. Only league approved managers and/or coaches are allowed to practice with the teams.
4. Only league‐approved managers and/or coaches will supervise pitching bull‐pens.
First Aid Kits
5. First‐aid kits are issued to each team manager during the pre‐season and additional kits will be located at the
concession stand or equipment shed.
6. Managers, designated coaches, and umpires will have mandatory training in first aid.
Fields and Equipment
7. No games or practice will be held when weather or field conditions are poor, particularly when lighting is
inadequate.
8. Play area will be inspected before games and practices for holes, damage, stones, glass and other foreign
objects.
9. Team equipment will be stored within the team dugout or behind screens, and not within the area defined
by the umpires as "in play".
10. Only players, the manager, official coaches, and umpires are permitted on the playing field or in the dugout
during games.
11. Only those volunteers approved by Antelope Little League are allowed to participate at practices.
12. Responsibility for keeping bats and loose equipment off the field of play should be that of the team
manager and designated coaches.

13. During practice and games, all players should be alert and watching the batter on each pitch.
14. During warm up drills players should be spaced so that no one is endangered by wild throws or missed
catches.
15. All pre game warm ups should be performed within the confines of the playing fields and not within areas
that are frequented by spectators.
16. During the games, managers and coaches will not take their coaching positions on the field until the pitcher
is done warming up. This rule will avoid errant balls hitting managers and coaches who might not be paying
proper attention.
17. Equipment should be inspected regularly for the condition of the equipment, as well as for proper fit to the
player.
18. Batters must wear unaltered Little League approved protective helmets that bear the NOCSAE seal during
batting practice and games.
19. Parents of players who wear glasses should be encouraged to provide "safety glasses” for their children.
Special Drills
20. During sliding practice, bases should not be strapped down or anchored.
21. Players should be taught to slide and turn his/her head the opposite direction that the ball may be thrown
to the base. For example, players stealing second base on a wild pitch should turn his/her head toward the
outfield because the throw will be coming from the catcher.
Bats and Balls
22. On deck batters are not permitted except in Junior and Senior League.
23. Managers will only use the official balls supplied by Antelope Little League.
24. Once a ball has become discolored, it will be discarded.
25. No swinging bats or throwing baseballs at any time within the walk‐ways and common areas of the
Antelope Little League playing facility.
Protective Gear: Cups and Catchers Gear
26. All male players will wear athletic supporters or cups during games. Catchers must wear a cup. Managers
should be encouraged that cups be worn at practices too.
27. Male catches must wear the metal, fiber or plastic type cups and long or short model chest protectors.
28. Female catchers must wear long or short model chest protectors.

29. All catchers must wear chest protectors with neck collar, throat guard, shin guards, and catcher's helmet, all
of which must meet Little League specifications and standards.
30. All catchers must wear a mask, "dangling" type throat protector, and catcher's helmet during practice,
pitcher warm up, and games without wearing full catcher's gear and an athletic cup as described above.
31. Catchers must wear catcher's mitt (not a first base or fielder’s mitt) of any shape, size, or weight consistent
with protecting the hand.
32. Catchers may not catch, whether warming up a pitcher, in practice, or games, without wearing full catcher's
gear and an athletic cup as described above.
Metal Cleats (Spikes)
33. Shoes with metal spikes or cleats are NOT permitted. Junior and Senior divisions only may have metal
spikes.
Jewelry
34. Players will not wear watches, rings, pins, jewelry, or other metallic items during practices or games.
(Exceptions: Jewelry that alerts medical personnel to specific conditions is permissible and this must be taped
in place).
35. No food or drink, at any time, in dugouts. (Exception: Water and sports drinks).
Transportation
36. Speed limit is five (5) miles per hour in roadways and parking areas.
37. Always be alert for traffic.
38. No playing in the parking areas at any time.
39. Carpooling must be approved by parents.
Alcohol, Tobacco, and Drugs
40. No alcohol, tobacco (including vapor and e‐cigarettes), or drugs allowed on the premises at any time.
41. No medication will be taken at the facility unless administered directly by the child's guardian. This includes
Aspirin, Ibuprofen and Tylenol.
Common Sense
42. At no time should "horse playing" be permitted on the playing field.
43. No throwing rocks.

