Member Information
Duties of all members:
 Attend campus activities. Especially those of the Richland College Student Government
Association (RCSGA).
 Talk to students, and tell them you are a part of the RCSGA.
 Follow the RLC student code of conduct and enforce provisions of the TJCSGA and RCSGA
Constitutions and Bylaws
 Attend all general meetings, conferences, conventions and committee meetings to which you
belong.
 Schedule two hours (2) per week in the RCSGA office. To be logged with the SGA advisor.
 Check your email every day, and reply promptly.
Why the RCSGA was formed:
 To uphold Richland College students’ rights, needs and interests; to ensure academic freedom
and academic responsibility; to further educate and provide student leadership and
community service opportunities.
 To encourage cooperation and communication between RLC students, faculty, administration
and other RLC campus organizations.
 To become actively involved in the Texas Junior College Student Government Association
(TJCSGA).
How the RCSGA works:
 Members work together to find out what students want; create goals; and accomplish goals.
 Discuss problems with RCSGA Advisor.
 Communication, commitment and follow-through are the keys to success.
Executive Officers:
 Ensure that official duties get done
President  Responsible for creating meeting agendas; Presides over RCSGA meetings
Vice- President  Assumes President’s office in the President’s absence; Oversees committee activities
Parliamentarian  Make sure the RCSGA Constitution, ByLaws and Parliamentary Procedure is followed.
Ambassador  Represents RCSGA objectives to the school’s administration, other groups and clubs on
campus; Serves as vice-speaker of the House of Representatives
Secretary  Make and keep record of all meeting minutes and of current RCSGA members.
Historian  Keep record of RCSGA events.
RICHLAND COLLEGE STUDENT GOVERNMENT ASSOCIATION
CONSTITUTION
PREAMBLE
We, the students of Richland College, in order to promote student rights, needs and interests; ensure
academic freedom and academic responsibility; and to advise the governing board and
administration of this institution on the type, and expenditure of compulsory fees for student
services and described under Title 3, Section 54.5031 of the Texas Higher Education Code, do affirm
and establish this as the constitution for the Richland College Student Government Association.
Article I –Name
The name of this organization shall be the Richland College Student Government Association (RCSGA),
and shall hereinafter be referred to as the SGA.
Article II –Objective
The objective of the SGA shall be to: uphold the code of conduct of Richland College (hereinafter
referred to as RLC); promote students’ rights, needs and interests; ensure academic freedom and
academic responsibility; further education and provide student leadership and community service
opportunities; encourage cooperation and communication between the students, faculty,
administration, other campus organizations and to become actively involved in the Texas Junior
College Student Government Association (hereinafter referred to as the TJCSGA).
Article III – Parliamentary Authority
This Association claims the most recently revised edition of Robert’s Rules of Order to be the
Parliamentary Authority in all meetings and in situations when procedures for carrying out business
or settling disputes are not explicit in this Constitution.
Article IV –Membership
Section 1- Duties of all Members
A. RCSGA Members are expected:
1. To represent the RCSGA on and off RLC campus.
2. To make their position known throughout their constituency by way of student interaction
and participation in RLC and RCSGA events.
3. To conform and study the current TJCSGA & RCSGA Constitution, ByLaws, Robert’s Rules of
Order and the Richland College Student Code of Conduct.
4. To assist RLC students and other RCSGA members when help is requested regarding RCSGA.
5. To have completed and filled out the RCSGA membership application, defined by the
Director of the Office of Student Life, hereinafter to be referred to as OSL Director.
Section 2 – Elected Membership
A. Definition- Elected Members shall be the key driving force of SGA. Elected Members not holding
officer positions shall be known as Senators
B. Eligibility-Elected Members shall:
1. Maintain enrollment in a minimum of two (2) classes at RLC during each of the fall and
spring semesters in the term which they serve office.
2. Maintain a current overall grade point average (GPA) of at least 3.0 on a 4.0 scale, and if no
college GPA can be provided, then the high school GPA will be taken.
3. Be voted in at large by student body at time of Officer Election or Senatorial Election, or
have been voted in by majority of current elected members after attending 3 general
meetings and having filled out and submitted an SGA application to the SGA advisor.
C. Duties- Elected Members shall:
1. Be referred to as Senators. There will be no more than fifteen (15) Elected Members
2. Be eligible to serve as an officer of the executive board. Individuals elected at the time of
Officer Elections will also be considered Senators/Elected Members.
