Summary
New presentations of CPI data will be published with the February 2005 index, with additional
tables appearing in both the Consumer Price Indices First Release and Focus on Consumer Price
Indices. These tables provide a detailed analysis of the goods and services components of the
CPI, special aggregates, and related measures of the all items CPI excluding various components.
All figures are calculated from already published CPI indices, and provide users with additional
series for analysing trends in UK inflation. The new tables satisfy a clear demand from users for
additional analyses of CPI data, and build upon statistics of this kind that are published by Eurostat
for all Member States of the European Union. A full time series of the new data, from January 1996
onwards, is available to download.
Introduction
Starting from the publication of the February 2005 index, Table 5 of the Consumer Price Indices
First Release provides data for a series of new CPI goods and services sub-indices and special
aggregates, with Table 6 providing data for higher level goods and services categories. The indices
in Table 6 of the First Release are broadly similar to those published in Table 9 for the RPI,
although, as described later, due to differences in classification they are not directly comparable.
Five new tables are also included in Focus on Consumer Price Indices. These tables provide a
longer time series of indices and annual percentage changes for the aggregates included in Table
5 of the Consumer Price Indices First Release, as well as annual average indices, percentage
changes and a full history of weights.
The special aggregate indices being published relate to areas of the CPI where prices are typically
more volatile or are influenced by specific factors such as changes in commodity prices, including
oil (eg fuels and seasonal food) or government policy changes (eg alcohol and tobacco that are
subject to duty). CPI indices which exclude these components are also provided; these aggregates
are often described as “core” measures of inflation.
These new sub-indices provide users with further tools for analysing trends in UK inflation
performance, consistent with the CPI measure as the Government’s inflation target 1. They also
build upon the All Goods and All Services sub-indices that were first published with the January
2002 CPI and are appropriate counterparts to the goods and services sub-indices already
published for the RPI. The new CPI special aggregates and related measures of the all items CPI
excluding various components have been introduced in response to a clear user demand, and are
similar in nature to those already published for the RPI, in Table 8 of the Consumer Price Indices
First Release.

CPI, with the target specified as a 2 per cent annual rate of change (with a margin of a percentage point either side). Prior to 10
December 2003, the CPI was published in the UK as the Harmonised Index of Consumer Prices (HICP).
Current and new presentations of CPI data
The CPI consists of 12 divisions, which can be further divided into lower level aggregates known
as groups and classes . Approximately 650 individual items are grouped into 85 classes comprising
similar goods and services; these classes are aggregated to form appropriate groups which, finally,
are aggregated to form divisions. The CPI’s divisions, groups and classes are classified according
to the COICOP system (Classification Of Individual COnsumption by Purpose), which was
specifically adapted for consumer price indices produced within the European Union. This
classification system differs from that used for the RPI, which was developed to meet its specific
requirements.
COICOP classifies goods and services according to the purpose, or reason, for their consumption
by individuals and households. Higher level CPI aggregates, such as the 12 divisions, therefore
often comprise a mixture of goods and services, where those goods or services naturally relate to
the same “consumption aims” 2. For example, the recreation and culture division naturally includes
both goods and services: individuals may purchase audio-visual goods for recreational purposes,
and may also visit the theatre or pay for another recreational service, such as a package holiday.
Under this new presentation of the CPI, there is a clear separation of the various goods and
services components of the index at the class level. Most of the new aggregates have been
defined by Eurostat - including all figures relating to the all items CPI excluding various
components - with the remainder defined by ONS.
Some of the new goods and services sub-indices are naturally constructed of classes from a single
CPI division. For example, the 12 goods classes in the recreation and culture division are used in
constructing two new recreational goods sub-indices. The first is audio-visual goods, which is
comprised of classes 09.1.1 (reception and reproduction of sound and picture), 09.1.2
(photographic, cinematographic and optical equipment), 09.1.3 (data processing equipment) and
09.1.4 (recording media). The remaining eight goods classes in recreation and culture naturally
form an other recreational goods sub-index, consisting of various recreational items, including
books, toys and other leisure goods.
Four classes in the recreation and culture division are services, and are used in the construction of
two new services sub-indices which draw upon classes from more than one CPI division. The first
is package holidays and accommodation, which is constructed from classes 09.6 (package
holidays) and 11.2 (accommodation services). The second sub-index, for non-catering recreational
and personal services is comprised of classes 03.1.4 (cleaning, repair and hire of clothing), 12.1.1
(hairdressing and personal grooming establishments) and the remaining three classes from the
recreation and culture division. Examples of other goods and services sub-indices in the new
presentation which use classes from more than one CPI division include:

The new energy aggregate, and its two new sub-indices, which is based on classes from
divisions 4 and 7 (housing, water, electricity, gas and other fuels and transport). The first subindex, for electricity, gas and miscellaneous energy, is constructed from three classes from
division 4 ((04.5.1) electricity, (04.5.2) gas and (04.5.4) solid fuels). The second sub-index, for
liquid fuels, vehicle fuels and lubricants comprises the liquid fuels class of division 4 (04.5.3) as
well as the fuels and lubricants class of division 7 (07.2.2).

The new housing services aggregate, and its three sub-indices, which draws upon classes
from divisions 4, 5 and 12 (housing, water, electricity, gas and other fuels, furniture, household
equipment and routine maintenance and miscellaneous goods and services ). This is further
broken down into actual rentals for housing (class 04.1), a new primary housing services subindex comprising classes 04.3.2 (services for maintenance and repair of the dwelling), 04.4.3
(sewerage collection) and 12.5.2 (house contents insurance) and an other housing services
sub-index that combines classes 05.3.3 (repair of household appliances) and 05.6.2 (domestic
services and household services ).

The new goods and services hierarchy
Annex A of this article provides a full breakdown of this new presentation of the CPI. It includes a series
of tables showing the classes from which all new sub-indices are constructed, as well as how the subindices themselves aggregate together. Sub-indices already published, but featuring in the new
presentation, are shown in black text. All new published indices are shown in red text, with underlining
relating to sub-indices that have been defined by Eurostat.
A high level view of the new goods and services hierarchy can be seen clearly in the table on the next
page, which is being published for the first time in the February 2005 Consumer Price Indices First
Release. The table provides weights and annual inflation rates for four broad goods aggregates and
five broad services aggregates, and is structured in a similar way to Table 9 of the Consumer Price
Indices First Release (which provides a high level breakdown of the goods and services components of
the RPI).
Since the CPI uses the COICOP system whereas the RPI uses its own bespoke classification, there are
some classification differences to note. The most significant of these apply to:

Electricity and gas (classes 04.5.1 and 04.5.2), where the CPI classifies these as goods and the
RPI classifies them as services;
Alcoholic beverages, where the CPI classifies ‘on sales’ (within the restaurants and cafes class
(11.1.1)) as a service and ‘off sales’ (of beer, wines and spirits within the alcoholic beverages group
(02.1)) as goods, in contrast to the RPI which classifies both ‘on’ and ‘off’ sales as goods and;
Water and sewerage charges, where water supply (class 04.4.1) is classified as a good and
sewerage collection (class 04.4.3) is classified as a service in the CPI. The RPI however, classifies
both of these as services.
Note also that, as the CPI excludes mortgage interest payments, council tax and depreciation they are
not included in the new Table 6 of the Consumer Price Indices First Release. Similarly, as these
components are neither categorised as goods nor services in the RPI, they do not feature in Table 9.
Finally, there are subtle differences in the classification of seasonal and non-seasonal food items in the
CPI and RPI. In the RPI, fresh fruit, fresh vegetables, unprocessed potatoes, fresh fish, eggs and
home-killed lamb are considered seasonal. In the CPI however, the entire fruit (01.1.6), vegetables
(01.1.7) and fish (01.1.3) classes are seasonal, with no distinction made between home-killed and
imported lamb within the meat class (01.1.2).

