Scope of works for managing Sheringa Coastal
Camp Ground facilities:
Sheringa Beach and Camping area is one of the Eyre Peninsula’s premium fishing and coastal
destinations offering a stunning Clifftop drive with unique white sandy surf fishing beaches and dunes.
Sheringa Camping area consists of a dune sheltered camping area, providing relaxed rustic camping
for caravans and tents in an idyllic setting virtually on the beach, with fees collected for camping.
Sheringa is approximately 40km from Elliston on the Flinders Highway and approximately 125km from
Port Lincoln. Round Lake is a much smaller facility located near an attractive lagoon approximately
1km along the Sheringa Beach Road from the Sheringa Beach camp ground.
Locks Well is another tourist facility under the control of Council, located approximately 25km from
Sheringa and 15km from Elliston. Locks Well facilities consist of an upper car park, a very steep drive
into a rugged scenic coastal area with high cliffs, a lookout plus toilets and a stairwell down the steep
cliff to a very popular salmon fishing beach.
The Sheringa Beach camp area includes toilets with hand
basin, a recycling bin bank and parking for caravans and
recreational vehicles.
Further along the Clifftop drive a wooden staircase access
is provided to a secluded cliff beach for beach fishing and
surfing.
The District Council of Elliston is considering the option of
leasing or contracting the management and maintenance of
its Sheringa Beach camp ground facilities and is seeking
expressions of interest from interested parties.
Summary of existing facilities at Sheringa Beach camp ground
• Approx 0.5 hectare camping ground area
• 1 x toilet block
• 1 x bin bank (consisting of 2 red top waste and 2 yellow top recycling wheelie bins)
• 1 x staircase (located at Surf Beach)
Summary of existing facilities at Round Lake (this land is privately owned)
• Approx 0.25 acre camping area (approximately 4 camping sites)
• 1 x bin
Summary of existing facilities at Locks Well
• 1 x toilet block
• 1 x bin bank (consisting of 1 red top waste and 1 yellow top recycling wheelie bin)
• 1 x staircase (please note: this staircase would continue to be maintained by Council)
Potential development opportunities and Council contract requirements
• Option 1
There is an opportunity to enlarge and further develop the existing camp ground, possibly to add more
camping sites or to place for hire vans into the area to increase the fee paying area facilities and to be
responsible for all maintenance/ up keep of the facilities.
Please note: this option would be considered on a lease/ license basis with the future lessee being
fully responsible for management and operation of the camping area including maintenance of all
facilities, disposal of waste, setting and collecting of fees and provision of water.
While fees would be applicable within the privately leased area, no other section of the Sheringa
Beach front would be subject to fees being imposed by the Council (no other area outside of the camp
ground would be subject to fees being paid to the Council).
Please note: This option may include an offer for contracted management of the waste/ recycling bins
at the Sheringa Beach camp ground, Sheringa township and at Locks Well (note: all waste would
need to be delivered to the Elliston Transfer Station). Collection frequency would be as follows:
Weekly (during off peak season)
Daily as required (during peak holiday periods and long weekends)
Maintenance/ up keep of the area would include responsibility for the following:
Emptying public waste & recycling bins (bin banks)
Maintain toilet facilities including supply of toilet paper (at Sheringa Beach
and Locks Well)
Maintain 1 staircase (located at Sheringa Surf Beach)
Maintain approx 0.5 hectare of camp ground area (the present Council camping area consists
of approximately 15 camping sites with no showers or electricity)
Annual maintenance of Hybrid toilet facilities including tank maintenance (at Sheringa Beach
camp ground and Locks Well)
Collection of fees
Provision of water for the sink
• Option 2
Under this option, the Council would continue to manage the entire area and would apply fees for
camping at the camp ground or any other section of the Sheringa Beach area and the contractor
would be responsible for collecting fees and remitting them to the Council each week, minor
maintenance plus cleaning of the facility and collection of waste from the bin banks at Sheringa
Beach, Sheringa township and Locks Well (note: all waste would need to be delivered to the Elliston
Transfer Station). Collection frequency would be as follows:
Weekly (during off peak season)
Daily as required (during peak holiday periods and long weekends)
Maintenance/ up keep of the area would include responsibility for the following:

• Option 3 – Round Lake
Round Lake is an area which may present an opportunity for
expansion of the camping area but is privately owned and Council
does not have a lease or license for this area.
If interested parties would prefer to include this option, they are
invited to submit an Expression of Interest for the area which will be
passed onto the property owner by the Council.
Expressions of Interest will need to include the following:
• The full scope of what is being proposed
• What outcome is intended to be achieved?
• The applicants’ preferred Option plus an estimated cost for contracting to the Council
• Nomination of a lease fee that would be acceptable for the Sheringa beach camping facility
plus the existing toilet block
Expressions of Interest must outline intended objectives and plans for developing the public facility at
Sheringa Beach.
Once Expressions of Interest have been received, the Council will formulate a position and enquire to
the relevant agencies regarding potential lease options. Following that process a call for tenders may
be developed.
The Council wishes to consider this information at its next Ordinary Meeting, therefore it is required by
COB, Thursday 15th October 2009 and should be addressed as follows:
