The U.S. Mission in Paramaribo, Suriname is seeking eligible and qualified applicants for the position of
Project Management Specialist.
BASIC FUNCTION OF POSITION:
The Project Management Specialist is housed in the Health and HIV/AIDS Office in USAID/Eastern and
Southern Caribbean (ESC) which manages the Mission’s President’s Emergency Plan for AIDS Relief
(PEPFAR) program. The incumbent’s main role is to participate in and support the management and
coordination of USAID/ESC’s PEPFAR program. S/he is responsible for planning and designing
programs/projects/activities, portfolio management and monitoring, budget tracking and analysis, and
USAID and PEPFAR reporting. The incumbent provides expert technical advice to the Office and the
USG PEPFAR team on issues related to Key Population (KP) HIV/AIDS support and clinical care
cascades. S/he proactively analyzes relevant epidemiological, performance and business data to guide
timely corrective measures for both optimal portfolio performance and future planning. The Project
Management Specialist will be physically located at the US Embassy in Suriname.
QUALIFICATIONS REQUIRED

1. EDUCATION: Completion of a Bachelor’s Degree or the local equivalent in public health or relevant
social science concentration is required.
2. EXPERIENCE:
A minimum of seven years of progressively responsible, professional level
experience in public health and HIV/AIDS is required. Experience must have
provided the opportunity for performing project design, program planning and/or
implementation work including performance monitoring. At least four years of this
experience must be in HIV/AIDS serving highly marginalized and vulnerable
populations, preferably key populations such as men who have sex with men, sex
workers and/or transgender individuals for USAID, other donor agencies,
government organizations or private sector institutions. Experience in the analysis
and interpretation of large amounts of data for program planning and continuous
quality improvement is highly required.
3. LANGUAGE:
Fluent written and oral proficiency (Level 4) in English is required.
4. SKILLS AND ABILITIES: The job holder must have demonstrated excellent team work and
interpersonal skills in a fast paced, dynamic and multi-cultural work setting is required. S/he must have
advanced verbal and written communication skills and proven ability to provide concise and effective
explanations of complex technical issues to both specialists and lay counterparts. The job holder must
have the maturity to function independently within a complex, highly demanding and frequently changing
environment. S/he must have the ability to organize and facilitate meetings and to make oral presentations
to senior officials and partners on politically sensitive topics in a multi-cultural context. The candidate
must be capable of prioritizing and managing several activities simultaneously. High levels of proficiency
in Microsoft Office Suite and work processing is required.
5. JOB KNOWLEDGE: The job holder must have an in-depth professional-level knowledge of
development principles, concepts and practices, especially as they relate to managing public health and
HIV/AIDS prevention, care and treatment programs/projects/activities in the Caribbean region. S/he must
have demonstrated technical knowledge and experience of development challenges in combatting the
HIV/AIDS epidemic in the Caribbean and particularly among key populations and/or vulnerable
populations. Knowledge of public and private approaches to providing innovative and high-impact
support and clinical services across the HIV/AIDS continuum of care is required. The job holder must be
familiar with the particular HIV/AIDS epidemic and the socio-cultural and economic conditions that serve
as barriers to key populations in accessing appropriate and high quality HIV/AIDS services in Suriname.
The job holder must have an understanding of the resources, resource constraints and overall development
prospects and priorities of Suriname as well as the Caribbean region in relation to public sector
HIV/AIDS responses. S/he must have knowledge of, or the potential to quickly acquire knowledge of,
USG legislation, policy and practice relating to the sector, of USAID and PEPFAR programming policies,
regulations and procedures. S/he must have the ability to quickly acquire knowledge of the objectives,
methodology and status of assigned activities. The job holder must have knowledge and understanding of
the organization and respective roles of the different levels of the government of Suriname to facilitate
and promote effective communication and strong working partnerships to foster consensus on
program/project/activity strategy and implementation. S/he must have demonstrated credibility as an
expert in the field to effectively champion coordination and collaboration with all stakeholders, at both the