Recent trends in CPI goods and services inflation
The new industrial breakdown of the CPI provides valuable supplementary data for the analysis of
UK inflationary trends.
Prices for services, which currently account for around half of the CPI basket by weight, increased
at an average annual rate of over 3 per cent in 2004. In contrast, goods prices have tended to fall
on an annual basis, serving to limit CPI inflation overall. Note that year-on-year reductions in goods
prices during 2004 is particularly apparent for non-energy industrial goods, which account for
around 60 per cent of all CPI goods items by weight. In December 2004, prices for this component
were in general 2 per cent lower than a year earlier. For further details, Table 5 of the Consumer
Price Indices First Release separates non-energy industrial goods into three distinct subcategories: durables, semi-durables, and non-durables. This more detailed analysis shows that
price deflation for semi-durables, such as clothing and footwear, has been particularly marked.
Similarly, since December 2003 inflation for food and non-alcoholic beverages has declined,
turning negative in August 2004. Table 5 shows that this is particularly due to seasonal food items,
whereas inflation for non-seasonal items has fallen but remains positive.
The effects from these goods components however, have been dampened by strong year-on-year
growth in energy prices over the course of 2004, with this goods aggregate including both domestic
energy and road fuel. Towards the end of the year, energy prices were in excess of 10 per cent
greater than a year earlier.
In contrast to goods, price increases for services have generally been strong, with average annual
inflation in 2004 at 3.3 per cent overall. Significant contributions came from recreational and
personal services , which includes items such as package holidays, accommodation and catering
services. The annual inflation rate for this category tended to rise over the course of 2004, in
particular reflecting price increases for package holidays, reversing the less usual reductions in
prices seen throughout 2003. Services inflation has been further buoyed by miscellaneous and
other services , travel and transport services and, to a lesser extent, housing services. Year-onyear, communication is the only high level services aggregate where costs have fallen. This
reflects recent deflation in the cost of telephone and telefax equipment and services.
A more detailed presentation of CPI goods and services sub-indices is shown by the table on the
next page, which will be published for the first time in the February 2005 edition of the Consumer
Price Indices First Release. This table includes weights, indices and percentage changes (over 1
and 12 months) at the most detailed level published, covering all of the sub-indices, special
aggregates and related measures of the all items CPI excluding various components described in
detail in Annex A.

Special aggregates and core measures of inflation
Data for a range of special aggregate indices will be published in Table 5 of the Consumer Price
Indices First Release (and the five new Focus on Consumer Price Indices tables) from February
2005. Related figures for the all items CPI excluding various components (often described as
measures of “core” or “underlying” inflation) will also be included. All of these aggregates have
been defined by Eurostat, and are compiled by Eurostat for all Member States of the European
Union.
CPI special aggregates typically cover areas of the index where prices may be especially
influenced by factors particular to the sector, or government policy changes, as opposed to general
economic conditions that might be expected to impact on price changes more generally. For
example, seasonal food prices are often influenced by sector specific variations in supply, and
petrol prices are largely dependent on oil market conditions. Alcohol and tobacco prices can be
influenced by government policy, particularly when rates of duty are changed in the Budget. While
these components are rightly included in the CPI, as a measure of the average change in prices
across all consumer goods and services, for analytical purposes it can be useful to focus on
measures of inflation that exclude such components.
For example, inflation for energy goods has been strong over the second half of 2004, partly
reflecting increases in oil and petrol prices, and also significant increases in gas and electricity
tariffs from the autumn. With a weight in excess of 5 percent of the entire CPI, energy has made a
significant contribution to the recent rise in overall inflation. This can more easily be seen using the
all items CPI excluding energy aggregate, which shows that underlying inflation has risen by 0.1
percentage points from March to December 2004 compared to the headline (all items CPI) which
has risen by 0.5 percentage points.
In contrast to energy goods and since spring 2004, seasonal food prices have been falling year on
year and have dampened inflationary pressures from other areas of the overall index. In
September 2004 inflation for this component reached -5.3 per cent, the lowest annual rate since
mid 2002. As a consequence of these weak prices, the all items CPI excluding seasonal food
aggregate in general reveals a higher rate of inflation than the overall CPI index.
Compiling the new sub-indices
The CPI was first published in the UK in January 1996, with the first annual inflation rates available
from January 1997. All of the new goods and services sub-indices and special aggregates have
been calculated for each month from January 1996 onwards, with a full back history of indices,
weights and percentage changes available to download from the ONS website, at:
www.statistics.gov.uk/statbase/tsdintro.asp (Annex B of this article provides the four-character
identifiers needed to download the new indices).
The new sub-indices are produced using the same principles that underpin the compilation of other
published CPI aggregates (including the all items CPI itself). Within each year, the new goods and
services sub indices and special aggregates are compiled using unchained class indices and fixed
weights. The resulting in-year aggregate sub-indices are then chain-linked together in the same
way as all other CPI aggregates to provide single series spanning many years, and are then
rebased to a common reference period (1996=100)3. Finally, the sub-indices are rounded to a
single decimal place for publication. All of the new sub-indices have been calculated using
maximum precision in-year class indices (with rounding to a single decimal place only carried out
at the last stage of the calculation).