44. There is no running allowed in the bleacher areas.
45. No swinging on dugout roofs.
46. No climbing on fences.
47. No pets are permitted on the premises at any time. This includes dogs, cats, horses, etc.
48. Observe all posted signs.
49. Players and spectators should be alert at all times for foul balls and errant throws.
50. Bicycles helmets must be warn at all times when riding bicycles on the premises, as well as to and from the
premises.
51. No one is allowed on the complex with open wounds at any time. Wounds should be treated and properly
bandaged.
52. No playing and or around lawn equipment or other machinery at any time.
Advisement
53. Never hesitate to report any present or potential safety hazard to the Antelope Little League Safety Officer
immediately.
Emergency Medical Release Forms
54. Emergency Medical Release Forms will be present to all games and practice and will be kept within the
team's safety manual. Managers are encourage to make a second and third set of these forms and distribute to
the coaches in the case the manager is not at a game or practice.

Pre-Season
Managers should:
Take possession of this Safety manual and the First Aid Kit supplied by Antelope Little League.
Meet with all parents at a team meeting to discuss Little League philosophy and safety issues. The
parents will be required to sign the Antelope Little League parent code of conduct. It will be the
manager’s responsibility to maintain these in the team binder.
Cover the basics of safe play with his/her team before starting the first practice.
Return signed Antelope Little League Code of Conduct and the Antelope Little Safety Code to the
Antelope Little League Safety Officer before the first game.
Teach players the fundamentals of the game while advocating safety.
Teach players how to slide (Excludes Tball, A, and AA divisions), prior to the season starting.
Notify parents if a child is injured or ill. He or she cannot return to practice unless they have a note
from their doctor. This medical release protects you if that child should become further injured or ill.
There are no exceptions to this rule.
Encourage players to keep hydrated during practice and games.
Tell parents to bring sunscreen for themselves and their child. Encourage your players to bring
sunglasses.
Encourage your players to wear mouth protection.
Season Play
Manager Should:
Make sure equipment is in first rate working order
Make sure that telephone access is available at all activities, including practices. It is suggested that a
cellular phone always be on hand.
Do not expect more from their players than what the players are capable of.
Teach the fundamentals of the game to players:
Catching fly balls
Sliding correctly
Proper fielding of ground balls
Simple pitching motion for balance

Hitting
Enforce that prevention is the key to reducing accidents to minimum.
Have players wear sliding pads if they have cuts or scrapes on their legs.
Always have First Aid Kits and Safety manual on hand.
Use common sense.
Pre-Game and Practice
Mangers Should:
Make sure that players are healthy, rested and alert.
Make sure that players are returning from being injured have a medical release form signed by a
doctor. Otherwise, they can't play.
Make sure players wear the proper uniform and catchers are wearing a cup.
Make sure that equipment is in good working order and is safe.
Agree with the opposing Manager on the fitness of the playing field. In the event that the two
managers cannot agree, the President or a duly delegated representative shall make the
determination.
Enforce the rule that no bats and balls are permitted on the field until all players have done their
proper stretching, including, but not limited to:
Calf Muscles
Hamstrings
Quadriceps
Groin
Back
Shoulders
Elbow/ forearm
Arm Shake out
Neck
Next, have players do a light jog around the field before starting throwing warm ups that should follow
this order:

During the Game
Managers Should:
Make sure that players carry all gloves and other equipment off the field and to the dugout when their
team is up to bat. No equipment shall be left lying around on the field, either in fair or foul territory.
Keep players alert.
Maintain discipline at all times.
Be organized.
Keep players and substitutes sitting on the team’s bench or in the dugout unless participating in the
game or preparing to enter the game.
Make sure catchers are wearing the proper equipment.
Encourage everyone to think Safety First.
Observe the "no on‐deck" rule for batters and keep players behind the screens at all times. No player
should handle a bat in the dugouts at any times.
Keep players off the fence.
Encourage players to drink often so they do not become dehydrated.
Do not allow children that become injured in a game to remain playing.
Do not lose focus by engaging in conversation with parents and spectators.
Post‐Game
Managers should:
Do cool down exercises with the players
Light jog
Stretching
Those who throw regularly (pitchers and catchers) should ice their shoulders and elbows.
Catchers should ice their knees.

Do not leave the field until every team member has been picked up by a known family member or
designated driver.
Notify Parents if their child has been injured no matter how small or insignificant the injury is. There
are no exceptions to this rule. This protects you, Little League Baseball, Incorporated and Antelope
Little League.
Discuss any safety problem with the League Safety Officer that occurred before, during, or after the
game.
If there was an injury, make sure an accident report was filled out and given to the Antelope Little
League Safety Officer.