3. Be given one vote on all matters before the RCSGA General Assembly
4. Attend and partake in all General meetings; not to accrue more than three (3) absences per
semester (Article IV Section 7). And to participate in TJCSGA conferences and conventions
5. Serve as a member of at least one (1) committee and have one (1) vote in committee
meetings.
6. Log a minimum of two (2) scheduled hours per week in the SGA office, to answer student
questions, and must note any student concerns for the executive board. Log of office hours
will be kept with SGA advisor and be monitored by the Secretary.
7. Be responsible for having read materials in his or her mailbox and e-mail, twenty-four (24)
hours of the date of correspondence.
Section 3 – Auxiliary Membership
A. Definition- Auxiliary Members are a major supportive force of the SGA. They will be comprised
of remaining individuals not elected by the RLC student body, but may have potential to become
elected members.
B. Eligibility- Auxiliary Members shall:
1. Maintain enrollment in a minimum of two (2) classes at RLC during each of the fall and
spring semesters in the term which they serve office.
2. Maintain a current overall grade point average (GPA) of at least 3.0 on a 4.0 scale, and if no
college GPA can be provided, then the high school GPA will be taken.
3. Be voted in by majority vote at a General Assembly meeting. At the time the first meeting is
attended, an individual’s auxiliary membership may be considered.
C. Duties- Auxiliary Members shall:
1. Be allowed to join a standing committee, wherein they are given one vote.
2. Fill vacancies that occur in the SGA Elected Membership.
3. Be voted in by a two/thirds (2/3) vote of elected members at General Assembly.
4. Not to have a vote on any legislative matter before the General Assembly of the SGA.
5. Have the privilege to speak on the floor but cannot make any motions.
Section 4 – House Representatives
A. Definition- House Representatives are members of the House of Representatives, which serves
as additional support to SGA and RLC Students
B. Eligibility- Representatives shall:
1. Meet the requirements of other SGA members
2. Be selected by the members of their respective club. Each club is allowed up to three (3)
representatives in the house.
C. Duties- House Representatives shall:
1. When available, attend Meetings of the House and meetings of Standing Committees to
which they choose to belong, where they are given one vote.
2. Elect their own Speaker of the House; he or she will serve until the following fall semester.
The Speaker may be removed from position by two-thirds (2/3) majority vote from the
Representatives in meetings of the House. Representatives must immediately elect a new
Speaker of the House when the current Speaker is removed from position.
3. When available, be allowed to attend General Assemblies and Special Meetings, where they
are given no vote.
4. Assist the SGA in their activities and suggest ideas and voice opinions or concerns
5. Serve as additional liaison in addressing student needs, interest and issues to the SGA
6. Report any House activities to the General Assembly (via Speaker of the House report @
General Assembly)
7. Abide by the current RCSGA and TJCSGA Constitutions, ByLaws and Robert’s Rules of Order
Section 5 – Honorary Members
A. Definition & Eligibility- Honorary Members shall:
1. Shall be a former SGA Member
2. Be voted in by the current SGA Elected Membership.
B. Duties- Honorary Alumni Member shall:
1. Have no vote on any matter before the full body of SGA.
2. Have privileges on the floor, but have no vote and cannot make motions or hold office.
3. Be allowed to join standing committees, wherein they are given no vote.
Section 6 –Term of Office
A. Term of office for elected members shall begin the 1st General Assembly after:
1. April election results are announced, for all Officer Positions. The last General Meeting of
the year will fall between the officer elections and finals, allowing for orientation and
induction of new officers for the following year. This meeting will be referred to as the
Induction Meeting, and Officers will hold their positions until the following year’s induction
meeting.
2. September election results are announced for Senators. Senators will hold their office until
the first day of the following fall semester unless forfeited so that they shall not be counted
toward quorum over summer semesters.
3. Auxiliary members will also hold their position until first day of the following fall semester or
until elevated to Elected Member status.
4. House representatives shall serve until the following fall semester, or until they resign or are
removed from their position.
B. Elected Members may serve no more than four (4) consecutive terms.
C. Auxiliary Members and House Representatives may serve no more than four (4) consecutive
terms.
