MINUTES OF THE MEETING HELD IN THE MANOR FIELD PAVILION, GRANGE LANE,
THURNBY AT 7.30 PM ON MONDAY 12 April 2010

MATTERS RAISED BY MEMBERS OF THE PUBLIC
Speeding Motorists
It was agreed to bring forward agenda item 11a, ‘Speeding Motorists’. Mr J Walker
read a statement expressing concern at motorists speeding on Court Road, both
coming into and exiting the village.
19.34: Dr J Mayberry and Mrs M Mayberry joined the meeting. It was agreed that Mrs
H Shepherd would remain in the chair.
It was noted that in 2007 an investigation had been undertaken into the speed of
vehicles. Unfortunately, the surveys completed at that time had indicated speeds
below Leicestershire County Council’s criterion for the introduction of traffic calming
measures. However, speeding on Court Road, as in other areas of the village
continues to be a problem and it was agreed that it would be timely to pursue the
issue again. Members of the Parish Council advised the residents to write to the LCC
Highways Department, the local member of Parliament and the Police. It was agreed
that the Clerk would also write expressing continued concern at speeding and would
contact St Luke’s Primary School and the PCC, encouraging them also to write.

The four residents thanked the Parish Council and left the meeting.
After discussion, it was agreed that in future, if an item is included on the agenda it
will not normally be brought forward.
Tree Planting in Thurnby and Bushby
The Parish Council welcomed Ms F Wall-Bray, who had kindly agreed to share her
experience of introducing a highly successful tree planting scheme in Houghton. Ms
Wall-Bray informed the PC that she had undertaken a preliminary walk around
Thurnby and Bushby with Mrs J Lord and felt that there was scope for planting around
100 additional trees. She said she would welcome the opportunity to share her ideas
with the Parish Councillors and it was agreed to arrange a suitable date.

NOTIFICATION OF DECLARATION OF INTEREST, BOTH PERSONAL AND
PREDUCIAL
Notifications of declaration of interest were received from Mrs A Burrell (item 8,
Planning) and Mr M Goodall (items 8a and 8f).
It was agreed in future to move ‘Notification of Declaration of Interest’ to be the first
item on the agenda, after ‘Apologies for Absence’.

correction of minute 10/39 (c) to read ‘Grange Lane’ and were signed by the Chair.

CLERK’S REPORT
The Clerk’s report as circulated with the agenda was taken as read and accepted.
Planning – 10/00091/FUL – Erection of two storey front extension and first floor side
extension (1 Lakeside Court). Concern was expressed that approval had been given
for this planning application. While it was noted that conditions had been placed in
relation to the mature specimen tree in the front of the property, the PC had concerns
regarding enforcement of these conditions. It was agreed that the Clerk should write
to Development Control.

COUNCILLORS’ REPORTS
a) Memorial Hall
Mr R Brown reported that a quotation for the heating system of around £9,000 had
been received.
b) Village Fête Committee
Mrs H Shepherd reported that a successful coffee morning in support of the Village
Fête had taken place on Saturday 27 March 2010.

PLANNING APPLICATIONS RECEIVED
a) 10/00293/FUL – Erection of single storey front, side and rear extensions (96
Pulford Drive, Thurnby). No comment.
b) 10/00295/TCA – Works to trees (732 Uppingham Road, Thurnby). It was noted
that the Tree Wardens had been consulted. No comment.
c) 10/00202/FUL – Erection of timber shed/summerhouse (retrospective) (land at 32
Delware Road, Leicester. It was agreed to strongly object to this retrospective
planning application for the erection of a building in a green wedge.
d) 10/00321/FUL – Erection of first floor side extension (revised scheme of
09/01231/FUL) (14 Stirling Drive, Thurnby). It was agreed to make the following
comment on the proposal – ‘This new application is not sufficiently different from the
previously refused scheme and the grounds for dismissal of the subsequent appeal’.
e) 10/00334/FUL – Erection of extension to first floor and roof (7 Hartopp Close,
Bushby). No comment.
f) 10/00342/OUT – Erection of dwelling house (all matters reserved) (11 Bramley
Orchard, Bushby). Object on the grounds of the potential impact on the street scene.
Mrs A Burrell took no part in the above discussions.

UPDATE ON PLANNING PERMISSION FOR ERECTION OF METAL CLAD
BUILDING AND STORAGE CONTAINER (RETROSPECTIVE), SCOUT HALL
THURNBY 09/01288FUL
The Clerk reported that a very useful meeting between the Case Officer and Mr M
Clarke had taken place on 12 Mary 2010 and as a consequence Mr Clarke had
written to the Environment Agency. A response is awaited.

