During the last decade, the work of SC 8 has focused primarily on library services and publishing activities. The standard that serves as a basis for the other standards within SC 8 is ISO 2789 th “International library statistics” (5 revised edition published in August 2013). Recently (in 2012) a new Working Group was instituted for establishing a standard on museum statistics. A similar standard is now proposed for statistics of archives, defining the data to be collected, the data collection methods and the ways of data analysis and comparison. Like in the library sector, such a standard could form the basis of other standards for archives, e.g. for quality measurement or impact assessment or for specified archival services. As there are considerable overlaps between resources and services of archives and those of libraries, the new project could certainly benefit from the ISO standard for library statistics. There is as yet no international agreement on archive statistics. The existing guidelines or national standards focus mainly on archival description. ISO has taken up the topic of records management in ISO/TC 46/SC 11 “Archives/records management”. But there are a number of examples where general statistics of archival holdings, services, and 1 resources have been or are still collected on a regular basis, either for all archives or for a specified type, such as governmental archives. In other cases, surveys have been used for assessing the situation 2 of archives in a country or region. Several associations have tried to standardize the archival 3 terminology. The proposed new project can start from such materials. The proposed International Standard for archive statistics aims at standardizing the terminology, definitions and data collection for all types of resources and services that archives offer. It should consider the following issues: • • • • • • • • • • • 1 types of archives (differentiated as to affiliation or funding body) services and their use number of visits (physical and virtual) events and exhibitions type and size of collections acquisition and appraisal indexing digitization and preservation income and expenditure number and qualification of staff space and equipment e.g. by CAARA (http://www.caara.org.au/), ARA (http://www.archives.org.uk/) e.g. CIPFA (http://www.cipfasocialresearch.net/archives/) 3 e.g. SAA (http://www2.archivists.org/glossary); ICA (http://www.ciscra.org/mat/); Archivschule Marburg (http://www.archivschule.de/uploads/Forschung/ArchivwissenschaftlicheTerminologie/Terminologie.html) 2 ISO/TC 46/SC 8 N 428 Date: 2013-10-30 – Page 2 A special issue of the proposed International Standard should be the growing sector of electronic services offered by archives (e.g. digitized finding aids and collections). The statistics described in the Standard should be adequate for the following purposes: • • • for the internal planning and management of archives; for comparing and aggregating results at a regional, national or international level; for a reporting to stakeholders such as funding institutions, politicians, or the public. Archives, like libraries and museums, need reliable and comparable statistics of their input and output in order to demonstrate their effectiveness and cost-efficiency and finally their influence on society. The work will be done in close contact with ICA (International Council on Archives).