D. Honorary Members may serve indefinitely.
Section 7 –SGA Membership Termination
A. Membership may be terminated when:
1. Three (3) absences from General Assemblies are accrued in any fall or spring semester. Two
tardies of more than ten (10) minutes will count as an absence (After missing 2 General
meetings, a warning regarding termination will be sent via SGA Secretary to the member in
question). Absences may only be excused due to recognized religious holidays, medical or
other extreme emergences at the SGA President’s discretion.
2. A member is not in compliance with any portion of Article IV, Section 2.
3. A member is not in compliance with the Student Code of Conduct as printed in the RLC
Catalog, current RCSGA & TJCSGA Constitution, ByLaws and Robert’s Rules of Order.
4. Voted by a two-thirds (2/3) majority in General Assembly, with approval of the SGA advisor,
after giving at least seven (7) days’ notice of intent to terminate to the Elected Membership
and to the individual in question.
5. During road trips, violators may be sent home at their expense, at the SGA advisor’s
discretion.
B. Procedure for termination shall be:
1. Upon official decision by the SGA Advisor, membership of the individual in question is
considered suspended. This decision should be reported by the SGA Secretary in the
following General Assembly’s officer report, and included in those minutes.
2. The elected membership may call a vote of no confidence for any member not believed to
be performing their duties in a satisfactory manner. Seven (7) days’ notice must be given
and a majority-vote of two-thirds (2/3) of elected body at General Assembly may pass, and
the individuals membership will be considered suspended.
3. The SGA Secretary shall contact the person when available to notify the member of
suspension, explaining the reasoning and the opportunity to appeal.
4. The member must schedule a time to meet with advisors and the SGA executive board, prior
to an appeal. Closed Meeting may then be called, by the President, to decide the appeal.
5. Once ten (10) business days pass without response in the form of an appeal from a
suspended member. The member is considered to be terminated.
C. Terminated RCSGA individuals must re-qualify and be re-elected by constituency in the next
election following the violation (If termination due to conduct violation, individual not eligible
for re-instatement.). RLC students are ineligible for membership in RCSGA if they have been
awarded a punishment greater than or equal to “Probation 2” in the last six (6) months.
Article V –Executive Officers
Section 1 –Definition
A. The executive officers of the RCSGA shall be, in ranking order:
President
Vice-President
Parliamentarian
Ambassador
Secretary
Historian
B. In absence of the President the meeting will be presided over by the next executive officer in the
order of succession.
Section 2 –Duties of Executive Officers
A. The duties of the President shall be:
1. To preside over official and special RCSGA meetings.
2. To appoint or reorganize select committee chair-persons and members, as needed.
3. To prepare and distribute, the SGA meeting agenda at least forty-eight (48) hours prior to
any General Assembly, Executive Board, and Special meetings.
4. To vote only in the event of a tie and to be unable to call motions, but can entertain motions
5. To process correspondence from other schools and outside contacts for SGA.
6. To keep the OSL Director, SGA Advisor and the Vice-President of Student Support Services
informed on all pertinent issues presented to the SGA.
7. To serve as chief spokesperson of the SGA at all Regional and State meetings, except for
duties required of an Ambassador.
8. To serve as the primary catalyst for communication, coordination, and cooperation amongst
SGA members and the SGA Advisor for all SGA and TJCSGA activities.
9. To ensure that SGA officers are performing their duties as indicated in this constitution
10. To chair a committee ONLY when membership is too low to have an elected member chair.
B. The duties of the Vice-President shall be:
1. To execute the duties of the President in his or her absence.
2. To maintain and ensure communication between members of the SGA, and perform
administrative functions for the SGA.
3. To contact all members prior to every SGA meeting.
4. To ensure SGA committees are upholding their responsibilities as stated in this constitution.
C. The duties of the Parliamentarian shall be:
1. To ensure proper execution of the Parliamentary Procedure is followed as outlined in
Robert’s Rules of Order during SGA meetings.
2. To train members of the SGA in use of Parliamentary Procedure, per request.
3. To ensure that the rules outlined in this constitution and bylaws are followed.
4. To have in his or her possession at all meetings: the current constitution and bylaws, the
parliamentary authority, and any standing rules the association may adopt.
5. To ensure that SGA Members and Office of Student Life actually possesses a copy of the
current TJCSGA and SGA Constitution and Bylaws with the assistance of the Legislative
Committee when required.
D. The duties of the Ambassador shall be:
1. To represent the SGA Objective and serve as a liaison of communication between any active
RLC Clubs and Organizations.
