Indiana Harbor Belt Railroad IHB CORA Guide Revision No. 2 Date: October 7, 2012 All IHB CORA Guide Revisions before November 1, 2011 are included in the CORA Guide. This Revision cancels all previous IHB CORA Guide Revisions. Purpose of Revision: Revise various IHB section pages. The following changes are made to the IHB CORA Guide Section Page IHB-2 Item E. NOTE: CP Norpaul changed to read CP384. Page IHB-3 NORAC Rule 19 - Signals and instruction - Added Engine whistle or horn signal must be sounded as follows: (a) Sound: — Indication: Crew members apply brakes. (b) Sound: — — o — Indication: 1. When approaching a public highway-rail crossing at grade and at a whistle sign displaying “W,” “W/MX,” or other specified aspect, with the engine in front, start whistle signal at least 15 seconds but not more than 20 seconds before occupying the crossing. The signal must be prolonged or repeated until the engine occupies the crossing. For multiple crossings, the signal must be prolonged or repeated until the last crossing is occupied. For trains and engines exceeding 60 MPH, the whistle signal must not be started more than ¼ mile in advance of the public grade crossing, even if the advance warning provided by the locomotive horn will be less than 15 seconds in duration. When a train or engine is stopped at a location such that it will take less than 15 seconds for the movement to occupy a public grade crossing, the whistle signal may be sounded for less than 15 seconds provided: (a) The public grade crossing is equipped with automatic flashing lights and gates and the gates are fully lowered; or (b) There are no conflicting highway movements approaching the public grade crossing. EXCEPTION: This warning must not be sounded at a whistle sign indicating “W/R” or in areas otherwise designated as Quiet Zones, except in an emergency. 2. Approaching and passing standing trains. (c) Sound: Succession of sounds Indication: Use as an alarm when persons or livestock are on the track at other than highway crossings at grade. In addition, use to warn railroad employees when an emergency exists, such as a derailment. (d) Sound: — o Indication: Approaching men or equipment on or near the track, regardless of any whistle prohibitions. After this initial warning, sound two short whistle signals intermittently until the head end of train has passed the men or equipment. (e) Sound: o o o Indication: 1. When stopped, back up. 2. Acknowledgement of hand signal to back up. (f) Sound: o o Indication: 1. Acknowledgement of a Stop Signal other than a fixed signal. 2. Acknowledgement of any other signal not otherwise provided for. (g) Sound: o o o o Indication: Call for signals. The following actions must be taken when the horn or whistle on the lead engine or unit fails en route: 1. Notify the Dispatcher as soon as possible. 2. Ring the bell continuously, if equipped. 3. Stop before each public highway crossing at grade and provide on-ground warning until the crossing is occupied, unless: a. Automatic crossing warning devices are functioning properly, or b. No traffic is approaching or stopped at a crossing not equipped with automatic crossing warning devices. 4. Reduce speed to not exceeding 30 MPH while approaching locations where employees are known to be working. 5. Reduce speed at other locations where warranted by the prevailing conditions. Page IHB-8 NORAC Rule 135 d. - Movements within Working Limits – Addition The employee in charge will use the following format when giving verbal permission to enter the working limits: “(Train identification or engine number) has permission to enter the working limits (specified direction) at (station or MP location) (specifying the track in multiple track territory)”. Signals Governing Movement Over HandOperated Switches - Addition Movements must contact the train dispatcher for permission to enter Main Track or Controlled Siding Track at the locations in the table below. Upon receiving permission to enter the track, a crew member will reverse the switch. After the switch is reversed, the signal should change from Stop to Restricting or Slow Approach. The movement then will proceed on signal indication. If, after the switch is reversed, the signal does not change to Restricting or Slow Approach, the crew member must remain at the switch location for five (5) minutes. After the five (5) minutes have elapsed, if the signal still does not display a Restricting or Slow Approach, movement may proceed at restricted speed. Train dispatcher must immediately be so advised. If a train is seen or heard approaching before the five (5) minutes has elapsed, switch must be immediately secured in normal position and the train dispatcher so advised. EXCEPTION: When the track to be entered is occupied by a portion of the movement using the switch, the movement may re-enter the track without receiving permission from the train dispatcher and the five (5) minute waiting period as described above shall not apply. NORAC Instruction 135-1. Stopping With-in the Working Limits – Addition When the employee-in-charge (EIC) gives permission to a train to enter the working limits, the EIC may require the train to stop at a designated location within the limits by stating “(Train) must stop at (location) for additional instructions.” If a train stops with-in the working limits for reasons other than directed by the employee-in-charge, the train must not move until: 1. the conductor or engineer notifies the employee-incharge: where the train is and why the train has stopped, And 2. permission to move is received from the EIC. Harlem Avenue is a Quiet Crossing. Harlem Avenue is a City of Chicago critical route for emergency services. When trains stop on or anticipate obstructing Harlem Avenue crossing for more than ten (10) minutes, the crew must notify the IHB West Dispatcher for notification to the City of Chicago. Crews must then notify the Dispatcher when the train is clear of the crossing. Argo Industrial Track – Radio Controlled Switches Radio controlled switch machine is in service at the Inbound / Outbound switch 420 feet west of Harlem Avenue. The switch is radio controlled by entering the Code #04 on the keypad of a radio using the IHB West Dispatcher’s channel 5858. The radio will respond with one of three messages after the switch has completed its movement: 1. “Switch 4 lined for the Inbound.” 2. “Switch 4 lined for the Outbound.” 3. “Switch 4 failed. Check lineup.” If the switch fails to operate, it must be manually operated by using the hand pump assembly. An electronic track circuit locks the switch when occupied. The ties at the limits of this circuit are marked with yellow paint. DICKEY ROAD – ACTIVATING CROSSING WARNING “CC” Sign installed and joint bars painted yellow on No.3 lead 50 feet east of the Radio Controlled 3 – 4 Lead Switch for the purpose of indicating the point at which automatic crossing warning is activated for Dickey Road at CP100. To avoid unnecessary operation of the warning devices, train crews on No.3 Lead receiving a Slow Approach or Restricting at CP100 must contact the IHB East Dispatcher prior to passing the automatic crossing warning activation point. MICHIGAN AVENUE YARD The 3-4 lead switch, located south of Dickey Road, is controlled by use of the engine radio by pushing #1 on AAR Channel 025. The switch can still be operated manually by push button. After sending a signal to the switch via the radio, the remote switch will respond indicating its position. Switch Failure The above switch responds by radio when it fails to operate properly. The switch can be operated by pushbutton located at the switch machine and, in case of total power failure, by a hand operated hydraulic pump. The switch is locked out by a track circuit to prevent operation of the switch when it is occupied by a train. Insulated joints defining the limits of this track circuit are designated with yellow paint. YARD LIMITS Yard Limit applies between CP502 and CP Gibson on No. 1 and No. 2 tracks. Yard Limit signs will identify yard limits. NORAC Rule 93 applies. IHB East Dispatcher authorizes movements on Main Track between CP502 and CP Gibson. Movements Against The Current Of Traffic between CP 100 and CP Gibson will be authorized by signal indication or verbal permission of the Dispatcher or Operator at Calumet when authorized by the Dispatcher.
