Jasbinder Kang of 7460 - 148 Street was present to speak in favour of development. He expressed the hope to
see more affordable housing in Newton.
Anne Thorn of 14911 - 66A Avenue was present to speak in support of the development. She noted that 550
persons are opposed but should not dictate to the other many residents in support of development.
Ann Scott of 14933 - 66A Avenue was present to speak in favour of development.
Leon L. Dorais of 15139 - 75 Avenue was present to submit a brief and to speak in opposition to development.

Mr. Dorais expressed the opinion that the change in designation to urban is the desire of contractors, investors
and the Planning Committee, without input from tax paying home owners. He stated home owners settled in
East Newton for the following reasons: access to arterial highways; central location for shopping, services,
recreation, access to border, etc.; and the semi-rural setting.
Councillor Robinson entered the Public Hearing at 7:33 p.m.
Mr. Dorais commented on the following services which are not sufficient for the proposed development: water
supply; waste disposal; law enforcement; social implications; and building inspections and illegal suites. Mr.
Dorais stated that the GVRD has declared there is a strong possibility of water rationing for 1993. He stated
that water storage is inadequate to serve current needs of the Lower Mainland, noting that the average water
consumption per day is 170 gallons per capita. He stated that if East Newton were to develop, this would
drastically increase this daily water consumption, making water restrictions a constant problem.
Councillor Watkins entered the Public Hearing at 7:38 p.m.
Mr. Dorais concluded by saying that many residents are extremely concerned over the proposal for urbanization
which would destroy their lifestyles and requested that in-depth studies be conducted and the serious
ramifications be considered.
Amrit Toor of 7328 - 148 Street was present and stated that land owners adjoining the Chimney Hill area, who
were in the proposed buffer zone, should be included in the Urban redesignation. He stated that this buffer
zone is an arbitrary zone through their properties and felt that Chimney Hill is, in fact, the buffer area.
In further discussion, Mr. Toor stated that the larger lots in Chimney Hill are unaffordable and that these must
now be dealt with by sub-rental. A buffer zone would only compound this earlier problem.
Libby Baschzok of 7364 - 148 Street was present to speak in support of the proposal. She expressed opposition
to the buffer zone, stating that a natural buffer zone exists on 149 Street. Mrs. Baschzok read from a letter she
had submitted to Council.
Brian Kilvert of 6958 - 150 Street was present to speak in support of the proposal. Mr. Kilvert expressed
appreciation for the workshops held to inform the public and found them open to frank discussion. He believes
the East Newton Plan is a good working model which represents the opinion of the majority of persons who
attended the workshops. He supports development of the area to single family housing in a planned manner. He referred to the limited amount of land indicating, this must be developed in an effective manner. He
opposed developing large houses on large lots.
Kerry Grant of 14831 - 72 Avenue was present to speak in support of the proposal. He stated, however, that 13
pieces of property which had originally intended to be included in the redevelopment have now been
eliminated by being included in the buffer. He opposed this. Mr. Grant also spoke in favour of affordable

housing in East Newton.
Jeanne Eddington of 6659 - 122A Street was present to comment concerning the process. She noted that most
Local Area Plans have been changed without input from citizen committees. She expressed support, however,
for the Suburban Land review undertaken and appreciation that the community has been involved in this
process. Mrs. Eddington stated she supports planned development.
Harbhajan Singh Duhra of 6157 - 132 Street was present to speak in favour of developing single family or even
smaller lots to enable more people to move into the area. Mr. Duhra stated he has been a resident in Surrey for
35 years.
David Johl of 12415 - 64 Avenue was present to speak in favour of planned development. Mr. Johl spoke of
his plans to build a home on his 5-acre parcel of land in East Newton and feels he can speak for development
in Surrey. He stated that urban size lots will enable growth that benefits Surrey.
Councillor Villeneuve left the Public Hearing at 8:00 p.m.
Mr. Johl pointed out that a public process for these plans was excellent. He pointed out school sites have been
identified, and that the mix and flow of different types of housing, etc all point to good planning.
Paul Lail of 8269 - 149A Street was present to comment that the Public Information meeting process should be
respected. He pointed out that this plan is the result of this public input. He stated the plan is a strong step
toward development and includes the green space that is needed in the community.
Connie Saran of 12415 - 64 Avenue was present and commented she wishes to raise her family in Newton and
is in favour of planned development. She stated she is seeking schools, parks, services and traffic control to
enhance development.
Avtar Johl of 12415 - 64 Avenue was present to speak in support of planned development. Mr. Johl supports
development of a mix of houses, commented that higher densities cannot only surround town centres, and
indicated that adequate green spaces, schools and other amenities will all contribute to a desirable community.
Councillor Villeneuve returned to the Public Hearing at 8:10 p.m.
Mr. Johl pointed out that social structures are important for healthy communities. He stated that mega-homes
and inner cities do not lead to healthy communities. He suggested a variety of land should be offered to permit
a variety of lifestyles and indicated affordability is important to young adults. He asked that the wishes of the
community be supported by support of this plan which addresses the needs of communities.
Dave Hirst of 14583 - 68 Avenue was present to speak in support of the plan. Mr. Hirst submitted retractions
of some signatures originally taken in opposition to the plan.

