Grand Assembly.
Report of the Most Illustrious Grand Masters
2013 Annual Report
It is a pleasure to welcome you to the 139th Assembly of the Grand Council of Royal and Select
Masons of Maryland.
Thank you for the honor you have bestowed upon me to serve as presiding officer of this
wonderful organization and for extending the opportunity to work with and learn from many
distinguished men. This is an experience only a few in the Craft will ever have the honor to
enjoy.
We extend to our honored guest from out of state a warm welcome to “the Land of Pleasant
Living”; we sincerely hope you have enjoyed your visit thus far and will continue to do so.
Congratulations to Most Excellent Companion John B. Maclay on the great year he has had as
Grand High Priest and to my other partner in this three‐legged Body known as the York Rite,
Frederick A. Spicer, Right Eminent Grand Commander of the Grand Commandery of the
Knights Templar of Maryland who has unlimited energy, love for Masonic ritual, a willingness
to help and the patience of Job. Both John and Fred will move on to other tasks, but I
know that like old soldiers, when the bugle sounds they will both be there to answer the call and
will be among the first to ask, “What can I do? . . . Where do you need me?” Thanks,
companions, for what you have done and will continue to do for Freemasonry.
This Grand Council and most subordinate councils did not attain many of the goals set forth in
my acceptance remarks on the occasion of my coming into office a year ago. I lay that at no
one’s feet but my own. Everyone has a saturation point, and for the first time in either my
business or Masonic career, I must tell you that a myriad of things happened – the dam broke and
I could not keep my head above the floodwaters. Thanks to a few line officers who bailed me
out, I am back in the vessel and ready for the new race.
In spite of my shortcomings the Grand Council did manage to move forward in some areas. Our
membership has increased because we are linked to the Chapter and Commandery. Part was also
attributable to selling the York Rite to our Blue Lodge brothers. This should prove of increased
importance over the next year.
With concurrence of the Grand Officers and Grand Lecturer, we have implemented a Ritual
Excellence Program, setting minimum standards in ritual proficiency prior to one’s being able to
be installed a Thrice Illustrious Master.
Also established and working is a Certification Program for those companions who want to take
an active part but have no desire to become a presiding or dais officer. A companion may receive
recognition and certification in learning one part well. Either of the obligations, the Royal Master
Lecture, Furniture Lecture, or History or Charge in the Select Master Degree will be included as
“Certified” parts. However, this program in no way relieves the TIM of his responsibility for
learning his entire part in either degree.
Edicts and Dispensations
Several edicts and dispensations were issued this past year and append these minute. In the
interest of brevity, I will not read them in this address, but they will be listed in the printed
proceedings.
June 01, 2013: The following edicts were issued after consulting with The Grand Lecturer and all
Grand Line Officers
1. Nov.01, 2013‐ All Councils demonstrate proficiency in opening / closing.
2. 2014 ‐ All TIM candidates must demonstrate proficiency in opening / closing.
3. 2015 ‐All PCW candidates must demonstrate proficiency in opening / closing.
4. 2015 ‐ All DIM candidates must exemplify one degree (Royal or Select).
5. 2015 ‐ All TIM candidates must exemplify opening /closing & one degree.
6. 2016 – All TIM candidates must exemplify opening / closing & both degrees.
(Certifications from previous two years may count toward this requirement.)
September 01, 2013: After much discussion with the New Grand Lecturer the above edicts regarding a
time line for Certification were rescinded and the following issued to comply with his guidelines.
The requirements for advancement are clearly stated in The Standing Regulation of the Grand Council,
Article VII, Section 4: “No Companion, other than a Past Thrice Illustrious Master, may be installed as
Thrice Illustrious Master until he has been certified by the Grand Lecturer, or Grand Inspector; (a) as
being qualified to confer the Royal Master and Select Master Degrees ‐ ‐ ‐ ‐ ‐ etc.,” but they have not
been enforced for many years. While intentions meant well, the old aphorism states: “The road to hell is
paved with good intentions.” To start the climb up the hill to “Ritual Excellence” in all Subordinate
Councils, the requirements will be fairly simple. But to achieve our goal within reasonable time, the
following criteria are set.
All Councils must open and close in full form in the Select Master Degree without use of rituals if
possible. If necessary reading from the Ritual book is allowed only in the opening, provided the reader is
familiar with the work and words are properly pronounced. (This is permitted solely in expectation that
he will become proficient).
All Officers except the TIM must learn their parts in both degrees and demonstrate their proficiency
in the Royal Master Degree to the Grand Lecturer or his designated representative by the Semi‐annual
Assembly 2014 and the Select Master Degree before the Semi‐annual Assembly 2015.
The Furniture Lecture, Charges and History may be given by any member.
No companion may be installed Thrice Illustrious Master until he has demonstrated his
proficiency in conferring the Royal Master Degree to the Grand Lecturer, Deputy Grand
Lecturer, or their Designated Representative. This requirement shall be initiated immediately
following the 2014 Semi‐annual Assembly.
No companion may be installed Thrice Illustrious master until he has demonstrated
proficiency in conferring both the Royal Master and Select Master Degrees to the Grand
Lecturer, Deputy Grand Lecturer or their Designated Representatives. This requirement shall be
initiated immediately following the 2015 Semi‐annual Assembly.
DISPENSATIONS
1. October 29, 2012, To the Right Illustrious Deputy Grand Master Jeffrey L. Dill and Right
Illustrious Grand Principal Conductor of the Work, John A. Rafine to open and close a
Subordinate Council in Ample Form when in their opinion it is judicious to do so, when the
Royal & Select Masters Degrees are to be conferred or for Public Ceremonies.
2. October 29, 2012 , To all Most Illustrious Past Grand Masters to open and close a Subordinate
Council in Ample Form when in their opinion it is judicious to do so, when the Royal & Select
Masters Degrees are to be conferred or for Public Ceremonies.
3. October 30, 2012, To James W. Cloud, extending his current dispensation from MIPGM to
