Robert “Battlin’ Bob” LaFollette-Wisconsin Governor who led charge to regulate railroad and
other key industries. Made WI a laboratory for democracy with reforms aimed to make government
more responsive (initiative, referendum, recall, secret ballot, primary elections etc.) to citizens. Used
data collected by state universities to help guide policies that would be most effective. Terms
