GENERAL PROVISIONS
5.01 Definitions.
(1) As used in this chapter, "University" means the University of Wisconsin, which
includes the Madison campus,-the~ilwaukeecampus, the Center System, University
Extension, and such other units of the University as may be created to function under
an administrative officer who is directly responsible to the President.
(2)
As used herein, "unit" refers to any of the units mentioned in Sec. 5.01 (1).
(3) As used herein, a faculty committee is one authorized by the faculty, reporting
to the faculty, and including a faculty majority in its membership.
5.02 University and Unit Committees. University committees represent the University or
more than one unit thereof, and unit committees represent only one unit.
5.03 Establishing Committees. The University faculty, the President, the faculty of a
unit, or the administrative head of a unit, may establish committees, provide for
the selection of committee members, the scope of their authority, and rules and
regulations for their proceedings.
5.04 Committee Membership- Eligibility. (1) All members of the academic staff are eligible for membership on committees; persons not on the academic staff may serve
on appropriate committees. (2) Faculty committees may appoint student non-voting
members; voting membership requires faculty legislation.
5.05 Faculty Majority on Faculty Comittees. At least a majority of the members of a
faulty committee shall be members of the University faculty, as defined in Sec. 10k.02.
5.06 Committee Membership-Selection. Unless other provision for selection is made, the
President appoints members of University committees, and the respective chancellor
or administrative head appoints mqbers of unit committees.
5.07 Nomination
Election of Committee Members by Units.
(1) Unit members of elective committees are elected separately by the respective unit faculties.
(2) Nominations for committee positions which are to be filled by faculty election
are made by separately elected committees on nominations.

When Terms of Appointment Begin. Unless o t h e r w i s e s p e c i f i e d , e l e c t e d committee members
assume t h e i r d u t i e s a t t h e beginning of t h e term (semester o r s u r n e r s e s s i o n ) following t h e i r e l e c t i o n . Appointed committee members s e r v e from t h e d a t e s p e c i f i e d by
t h e a p p o i n t i n g a u t h o r i t y u n t i l t h e a p p o i n t i n g a u t h o r i t y has designated a s u c c e s s o r .

Committee Functions. Committees e s t a b l i s h e d by a d m i n i s t r a t i v e o f f i c e r s may perform
a d m i n i s t r a t i v e f u n c t i o n s , b u t such u s e of f a c u l t y must b e minimal. F a c u l t y committees
may s t u d y r e f e r r e d problems o r make s t u d i e s i n d e s i g n a t e d f i e l d s and make recommendat i o n s f o r a c t i o n t o t h e a d m i n i s t r a t i o n . Committees e s t a b l i s h e d by t h e f a c u l t y may
study problems and make recommendations f o r f a c u l t y a c t i o n ; make r u l e s w i t h i n terms
of a u t h o r i t y g r a n t e d by t h e f a c u l t y ; and d e c i d e c o n t e s t e d c a s e s i n s i t u a t i o n s where
t h e f a c u l t y has power of d e c i s i o n .
5.13
Committee Reports
Records. (1) Committees e s t a b l i s h e d by t h e f a c u l t y r e p o r t t o

5.14

Appeal from Committee Decisions. Action of any committee which i s e f f e c t i v e w i t h o u t
approval by t h e f a c u l t y may be reviewed by t h e f a c u l t y concerned on appeal of t h e
a f f e c t e d p a r t y o r p a r t i e s , o r on motion of any member of such f a c u l t y . Notice of
such appeal i s by l e t t e r t o t h e S e c r e t a r y of t h e a p p r o p r i a t e f a c u l t y .
5.16
S e l f - s u r v e y by Committees. Each committee s h a l l survey a n n u a l l y i t s composition and
f u n c t i o n s , and i f d e s i r a b l e make recommendations t o t h e f a c u l t y o r o f f i c e r c r e a t i n g
i t concerning:

5.17
Committee Coordination. Committees l o c a t e d i n s e p a r a t e u n i t s , a s w e l l a s a l l o t h e r
committees having p a r a l l e l f u n c t i o n s o r purposes, should c o o r d i n a t e t h e i r f u n c t i o n s
and p o l i c i e s through conferences among chairmen o r o t h e r w i s e .
5.18
E x - o f f i c i o Members. An e x - o f f i c i o member of a committee i s a f u l l member of Such
committee, w i t h t h e r i g h t t o p a r t i c i p a t e and v o t e , u n l e s s l e g i s l a t i o n s p e c i f i e s
otherwise.

