CALL TO ORDER Meeting was called to order by the Commission Executive Director at 10:08 a.m. then turned over to Commission Vice President. 2. APPROVAL OF MINUTES The Board unanimously approved the minutes of the regular meeting of Thursday, June 23, 2015 on a motion by Commissioner Fugate, seconded by Commissioner Esparza. 3. COMMISSION ACTION ON ROUTINE AND OTHER MATTERS The Board unanimously approved routine and nonappearance matters under Unfinished Business, page 2-3, items 6, 7 & 8 and New Business, pages 3 through 12 items 9 and 10, on a motion by Commissioner Esparza, seconded by Commissioner Fugate. 4. GENERAL MANAGER’S REPORT General Manager said she would hold her report until the next meeting with all members in the Board Room. 5. APPEALS UNDER CHARTER SECTION 1016 - Remand Bonnie PONDER, Senior Clerk Typist, Los Angeles Police Department. Discharge effective August 8, 2015. File No. 54115 BACKGROUND: On April 14, 2016, the Board of Civil Service Commissioners considered the report in the Appeal from Discharge of Bonnie Ponder. After a lengthy discussion, the Board members expressed numerous concerns about the contents and findings of the report. By unanimous vote, the Board remanded the case back to the Hearing Examiner along with all hearing transcripts, exhibits from the case and a transcript of the Board meeting of April 14, 2016 with specific instructions. In the intervening time, the Hearing Examiner, George Larney, has resigned from City service. The Board must now remand the case to a new Hearing Examiner. It is recommended that the Board: a. Remand the case to a new Hearing Examiner to be selected by the parties either by mutual consent or by strike off from a five-person list provided; b. Provide the new Hearing Examiner all hearing transcripts, exhibits from the case and the transcript of the Board meeting of April 14, 2016 with instructions for the review the record; c. Authorize the new Hearing Examiner to convene a day of hearing for the limited purpose of hearing argument, oral or written, and receive into the record authorities denied admission in the original hearing and giving them the consideration the Hearing Examiner deems appropriate; d.