That the retractions submitted by Mr. Hirst be received.

Mr. Hirst pointed out that services are to be provided through properties which should have the right to develop
to utilize them. He suggested the economy will be improved through employment due to development. Smaller parcels will assist to pay for schools and services such as water. Furthermore, he suggested that the
plan would enable retirees to remain in the area and commented that affordable housing is necessary to young
people.
Lloyd Eliason of 14861 - 72 Avenue was present to speak in support of the plan but to oppose the buffer zone. Mr. Eliason opposed half-acre lots and mega houses. He spoke in favour of affordable housing. He stated that
landowners have the right to develop and urged that his home be included in the development.

Sandy Naylor of 14759 - 72 Avenue was present to speak in opposition to the larger lots proposed and the
potential for mega-houses. He stated smaller lots, allowing single family development, should be provided.
Mr. Naylor noted that 10 acres of park/school lands next to Genstar have been purchased by the Municipality
and commented this appears to benefit only Genstar. He commented on community structure and stated
provision of sewers, water, etc will be very expensive. He urged that the plan be delayed to allow more review.
Raghbir Singh Bains of 8040 - 156 Street was present to speak in favour of the urbanization of East Newton. He expressed appreciation for the opportunity to have input into the plan.
Mr. Singh stated the residents of the area east of 148 Street and north of 72 Avenue, who sought urbanization,
are proposed to be suburban. He suggested an amendment be made to the plan to correct this.
Mr. Singh referred to a 550-name petition requesting no changes to the Official Community Plan. He
suggested this petition proposes to deny the opportunity to the less advantaged to have homes of their own. He
requested that the petition not be supported by Council.
Mr. Singh suggested that a massive influx of residents cannot occur in one year as feared by some. In
reference to the school land argument, he suggested that government should not engineer situations so as to
benefit public institutions at the cost of landowners . He asked that Council examine the conservation issues
which include: limited land and taxpayers' money.
Councillor Hunt left the Public Hearing at 8:51 p.m.
William Trachuk of 6934 - 144 Street was present on his own behalf and for his brother, Stan Trachuk of 6910
- 144 Street. Mr. Trachuk spoke in favour of the development to allow provision of needed services.
Adrian Krabbendam of 6773 - 148 Street was present to speak in support of planned development
Peter Sturkenboom of 15133 - 75 Avenue was present to speak on behalf of the residents of East Newton who
are opposed to the plan. Concerns include: that community services cannot now keep up with growth; that
funds are not now available to upgrade facilities which are overused; that funds are not available to permit
sufficient policing; that education will continue to suffer noting that schools are presently overfull; and that
park and open space needs to be enhanced.
Councillor Hunt returned to the Public Hearing at 8:55 p.m.
Mr. Sturkenboom spoke of the benefits of the present community which include privacy, a close-knit
community atmosphere and a logical progression of land from agricultural lands. These benefits will be
threatened by urbanization.

That the letter submitted by Mr. Sturkenboom opposing the By-law be received.

