Adoption of the final draft agenda for the December part-session (from 12 to 15 December 2016) –
Scheduling of key debates in plenary
The Conference of Presidents
-
noted the following documents:

the final draft agenda for the December part-session (from 12 to 15 December 2016) in
Strasbourg, as adopted by the Conference of Presidents on 23 November 2016 in
Strasbourg;

a provisional table dated 8 December 2016 summarizing committee and delegation
meetings planned for the December part-session (from 12 to 15 December 2016) in
Strasbourg (PE 590.500/CPG);
-
held an exchange of views with the participation of Mr GONZÁLEZ PONS, acting Chair of
the EPP Group, Mr GUERRERO SALOM, acting Chair of the S&D Group, Ms IN’T
VELD, acting Chair of the ALDE Group, Mr SYLIKIOTIS, acting Chair of the GUE/NGL
Group, Ms KELLER, acting Chair of the Greens/EFA Group, Mr FINCH, acting Chair of
the EFDD Group, and Ms ATKINSON, acting Chair of the ENF Group, considered various
proposals to amend the final draft agenda, and, following a vote on various items, adopted
the final draft agenda for the December 2016 part-session with the following modifications:
Monday, 12 December 2016
-
decided that the Nagy report on ‘Situation of fundamental rights in the European
Union in 2015’ be added after the report on ‘North-East Atlantic: deep-sea stocks and
fishing in international waters’;
Tuesday, 13 December 2016
-
decided that:
-
a ceremony for the three Presidents’ signature of the Joint Declaration on the
EU’s legislative priorities for 2017 be added at the opening of the afternoon
session;

a Commission statement on the ‘Situation of the rule of law and democracy in
Poland’ be added in the afternoon, after the review of the Slovak Council
Presidency;
Wednesday, 14 December 2016
-
decided that:
-
a statement from the President with regard to the end of his term as Parliament’s
President be added before the votes;
-
the report on ‘Third countries whose nationals are subject to or exempt from a
visa requirement: suspension mechanism’ be added in the afternoon after the
Council and Commission statements on ‘Labour market reforms an labour
relations in Greece’;
-
the Oral Question of the JURI Committee on ‘Recognising the content of civil
status documents’ be added in the afternoon after the LIBE Oral Questions
‘Obligations in the field of visa reciprocity in accordance with Article 1(4) of
Regulation 539/01’.

Communications by the President
4.1
Change of portfolio of Commissioner OETTINGER
The Conference of Presidents
-
heard the President note that, due to the delay in the designation of the new Bulgarian
Commissioner replacing Ms Kristalina GEORGIEVA, Vice-President for Budget and
Human Resources, it would be appropriate to proceed with the arrangements foreseen by the
applicable rules in the event of a Commissioner’s substantial portfolio change, before Mr
Günther OETTINGER, Commissioner for Digital Economy and Society, took up his new
responsibilities;
-
heard the President propose that, in line with the relevant provisions, Mr OETTINGER be
invited to appear before the Committees on Budgets (BUDG), on Budgetary Control
(CONT), and on Legal Affairs (JURI) on 9 January 2017, with a view to enabling the
Conference of Presidents to consider subsequently the assessment of the BUDG, CONT and
JURI Committees;
-
endorsed the President’s proposal.

5.
Consideration of the outcome of the negotiations on the Joint Declaration on annual
programming 2017
The Conference of Presidents,
- took note of the following documents:

a draft Joint Declaration (PE 595.199/CPG and annex);

a draft mandate for the inter-institutional negotiations on the joint declaration
(PE 590.446/CPG);

a European Commission communication dated 25 October 2016, entitled ‘Commission
Work Programme 2017 - Delivering a Europe that protects, empowers and defends’
(COM(2016) 710 final);

European Parliament resolution of 6 July 2016 on the strategic priorities for the
Commission Work Programme 2017 (P8_TA-PROV(2016)0312);

Inter-institutional Agreement between the European Parliament, the Council of the
European Union and the European Commission on Better Law-Making (OJ L 123,
12.5.2016, p. 1–14);

Framework Agreement on relations between the European Parliament and the European
Commission (Annex XIII of Parliament's Rules of Procedure);
- heard the President report on the outcome of the negotiations on the Joint Declaration of the
European Parliament, the Council, and the European Commission on annual programming,
which had had the purpose to identify items of major political importance that should
receive priority treatment by the institutions in the legislative process in 2017;
- heard him underline the positive results achieved on the basis of the Parliament’s mandate for
the inter-institutional negotiations, adopted by the Conference of Presidents on 17
November 2016;

- heard him further underline the importance of the three institutions working closely together,
with a view to ensuring substantial progress on, and delivery of, key legislative files before
the end of 2017, while remaining committed to a joint regular monitoring of those legislative
priorities throughout the year;
- held an exchange of views with the participation of Mr GONZÁLEZ PONS, acting Chair of the
EPP Group, Mr GUERRERO SALOM, acting Chair of the S&D Group, Ms IN’T VELD,
acting Chair of the ALDE Group, Mr SYLIKIOTIS, acting Chair of the GUE/NGL Group,
and Ms KELLER, acting Chair of the Greens/EFA Group, during which support for the
priorities set out in the Joint Declaration was expressed, the need of continuing the work on
all legislative proposals contained in the Commission Work Programme for 2017 was
underlined, in particular on files relating to:
-
the Posting of Workers Directive
-
taxation policy, notably the Disclosure of tax information by certain undertakings and
branches (CBCR) and the Common Consolidated Corporate Tax Base (CCCTB), and
-
migration policy and the new resettlement framework;
- endorsed the Joint Declaration by a large majority.