receive the TIM Degree until April 27, 2013
4. May 16, 2013 to Harmony Council No.20 to permit MIPGM’s Bennie G. Owens and Gordon
A. Davids to Communicate the TIM Degree to Ronald Block provided he receive the degree in
full form when it is next conferred.
5. May 16, 2013 to Harmony Council No.20 to permit Ronald Block be Installed as TIM of the
Council after receiving the “Short Form” TIM Degree.
6. July, 13, 2013 to Palestine Council No.16 to hold a Special Assembly on July 20, 2013 to
confer the Royal Master Degree in a Multijurisdictional setting with Washington Council No.66
at their location in Chambersburg, PA.
7. October 07, 2013 to Adoniram Council No.21 to change its Assembly on a trial basis from
monthly to Quarterly on the first Tuesday in September, December, March and May which will
require a By‐law change should it want to continue beyond October 2014.
Visitations
I visited 9 of the 15 Maryland Councils of record; some more than once. Lady Alison and I
accompanied by Right Illustrious John A. Rafine, attended the Grand Assembly of Connecticut,
who extended their usual hospitality.
MIPGM Ronald L. Aughenbaugh, joined me in attending the N.E. York Rite Educational
Conference in Albany, NY for an outstanding seminar.
Having cleared a few obligations from my plate, I expect to have more time to put toward
“Official” and un‐official visits to our Councils, working with them at the grassroots level. My
peers in our sister jurisdictions will also see more of me and hopefully our dais officers as well.
Necrology
Death has cast a sizeable shadow upon our Grand Council, depriving us of the energy, vitality
and inestimable fellowship of several of our members this Cryptic Year. Among those lost to us
was our Most Puissant General Grand Master George C. Sellers, our Most Worshipful Past
Grand Master Francis E. Larrimore, our Illustrious Grand Organist Jon Woodford and
everyone’s beloved companions, Roy C. Peterson and Alexander Buinickis. Each will be sorely
missed. Let us pause briefly in our deliberations to offer a memorial to our departed companions.
May God keep each in His eternal care.
Membership
Increasing and strengthening our membership continues to be a high priority project.
Outstanding performance in our ritual and teaching the lessons of our degrees will help persuade
some of our candidates to devote their talents to this body. The Council is the lynchpin between
the Chapter and the Commandery. However, in chronological order, the Council Degrees fall
between the Most Excellent Master and Royal Arch and it holds the story together. While the
Chapter degrees and Commandery Orders are impressive and spiritually moving, the soliloquy
on death by Hiram Abiff in the Royal Master Degree is unrivaled. If one really analyzes the
importance of the degrees he will realize that here in the Council is where the “Word” was
preserved. Without its preservation, it could not have been discovered, in the Royal Arch Degree.
We can and will accentuate the brevity and beauty of our two degrees, thus hopefully attracting
some of our new members to the purple of the Council.
Coupled with this must be our willingness to recruit our Blue Lodge brothers to the York Rite.
The Chapter has the Fervency and Zeal Program, the Commandery has its Flag Ceremony and
Sword Drill, but to date, the Council has only oral presentations and a short PowerPoint
presentation to get our story across. Our Illustrious Grand Captain of the Guard Louis Bandell
has developed a presentation similar to the Fervency & Zeal which accentuates Hiram Abiff
Hopefully the time will come when we gain Grand Lodge approval to take it into our Symbolic
Lodges to tell our story.
Youth Relations
Relationships with our youth groups appear very strong in general. Many of the Grand Council
officers are active in or associated with one or more of our Masonic Youth Organizations. I was
pleased to represent your Grand Council to the Grand Assembly of the International Order of
Rainbow for Girls, held at the Marriott in Cockeysville and extend on your behalf warm and
fraternal greetings. It was my pleasure to also attend the Annual DeMolay Conclave Banquet and
Installation held at Salisbury State University.
Multi‐Jurisdiction Conferrals
For the past several years, the York Rite Bodies in Hagerstown, MD, and Chambersburg, PA,
have conferred the Chapter and Council degrees between the Bodies of both jurisdictions and in
both physical locations.
This year the Chapter degrees were conferred in Hagerstown on June 29 and the Council degrees
in Chambersburg on Saturday, July 20. Maryland conferred the Royal Master and Pennsylvania,
the Select Master. This event affords a wonderful opportunity to witness excellent ritual and the
difference in the way the degrees are conferred. Pennsylvania’s ritual is far more ornate, stylized
and courtly than Maryland’s, and it is worth the trip to Chambersburg to see it. May I extend a
warm genuine thank you to Illustrious Grand Captain of the Guard Louis F. Bandell, Most
Illustrious Past Grand Master and Right Illustrious Grand Recorder Richard P. Naegele,
Illustrious Grand Steward Randall L. Watson and all others who participated in conferring of the
degree and making this a special event.
Acknowledgements
I wish to express my deepest appreciation and gratitude to M.W.P.G.M. Stephen J. Ponzillo, III,
M.W.G.M. Gerald E. Piepiora, R.W.D.G.M. Kenneth S. Wyvill, all the M.I.P.G.M.s, and to each
of the Grand Council Officers, elected and appointed, for your dedication, advice and support.
Thank you sincerely for all you have done and continue to. You sustained me through some hard
times and dilemmas. Right Illustrious Deputy Grand Master Jeffrey l. Dill, and Right Illustrious
Principal Conductor of the Work John A. Rafine were there to represent me on occasions when I
was unavailable. I thank you both for your dedication to duty. My thanks to Illustrious
Companion Frederick L. Spicer, Most Illustrious Past Grand Master Gordon Davids, and all the
cast members of the TIM Degree for their outstanding conferral performance.
M.E.G.H.P. John Maclay and R.E.G.C. Frederick Spicer were there to help the Grand Council
and me on numerous occasions. Fred has probably assisted in the conferral of as many Council
degrees this past six months as he has Commandery orders. To both my colleagues I say,
“Thanks for your inestimable contributions to the York Rite Bodies.” Congratulations for your
outstanding performances in your respective positions. And lastly, to you Companions, the
soldiers in the trenches, for everything you contribute to this great fraternity and without whose
faith and confidence in me, could I have had any sense success in my current role. Thank you for
allowing me the honor to serve you in this distinguished capacity.