14. MAJOR DUTIES AND RESPONSIBILITIES
% OF TIME
USAID/ESC’s Health and HIV/AIDS programs includes HIV/AIDS prevention, care and treatment programs
targeting key populations (KP) such as men who have sex with men (MSM), sex workers (SWs) and Transgender
(TG) persons who are most impacted by the HIV/AIDS epidemic in the Caribbean. Programs encompass the full
scope of public health and psycho-social issues faced by key populations in the region. Programs aim to increase
the use of and access to appropriate KP prevention, care and treatment services; to improve the quality of core KP
HIV service packages; and to establish an enabling environment for supportive and effective delivery of KP
services. Programs involve pilots of innovative and high-impact KP HIV/AIDS programming and fiscal planning for
sustainability, technical assistance, training and capacity building as well as advocacy and facilitation of south-tosouth information sharing and learning to advance rapid results required for epidemic control and an AIDS-Free
Caribbean by 2030.
Program/Project/Activity Management and Monitoring. 50%
The job holder provides managerial oversight and technical advice to support the implementation of USAID/ESC’s
HIV/AIDS programs primarily through buy-ins to USAID/Global Health Bureau (GHB) implementing mechanisms
but potentially through a combination of these mechanisms and acquisition or assistance instruments. The job
holder may serve as Activity Manager coordinating closely with USAID/ESC and the USAID/GHB Contracting or
Agreement Officer’s Technical Representative (AOR/COR). The incumbent will serve as the Field Support
AOR/COR's right hand project manager to ensure strong guidance and oversight of all implementing partners in
Suriname. As Activity Manager of two or more implementing partners in country, the incumbent is required to become
certified as an Agreement Officer Representative (AOR) or Contracting Officer Representative (COR). It is possible that
over the life of the HIV/AIDS Prevention and Elimination (HoPE) project, the Health and HIV/AIDS Office will enter into
direct full and open competition agreements or contracts for program implementation in Suriname. In this situation, the
incumbent will become the AOR/COR of some or all HIV/AIDS activities in country. Current regional USAID/ESC
implementing partners engaged in KP HIV/AIDS programming in Suriname include the LINKAGES program and the
Health Financing and Governance program (HFG). S/he works closely with colleagues responsible for
management of other USAID activities such as Knowledge for Health (K4H) and Measure Evaluation to identify,
document and promote south-to-south learning to accelerate the scale-up of high impact and sustainable
innovations and evidence based best practices in KP HIV/AIDS across the region. The job holder provides
technical and programmatic oversight and support to USAID programs in her/his portfolio and ensures high-impact
activities yield rapid improvements in KP health outcomes and reduce potential for transmission of HIV. S/he
facilitates the integration and scale up of innovation and electronic and mobile health applications and innovative
health financing strategies and schemes to increase sustainability of national and regional HIV/AIDS responses.
S/he vigilantly monitors progress and effectiveness of KP HIV/AIDS programming, proposing corrective measures
for continuous quality improvement and increased impact, consistently strengthening sustainability of results over
time. The job holder does this in close collaboration and coordination with the Office and – if the Activity Manager –
with the AOR/COR. The job holder assists Mission management, the Office and visiting officials in public meetings,
events, field trips and discussions with local government officials, implementing partners and key stakeholders.
S/he prepares briefing papers and contributes to other strategic and programmatic documents for USAID and the
Caribbean Regional PEPFAR Program.

The job holder provides expert technical advice to the Office and the USG PEPFAR team on issues related to KP
support and clinical care cascade. S/he serves on appropriate PEPFAR Technical Working Groups and other
related collaborations to ensure programming is of the highest quality and supporting the latest scientific and
programmatic innovations and evidence-based best practices. S/he promotes synergy and complementarity within
the USG PEPFAR program and across USG implementing partners, particularly in Suriname. S/he also actively
ensures USAID and USG programming in these priority countries are complementary to other bilateral and multilateral HIV/AIDS programs. The job holder provides on-going technical assistance and consultation to partner
governments, regional institutions, the private sector, civil society and other stakeholders such as donor forums and
KP networks. S/he maintains senior-level technical and policy contacts with partner governments, civil society,
academia, the private sector and other donors. The job holder advises superiors on the implications of scientific,
social and political developments on USAID’s HIV/AIDS work and on the Caribbean Regional PEPFAR Program.
S/he represents USAID in working level meetings, and, at that level speaks and/or makes presentations on behalf
of the Agency and the Caribbean Regional PEPFAR Program.
Data Analysis and Reporting. 25%
The job holder is responsible for all USAID and PEPFAR planning and reporting requirements related to activity
implementation in Suriname, as well as other countries and/or programs as assigned. S/he will ensure all required
site visits and grant/contract monitoring activities are performed to prescribed standards and are appropriately
documented in a timely manner. The job holder is expected to proactively analyze relevant epidemiological,
performance and business data and data trends. S/he will use HIV/AIDS quantitative and qualitative data and data
trends to analyze implementing partner efficiency and effectiveness and to source technical and/or other
programmatic assistance for optimal performance and for portfolio planning. S/he will prepare the Suriname
sections of all USAID and PEPFAR program reports as required and ensure that all implementing partners are fully
compliant with applicable USAID and PEPFAR regulations. The job holder will be responsible for preparing all
notifications, documentation and reports related to Mission and USG or other high-level visits to USAID KP
HIV/AIDS activities in her/his assigned countries and will assist team members in data analysis and reporting as
requested.

