Please refer to the heading above.
We refer to our meeting this morning at your office requesting extension to complete the EFD
fiscalization exercise for LUKU transactions processes through Selcom channels on behalf of
TAN ESCO.
Following numerous meetings between TANESCO, TRA and Selcom, it was agreed that Selcom
will bear the cost of implementing the software segment of the fiscalization while TAN ESCO will
supply the fiscal device hardware (as per attached letter from TAN ESCO dated 10 December 2014
with reference CFO/MT&C/PT0/33}.
Selcom proceeded to seek a suitable and experienced supplier for the software solution and
signed up with Unisoft Technologies {T} Limited (as per attached proforma invoice and advance
payment advice copy). As per Unisoft's requirement for implementation, we requested TAN ESCO
to supply 40pcs fisal devices of model INCOTEX 118 (as per attached letter from Selcom to
TAN ESCO dated 5 February 2015 with reference TANESC0/20150205/01}. The software segment
of the system development is now complete and waiting the devices.
To our disappointment, TANESCO has been insisting to supply an inferior and outdated device
model of type INCOTEX 500 which is not suitable for high-volume transaction processing (as per
attached letter from TANESCO dated 17 April 2015 with reference SMICT/MICT-BS/PMM/1}.
Realizing that this exercise is long standing and long overdue we have decided to purchase the
said INCOTEX 118 devices ourselves so as to conclude the implementation as soon as possible.
We kindly request you kind office to grant us extension until 25 June 2015 to procure the INCOTEX
118 devices, integrate them, test and sign-off the system. We also commit to providing periodic

agreement with TAN ESCO on how Selcom ill e om pensated for this purchase.

The government of the Uni ed Rep.io c of Tanzania on introducing an Electronic
Fiscal Device (EFD) VAT regu lat,o cornmanded every VAT registered ta payer to
install and ut111ze EFD for issuance o seal rece1pt/1nvo1ce Being a VAT reg istered
taxpayer SELCOM had an obliga ion o observe and comply with rules and
regulation whenever they are imposed oy the Government and this applies to other
aggregators who are selling elec nc1 y on behalf of TANESCO

TAN ESCO will adopt same treatment v 1ch was offered to MAX COM to cover other
aggregators SELCOM 1nclus1ve In lieu of this by using approved EFD suppliers you
are reqwred to prepare a conducive envi ronment to enhance integration of these
devices to your system . This dec1s1on has been react1ed considering the fact that
TAN ESCO didn 't supply any equ1pmen to facilitate selling of electricity on behalf o
TANESCO at your premises This arrangement resulted into TA ESCO having no
direct control of the operating system 1n your computing fac1ht1es and hence you
rema in to be the owner of the compu ing fac1ht1es
Bear ir mind that . TANESCO will not oe responsible for any cost involved in setting
or improving your system to pave way for installation of the EFDs equipmen The
same approach was applied when MAXCOM decided to f1scal1se her system for ta
law compliance purpose This was agreed 1n he meeting held on 4 111 February 20 3

informed that we have engaged M/S Web Techno logies (
it ed (hereinafter referred to as the EDF SuppTie"?tto.....,j
implement the software system component for the purpo se of electronic ficalization of LUKU transaction through
Selcom's vending channels. The software system w il l be install ed on Selcom premised on beha lf of TAN ESCO.
As per your letter dated 10 December 2014 with yo r e' erence CFO/MT&C/PT0/33, TANESCO will supply the
electronic fiscal device (EFD) units for the implementa t ion. As per t he EFD Supplier's assessment of Selcom's traffic
volumes, the system required forty (40) EFD units of model INCOTEX 118. We request your office to supply these to
us without further delay.
The system implementation has commenced as of 1" Feb uary 2015. The work plan for the same is attached
herein for your easy reference. We have requested the EF D S pp lier to conclude the project in 45 working days or
earlier, if practically possible.

Reference is made to your letter dated 23rct March 2015 requesting urgent supply oflncot~ 8
EFD devices in order for Selcom to fiscalize. Very unfortunately the model of devices specified
in your letter is a new released and currently we don't have in store.
We advice you to use model SOOF ESD devi es. which we still have a good number in stock, the
same model was supplied to Max.com.
We therefore do hope that you will accept our request, again we thank you in advance for
