METEOROLOGICAL SERVICE
TERMS OF REFERANCE FOR HIRING METEOROLOGISTS – METEOROLOGICAL
WATCH OFFICE, MALDIVES METEOROLOGICAL SERVICE
A. PURPOSE
Maldives Meteorological Service (MMS) under Ministry of Environment and Energy (MEE),
the Government of the Republic of Maldives is implementing Quality Management System
(QMS) and Qualification System (QS) funded by the government, to meet the meteorological
standards of World Meteorological Organization (WMO) and International Civil Aviation
Organization (ICAO) by the end of November 2016 to cater the international air navigation. For
implementation of QMS and QS, qualified 3 Meteorologists have to be recruited to the
Meteorological Watch of MMS.
B. BACKGROUND
Tourism sector of Maldives plays a crucial role in Maldives economy. Ibrahim Nasir
International Airport serves as the entry point for most of the tourists visiting to Maldives.
Ibrahim Nasir International Airport caters (scheduled and none scheduled flights) both
international and domestic flights and local sea planes. Weather information needed for the air
navigation in the Maldives is provided by the Maldives Meteorological Service.
In accordance with the practices, procedures and specifications promulgated by the World
Meteorological Organization (WMO) and International Civil Aviation Organization (ICAO), by
November 2016, Maldives Meteorological Service (MMS) needs to implement Quality
Management System (QMS) for providing service for international air navigation. In order to
meet WMO and ICAO requirement and to implement QMS at MMS, meteorological personnel
providing service for international air navigation should be competent and qualified. In order to
meet this requirement, MMS needs to recruit Meteorologists with required qualification. In this
regard, MMS is seeking to hire qualified Meteorologists for providing aeronautical service for
air navigation sector of Maldives.

C. OBJECTIVES OF ASSIGMNMENT
The objective of the assignment is to hire qualified operational aviation meteorologists to cater the
international air navigation in the field of operational aviation weather forecasting to fill the gaps
identified in the QMS establishment assessment, by end of November 2016.
D.SPECIFIC TASKS
The tasks to be undertaken by the meteorologists contracted under the given terms of reference,
but are not necessarily limited to following:
a. Analyze data from all possible sources including local weather stations, world-wide
weather stations, satellites, radars, remote sensors and AWS.
b. Interpreting observations from the land, sea and upper atmosphere and compile general
weather situation over Maldives area.
c. Prepare general weather forecast for public and other specific sectors.
d. Prepare and disseminate forecast for aviation (TREND, TAF, SIGMET etc.)
e. Issue weather alerts as per the Standard Operating Procedures (SOP) of MMS.
f. Prepare and disseminate weather folders for flight planning.
g. Provide weather briefing for airline officials.
h. Prepare, conduct and lead weather discussion.
i. Update weather information in all online media (Website and social media) of MMS.
j. Assist in running and improving local Numerical Weather Prediction (NWP) models.
k. Maintain documentation as per the Quality Management System and prepare necessary
documents if required.
l. Assist in the Continual Improvement in the QMS Process.
m. Assist in Competence Assessment for AMP.
n. Provide guidance in validation and verification of weather products.
o. Assist top management to identify technologies and forecasting material to enhance product
realization.
p. Conduct in house training for the forecasters to increase forecasting capacity.
q. Assess the current practices used in weather forecasting and assist in enhancing the
existing forecast mechanism to improve the products.
r. Attend and represent MMS in workshops, seminars and meetings as and when required.
s. Other miscellaneous tasks related to weather forecasting in MMS.

E. QUALIFICATIONS AND EXPERIENCE
1. The applicants must have a minimum qualification of BSc in Meteorology or related science
(Mathematics, Physics, Chemistry, Environmental Science) with Basic Instruction PackageMeteorology (BIP-M) certificate or its equivalent.
2. Minimum 5 years of experience as an operational aviation weather forecaster.
3. Knowledge and understanding of technical aspects of aviation weather forecasting and warning.
4. Shall be thorough with ICAO standards, regulations and guidelines.
5. Excellent in written and oral English communication skill.
F. OTHER REQUIREMENTS AND REPORTING
1. Applicant should be able to work individually and as team.
2. The Meteorologists shall assist Senior Management to prepare necessary documents for the
development of Meteorological Service.
3. Meteorologists has to report directly to the Director Meteorology in charge of Meteorological
Watch Office in all aspects of weather forecasts and other issues related to work throughout the
duration of the contract unless otherwise advised by the MMS.
4. The Meteorologists should work on 8 hours shift duty basis for 48 hour per week
G. SCHEDULE FOR THE ASSIGNMENT
Duration of the assignment is 12 months from date of commencement of the work with possible extension
based on performance and need.
H.REMUNERATIONS
The selected candidates will be provided a package of MVR 27,688 (Twenty seven thousand six hundred
eighty eight Maldivian Rufiya) with living (accommodation) allowance of MVR 8,000 (Eight thousand
Maldivian Rufiya).

J. SRVICES AND FACILITIES TO BE PROVIDED BY MMS
1. The 3 Meteorologists will be working at the Meteorological Watch Office of Maldives located Hulhule
Island.
2. The MMS will provide the 3 Meteorologists the following facilities:
a) A workstation
b) Monthly salary and allowances prescribed in the Contract
c) Living allowance
d) Local transport for official travel
e) Medical insurance package
f) Return air ticket
g) Airport Security ID
h) VISA fee
3. Leave Entitlement
Sick Leave: The selected candidate may take up to 30 (ten) working days of paid leave per annum or pro
rata as may be agreed by MMS for medical reasons.
Emergency Leave: The selected candidate may take up to 10 (ten) working days of paid leave per annum
as agreed by MMS for emergency reasons.