2. To fulfill the duties required by the internal/external organization.
3. To report goals of said organization (or any group) to the SGA.

To present all meeting minutes of said organization to the SGA.
To attend and participate in meetings of the House when available.
To serve as vice-speaker of the House of Representatives when the speaker is absent.
To prepare a contact list of RLC Clubs, Chapters, Associations and Organizations for the SGA
Secretary.
E. The duties of the Secretary shall be:
1. To call roll at RCSGA meetings and determine the presence of a quorum.
2. To record and post the minutes of the most recent meeting within forty-eight (48) hours
after the meeting. RCSGA meeting minutes will be distributed to RCSGA members and OSL.
3. To assist with RCSGA correspondence as necessary.
4. To maintain a complete contact list and catalog of all current RCSGA members (Elected,
Auxiliary, Committee members, Representatives and Honorary), along with dates of
induction and position held.
5. To keep an accurate record of elected member required office hours (2 hours per week).
6. To keep concrete records of all RCSGA minutes.
7. To ensure that RCSGA members and OSL has actually received copies of the most updated
version of the minutes from the most recent RCSGA meeting with the assistance of the
RCSGA President.
8. To contact members when informing them of termination warning and termination results.
F. The duties of the Historian shall be:
1. To record and take photos of the SGA events
2. To become knowledgeable of RLC and SGA history
3. To cooperate with the SGA Secretary to maintain and update all SGA records (G.A. minutes
and agenda, committee minutes, membership roster, SGA photos, SGA facebook, etc.)
4. To create a scrapbook for the current RCSGA year
Section 4 –Executive Board
A. Members shall be comprised of the executive officers.
B. The duties- Executive Board shall be:
1. To finalize agenda items.
2. To prepare informal reports.
3. To collaborate on the business of the organization.
4. To appoint additional Senators to the RCSGA body should Elected membership fall below
seven (7) members, by a vote of two-thirds (2/3) majority.
5. The people being appointed are eligible to be appointed only if they have attended three
consecutive meetings and meet requirements which are the same requirements that any
person who wanted to become a candidate for the Senator Election would have had to
meet.
6. To call a special Senator election (not obligatory) in the event that the Elected Membership
falls below seven (7) members, by a vote of two-thirds (2/3) majority.
7. To call a special election for any legislation to be brought before Richland’s student body, by
a vote of two-thirds (2/3) majority.
8. To appoint an acting Parliamentarian or Historian, in the event of resignation, termination
or unexcused absenteeism.
9. To educate new/succeeding RCSGA members of their duties and requirements, as well as,
any pressing issues and to provide information about the TJCSGA State Convention and
Regional Conferences.
Section 5 –Replacement of Officers
A. Replacement of resigned, excused or dismissed officers shall be:
1. By succession of office where President is considered the first position, the Vice-President is
considered the second, Parliamentarian is considered the third, then Ambassador is
considered fourth, Secretary is considered fifth, and Historian is considered the last. If
succession is refused, then the position shall be filled by a majority vote of elected
members. When succession happens, only the office below the vacant office moves up and
the newly vacant office will be filled by majority vote of elected members
2. In the event should an officer other than the president and vice-president resign, the
president can call for an election or appoint if the election process fails.
Section 6 –Removal of Officers
A. It is the intent of this section to provide the SGA with a degree of self-governance. Since the style
of this body requires teamwork, this provision is designed to make officers aware that their
function is to help the SGA to move forward as a whole, not in part.
B. The procedure to remove any members of RCSGA, including officers, shall be:
1. Any SGA Elected member may call for a vote of no confidence in any officer or chair.
a) Procedure for vote of no confidence is:

Once a vote of no confidence is called, a quorum of RCSGA Elected Members must
affirm by a two-third (2/3) vote for no confidence for any officer, elected member,
or committee chairperson.

If voted out, the officer, elected member, or committee chairperson will be stripped
of their privileges and responsibilities of his or her office or chair, but will still retain
their Auxiliary membership.
b) The position is filled by order of succession. In the event of a chair being voted out, a
replacement must be voted for within seven (7) days, by members of the affected
committee.