5.19 Committee Chairmanships. The chairmen of all elected faculty committees are chosen by
the members of the respective comittees, unless other provision is made. rZIe chairmen
of all appointive committees shall be designated by the appointing authority, unless
other provision is made. Committees which elect their own chairmen shall do so on the
call of the outgoing chairmen.
5.20 Review by the Board of Regents. The Board of Regents may review actions taken by
committees under any procedure which it adopts for such purpose.
UNIVERSITY COMMITTEES
5.31 Administrative Committee. The Administrative Committee, of which the President is
chairman, shall include such administrative officers as the President may appoint to it.
5.32 Committee on Admissions Policy. The Committee on Admissions Policy is appointed
annually
- by. the President, and includes representatives of the several units of the
University.
5.33 Committee on High School Relations. The Committee on High School Relations is appointed annually by the President, and is concerned with University policy respecting
high school relations.
5.34 Kemper K. Knapp Bequest Committee. The Kemper K. Knapp Committee, the purpose of
which is to carry out the provisions of the will of Kemper K. Knapp, includes the
President, or a person designated by him, and four members of the faculty, of whom
one is from the Milwaukee unit. The faculty members serve for four years, one
member being elected each year.
5.35 ROTC Policy Committee. The ROTC Policy Committee, which recommends policy relative
to the University's ROTC programs, includes the Vice-President of the University and
the commandants, ex-officio, and five members of the faculty appointed by the President.
5.36
University Library Council. (1) The University Library Council includes the director of each unit library, the chairman of each unit library committee, the Director
of the State Historical Society, and one member appointed by the President. The
President of the University annually designates a member of the Council to be chairman. (2) The University Library Council considers and gives advice to the faculty
and the administration on library matters of general concern to the University, especially on the coordination of policies among the several unit libraries.
5.37 University Faculty Council. (1) The University Faculty Council includes eight
members, four from the Madison campus, two from the University of Wisconsin-Milwaukee, one from the Center System, and one from University Extension, and elects a
chairman annually. (2) The University Faculty Council includes the chairmen of the
University Committees of the units of the University. In addition, it includes three
members of the University Committee-Madison, and one member from the University Committee-Milwaukee, designated annually by each Committee. (3) The Universfty Faculty
Council has the following functions and duties: (a) Considers the educational interests or educational policies of the university, actions taken by the Board of Regents,
the Board of Visitors, the various faculties or faculty committees, or by any other
bodies or individuals related in any way to the University. (b) Meets with the
Board of Regents at least once each year, upon the call of the President of the Board,
to consider and make recommendations on any University matter. The President of the
University or the University Faculty Council may request the President of the Board
of Regents to call additional meetings.
(c)
Acts as the faculty hearing committee in cases of dismissals, as provided for in Secs.
10B.06, 10B.07, and 10B.08. (d) Consults with administrative officers on budget
matters and makes reports to the Faculty on such matters. (e) Prepares the agenda
of occasional meetings of the University faculty for committee of the whole discussion or consideration of matters of general interest. (f) Reports annually to the
University faculty upon matters transacted during the preceding year; and reports,
from time to time, upon any matters completed, pending or projected which in its
judgment should be brought to the consideration of the University faculty. (g) A2vises
on procedures which involve the faculty in making nominations for appointments to
major administrative positions. (h) Advises on procedure which involves the faculty
in making decisions on the organization or re-organization of inter-departmental or
inter-disciplinary programs of instruction, research and service, or the creation of
new colleges, schools or institutes involving significant educational programs.
(i) The duties hereby conferred are not exclusive of any similar duties of other
University officers or bodies. (j) The ~niversit$ Faculty council's functions include the making, on its own initiative, of studies and recommendations to the faculty
or administration concerning major matters of educational policy; and the Adrninistration is encouraged to ask the University Faculty Council for advice on such matters.
The University Faculty Council may decide whether a topic is one upon which it would
wish to give advice directly to the Administration, or is one which should be referred
to the faculty for discussion. (k) Serves as the faculty's Grievance Committee.
5.38 Divisional Executive Committees. See the Section on the Faculty Divisions.
5.39 Graduate School Committees. See the Section on the Graduate School.
COMMITTEES COMMON TO ALL UNITS
5.51 Library Committees. Each unit of the University elects a library cormnittee, which
annually selects its chairman.
5.52 Nominating Committees. Each unit of the University elects a nominating committee
to nominate candidates for membership on elected faculty committees.
5.53
Planning Committees. Each unit of the University has a campus planning committee,
reporting to the Chancellor, and through him to the President.