Concession Stand Safety Rules
The below rules are posted in our Concession Stand.
Advisement: Be careful handling hot appliances (crock pots, coffee makers, hot dog cooker, and BBQ).
1. Clean up any spilled water on the floor
2. Don't stand on a bucket or chair to reach items high on the shelf, use the step ladder.
3. Wash hands before handling open foods, such as hot dogs and nachos. Please use provided
utensils and latex gloves.
4. No one under 14years‐old may work in the snack bar or handle money.
5. No more than 5 people working in the snack bar at one time.
6. There is a fire extinguisher is located within the snack bar.
7. Wash and Clean utensils before and after each day.
8. Cook food to proper temperatures (155 degrees F internally for beef and 165 degrees F for
poultry).
9. Refrigerate Food at 41 degrees or below.
10. Do not use leftover food.
11. Use foods from approved sources (do not use foods prepared at homes).
12. Clean up after us: Disinfect counters and cook areas, clean beverage machine, sweep floors
and store foods properly.
13. First Aid Kit is available in the Concession Stand.

Mandatory First Aid Seminar
The Antelope Little League will have a Mandatory First Aid Clinic

Time: 10am‐1pm
Little League handouts will be distributed and the focus will be on the Antelope Little League area's
Emergency First System.
This event is mandatory and requires at least one representative from each team.
Mandatory Fundamental Training
The Antelope Little League will have a Mandatory Coaches Fundamentals Training Clinic

This meeting will focus on coaching the basic fundamentals of baseball. There will be discussion about
pitching, fielding, throwing, hitting and sliding and various other coaching techniques for different age
groups.
This event is mandatory and requires at least one representative from each team.

Field and Equipment Inspections
Pre-Game Manager/ Coach I Umpire Field Inspection
Prior to each game, the home team manager and coaches will walk the field looking for obvious safety
issues. This will be done prior to the game while the field is being prepared for the game. The manager
and coaches will look for items that could cause injury, such as rocks, bottles and holes in the field. The
managers and coaches are responsible for the infield, outfield and dugout areas and the umpire will be
responsible for all bases including home plate.
Equipment Inspection
Antelope Little League will work to ensure that all equipment that the children are using in good and
safe condition. Prior to the start of the season, the Antelope Little League equipment manager will
inspect the equipment prior to handing it out. At that time, any equipment that is in unsafe condition
will be discarded. Following Little League guidelines, the equipment will be destroyed such that it
cannot be used by children that might try to retrieve a dumpster or garbage can.
In addition to the pre-season inspection, the Manager and coaches will inspect the equipment at
games and practice. Umpires will inspect equipment at the beginning of each game. Dented bats or
cracked helmets will be taken out of play at that time and the manager will be required to dispose of it
as described above after the game.

Background Checks
All volunteers that will be associated with Antelope Little League will complete the volunteer forms
that are provided by the league in accordance with Little League regulations. The Board of Directors
will maintain records of volunteers that have submitted forms, whether permitted to volunteer or not.
Accident Reporting
Antelope Little League will have an Accident Reporting Program. Managers and Coaches are
responsible for filling out the accident report provided by Little League and getting it to the League
Safety Officer within 24 hours of the incident. The report will be filed in the Safety Binder and a copy
will be routed to the District at the following meeting.
Little League Rule Adherence
Antelope Little League will enforce the rules of Little League including the rules of using proper
equipment and coaches not catching a pitcher, even at practice. This is rule 3.09 (2006 Rule Book).