2. Removal by the OSL Director or SGA advisor:
a) At any time, an officer, chair or senator may lose his or her position for misconduct or
misrepresentation of the SGA, at the discretion of the OSL Director or SGA advisor.
b) Individuals that are not currently RLC students are neither eligible for membership nor
able to become a candidate in the SGA elections. OSL Director or SGA advisor reserves
the right to remove any individual from SGA who are not college students at RLC.
b) Any misconduct or misrepresentation must be documented by SGA Secretary.
Article VI –Elections
Section 1 –Officer Elections
A. Campaigning for executive board positions shall begin during the third week of April and
concluded with elections the following week.
B. Each SGA officer position will be pursued individually by prospective candidates.
C. There will be a separate section within the ballot for each SGA Officer position
D. The OSL Director is granted one (1) vote to break a tie.
E. If there are no candidates running for the SGA Officer position(s) then that/those position(s) will
be filled after Senator Elections.
Section 2 –Senator Election
A. The campaigning for senator election, to select SGA Senators shall begin Wednesday during the
third week of September and concluded with elections the following Wednesday and Thursday.
B. Each SGA Senator position will be pursued individually by prospective candidates.
C. The seven (7) candidates with the most votes shall fill elected membership positions.
D. The OSL Director is granted one (1) vote to break a tie.
Section 3 –Procedures for Officer/Senator Election
A. Election procedures are determined and carried out by the SGA Advisor and Office of Student
Life.
B. Auxiliary members shall be comprised of all of the remaining candidates, by descending vote
count when membership in the elected body is full.
C. The OSL Director is granted one (1) vote to break a tie.
Section 4 –Honorary Alumni Election
A. Honorary Alumni election shall:
1. Take place and conclude during the last meeting of the SGA.
2. Be nominated by the SGA elected membership and OSL Director
3. Be voted in by majority two/thirds (2/3) of the SGA elected membership.
4. Be recorded by the SGA Secretary via minutes.
Article VII –Standing Committees
Section 1 –SGA Standing Committee Members
A. The Standing Committee Members shall be:
1. SGA members interested in serving on a committee and actively participating in fifty percent
(50%) of all other RLC and SGA activities.
2. Appointed by the SGA President, in the event that membership for a committee is too low.
Section 2 –SGA Standing Committees
A. The Standing Committees are:

Student Events and Fundraising Committee (SEFC)




Student & Media Relations Committee (SMRC)
Scholarship Committee (SC)
Legislative Committee (LC)
TJCSGA Competition and Campaign Committee (TCCC)
Section 3- Definition and Duties of Standing Committees
A. The Standing Committees duties are:
1. To prepare informal reports to the SGA General Assembly a minimum of twice per fourweek period.
2. To be comprised of at least three (3) members.
3. To create other officers by discretion of the chairperson.
4. To take minutes if a quorum of its members is present and discussing business.
5. To provide official record of all business, to the SGA Vice-President. A grace period of three
(3) weeks is allowed.
B. Duties of the Student Events and Fundraising Committee shall be:
1. To organize SGA fundraisers and other events.
2. To document successful strategies and events for future committees.
3. To promote RLC student spirit.
4. To assist RLC clubs and organizations in holding events.
5. To be aware of all on RLC Campus Clubs and their meeting times.
C. Duties of the Student & Media Relations Committee shall be:
1. To survey the student body to ensure SGA is representing the best interested of the RLC
student body.
2. To advertise all SGA events and fundraisers (flyers, posters, flat-screens, marquees, etc.)
within seven business days (7) before the day of the SGA event or fundraiser.
3. Members shall serve as the liaisons with the campus newspaper, media, etc.
4. To aid all students in the process of joining RLC.
5. To address concerns and interests of all RLC students.
D. Duties of the Scholarship Committee shall be:
1. To collect scholarship information for RLC Students. Scholarship information shall be posted
on the Scholarship Wall or be available within Office of Student Life.
2. Scholarship information will be updated at least once a month.
3. Aid RLC students to apply for Scholarships
4. To assist RLC students research for particular scholarships.
E. Duties of Legislative Committee shall be:
1. Review RCSGA Constitution and check for errors (syntax, grammar, clarification, meaning,
etc.)
2. To hold yearly constitutional revision meetings to implement any necessary changes to the
RCSGA Constitution
3. To process regional and state resolutions and determine actions necessary to uphold then.
4. To ensure that OSL update their RCSGA Constitution and ByLaws files (including online files)
with the most recent updated version of the RCSGA Constitution and ByLaws that was voted
on and approved by the RCSGA elected members.