Mr. Sturkenboom referred to statistics collected by the residents and to a map reflecting this data. He stated a
petition, signed by 540 persons and representing 407 homes, opposes urbanization. He pointed out that the
petition in favour of urbanization represents only 22 homes and asked that the opinion of residents be respected
over that of non-residents.
Mr. Sturkenboom suggested that urban designation will not correct the problem of mega-houses. He stated the
plan overlooks the views and concerns of residents but meets those of developers. He pointed there is no
transition from agricultural to urban. He concluded that this is a money versus community issue.
In response to a question from Council, Mr. Sturkenboom felt there are not as many suites in Chimney Hill as

in other areas of Surrey. He added that affordable housing should be placed in the Newton Town Centre and
that there be a gradual transition from there to the agricultural lands.
Mr. Sturkenboom also suggested the community may be willing to re-enter the process to adjust the plan but
suggested this process should not include the developers.
Casey MacNamara of 7016 - 150 Street was present to speak in opposition to the urbanization of East Newton. He stated more gradual growth would not destroy the character of the area. Growth within the context of
suburban zoning is manageable. He stated that merchants are having to move out as they cannot afford the
higher rents.
Mr. MacNamara expressed concern that the public meetings were not well advertised. He also stated
information in the advertisements was not correct.
Councillor Watkins left the Public Hearing at 9:18 p.m.
He added that the desires of those attending the meetings were ignored; however, pointed out the wishes of
developers seem to be reflected.
Mr. MacNamara concluded by requesting that: the current system of opinion gathering be discarded; the
financial concerns of developers not be regarded over the quality of life of residents; Council not allow the
redesignation of East Newton to urban.
Winston Lodge of 6918 - 150 Street was present to speak in favour of urbanization. Mr. Lodge stated the plan
is a logical eastward progression of development. He spoke highly of the process and of staff's response to
requests for modifications. He indicated there was much group involvement in that process.
Mr. Lodge stated concerns of residents included: the need for schools designed to be functional and amenable
for use after school hours; the type and quality of homes; no mega-homes; permit affordable housing; the
business park at 152 Street between 56 Avenue and 69 Avenue.
Mr. Lodge discussed servicing in the area pointing out that power provision is not a problem; that sewer
servicing is not a problem and that gas and water services are abundant. He added that development charges
offset costs. He referred to a report that states all services are in place.
Councillor Robinson left the Public Hearing at 9:32 p.m.
Nirmal Walia of 6830 - 150 Street was present to speak in favour of urbanization. He stated it is also supported
by a majority of the residents.
Jim Singleton of 6514 - 152 Street was present on behalf of residents of the area east of 152 Street who are
opposed to urbanization. He stated the advertisements of public meetings and workshops were not seen by
residents who are isolated and do not receive the papers carrying them. These residents could not have input to
the process.
Councillor Watkins returned to the Public Hearing at 9:34 p.m.
Mr. Singleton expressed the desire that room remain for families to grow in the area. He stated the plan will
eliminate the potential for hobby farms to exist. He pointed out a number of industrial lands which currently
exist in the area. He stated the plan would disrupt wildlife. He requested that a logical pattern of land use be
developed while protecting existing pockets of established suburban neighbourhoods.
Craig Wirch of 7745 - 143 Street was present to speak in support of urbanization. Mr. Wirch spoke in favour of affordable housing, noting that the cost of housing at present is outrageous and
that provision has to be made for the future.
Don Griffin of 15124 - 68 Avenue was present on behalf of Mrs. G. Hatton of 15012 - 68 Avenue.