5.54 Committees on Student Financial
The Madison unit and the Milwmkee unit each
has a committee on student financial aid, to be appointed by the Chancellor, and
reporting to t k Faculty. Other units may establish such committees if their faculties so decide.
5.55 University Comittees. Each unit of the University elects a University Committee from
nominees selected by its nominating committee. One-third of the membership is elected annually for three-year terms. They are designated as University Committee-Madison,
University Committee-Milwaukee, University Committee-Center System, and University
Committee-Extension. Each unit University Committee elects its own chairman annually.
MADISON CAMPUS COMMITTEES
5.71
Chancellor's Administrative Council. The Chancellor's Administrative Council, of which
the Chancellor is chairman, includes the deans and such other administrative officers
as the Chancellor appoints.
5.72
Committee
Admissions Policy. The Committee on Admissions Policy is appointed
annually by the Chancellor, and shall include representatives from the various branches
of the Madison campus.
5.73
Archives Committee. The Archives Committee, which determines the policies governing
the control and use of the University Archives, includes the University Archivist, the
Secretary of the Faculty, the Vice-President for Business Affairs, the chairman of
the Library Committee, the Director of University Libraries, the Director of the
State Historical Society, and three additional members of the faculty appointed by t k
Chancellor.
5.74

Athletic Board. (1) The Athletic Board includes the following nine members:
(a) Four members of the faculty appointed by the Chancellor in conjunction with
the University Committee-Madison.

alumni appointed by the Chancellor from a panel of six nominees presented

by the Alunmi Association.
(c) The President of the Student Athletic Board.
(d) One student, who shall be appointed by the Chancellor from a panel of three
students presented by the Student Senate of the Wisconsin Student Association.
The
faculty member appointed by the Chancellor in conjunction with the Univer(e)
sitv Committee-Madison to remesent the Universitv in the Intercolleaiate
Conference of Faculty Representatives.
(2) Appointment to the Board.
(a) Members of the Board shall be appointed annually in June.
(b) Vacancies are filled in the same-manner as the briginal appointments.
(c) Appointments to the Board are subject to confirmation by the Board of Regents.
(3) Functions.
(a) Subject to the direction and control of the faculty, the Athletic Board exercises all the power of the faculty over intercollegiate athletics; considers
and passes upon all proposals with respect to such athletics made by the
Student Athletic Board; passes upon the eligibility of all candidates for teams;
approves all student managers, team captains and coaches; ratifies all contracts
and schedules relating to the athletic program.
(b) The Board may incur expenses for furnishing meals to student athletic squads
during training periods; the transportation of student athletic teams; other
necessary and usual expenses in connection with the travels of teams.
(c) The Board may pass upon requests of students to be permitted to participate
in more than two major sports in any one academic year.
(d) The Board may initiate action in matters of budget and personnel, including the
recommendation of appointments in the Division of Intercollegiate Athletics,
to the Chancellor. Such recommendations, if approved by the Chancellor, are
subject to approval or veto by the Regents. If the Regents disapprove, then
the power to initiate further action reverts to the Athletic Board.
(e) The Board may make and approve intercollegiate athletic schedules on behalf of
the faculty, provided that if any significant departures in policy are contemplated, the Board shall consult the University Committee-Madison in advance,
and secure the approval of the faculty.
(f) The Board reports annually to the faculty.
( 4 ) No discrimination policy. It is the policy of the Athletic Board and of the Division
of Intercollegiate Athletics that wherever a Wisconsin team plays the team of
another institution in any athletic event, the members of the Wisconsin team shall
be permitted to travel together, lodge and dine together, and play together as a
team without discrimination as to any members comprising the team which may result
from a policy of the institution or from local or state laws, customs or practices.
This declaration of policy shall be included in all contracts executed to play
other institutions, and shall be a condition upon which the contract is entered
into. Inability to comply with this anti-discrimination policy after a contract
to play has been signed shall result in cancellation of the game or contest.

Auditoriums Committee. The Auditoriums Committee i s appointed a n n u a l l y by t h e Chancell o r and s h a l l i n c l u d e one o r more s t u d e n t s . It c o n s i d e r s and passes upon r e q u e s t s f o r
t h e u s e of U n i v e r s i t y auditoriums, b u i l d i n g s and o t h e r f a c i l i t i e s . I n making i t s d e c i s i o n s , t h e Committee s h a l l be guided by t h e v a r i o u s Regent r u l i n g s p e r t a i n i n g t o t h e
u s e of U n i v e r s i t y b u i l d i n g s and grounds, t h e most comprehensive s t a t e m e n t of which was
d r a f t e d by t h e Committee and approved by t h e Regents i n A p r i l , 1948. See Sec. 11.80.
5.76
Cardinal Advisory Board. (The Daily Cardinal, a s t u d e n t newspaper, i s published f i v e
times weekly w h i l e t h e U n i v e r s i t y i s i n s e s s i o n , by t h e New Daily Cardinal Corporation,
a non-stock, n o n - p r o f i t body which was organized i n 1938. Under i t s A r t i c l e s of Inc o r p o r a t i o n and By-Laws, t h e c o r p o r a t i o n has two c l a s s e s of members. C l a s s A i n c l u d e s
f i v e s t u d e n t s , who a r e e l e c t e d by t h e s t u d e n t s , and who s e r v e a s d i r e c t o r s of t h e
Corporation, w i t h t h e a u t h o r i t y t o e l e c t o f f i c e r s , t h e e d i t o r and b u s i n e s s manager,
a,-(1 ; n g e n e r a l t o manage t h e a f f a i r s of t h e Corporation, except t h a t " a l l proposed
e x p e n d i t u r e s and b u s i n e s s p o l i c i e s must b e submitted t o and approved by t h e Class B
members.")
(1) The Cardinal Advisory Board i n c l u d e s t h r e e members of t h e f a c u l t y
appointed by t h e Chancellor; t h e y a r e t h e C l a s s B members of The Daily Cardinal Corp o r a t i o n . A member of t h e f a c u l t y s o appointed s e r v e s from t h e time of h i s appointment u n t i l h i s successor i s appointed. (2) The Student L i f e and I n t e r e s t s Committee
has t h e same c o n t r o l over t h i s Corporation which it has over o t h e r s t u d e n t organizat i o n s , except t h a t it has no v o i c e i n m a t t e r s of e d i t o r i a l o r b u s i n e s s p o l i c y , o r i n

Student-Faculty Conference Committee
Educational A f f a i r s . The Student-Faculty Conf e r e n c e Committee on Educational A f f a i r s i n c l u d e s t h r e e f a c u l t y members chosen by
t h e U n i v e r s i t y Committee-Madison from among i t s membership, and t h r e e s t u d e n t s chosen
by t h e Student Senate of t h e Wisconain Student A s s o c i a t i o n . The Committee makes
recommendations concerning m a t t e r s of e d u c a t i o n a l i n t e r e s t . The Conunittee may r e p o r t
recommendations e i t h e r t o t h e U n i v e r s i t y Committee-Madison o r t o t h e f a c u l t y d i r e c t l y .
5.79
Course Committee.
(1) The Course Committee i n c l u d e s f o u r members from t h e College of L e t t e r s and Science,
and one each from t h e o t h e r Colleges and t h e Schools of Commerce, Pharmacy, Educat i o n , Law and Medicine. The members a r e e l e c t e d a n n u a l l y by t h e r e s p e c t i v e c o l l e g e o r school f a c u l t y , and t h e committee e l e c t s i t s own chairman.
(2) The f u n c t i o n s of t h e Course Committee a r e a s follows:
(a) Considers proposals f o r new c o u r s e s , o r f o r m o d i f i c a t i o n s of e x i s t i n g courses,
which come from departments o r d i v i s i o n s of t h e Madison Campus n o t w i t h i n
one of t h e d i v i s i o n s . Recommendations f o r approval o r d i s a p p r o v a l of new
courses, o r m o d i f i c a t i o n s of e x i s t i n g c o u r s e s , a r e made by t h e Committee t o
tk a p p r o p r i a t e dean. No new course s h a l l b e given f o r c r e d i t except on
recommendation of one of t h e D i v i s i o n a l Committees o r t h e Course Committee
w i t h approval o f t h e a p p r o p r i a t e dean.
(b) Considers, a c t i n g w i t h t h e dean of t h e c o l l e g e , whether any c o u r s e s should
be discontinued a s being o v e r s p e c i a l i z e d , u n e s s e n t i a l , u n s u b s t a n t i a l , o r
o t h e r w i s e inadequate.
(c) Encourages t h e o f f e r i n g of new courses which a r e genuinely needed f o r a new
demand o r a new s i t u a t i o n .
(d) Encourages j o i n t c o u r s e s by two o r more departments when t h e y a r e needed;
t h e i n i t i a t i v e f o r such j o i n t c o u r s e s should normally come from members
of t h e f a c u l t y concerned.
(e) Reviews t h e a d v i s a b i l i t y of o f f e r i n g c o u r s e s w i t h v e r y s m a l l e n r o l l m e n t s ;
reconmends t h e i r being g i v e n i n a l t e r n a t e y e a r s o r d i s c o n t i n u e d .
Recommends
t h e d i s c o n t i n u a n c e of d u p l i c a t i n g c o u r s e s .