F. Duties of TJCSGA Competition and Campaign Committee
1. To be knowledgeable of regional and state competition and campaigning guidelines.
2. To fill out necessary forms for intent to run and competition
3. To appoint a SGA member to the State Awards’ Committee
4. To advise and assist SGA members in preparation for campaigns and competitions
5. To ensure that all competition and campaign materials are completed prior to the State
Convention. Finalized competition and campaign materials are to be brought and submitted
on time at the State Convention.
Article VIII –Quorum
A. A quorum shall be defined as one-half plus one (1/2+1) of the total SGA Elected Membership
(Elected membership means Officers and Senators may be allowed to conduct business during
Summer One & Summer Two). Value of the quorum will be rounded down.
B. Auxiliary Members, Representatives and Honorary Alumni Members shall not be counted when
determining the presence of a quorum during General meetings.
C. If a quorum does not exist; no official action may take place. Committees and Representatives
are still encouraged to meet without quorum to discuss and delegate tasks even though no
substantial decisions may be made.
Article IX –Meetings
Section 1 –General Assemblies
A. The SGA shall hold regular meetings at least every other week during the RLC fall and spring
semesters. Dates and times of official meetings shall be determined by the SGA Executive Board
prior to the beginning of the RLC fall and spring semesters.
B. Meetings are open to everyone.
Section 2 –Special Meeting
A. A special meeting may be called by the President or two-third (2/3) majority vote of the Elected
Members.
Section 3 –Closed Meetings
A. Closed meeting shall be defined as one in which attendance is limited to SGA members and
advisor.
B. No minutes shall be kept at this meeting.
C. The President may call a closed meeting, only in the event that disciplinary actions are involved.
D. Members may call a closed meeting by majority half-plus one (1/2+1) vote of the members.
E. Members may only represent SGA during closed meetings.
Section 4-Budget Meetings
A. Minutes will be kept at this meeting.
B. No guests are allowed to enter; this meeting is restricted to SGA members and SGA advisors.
Section 5– Meetings of the House of Representatives
A. Shall meet at least every other week (to be called by the Speaker).
B. Discuss collaborative events and activities between SGA, other RLC Clubs and in-between RLC
Clubs
C. Keep minutes at every House meetings when quorum exists and deciding official business.
D. Speaker of the House will give formal reports at General Assemblies and Special Meetings.
Section 6- Committee Meetings
A. Shall meet at the call of the chair-person (chairman or vice-chairman), as necessary to discuss
business related to respective committee
Section 7- Executive Officer Meetings
A. President shall call Executive Officer meetings unless Executive Officer meetings are set via
motion
B. Shall be a meeting of a Executive Officers and SGA Advisor only for reasons to discuss operations
and coordinate tasks of the Executive Officer positions
Article X –Appeal
Section 1 –Appeal Process
A. Members have the right to one appeal of any and all disciplinary decisions to the SGA Executive
Board.
B. The appeal Process shall be:
1. Members who appeal are granted a cooling off period of seven (7) days before the appeal
process begins unless the member waives this right. The SGA President must give the
member the opportunity to have the decision undertaken by the full body. Current noncollege students at RLC may not appeal at any time.
C. Reinstatement of previous position shall be:
1. Voted in by two-third (2/3) vote of entire SGA Membership or majority vote of present SGA
Members when given seven (7) days prior notice.
2. May be voted by proxy if SGA member is to be absent
Section 2 –Repeat Offenses
A. Members terminated for a repeated offense forfeit the right to appeal.
Article XI –Fundraiser/Sponsorship
A. When road trips are dependent on fundraiser/sponsorship, SGA members, who participate in
the activity, are the individuals eligible to attend event.
Article XII –Amendments
Section 1
A. Amendments to this constitution or its bylaws will be made by a two-third (2/3) majority vote of
total membership of the SGA in regular session after the proposed amendments have been
given and reviewed by the Legislative Committee.
Section 2
A. Constitutional amendments will go into effect immediately at the beginning of the following
semester.
Article XIII –Ratification
Section 1
A. This constitution and its bylaws will be considered valid when approved by two-third (2/3)
majority vote of the RCSGA elected body.
Section 2
A. Should an interpretation of this constitution be in dispute, a two-third (2/3) majority opinion of
the quorum will hold. Rewording; as a result, must be documented and dated as such in official
reprints of the constitution.
