Instructions: Examine the picture. Read the background information. Answer the questions.
Background: James Monroe was President from 1817-1825. While in office he issued the famous Monroe
Doctrine. In this policy, Monroe warned European powers to not colonize or interfere with independent countries
in the Western Hemisphere. Teddy Roosevelt was President from 1901-1909. He asserted that he would
continue the Monroe Doctrine and added to it the Roosevelt Corollary. The Roosevelt Corollary meant Europe
still must follow the Monroe Doctrine and, in addition to this, the USA would use force, if necessary, to control
interests in Latin America. Teddy Roosevelt said he would. “Speak softly, but carry a big stick.” This meant he
wanted peace, but was willing to use force in these endeavors. Pictured about is Teddy Roosevelt controlling
the Caribbean and carrying his “big stick.”