offered for several years. Department chairmen shall report permanently discontinued courses to this Committee.

the Madison campus includes members appointed by the Chancellor from the teaching
faculty, the administrative office of Financial Aids, and the student body, and shall
include one member from the faculty of the Center System. (2) The Committee represents the faculty in regard to all aspects of financial aid for students other than
those handled by faculties of individual colleges, schools or departments.
5.81 Committee
Honorary Degrees.
(1) The Committee on Honorary Degrees includes the following members:
(a) The President and Vice-President of the University, the Chancellor of the
Madison Campus, the Chancellor of the Center System, and the Chancellor of
University Extension, ex-officio.
Ten
members appointed by the Chancellor for terms of one year each, either
(b)
from the faculty, or from among the deans or other administrators of the
several schools or colleges. In making these appointments, it is desirable
that representation on the Committee be afforded those members of the faculty
who are not within any of the four Madison Faculty Divisions.
(c) Sixteen members elected by the four Madison Faculty Divisions. Each Division
shall elect one member each year, in the spring, for a four-year term. The
Madison members of the Divisional Executive Committees shall nominate at
least two members of the faculty for each position to be filled by election.
Vacancies
on the Comittee are filled in the manner designated for original

(e) The Chairman of the Committee shall be designated by the Chancellor.
The
procedure in nominating candidates for honorary degrees is as follows:

(a) At the beginning of each academic year, the Chairman of the Committee transmits to the deans and to the chairmen of the several Divisions and departments
of the University invitations for submission to the Committee of names of
persons to be considered for honorary degrees.
(b) When names of proposed candidates for honorary degrees are presented to the
Committee from sources other than a department, division, school or college,
such names are first referred by the Chairman of the Committee to the
appropriate academic division of the University for its recommendation.
(c) Nomination by an individual faculty member of a candidate for an honorary
degree may be made at the appropriate faculty meeting only after the name
has first been submitted to the Comittee.
(d) A three-fourths affirmative vote of those present and voting on each candidate at the faculty meeting at which names of candidates are acted on is
required to nominate a candidate for an honorary degree.
(e) The Committee shall give preference in its nominations to persons who are
connected in some significant way with the State or with the University of
Wisconsin.
(f) Prior to public announcement by the administration, all matters relating
to honorary degrees are treated as confidential.
5.82 Committee -on Human Rights.
(1) The Committee on Human Rights includes four faculty members and three students,
appointed annually by the Chancellor. The student members are appointed from a
panel nominated by the Student Senate of the Wisconsin Student Association.

The Committee on Nominations reports to the faculty the names of persons to be
voted for as members of elective faculty committees. The Committee shall present at least two names for each place to be filled by election, but its action
does not limit the right of members of the faculty to make other nominations
from the floor. (3) The Committee on Nominations presents annually its list
of nominees for all elective committee posts at the April meeting of the faculty;
the election shall be held at the May meeting. (4) If requested, the Committee
advises the President or Chancellor regarding appointments to faculty committees.