Report of Committee on Doings of Grand Officers
We are pleased to see the great cooperation that is taking place as your two years as Grand
Master comes to a close. The joint York/Scottish Rite classes are a great success and make us all
very proud to be Maryland Masons. It is difficult to do a good job on this report before I have a
chance to read the reports, but I do hope to get this in the hands of the Grand Recorder long
before the Annual Assembly. I do wish to compliment Richard on the outstanding job that he is
doing. The great cooperation that I have witnessed between the Grand Secretary and Grand
Recorders in our York Rite Bodies have added much to the success and cooperation that is
becoming more and more evident. I cannot close without thanking the Grand Commander
Kenneth Wyvill for his leadership during these two years.

Grand Council of Royal & Select Masters of Maryland
A summary of the activity of your Committee for CMMRF from October 1, 2012 –
present shows contributions from 11 Councils totaling $3,154.75. There are still 4 councils in
our jurisdiction who have neglected to forward donations to this most worthwhile cause.
Some of the recent accomplishments and areas of interest of the Indiana Center for
Vascular Biology and Medicine indicate a strong interest in “stem cell research” as indicated by
the notes of a current letter received by them which states
“During ICVBM’s investigations into mechanisms underlying clogged or hardened
arteries, it was realized that our bodies contain little repair stations (stem cells) associated with
blood and blood vessels. This research has expanded to involve partners from multiple clinical
and basic science departments, as well as hospital, industrial and academic external collaborators
and partners.
The use of adult stem cells, derived from readily-available tissues such as fat, bone
marrow, cord blood, and menstrual blood are not ethically controversial as are embryonic stem
cells. Adult stem cells contribute to the task of tissue support, rescue and repair: grow muscle,
build blood vessels, sprout nerves, etc. They are safe, reliable, and may in many instances be
stored or shared between patients.
In 2004 we initiated patient recruitment into what was the first FDA-approved clinical trial for
critical limb ischemia (Phase I). This trial has led to an ongoing Phase III trial, which involves
more than ten centers nationwide, and is centered here at IU Health, led by Dr. Michael Murphy.
We expect to initiate the first U.S. trial of ASCs for Critical Limb Ischemia in the next several
months, and this trial has already been funded by the joint initiative between DOD and a
corporate sponsor (Tissue Genesis, Inc.). Further, we have recently been designated as a
member of the NIH-sponsored Cardiovascular Cell Therapy Research Network (CCTRN), one of
only seven institutions in the country to receive this designation. Accordingly, we are continuing
to move cellular therapeutic approaches from the bench into the clinic in the areas of Heart
Failure and Peripheral Artery Disease (PAD), and are leading the way in recruiting patients into
the newest trial of this national network.
Our laboratories have also had success from programs that are opening the doors for other
potential therapies in the areas of stroke, diabetes, retinopathy, peripheral neuropathy, wound
healing, emphysema/COPD, hemophilia, erectile dysfunction, arthritis and more.
We are excited about the advancements and expansions occurring at ICVBM and look forward to
continuing these, with your generous support and philanthropy. This support is absolutely
critical in allowing us to pursue new ideas and tackle new diseases, while maintaining a
robust program in the already well-established areas. “
I’d like to thank the 11 Councils who have shown significant support and hope they will
be able to continue their generosity. Companions, this is our charity and we need to fully
embrace it with our support. Every Council should make an honest effort to raise money by
creative means for instance; bake sales, sporting events, 50/50s, breakfasts / dinners, raffles
and other ways.
Jerusalem Council is sponsoring a night at the Aberdeen Ironbirds on
August 22, 2014 for $20.00 pp of which $6.00 of every ticket will go to CMMRF. Last year we
raised $300.00. I hope your council will be able to top this.
Most Illustrious, thank you for your confidence in appointing me to this committee and I
look forward to another year with even greater contributions.

