Recommendation
This report recommends that the committee undertake a site visit, prior to the formal
consideration of planning application 13/P/01187 at its meeting on 24 September.
1.
Purpose of report
1.1
Planning application 13/P/01187 was validated on 4 July 2013. The site is 228 London
Road, land to the rear of 230 London Road and the rear of 5, 7 and 9 New Inn lane.
The application is seeking:
The erection of ten houses at 228 London Road including the land to the rear of 230
London Road and rear of 5 - 9 New Inn Lane, following the demolition of 228 London
Road, with associated parking, access layout and landscaping.

The application will be presented to committee on 24 September due to the number of
representations received

Main issues
2.1
The site is located within the urban area of Guildford. The application site comprises
the existing dwelling and rear garden of 228 London Road, together with part of the
rear garden of 230 London Road and land to the rear of 5, 7 and 9 New Inn Lane. The
site itself is generally level. The rear gardens are generally laid to lawn, and the rear of
5, 7 and 9 New Inn Lane are partly overgrown. There are a number of trees in the rear
garden areas of the properties and a TPO tree in the northeast corner of the garden of
230 London Road. The application site is enclosed by residential development on all
boundaries. To the south of the site are properties fronting New Inn Lane. To the east
of the site is Raynham Close and to the west and north are properties fronting London
Road.

The development would include:

10 residential dwellings consisting of 4 bedroom dwellings
Each property would have 2 parking spaces either in a garage or an allocated
space
A new access drive is proposed along the side of 228 London Road

Officers intend to bring the main report for this application to a Planning Committee
meeting on 24 September 2013. At that meeting, a full presentation will be given and
there will be an opportunity for public speaking. In the meantime, it is suggested that
the Committee undertake a site visit prior to that meeting.
2.4
The key issues for consideration at that site visit include:
• the visual impact of the development on the surrounding area
• relationship with neighbouring properties
2.5
At this stage, the application is still being evaluated, with due consideration being
given to consultation responses and third party representations. Consideration is also
being given to matters to be covered within a S.106 legal agreement, which would be
linked to any permission granted, where necessary.

Conclusion
3.1
It is recommended that, the Planning Committee undertake a site visit to view the
application site and its surroundings.