Madison Campus Planning Faculty Advisorv Committee. (1) The Madison Campus Planning
Faculty Advisory Committee includes members of the faculty selected annually by the
Divisional Executive Committees, one being designated from among its members by each
committee, and four members of the faculty who are nominated by the Committee on
Nominations and elected annually for a four-year term. (2) The Advisory Committee
shall advise the Madison Campus Planning Committee and the Chancellor about general
policy issues of campus planning, including the making of long-range development
plans, building priorities, site selection, recreational facilities, parking and
transportation, and other campus planning policy questions. (3) The three elected
members who have served longest on this committee shall also serve as the faculty
members of the Madison Campus Planning Committee.
5.88
Madison Campus Planning Committee. (I) The Madison Campus Planning Committee includes
three members of the faculty, as provided for in Sec. 5-87 (3); the chairman of the
University Committee-Madison or his alternate; a first and second alternate, to be
designated by the Madison Campus Planning Faculty Advisory Committee; two members
selected by the Chancellor's Administrative Council, with two alternates, to be designated annually; the Chancellor or his alternate, who shall serve as chairman; the
Director of Planning and Construction; and the State Chief Engineer, who shall serve
ex-officio. Outgoing faculty members of the Committee shall serve a fifth year as
third alternate. (2) The supporting and consulting staff of the Committee shall
include such personnel as the Committee shall deem appropriate. (3) In addition
to its other planning duties, the Committee shall be responsible for the planning of
parking facilities on the campus, and for the use of surplus funds for the creation
of new facilities. It shall report annually to the faculty on the subject of parking.
5.89
Committee 3 Public Functions. The Committee on Public Functions includes faculty
and student members appointed annually by the Chancellor, It arranges commencements,
the honors convocation, and other convocations and public functions as directed by
the Chancellor.
5.90 Committee 3 Religious Activities. The Committee on Religious Activities includzo
five members of the faculty appointed annually by the Chancellor, and two students
appointed by the Chancellor from nominations made by the Student Senate. Among other
functions, the Committee aids the University in cooperating with the student religious centers, and plans an annual lecture series by distinguished speakers who will
focus attention upon contemporary religious movements and problems. The Committee
shall function in accordance with the provision of the Constitution of Wisconsin
which prohibits the University from providing sectarian instruction.
5.91
Committee 3 Student Conduct g& Appeals.
(1) The Committee on Student Conduct and Appeals, which has authority to formulate
and enforce the policies of the university on all matters of individual student
conduct and reports annually to the Faculty, consists of an Administrative Division and an Appeals Division.
(2) The Administrative Division includes three members: The Dean of Student Affairs,
or his alternate, who shall serve as chairman; one additional member of the
Division of Student Affairs designated by the Dean of Student Affairs; and the
Dean of the college or school in which this student is enrolled or his alternate.

Functions.
(a) Subject to faculty direction and control, the Committee deals with all extracurricular activities and interests of the students which are a matter of
University concern.
(b) The Committee reports annually to the faculty.
(c) The authority of the Committee continues during all recesses, including the
period between commencement and the opening of the summer session.
(d) The Committee approves the official Calendar for events involving the participation or attendance of considerable numbers of students.
The
Committee assigns rooms for student events, and acts on requests of stu(e)
dent organizations for the registration of guest speakers at student meetings.
(f) The Committee makes regulations relating to the transportation of students
attending out-of-town University events.
(g) The Committee shall nominate to the Student Senate each fall, a list of at
least sixteen law students and twelve non-law students, from persons suggested
by deans and department heads, for service on the Student Court. Upon the
complaint of a two-thirds majority of the Student Senate, judges may be removed from the Student Court by the Committee. The Committee may recommend
to the faculty changes in the jurisdiction of the Student Court.
5.93 University Committee-Madison.
(1) The University Committee-Madison includes six members, two elected each year for
three-year terms. No more than three members of the University Committee-Madison
shall be from a single school, college or division. The Committee elects its
chairman each year.
(2) The Committee on Nominations nominates at least two candidates for each position
to be filled. The list of nominations shall be sent by the Secretary aE the
Faculty to each member of the faculty at least three weeks in advance of the
meeting at which the election is to be made. Additional nominations may be made
by petition signed by ten members of the faculty. Such nominations must be in
the hands of the Secretary at least ten days before the May meeting and shall be
sent out by him to all members of the faculty.
(3) The University Committee-Madison, has the following functions:
(a) considers questions concerning the educational interests or policies of the
Madison campus;
(b) examines any actions taken respecting the Madison campus by the Board of
Regents, the Board of Visitors, the various faculties or faculty committees,
or by other bodies or individuals related to the Madison campus;
(c) consults with appropriate administrative officers on budget matters and
reports thereon to the faculty;
(d) prepares the agenda for committee of the whole discussion or consideration
of matters of general interest to the Madison faculty;
(e) reports annually to the faculty, at the second regular meeting of the academic
year; and reports, from time to time, upon matters completed, pending or
projected which should be brought to the consideration of the faculty;
(f) makes, on its own initiative, studies and recommendations to the faculty or
administration concerning educational policy. The administration is encouraged to ask the University Committee-Madison for advice. The University Committee-Madison may give advice directly to the administration, or
refer the matter to the faculty for discussion;
(g) meets at least once each year with the student members, as listed in Sec. 5.92
(1 c) of the Committee on Student Life and Interests;
(h) advises on procedures which involve the faculty in making nominations for
appointments to major administrative positions;
(i) advises on procedure which involves the faculty in making decisions on the
organization or re-organization of inter-departmental or inter-disciplinary
programs of instruction, research and service, or the creation of new colleges,
schools or institutions involving significant educational programs;
(j) ssrves as the faculty's Grievance Committee.

