enactedoneofthelargestrestrictionsofthefranchiseinmodernNorth
Carolinahistory.
Wethereforereversethejudgmentofthedistrictcourt.Weremand
thecaseforentryofanorderenjoining[stopping]theimplementationof
[VIVA’s]photoIDrequirementandchangestoearlyvoting,same-day
registration,out-of-precinctvoting,andpreregistration.”