Interim Report of the Most Illustrious Grand Master
Illustrious Companions:
I am pleased to welcome you to the Fifth Semi-annual Assembly of your Grand Council. With
us are several honored companions whom I would like to recognize individually: First and
foremost is Most Worshipful Stephen J. Ponzillo, III, our most recent Past Grand Master of
Masons in Maryland and senior Most Illustrious Grand Master of the Grand Council, serving as
such in 1983. Thank you, Grand Master, for being with us. Other Most Illustrious Past Grand
Masters in attendance are Gordon A. Davids-1995, Clifton R. Friel-2003, Richard P. Naegele2008 & 2009 and Ronald L. Aughenbaugh- 2010& 2011. I thank you too for your support and
for being here this evening.
We are also honored have with us our Most Excellent Grand High Priest, of the Grand Chapter
of Royal Arch Masons of Maryland, Most Excellent Companion John B. Maclay, and Right
Eminent Grand Commander of Grand Commandery of Knights Templar of Maryland, Sir Knight
Frederick A. Spicer. Thank you for being here to support the Grand Council.
Congratulations to Richard Naegele, Right Worshipful Senior Grand Warden-Elect and Randall
Watson, Right Worshipful Junior Grand Warden-Elect. We know you will serve The Grand
Lodge of A.F. &A.M. of Maryland with much distinction and honor.
The current format of having a Semi-annual and an Annual Assembly, when proposed in 2006
and instituted in 2007, was passed for two purposes:

First and foremost was to put the York Rite Bodies in step with Grand Lodge,
permitting the presiding officers of each body to implement their programs,
presumably over a two-year period, within their respective bodies and to promote
regional fraternal relations by visiting other grand assemblies within the region or
district.
Secondly, it was thought or determined by some that there was a shortage of talented
members of our respective bodies willing to step forward and fill the leadership roles.
Happily that is changing, and with additional guidance and effort, will further
improve.
When I was elected, I accepted the position as your Grand Master with the idea of serving two
years, and I planned accordingly. True, not as much was accomplished nor were as many
visitations made as I had hoped. Details of these were reported in my messages to the Craft and
printed in the Grand Council’s section of the Maryland Supplement of the Royal Arch Magazine,
and they will be included in the Annual Report in October. However, the first steps were taken
and a chink made in the armor.
As we head down the back stretch this year and turn for home, you will be seeing and hearing
much more from the Grand Officers and me -- a new program for Ritual Excellence and
Certification for holding elected positions is now officially announced, and the basics of such
will be available from our Grand Recorder after the Assembly. The program will be addressed
in detail by our Grand Lecturer in his report.
With few exceptions, our Councils need ritual help and direction. Some need new leadership,
and that will happen prior to our Grand Session on Saturday, October 26. I guarantee it.
Each Council unable to download a copy of the Grand Council’s Constitution from its website
will receive a printed copy. To insure that every Council in Maryland will have, within a
reasonable period of time, some uniformity of operation, Be advised that written edicts on the
following topics will be issued before Grand Sessions:

Attitude of Prayer (with hand over your heart) – During attendance at the Three Great Lights
of Masonry at the Altar, during prayer and during our obligations;




Each Subordinate Council will be asked provide a current copy of its by-laws to our Grand
Recorder for review by the Constitution Committee for compliance with the Constitution
and by-laws of this Grand Council;
All proposed changes in Subordinate Council By-laws will be reviewed and approved by
the G. C. as required by our Constitution;
To help insure a stable fiscal policy, each Subordinate Council will prepare an annual budget
and submit a copy to the Grand Council.
Finally, each Subordinate Council will be asked to prepare and submit a three-year
improvement plan to include growth – ritual improvement, better use of assets, cash, regalia,
meeting time, etc.
Necrology
Death, the grim tyrant, has cast a sizable shadow upon our Grand Council, spiriting away several
members this Cryptic Year. Among them was our Most Puissant General Grand Master George
C. Sellers, our Most Worshipful Grand Master Francis E. Larrimore, our Illustrious Grand
Organist Jim Woodford and everyone’s beloved Companion Roy C. Peterson. Each will be
sorely missed. I attended the memorial and funeral of Grand Master Larrimore and memorial
services for Companions Woodford and Peterson. Let us pause briefly in our deliberations to
offer a memorial to our departed Companions. May God keep each in His eternal care.
Dispensations
I received requests for two Dispensations and thus far have granted only one –