MEMORANDUM ON THE PROPOSED CHAPTER 5 OF THE RULES AND
REGULATIONS, ON THE COMMITTEE SYSTEM
Since the codification of existing rules and regulations dealing with the University's
committee system involves a long and complex document, and a large number of changes in
existing legislation, this memorandum has been prepared by the Codification Committee to
draw attention to the changes.

1. From the point of view of style, the Committee made an effort to eliminate unnecessary words and phrases, and provisions which were redundant or unduly repetitive. Every
effort was made to secure exactness and succinctness of expression. Many paragraphs or
sentences have been eliminated from existing Rules and Regulations on purely editorial
grounds.
2 . While the Codification Committee made editorial changes very freely on its own
responsibility, no changes of any importance were made without consulting existing committee chairmen and administrative officials most directly concerned. The Committee sought
to keep new legislation to a bare minimum. Generally speaking however, it made every effort
to make the new rules consistent with actual practice.
3. The Codification Committee proceeded on the assumption that the formal Rules and
Regulations of the University need not specify the terms for all committees. The central
administration and the chancellors are free to create and abandon committees, whether
continuing or ad hoc in nature, and there are, accordingly, far more committees listed in
the annual compilations which were never the product of faculty action than there are facultycreated committees. This codification proceeds on the assumption that the Rules and Regulations book should contain material dealing only with standing committees created by some
sort of faculty action. The balance of the committee picture was left just as it was before.

The reference to the Regent-Faculty Conference Committee is eliminated, and the language dealing with the function of meeting with the Regents is transferred to the writeup
on the University Faculty Council. Sec. 5.37 (3) (b). The writeup on the Parking Committee
has been eliminated, since the faculty abolished that committee in 1964 and merged it with
the Campus Planning Committee. Sec 5.88. The writeup on the Committee on Student Personnel
has similarly been eliminated, since the faculty abolished it in 1962, and transferred its
functions to the Committee on Student Conduct and Appeals. Sec. 5.91.
5. In accordance with what the Codification Committee regarded as clearly-expressed
faculty sentiment, a systematic effort was made to add student members to faculty committees,
or to increase existing student representation, wherever that was deemed feasible. Accordingly, the following changes have been made: (1) student representation on the Athletic
Board has been increased from one to two, Sec. 5.74 (1) (d); two students have been added
as full members of the Committee on Student Conduct and Appeals, and of its Appeals Division, Sec. 5.91 (3); two students were added to the Library Committee, Sec. 5.85 (1) (c);
an unspecified number of students are authorized for membership on the Auditoriums Committee, Sec. 5.75, on the Committee on Student Financial Aid, Sec. 5.80 (I), and on the
Committee on Public Functions, Sec. 5.89; two students have been added to the Committee
on Religious Activities, Sec. 5.90. In addition, any other committee is authorized to
appoint non-voting student members to serve in an advisory capacity. Sec. 5.04 (2).
The chapter on the committee system is divided into four major sections:
(1) general provisions; (2) All-University Committees; (3) Committees common to all
units; (4) Madison campus committees.

