 For each year the cadet is enrolled in the
MCJROTC Program a separate contract and
physical examination is required in case there are
any changes in the cadets’ status.
 Before the cadet is issued a uniform, Pages 1-3
must be completed, signed by the parent/guardian,
and returned to the MCJROTC Instructor.

Enrollment Eligibility and Participation Contract
The following criteria are used for determining eligibility and participation in the MCJROTC
PROGRAM.
Academic Grades: Students should possess a cumulative 2.0 (“C”) grade point average. Those not
meeting these criteria may be allowed to enroll on the recommendation of the Senior Marine Instructor
(SMI) and Marine Instructor (M.I.) with the approval of the Principal. Enrollment for students with less
than a cumulative (“C”) grade point average will be probationary. Probationary students will be required to
demonstrate improvement in their grade point average, to pass all courses required for graduation, and to be
actively working to achieve a cumulative 2.0 (‘C”) average in order to be removed from probationary
status. Cadets, that receive a “D” or below in a marking period report card will be assigned to the Cadet
Tutoring Program.
Physical Training (P.T.) : Cadets are expected to meet/actively strive to meet Marine Corps weight and
personal appearance standards. Cadets will participate in weekly PT sessions, as a means to achieve
standards of the National Youth Fitness Program and to pass the USMC Physical Fitness Test. Failure
to put forth a sincere effort during PT or wear the prescribed uniform determined by the SMI/MI will
adversely affect their weekly PT grade.
Military Appearance: Cadets will PROPERLY WEAR their issued MCJROTC uniform on assigned
days. During classes they will be INSPECTED and receive a weekly inspection grade. If a cadet is absent
it is his/her responsibility to wear the uniform the very next class day in order to receive the weekly gradeinstead of a ZERO. Cadets WILL NOT SAG THEIR TROUSERS
Military Service: Participation in this program DOES NOT mean the student is OBLIGATED to serve
in the MILITARY. Successful completion of the MCJROTC PROGRAM DOES NOT GUARANTEE
acceptance in the U.S. Armed Forces.
Participation-Commitment: To gain total benefit from this program the cadet should be an active
participant in small unit leadership activities such as Color Guard, Drill Team, Rifle Team, and other
activities such as PARADES, COMMUNITY SERVICE and FUND RAISING EVENTS. Participation
& Commitment is a clear indication of the cadets development as a leader in this program. We encourage
cadets to balance the attainment of good grades with participation with JROTC and school activities.
Personal Conduct: Cadets are expected to exhibit exemplary character as ambassadors of this program
and Holmes High School. Conduct that RESULTS in suspension or detention reflects poorly on the
individual cadet and the Corps of Cadets and will not be CONDONED. Cadets are to be respectful to all
faculty and staff members. They will not disobey, ignore, or be disrespectful in language, tone of voice or
gesture. No forms of hazing or sexual harassment will be tolerated. Cadets will respect the rights of other
cadets. Cadets will not use tobacco, alcohol or drugs. MCJROTC promotes the development of integrity
and honorable citizenship. The Honor Code forbids, lying, cheating, stealing and acts of plagiarism.
Violations will be dealt with according to the administration guidelines.
Fairness, Firmness, and Dignity: All MCJROTC Cadets will be treated with fairness, firmness and
dignity by the SMI/MI. Cadets must conduct themselves in a manner that reflects POSITIVELY on
HOLMES HIGH SCHOOL and the MCJROTC PROGRAM. Conduct contrary to the aforementioned
will result in dismissal from the PROGRAM.

Military Appearance and Grooming Agreement
There are unique expectations required for students participating in the Marine Corps
JROTC Program at Holmes High School. The United States Marine Corps requires that
all cadets adhere to Marine Corps Grooming standards in accordance with MCO.1020.34
the Marine Corps Haircut/Uniform and Grooming standards manual. Each cadet is
instructed on the proper way to wear the Marine Corps Uniforms and grooming
standards. The following rules apply:
HAIRCUTS: (MALES): Hair shall be MAINTAINED in a neat BUSINESSMAN like manner. It shall be cut
evenly and graduated from zero to no more than 3” on the top. No “BOWL CUTS”, “BRAIDING” or
“ECCENTRIC-Mow-Hawk cuts” are permitted. Hair shall NOT be artificially colored-it shall remain it’s natural
color.
(FEMALES) : Hair is worn such that it may touch the collar of the uniform, but not go below collar. Hair
should be so it can be tucked under the cap/cover. Hair needs to maintain it’s natural color.
EAR RINGS: (MALES): Males in the Marine ROTC Program are NOT permitted to wear ear rings or any other
piercings while in the MCJROTC Spaces, anytime while in UNIFORM, or at any time that they are participating in
MCJROTC activities.
(FEMALES): No ear rings are worn with the UTILITY UNIFORM. Females CAN wear single POST
while in Dress Blue and the Green Service Dress Uniform. No facial, or other piercings while in any MCJROTC
spaces, anytime in Uniform, or anytime they are participating in MCJROTC activities. No bracelets while in
Uniform.
FACIAL HAIR : Mustaches: Mustaches can be worn as long as it conforms to Marine Corps Standards. The
Mustache cannot go past the corner of the mouth and it should clear the area below the nostrils.
Beards: Not allowed
Sideburns: Cannot go below the ear orifice
Clean Shaven: Any time the cadet is in the MCJROTC spaces the cadet needs to be properly
shaved.
UNIFORMS:
Cadets are inspected in their uniforms every THURSDAY once the
uniform has been issued. This meets the program criteria for the uniform to be worn once
a week. The cadet is to understand that the uniform on Thursday is to be worn all day. If
the cadet is taking a SHOP class then the cadet needs to acquire an apron to be worn over
the uniform. If the cadet is absent on that day for what ever reason then the cadet is
required to wear his uniform the very next business day, which is Friday so the cadet
won’t receive a ZERO, which will affect his grade adversely. If the cadet has an
appointment he is permitted to wear the uniform off campus to attend the appointment.
We understand the above requirements relative to the successful completion of the MCJROTC program. We
agree to the provisions and know that failing to comply may lead to disenrollment and a negative impact on the
student’s grade.

Cadets Financial Responsibility for MCJROTC UNIFORMS
The MCJROTC program provides various uniforms at no cost to the cadet. Cadets will
receive actual Marine Corps Uniforms. Cadets will sign for these uniforms on a Marine
Corps Issue Document (NAVMC 10939A for Males) and the (NAVMC 10939B for
FEMALES) A cadet data base has been initialized as a tracking system also. The utmost
care must be taken to ensure the uniforms and their accessories are not lost or stolen
either at school or at home. These uniforms ARE NOT to be used to go hunting,
Halloween trick or treating or any other non-JROTC activities. Willful or intentional
abuse, neglect or loss will result in a required reimbursement to the government. This
will incur a debt as a Senior, which can hold the students diploma until the debt has been
paid.
Cadets and Family Members are REQUIRED to Read and acknowledge by their
signature the following statement:
“I agree to safeguard all MCJROTC uniform items and accessories from theft,
misplacement and/or damage. I will maintain my uniform items by having them
WASHED, PRESSED or DRY CLEANED (as appropriate).
I will have these items returned upon disenrollment or graduation after they have
been properly cleaned i.e. (dry cleaned/laundered). I will wear my MCJROTC
UNIFORMS to school events or other events as directed by the INSTRUCTORS.
I understand that I will be required to reimburse the government for the cost to replace
items lost, stolen or damaged.

cadets will shoot PELLET rifles to qualify with during the 2015-2016 school.