TO COMMUNICATE THE TIM DEGREE ON COMPANION RONALD BLOCK to
permit his Installation as TIM Pro tempore of Harmony Council No. 20 and govern with full
authority, with the provision that he must attend the next conferral of the degree. Failure to
do so will negate his receiving the title, PTIM and all honors and privileges attached thereto;

The second currently under consideration is to permit Adoniram Council No. 21 to change
from monthly to quarterly meetings.
Membership
Increasing our membership continues to be the most important work of this Grand Council –
outstanding performance in our ritual and teaching the lessons of our degrees will help persuade
some of our candidates to devote their talents to this body. The Council is the lynchpin between
the Chapter and the Commandery. It holds the story together, and while the Chapter degrees and
Commandery Orders are impressive and spiritually moving, the soliloquy on death by Hiram
Abiff in the Royal Master Degree is unrivaled. Instead of being pressed in the vice of our
siblings, we can and will accentuate the brevity and beauty of our two degrees, thus hopefully
attracting some of our new members to the purple of the Council.
Coupled with this must be our willingness to recruit our Blue Lodge brothers to the York Rite.
The Chapter has the Fervency and Zeal Program, the Commandery has its Flag Ceremony and
Sword Drill, but to date, the Council has only oral presentations and a short PowerPoint
presentation to get our story across. Our Illustrious Grand Captain of the Guard Louis Bandell
has been developing a presentation similar to the Fervency & Zeal which is developed around
Hiram Abiff. I now challenge him to have it completed by October so that it may be debuted at
October’s Grand Session.
Youth Relations
Relationships with our youth groups appear very strong in general. Many of the Grand Council
officers are active in youth groups. While details on youth will be given by Illustrious
Companion Randy Watson, I was pleased to represent your Grand Council to the Grand
Assembly of the IORG held at the Marriott in Cockeysville and bring greetings from this body.
Visitations
I had hoped to make at least one visit to each Council within the first six months. I am sorry to
say that did not happen, but I have visited seven of 15 recorded on the Grand Register, – and one
more than once. Lady Alison and I cancelled our visit to Delaware to attend MWPGM
Larrimore’s service. We will be going to CT the end of next week for their Grand Sessions and
hope to represent you in an acceptable fashion.
Multi-Jurisdiction Conferrals
For the past four or five years, the York Rite in Hagerstown, MD, and Chambersburg, PA, have
reinstituted conferral of both the Chapter and Council degrees between the Bodies of both
jurisdictions and in both physical locations.
This year the Chapter degrees will be conferred in Hagerstown on June 29 and the Council
degrees in Chambersburg on Saturday, June 20. Maryland will confer the Royal Master and
Pennsylvania, the Select Master. (We still need to fill a couple of positions or have back-ups in
case of emergencies. Please contact Lou Bandell or me.) This affords a wonderful opportunity
to witness excellent ritual and the difference in the way the degrees are conferred.
Pennsylvania’s ritual is far more ornate, stylized and courtly than Maryland’s, and it is worth the
trip to Chambersburg to see it.
Acknowledgements
I take this opportunity to express my deepest appreciation and gratitude to M.W.P.G.M. Stephen
Ponzillo, III, M.W.G.M. Jerry Piepiora and all the M.I.P.G.M.s, to each of the officers of the
Grand Council for your dedication, advice and support. I thank you sincerely for all you have
done and continue to do – a more personal acknowledgement will be forthcoming in my Annual
Report in October.
M.E.G.H.P. John Maclay and R.E.G.C. Frederick Spicer have been there to help the Grand
Council and me on numerous occasions. Fred has probably assisted in the conferral of as many
Council degrees this past six months as he has Commandery orders. To both my colleagues I
say, “Thanks for your inestimable contributions to the York Rite Bodies.” Kudos, too, for your
outstanding performances in your respective positions.
And lastly, to you Companions, for everything you contribute to this great fraternity and without
whose faith and confidence I could not have been elected nor in any sense successful in my
current role. Thank you for allowing me the honor to serve you in this distinguished capacity.