Differences with Eurostat figures
Many of the new goods and services sub-indices, special aggregates and related measures of the
all items CPI excluding various components are already published for the UK by Eurostat, which
calculates and publishes them for all Member States of the European Union.
Although Eurostat employs the same calculation and aggregation method for each country, the
indices produced by ONS may differ from those it produces. All EU Member States except the UK
apply a single chain link to their CPIs (linking onto indices for the previous December). In
calculating aggregate indices for the UK’s CPI, ONS needs to apply two chain links each year. The
first link (of January indices onto those for the previous December) is necessary as CPI class (and
relevant item) weights 4 change each January. The second link (of indices for February to
December onto those for January) is necessary because UK CPI item weights may change again
with the introduction of the new basket of goods and services each February. Differences between
ONS and Eurostat sub-indices will also result because ONS uses full-precision unchained class
indices in its calculations, compared to the published class indices that are used by Eurostat5.

Annex C: Additional notes and considerations
(1) Classes consisting of both goods and services
Although the vast majority of the new sub-indices are exclusively goods or services, there are some
exceptions to note (where component classes contain both goods and services). This is relevant for the
following classes, all of which are defined as goods but also include services elements:
•
•
•
Glassware, tableware and household utensils (05.4), which includes services (repairs);
Equipment for sport and open air recreation (09.3.2), which includes services (repairs); and
Pets, related products and services (09.3.4/5), which includes both goods and services.
Because the above classes include both goods and services, the higher level indices which incorporate
them also share this characteristic (i.e. household goods and the higher level housing goods index; other
recreational goods and the higher level recreational goods index; and the non-energy industrial goods and
industrial goods indices at higher levels of aggregation). The above classes are defined as goods or
services on the basis of the consumer expenditure that underlies their weights; if relevant expenditure for
the class mainly relates to goods, the class as a whole is defined as a good. For each of the above
classes, UK consumer expenditure on their goods elements is clearly predominant.
In addition, aggregate 08.2/3 (telephone and telefax equipment and services) contains both goods and
services. This is because it is an amalgamation of COICOP classes 08.2 (telephone and telefax
equipment) and 08.3 (telephone and telefax services).
(2) Availability of data for the medical services sub index
All but one of the new sub-indices are available monthly from January 1996 (with annual inflation rates
first available from January 1997). The exception is medical services , as the COICOP classes on which it
is based were introduced into the CPI after 1996, when the coverage of the overall index was extended
through European regulations.
The medical services sub-index officially begins in January 2000, and now consists of three classes: the
first two (medical services and paramedical services (06.2.1/3) and dental services (06.2.2)) were
introduced into the CPI in January 2000 (with a base of December 1999=100), with the third (hospital
services (06.3)) introduced into the CPI in January 2001 (with a base of December 2000=100).
(3) Other new sub-indices where coverage extensions apply
Extensions to coverage are also relevant to other goods and services indices and special aggregates in
this new presentation of the CPI, as detailed below:
•
•
Other recreational goods is extended by the index for class 09.2.1/2 (major durables for indoor and
outdoor recreation), first published in January 2000. This extension to coverage also impacts on the
recreational goods, non-energy industrial goods and industrial goods indices at higher levels of the
hierarchy; and
Miscellaneous services is extended by indices for class 12.4 (social protection) and 12.5.3 (health
insurance) from January 2000 onwards. This extension to coverage also impacts on the
miscellaneous and other services index at the next highest level of the hierarchy).
Further extensions to the education division from January 2000 and to the miscellaneous goods and
services division from January 2002 also feed into relevant CPI sub-indices that were already published.
Extensions to the education division also impact on the new ‘education, health and social protection’
aggregate. Naturally, all extensions to CPI coverage impact on the All Goods and All Services measures.
Because the new measures of CPI inflation excluding various components are constructed “bottom up”
(i.e. by only including and aggregating together relevant classes), extensions to CPI coverage will impact
on these measures where any component classes have been affected.