ALL Manager/Coach Code of Conduct
Antelope Little League is concerned about the conduct of all coaches, officials, players and fans during practices
and games at all levels. ALL seeks to ensure that games are a fair, positive and an enjoyable experience for all of
the children and adults involved. ALL expects all Managers/Coaches (Coaches) to conform to this code of
conduct. Coaches are to adhere to this code at all times.
1.
As a Coach with ALL, it is your responsibility to ensure that you create a positive environment of
learning, fun and reinforcement.
2. The Coach will treat all of his/her players, including their own, fairly and with respect at all times.
3. The Coach will communicate his/her expectations to the players and their parents as clearly, consistently,
and as early as possible.
4. The Coach is expected to advise parents/guardians of the players on his/her team to be timely and
responsible in dropping off and picking up their children for all practices and games. ALL seeks to
maintain player safety at all times.
5. The Coach is an example of dignity and patience, and a role model to players.
6. The Coach should introduce himself/herself to officials and opposing coaches before the game.
7. The Coach is responsible for the sportsmanship of the players during the game.
8. The Coach is responsible for the conduct of the parents of his/her players during the game. It is
imperative to explain acceptable player and parent behavior in a preseason meeting. Encourage them to
applaud and cheer good plays by either team. Clearly, forcefully, and directly discourage them from
being derisive toward officials or opposing players.
9. The Coach is responsible for the conduct of spectators rooting for his/her team during the game.
10. During the game, the Coach will not address the officials of the game inappropriately. If there is an issue
or dispute, discuss it with the official calmly and patiently. If the complaint is unresolved, or if the Coach
thinks the official was unfair, biased, unfit or incompetent, the Coach should report his/her opinion in
writing to the Division Commissioner.
11. After the game, the Coach and his/her players should thank the officials, opposing players, and coaches.
12. Coaches are required to familiarize themselves with ALL by-laws pertinent to their responsibilities and to
adhere to the requirements of those by-laws and to conduct all practices and games in strict
conformance with ALL’s playing requirements and guidelines.
The example of a Coach is powerful. As a Coach with ALL, your role is to ensure fair play, support the officials, and
focus on the players’ enjoyment of the game and their overall long-term development. Coaches who do not
follow the expectations described above will be disciplined or removed in accordance with ALL bylaws.

Section II: Unacceptable Behavior and Consequences
All volunteers and parents have pledged respect and support. Players have pledged to do their best.
This section identifies specific unacceptable behaviors
inconsistent with the pledges and corresponding
consequences for:

In the judgment of the Umpire or League official, play may be suspended with all participants directed to their
respective dugouts, or other place as necessary, until individuals are removed or offending behavior has ceased.
The following represent the minimum consequences for various infractions. In no case, shall penalties be reduced.
The ALL Disciplinary Committee (DC) reviews each incident and reserves the right to increase disciplinary action
up to, and including, lifetime suspension from ALL based on the (a) severity of specific incident, (b) past actions
(during current or prior seasons) by the individual, and/or (c) other egregious behavior by the individual.
The DC may suspend indefinitely any individual pending review by the DC. While the DC will not unreasonably
delay a review, scheduling delays may result in the individual banned at any ALL event until review.

Section III. League Field Maintenance Responsibility
Field Maintenance is the responsibility of the Managers and Coaches in each division.
Maintaining the field is paramount to the safety of our players, as well as a matter of showing the
children in our community that we care about their league and the fields they play on. As of
January 7, 2016, Antelope Little League has instituted the following policy regarding the upkeep
of our fields.
NOTE: This policy applies to all ALL fields. Please contact the ALL Fields Coordinator for additional
information or maintenance training and expectation.
Home Team Responsibilities
Visitor Team Responsibilities
PRIOR TO GAME:

Set-up Field (chalk baseline & batter’s box, setup
bases)



Prepare pitcher’s mound
AFTER THE GAME:



Field Tear down (Bases and fence/cones).
Fill holes at home plate.
Clean out and SWEEP dugout.





Ensure all field fences and gates are locked (if
applicable).

Notify Division Vice President of missing or
broken equipment, of any damage to the
field (broken locks, vandalism, graffiti, etc.) or
if supplies need replenishment (chalk, clay,
etc.).
Drag the field paths.
Ensure all loose hoses, covers, etc. are in place or off
the field beyond the fence.
AFTER THE GAME:



Notify Division Vice President of missing or broken
equipment, of any damage to the field (broken locks,
vandalism, graffiti, etc.) or if supplies need replenishment
(chalk, clay, etc.).
Drag the field.
Rebuild pitcher’s mound including filling new
holes/ tamping.
Clean out and SWEEP dugout after game.
Put away gear and LOCK equipment box.
Umpire Box: Verify checklist is complete and LOCK box.
Ensure all field fences and gates are locked (if
applicable).
CONSEQUENCES
1st Time
Team Manager will be given a written and/or verbal warning.
2nd Time
Team Manager will be given a 1 game (next game) suspension.
3rd Time
Team Manager will receive a Suspension for the remainder of the season.