In the previous year’s income we realized $4,678.00 in income for sessions 2012 which totals
$5,166.00. Total expenses for the sessions, which included MWGM room, ladies program,
meals, general expenses, totaled $5,729.00. Total expense to the Grand Council for 2012
Sessions was $563.00.
There was no expense to the Grand Council for the York Rite/Scottish Rite Class as all expenses
were covered by the petition fees collected. The class should net new members greeted in excess
of 40 new Companions.
Having the General Operating Account separate from the Investment Accounts has been working
well. It makes access to paying the bills more convenient and allows for the maximum growing
power for our investments.

Report of Committee on Youth Relations
Most Illustrious Grand Master,
The interim report for your Committee on Youth Relations for this Semi-Annual Assembly
consists of a reminder that we are a supporter of the Masonic Youth Hershey Park trip. The three
youth groups look forward to this annual event, and they always get new members from inviting
some of their prospects with high potential. Our financial support is included in the budget, so no
motion is required at this time to authorize the expenditure of the $500 again this year.
The final report will be submitted for the Annual Assembly.

York Rite – Maclay
Communication and cooperation among the four Maryland York Rite Bodies (including
Symbolic Masonry) are excellent, at both Grand and Subordinate levels. Chapter, Council, and
Commandery have a presence at the Grand Lodge Leadership Training Sessions and at the Blue
Lodge Open Houses, and their Grand Heads are received at the Grand Lodge Semi-Annual and
Annual Communications, to name just a few occasions. Among Chapter, Council, and
Commandery alone, Annual Grand Sessions are held on the same weekend, and Grand Heads are
in at least weekly contact with each other. The three-part Petition form is increasingly being
used, there is a unified Long-Range Plan, and Subordinate units are developing their strengths
together. More than ever, York Rite Masonry in Maryland is being thought of as a whole.

Report of the Committee on Work and the Thrice Illustrious Master Degree
To:

Your Committee on Work and the Thrice Illustrious Master Degree reports that the Degree of
Thrice Illustrious Master was conferred upon three Companions on Saturday Morning, April 27
at the Odenton Masonic Temple. Two Companions were Thrice Illustrious Masters Elect, and
one who had earlier received the degree by communication under a dispensation. The
Companions received the appropriate instruction in the Constitution and Standing Resolutions of
the Grand Council that pertain to the governance of subordinate Councils prior to the conferral of
the degree.

Robertson, are working with our M. I. Grand Master to develop qualification standards which
will be expected of incoming elected Council officers, to be implemented progressively
beginning with those who are about to be installed this year.

date has not been set but will probably be in the Spring once we check the availability of the
Scottish Rite.

meeting facilities have been reviewed and are excellent. Meals have been determined and a
registration form will soon be available.

Time and Place Report
The Time and Place Committee reviewed the proposal made last year for the 2014 Session to be
held in Columbia. After meeting with the management for the 2013 Session it was determined
we were not locked into a commitment for 2014 with the hotel. After obtaining prices from
Columbia for rooms and food, and finding it different from the proposal in 2012, the committee
researched another location for comparison. The information obtained compares room rates,
meal range prices and incidental charges for the Columbia Sheraton and the Embassy Suites
Cockeysville.

With this information in mind, the committee proposes to rescind the motion from 2012 for the
2014 Session to be held in Columbia and to hold the 2014 Session in Cockeysville at the
Embassy Suites. If this passes we will utilize the meeting facilities at Grand Lodge for our
Annual Meetings and possibly some meals. As a note, the Grand Commandery of Maryland and
Grand Chapter of Maryland voted to use the Cockeysville location for 2014.

Section 1:
Each Council shall elect its officers annually in March. Election shall be by
written ballot, and a majority of ballots being cast necessary for election.
Section 2:
No Council shall elect as Thrice Illustrious Master any companion unless he be a
Deputy Master, Past Deputy Master, or Past Thrice Illustrious Master.
Section 3:
All officers shall be installed at the first regular assembly following annual
conferral of the Thrice Illustrious Master Degree.

Companion Aughenbaugh, Ambassador to General Grand Council gave report from GGCCMI
for Triennial Session, Buffalo, NY September 25-30, 2014. Columbia Medal nominations need
to be turned in to Grand Recorder.

publicized installations for 2013.