16. POSITION ELEMENTS
a.
Supervision Received: The Senior KP HIV/AIDS Specialist will work under the supervision of the
USAID/ESC’s Health and HIV/AIDS Office Director to support the USG’s efforts to achieve maximum
national and regional impact from HIV/AIDS resources. Assignments are made via work objectives, annual
work plans, semi-annual work plans, daily e-mail exchanges, and weekly coordination meetings. Priorities
and deadlines are jointly set. The Supervisor takes the lead to review completed work for quality and
appropriateness. The Supervisor is responsible for obtaining performance feedback information from all
appropriate persons for annual performance evaluation reports. The Senior KP HIV/AIDS Specialist is
delegated by the Supervisor to provide guidance and direction in professional situations as appropriate. A
high degree of independent professional judgment is required, such as when consulting with medium and
high level Ministry of Health staff, USG PEPFAR counterparts, U.S. embassies, other donors, and in
identifying opportunities for collaboration and coordination of interventions. In addition, administrative
oversight will be provided by the STATE ECON/POL Office Chief or by the Chief of Mission designee.
b.
Supervision Exercised: This is a non-supervisory position. None the less, the job holder will be expected to
provide collegial support to a diverse team of HIV/AIDS experts located across multiple countries in the
Caribbean region

Available Guidelines: USAID regulations, Automated Directives System, PEPFAR Guidance, Global
Health/USAID/Washington regulations and policies will provide broad guidelines as to the conduct of work

Exercise of Judgment: A high degree of independent professional judgment is required, such as when
consulting with partner governments, U.S. embassies, other donors, the private sector in identifying
opportunities for collaboration and coordination of interventions, and in recommending interventions to solve
design, implementation, compliance and management challenges related to Key Population HIV/AIDS and
related technical areas. Judgment is required in order to make decisions, based on careful analysis of facts
and variables, possible alternatives, and potential political and development implications and impact. The job
holder completes work independently and monitors implementation of assigned portfolio while maintaining a
high degree of accountability for results achieved.

Authority to Make Commitments: The incumbent cannot make financial commitments on behalf of the
USG. However, because of the incumbent’s expertise and standing as a highly qualified professional in
her/his field, weight will be given to her/his conclusions and recommendations when commitments are
made by those with the authority to do so. The job holder does exercise the authority given to all USAID
activity managers and AORs/CORs, and may make administrative arrangements consistent with the ADS
guidance and Mission policy. The Job holder takes action and establishes priorities based on available
guidelines and professional judgment. Guidance is sought when needed, and supervisor regularly
informed of activity and portfolio status.

Nature, Level, and Purpose of Contacts: The Job holder maintains a full range of contacts within the
Mission, at all levels, and with assigned implementing partners and grantees implementing USAID-funded
programs/projects/activities in the sector. Within the Embassy, contacts are with counterpart staff and
senior staff as needed to keep the Embassies in Suriname fully appraised of USAID PEPFAR work incountry. Host-governments, local and other contacts may vary widely with the type and scope of portfolio
and may be at any level, including Ministerial, Deputy Minister, etc. Frequent and substantive personal
contacts with senior-level technical officials of partner governments and with the private sector are for the
purpose of explaining and defending USAID policies, objectives and procedures and to transmit and
interpret government and private sector attitudes and concerns to Office and Senior USAID officials.
