Te Mana o te Awa is a funding opportunity established to advance and support initiatives that
contribute to the health and wellbeing of the Whanganui River – Te Awa Tupua1. Two dates will
be made available for you to submit applications each year. The due dates for applications are the
11th of May and the 11th of October at 5pm. Any applications received late will be held over until
the next round closes.
We welcome all your ideas that align to the following priority areas of this fund. We are interested
in promoting and supporting projects that enhance the strategic objectives of the fund, by:

Enhancing and protecting the environmental, cultural, and spiritual health and wellbeing of
Te Awa Tupua;
Enhancing and protecting the cultural, environmental, social, political, and economic
development of Whanganui Iwi;
Strengthening the relationship of Whanganui Iwi with Te Awa Tupua;
Strengthening and growing the capacity of Whanganui Iwi to undertake and exercise a
primary role in planning, management and regulation in respect of Te Awa Tupua.



In order for your application to be successful you must clearly state how your project will contribute
to one or more of the following priority areas:

Iwi capacity building – to enhance and strengthen the capacity of Whanganui Iwi to
collectively play a primary role in the planning, management and regulation in relation to
Te Awa Tupua;
Environmental enhancement – to enhance and protect water quality, native flora and
fauna, biodiversity and ecology associated with Te Awa Tupua;
Research & monitoring – to gain further understanding of the environmental, cultural and
spiritual health and wellbeing of Te Awa Tupua; and the impacts of various activities on Te
Awa Tupua and the relationship between Whanganui Iwi and Te Awa Tupua;
Cultural and spiritual enhancement – to strengthen, promote and enhance Whanganui Iwi
cultural and spiritual knowledge, practices and connections in respect of Te Awa Tupua.



All proposed projects must also show considerations to the values set out in Ruruku Whakatupua,
Tupua te Kawa.
Te Mana o te Awa will provide up to $5,000 to support your project. These projects may create
opportunities to explore larger, long-term projects that benefit Te Awa Tupua and Whanganui iwi.
Please note that this fund cannot be used to purchase capital expenditure and equipment.

For the purposes of this Fund, Te Awa Tupua comprises:
A) Te Awa Tupua Mai i Te Kahui Maunga ki Tangaroa – the length of the Whanganui River and its tributaries from the mountains to
the sea; and
B) The holistic all-embracing nature of Te Awa Tupua including all its physical and metaphysical components and the inseparability
of the Iwi and the River.
All applications will need to include:





Organisation details (name of organisation, address, contact details, name and
designation for project manager, the legal status of your organisation, description of
funding services received in the last two years);
A description of your project (including the goal of your project, how you will achieve this,
how long it will take, and how it connects to the priority areas for Te Mana o te Awa,
letters of support from any third parties2 with interest or involvement in this project);
The relevant skills and experience of the project manager and project team;
How your project seeks to promote, advance and celebrate Tupua te Kawa; and
A price break down for your proposal (including quotes for any contracted work).

This will be subject to availability and is offered as an opportunity for those less confident in
written application but would like to discuss their idea with the panel.

Tupua te Kawa
Demonstrates an authentic and professional approach towards

undertaking this project in alignment with Whanganui tikanga
and kawa.
Clearly stated alignment to one or more strategic objectives of
Te Mana o te Awa.
Demonstrates consideration towards the long term aspirations
of Whanganui iwi.
Price
The cost of the resource required (including hire of equipment

and contractors) is realistic and appropriate. Quotes for
contracted works has been provided.
Demonstrates consideration of in kind contribution (labour,
kaumātua involvement etc.) towards the project.

If your proposal involves working alongside Marae, Hapū, and Tupuna Rohe a letter of endorsement is expected by the appropriate
Kaumatua, and or Chariperson.

Two people from your organisation must complete this section. By signing, each signatory certifies and
agrees that:
1) The information contained in this application is true and correct.
2) There is no guarantee that the organisation/roopu will be successful in receiving funding.
3) The selection panel may collect information about the organisation from any third party in respect
to this application.
4) A Grant Agreement3 with Nga Tāngata Tiaki o Whanganui and your organisation will be developed