Under the heading of All-University Committees, the Executive Committees of the Divisiorsare merely cross-listed, and will be treated separately in the chapter devoted to the
Divisional system. The Radio-Television Committee was omitted from the list of Madison committees since it now falls within the jurisdiction of the newly-reorganized University Extension. The new Divisional Student-Faculty Conference Committees, which were created by
faculty action in the spring of 1965, are merely cross-listed, Sec. 5.95, and will be
written up in the separate chapter which will one day be prepared for the Divisional System.
The Graduate School committees are also merely cross-listed, and will be written up some
day in a separate chapter, Secs. 5.39 and 5.94. The Graduate School Committees are crosslisted twice because some of them include UWM members, while others include only Madison
faculty members.
7. This Codification is based on the assumption that the Milwaukee, Center System
and University Extension units have full autonomy in establishing any committees desired
by their respective faculties and administrations, and that such autonomy is both inevitable
and desirable. Accordingly, most references as to which committees the Milwaukee campus
ought to have (and by inference, the other units as well), have been eliminated. Presumably, in the future, most of the material dealing with the Milwaukee committees will be
found in the Milwaukee book of rules and regulations, and by inference, in those of the
Center System and Extension units.
Since some of the proposed All-University Committees will be ex-officio bodies made
up of members of unit comittees, it seemed necessary to specify that each unit should
have the following committees: a library committee, a nominating committee, a planning
committee, a committee on student financial aid, and a University committee, Secs. 5.515.55. With reference to the committees on student financial aid, however, only the Madison
and Milwaukee units will be expected to have them now; it will, for the time being, remain
optional for the other two units, which are presently serviced by the Madison unit, in this
regard. These two unit faculties are authorized to set up their own student financial aid
committees whenever they so choose.
Furthermore, the Codification Committee felt that the nominating, library and University committees should, as a matter of general University policy, be elected.
8. Special attention is directed to the creation of a new University Committee to represent the faculty of the whole institution. Since three units now have University Committees, and call them that, it seemed advisable to devise a new title for the all-University analogue of these unit University Committees. Accordingly, the Codification Committee
proposes to name the new committee the University Faculty Council, Under the terms of this
Codification, each unit of the University must have an elective University Committee of its
own, and the present structure of the University Committee is retained for the Madison campus.
As provided for in Sec. 5.37, the University Faculty Council will consist of eight faculty
members ex-officio: the chairmen of the four unit University Committees, plus three more
members of the University Committee-Madison and one from the University Committee-Milwaukee.
Similarly, the projected University Library Council, Sec. 5.36, will be an ex-officio
body, consisting of the directors of each unit library, the chairmen of the four unit
library committees, plus the Director of the State Historical Society and one member chosen
by the President.
9. The Codification Committee devoted much time to the membership of the Madison Campus Planning Committee, on the assumption that a great deal of the future of the University
is determined by the decisions of this key committee. Believing that the faculty should
therefore have a stronger voice in the making of policy in the area of campus planning, the
Committee recommends that the membership of the existing Planning Committee remain substantially as it is, Sec. 5.88, with three professors, the Chairman of the University Committee
or his alternate, and five administrators on it, but that a new wholly advisory faculty
committee be created so that a committee made up exclusively of faculty members will be able
to do some thinking, give advice, and be available for consultation on planning matters.
Accordingly, the Codification Committee proposes the creation of a new committee for the
Madison campus, Sec. 5.87, to be known as the Madison Campus Planning Faculty Advisory
Committee, to include one member from each of the four Divisional Executive Committees,
chosen by the respective committees, and four faculty members elected by the faculty, one
each year for four-year terms. Since the divisional committees represent important constituencies, and are concerned with campus-wide or interdepartmental policy questions, and
since the other four members of the Advisory Committee will be elected directly by the
faculty, for four-year terms, it is hoped that this committee will be a strong committee
capable of giving weighty advice. In order to establish close liaison between this faculty
committee and the Campus Planning Committee, it is proposed that the three elected members
of the Advisory Committee senior in service thereon shall serve as the faculty members of
the Planning Committee.
10. Other proposed changes are as follows:
(1) The explicit definition of what constitutes a faculty committee, Sec. 5.01
(3), is new, though the definition follows local usage.
(2) There is a new idea in Sec. 5.07, which provides that unit members of elective All-University Committees, shall be elected separately in the respective
units. For example, today the Madison faculty votes on who the Milwaukee
representative on the Knapp Committee shall be, and the Milwaukee faculty
votes on who the Madison representatives shall be. Under Sec. 5.07, the
Madison faculty will vote only for Madison members of all-university elective committees, and the same idea holds for the Milwaukee faculty, which
will vote only for Milwaukee members of such committees.
(3) The last sentence of Sec. 5.10, dealing with the filling of vacancies on
committees, is new. It was added to make sure that there will always be a
way of filling a vacancy on an elected committee, through the University
Faculty Council.
(4) Sec, 5.13 (2), relating to the preservation of committee records and reports,
is new.
(5) Sec. 5.17, which encourages committees in separate units having parallel functions or purposes to seek to coordinate their operations, is new.
(6) Sec. 5.18, on the status of ex-officio committee members, is new.
(7) The membership of the Administrative Committee is no longer spelled out, Sec.
5.31, on the assumption that the President should have a perfectly free hand
in deciding who should be invited to attend its meetings.
(8) The provision for a Chancellor" Administrative Council, Sec. 5.71, is new,
although such a body is now in existence.