Councillor Ralston left the Public Hearing at 9:39 p.m.
Mr. Griffin stated Mrs. Hatton is in favour of development which she views as progress which will enable
housing for hers and other children. Mr. Griffin commented there is much wasted land in the area.
Nancy Van Allen of 7537 - 150A Street was present to speak in opposition to the plan. She spoke in favour of
the best use of the land.
Raza Devji of 6728 - 152 Street was present to speak in favour of the plan. He referred to the future city of
Surrey which will have to be self-supporting in terms of a tax base. He stated planning means planned
community development which includes a base for employment. Sending workers out of Surrey takes their tax
dollars out of the community. Surrey must not remain the bedroom community for Vancouver.
Mr. Devji supported the business park and additional business parks planned in other areas of Surrey. He
stated the engineers indicate services exist to accommodate the business park. Development cost charges assist
to service the community.
Councillor Ralston returned to the Public Hearing at 9:49 p.m.
Mr. Devji pointed out buffer areas are planned all around the business park. He concluded by requesting
support for the business park and suggested a tax base will support a future university in the area.
Councillor Higginbotham left the Public Hearing at 9:50 p.m.
Lisa Paulson of 14518 - 68A Avenue was present and spoke in favour of the East Newton Plan which was
created as a guideline and reflects input from the community. It considers infrastructure and affordable
housing needs. It reflects the best interests of the overall community and is supportive of the Newton core and
the new Whalley town centre.
Vivien B. Eteson of 7516 - 148 Street was present to speak in opposition to the plan. She expressed concern
that there are no provisions to upgrade storm and sanitary provisions for 148 Street.
Councillor Robinson returned to the Public Hearing at 9:54 p.m.
Mrs. Eteson discussed the overcrowding of schools which will be worsened by the plan. Recreational space for
the proposed population would increase the level of traffic in the area. School access roads will also increase
traffic and noise, which is unacceptable to the present quiet neighbourhood. Privacy and solitude is sought by
the suburban residents. Urban lifestyles intensify the pace of life and escalate social tensions.
The peaceful neighbourhood is hoped to be preserved. Wild growth will be lost, as will wildlife. Noxious
gases will be another disadvantage, particularly for health. Soaring crime rates can be expected.
Mrs. Eteson concluded by urging Council to oppose the plan, stating that some small lots with increased green
space could be supported.
Councillor Higginbotham returned to the Public Hearing at 10:00 p.m.
Mayor Bose referred to the volume of speakers yet to be heard. In order to allow all speakers to have their say,
he suggested the Public Hearing be adjourned to June 17, 1993, at 7:00 p.m. It was agreed to proceed with the
Hearing.
Mayor Bose stepped down from the Chair and Acting Mayor Ralston assumed the Chair.
Richard Forman of 14775 - 69 Avenue was present to speak in favour of the plan. He noted that as the public
information meetings proceeded they were more strongly attended by developers. He stated that of three plans,
the most urbanized plan was selected.
Mr. Forman discussed the effect of mega-houses and illegal suites on him, and suggested that large houses will
continue to be built. He noted that by-law enforcement cannot deal with the problem now.

Don Grant of 15358 - 66 Avenue was present to speak in favour of the plan. He commented that the properties
through which the sewer will be installed should also have the opportunity to develop. He expressed support
for the proposed business park, which will provide employment. He suggested the community needs to be
made safer, and concluded that the plan is reasonable.
Anne Gorrill of 15070 - 72 Avenue was present on behalf of her husband and of Mr. Moore of 15088 - 72
Avenue. She expressed support for the different forms of housing proposed, for the open space, and for
affordable single family housing.
Kurt E. Hay of 14991 - 68 Avenue was present to speak in opposition to the proposal. He expressed concern
over adding 10,000 more people to the area; pointed out that the crime rate has grown; and noted that the
hospital is insufficient at present. He suggested the developers should first install the facilities needed and then
propose development.
Michael N. Dorais of 7699 - 148 Street was present to speak in opposition to the plan. Mr. Dorais stated many
persons did not attend the last stages of the public information meetings as they felt no attention was paid to
their concerns. He concluded by stating he wishes to remain in the area as it is presently developed.
Lynn DeKoster of 7695 - 148 Street was present to oppose the plan. She pointed out schools are underfunded
at present stating that adding more students to this situation will worsen the problem. She opposed the vast
increase in traffic this plan will create. She also spoke of the effect of more people on the recreation facilities
and expressed concern over emergency services being overloaded.
Ben DeKoster of 7695 - 148 Street was present to oppose the plan. He spoke of an existing water problem and
feared this would worsen with the plan.
Corry Van Der Ende of 6749 - 148 Street was present to speak in favour of the plan. She stated the
knowledgeable Planning Department can address the concerns mentioned during the Hearing.
Yolanda Breck of 7524 - 149A Street was present on behalf of Mark Johnson of 7528 - 149A Street, Tom
Lynch of 15073 - 68 Avenue, Darlene & Dave Mackay of 6682 - 140A Street, and Pam Eyer of 14736 - 69
Avenue, and read from their letters.

Harold Schultz of 7479 - 149A Street was present to speak in opposition to the plan. Mr. Schultz expressed
concern that adding 10,000 more people will worsen the existing water problem.
Councillor Robinson left the Public Hearing at 10:32 p.m. and returned at 10:34 p.m.
Rena Thillman of 7427 - 149A Street was present to speak in opposition to the plan. She spoke of the need for
a buffer area adding that the plan is too drastic in its development plan.