ENVIRONMENTAL MATTERS
a) Report from Tree Wardens
The following issues were reported: the planting of tree whips on the Randles Close
footpath was complete and the Tree Wardens will continue to monitor their survival;
branches overhanging the footpath on the back boundary of Bennion Road had been
cut back; Mrs V Jones had planted three replacement trees with several year five
members of the Fernvale Primary School’s Eco-committee.
It was agreed to incorporate any plans for planting trees, for example in the Manor
Field play area, into an overall planting plan for the Parish.
b) Litter
It was noted that the Clerk had contacted HDC regarding litter and had been informed
that additional litter picking had been undertaken in the Telford Way area and was in
hand for the Embankment on Station Road. It was also noted that there was evidence
that a pile of rubbish had been set fire to in the field adjacent to the footpath behind
the Rose and Crown. Members expressed concern at the ongoing issue of litter and
agreed that five additional rubbish bins be purchased. Mrs H Shepherd agreed to
identify the most appropriate locations for these.

c) Shires Grant Application for the Manor Field Hedgerow and Pond
As reported at the previous meeting, the Shires Grant application had been put on
hold pending completion of the drainage work on the A47. It was noted that the Clerk
was attempting to ascertain when the drainage work would be finished and what work
would be undertaken by Highways in order to make good damage done by the
contractors.

HIGHWAYS MATTERS
a)Speeding Motorists
This item had been dealt with under minute 10/42 above.
b) Update on Obstruction to Footpath on Court Road
It was reported that the Clerk has contacted Severn Trent and is awaiting a response.

MANOR FIELD AND MANOR FIELD PAVILLION
It was reported that the Clerk had contacted HDC regarding the proposed Manor
Field Pavilion Agreement for 2009-2013 and the apparent delegation of responsibility
by HDC for the funding of obligations under health and safety. A response is awaited.
Concern was expressed at the untidy state of the changing areas and mud left around
the entrance to the Pavilion after football matches. It was agreed that this should be
addressed with the Humberstone Rangers Football Club, before a new agreement is
signed between HDC and the Manor Field Association.

CHURCHYARD FRONTAGE
The Clerk reported that she had expressed concern to Rev Barratt, on behalf of the
PC, that the safety fencing had still not been erected and had received assurances
that this was being addressed.

It was noted that the PCC meeting at which the churchyard frontage was to be
discussed, had been cancelled. The next meeting was scheduled for early in May. It
was agreed that the Clerk should write to the PCC requesting information on the
plans for the churchyard frontage.

TO CONSIDER THE PROVISION OF ALLOTMENTS
Copies of draft plans for allotments on two alternative sites, as drawn up by Mr M
Goodall were circulated. The Chair thanked Mr Goodall on behalf of the PC. It was
agreed to put the plans on hold, pending seeking views from residents regarding the
likely demand for allotments. It was further agreed that an item would be included on
the agenda of the Annual Parish Meeting.
It was reported that, following a request from the Clerk, the Scraptoft PC had agreed
for copies to be made of documentation in relation to provision of allotments in
Scraptoft.

DISTRACTION BURGLARIES/BOGUS CALLER CRIME
It was agreed to invite the Community Co-ordinator for Harborough and Lutterworth
Police to promote the provision of a distraction burglary presentation in the Parish at
the Annual Parish Meeting.

OBLIGATIONS UNDER THE DATA PROTECTION ACT WITH REGARD TO
PERSONAL DATA
It was agreed that the Clerk would approach the LRALC regarding model guidance on
members of the PC and its representatives regarding personal data.

STRATEGIC HOUSING LAND AVAILABILITY ASSESSMENT (SHLAA) UPDATE
Correspondence from HDC regarding the above was noted and it was agreed that
this be circulated electronically to Councillors.

FINANCIAL MATTERS
a) Payments
It was proposed by Mr K Richards and seconded by Mrs M Mayberry, that all
payments, as listed in the tabled schedule be approved.
b) Purchase of Replacement Printer for the clerk
It was proposed by Mr M Goodall and seconded by Mr K Richards that a replacement
printer be authorised, up to the value of £300.00. Mr S Murray agreed to advise on
the most appropriate purchase.

Contract for the Clerk
The Clerk withdrew from the meeting during consideration of this item.
It was agreed that the Working Party would confirm the draft contract, with a view to it
being forwarded to the Clerk for consideration.

The next meeting, which will be the Annual Parish Council meeting, will be held on
