Not only do we have the Housing and Planning Bill to deal with we have also seen a vote to leave the EU and the threat of a new recession on the back of “Brexit”. As you would expect BCH is preparing to implement the changes in the new housing bill sympathetically for our tenants within the rules laid down by the government, but this is not an easy task. This edition of Wavelength explains how the changes to the benefits cap will work and in future communications we will explain the detail of the “Pay to Stay” regulations and how we will handle the levy that will be charged to BCH for the compensation paid to Housing Associations for them implementing “Right to Buy.” Without a doubt we face challenging times financially but the Board and the staff are working hard to deliver the best value for money that we can in partnership with you as responsible tenants. We have reduced the number of empty properties and the time it takes to let a property once it becomes empty, which means we have more money to spend on your properties and estates. We are about to embark on the second phase of the new Queen’s Park development following the demolition of the remaining tower blocks. This significant change to the Blackpool skyline is one that is well overdue and which is producing high quality, family accommodation in the new development. We have only been able to undertake the Queen’s Park scheme because we have been able to be efficient and save money. You are a crucial partner in our future investment, every pound we save on not having to do repairs because you have looked after your property or garden means we have that saving to reinvest in new kitchens or bathrooms, improvement to your estates or support to help you and your neighbours back into work and training. Given the challenges we face, working in partnership with you is our best option for continuing to deliver the homes and communities you all want to live in, so please use this first digital edition of Wavelength to keep yourself informed but also as the start of a conversation with BCH about how we can work together to make our communities places we are all proud of. #bchwavelength 3 Bleed off MONEY! MONEY! Bleed off WHAT IS THE BENEFIT CAP? WILL YOU BE AFFECTED BY THE BENEFIT CAP? It is a set limit on the total amount of benefits that most working-age people can claim. Currently £500 per week for single parents and couples with children Currently £350 per week for single people HOW MUCH IS THE CAP? The total amount you can currently claim in benefits is: • £500 per week for single parents and couples with children • £350 per week for single people 4 autumn 2016 The cap applies to the benefits you get as a household. This means that benefits received by you, your partner and dependent children who live with you, are all included. Your housing benefit or universal credit will be reduced to ensure that you don’t get more than the benefit cap limit. Reduced cap from Autumn £384 per week for single parents and couples with children Reduced cap from Autumn £257 per week for single people CHANGES TO THE BENEFIT CAP The government has announced reductions to the benefit cap. These changes will take effect from Autumn 2016. The total amount a household will be able to claim in benefits is: £384.62 a week The total amount a single person will be able to claim in benefits is: £257.69 a week Families who receive working tax credits or who work enough hours to claim tax credits are exempt. If you have been employed continuously for 12 months, and you lose your job through no fault of your own, the benefit cap won’t apply to you for the first 39 weeks of your claim. You are also exempt if you or your family receive: • disability living allowance or the personal independence payment • attendance allowance • support component of employment and support allowance • industrial injuries benefits The cap doesn’t apply if you are of pension age, or you receive war widows’ or war widowers’ pension. If you claim universal credit, you won’t be affected if you have an in-work exemption. BENEFITS INCLUDED IN THE CAP These benefits count towards the cap: • housing benefit (unless you live in supported housing) • income support (IS) • jobseeker’s allowance (JSA) • employment and support allowance (ESA) (unless you are in the support group) • incapacity benefit • child benefit and child tax credits • guardian’s allowance • carer’s allowance •m aternity benefits and widows benefits paid by the Department for Work and Pensions • severe disablement allowance • universal credit BENEFITS NOT INCLUDED IN THE CAP These benefits and payments don’t count towards the cap: • discretionary housing payments • council tax support/reduction • budgeting loan/advances • one-off council crisis payments • free school meals • child maintenance payments • winter fuel payments • statutory maternity, paternity or adoption pay • statutory sick pay • housing benefit for supported accommodation. This usually includes domestic violence refuges and accommodation where tenants also get care or support ACTION TO TAKE IF YOU ARE AFFECTED The benefit cap calculation will be done automatically. You do not need to provide any documents. If you are unable to cover your housing costs in the short term, ask your local council about a discretionary housing payment. Lettings Team secure HQN accreditation for another year. On 7th June 2016, Blackpool Coastal Housing played host to an Accreditor from Housing Quality Network for our annual Lettings assessment. The assessor was impressed with recent improvements to the delivery of the service including:• Properties are being let more quickly • Increase in the average length of tenancies The assessor positively commented “Performance management is clearly in place at both an operational and management level and there is a robust, joined up approach to service planning. We also note that there are really close working relationships between teams at BCH with a real focus on creating sustainable tenancies, which is essential in the current climate”. BCH continues to be the only ALMO in the country to be awarded this accreditation. You may be claiming Employment Support Allowance (ESA) and want to consider employment but are not sure where to start or how this might affect your benefits. You could be unemployed and want additional support to help you through this period. Over the last few years I have attended a number of short courses to get me closer to the jobs market however it was very difficult due to my disabilities. Not working made me feel frustrated and sad, everyone thought I wasn’t able to achieve my goal and get a job. Working with the ‘Voyager Project’ has given me the opportunity and support to attend a number of short courses to build up my self – esteem and gain the confidence I needed to achieve my goals. We marvel at technology, yet to them it is the norm. The Internet offers a host of thrilling new possibilities for learning, creativity and fun. While the Internet brings amazing opportunities for young people to learn, create and socialise, it’s our duty as adults to help them navigate this online world safely. Young people (and adults too!) must recognise that every click, every post, every purchase and every photo we upload online leaves a digital footprint. A GUIDE TO DIGITAL ETIQUETTE – 11 RULES FOR THE MOBILE GENERATION 1. Don’t force other people to listen to your music 2. Don’t over-share. For adults: remember your children are entitled to private lives. For children: don’t post pictures of your friends online looking ridiculous without getting their permission first. 4. T hink before you attack on social media, especially if joining in with a lot of other people. Are you responding negatively because it’s necessary or because it’s making you feel better? 7. Before you post, think about what people in your life (your parent, your child or a colleague) would think if they read it. 3. You don’t need to take a picture to prove to yourself that you have done something. It’s perfectly OK to go to a museum or for a walk and just look at things. 5. Don’t walk down the street texting or web browsing – you could bump into someone. 6. D on’t say anything online that you wouldn’t say to a person’s face. 8. Don’t send messages via your phone in the cinema, or even read them. We can all see those little lights…..and don’t imagine that a vibrating, buzzing phone is in any way silent. 10. On the whole, it’s a good idea to pay more attention to the people you are with than to your devices – so don’t text while paying in a shop, or be so busy updating your status you don’t talk to your family. 9. Don’t wear headphones when people are trying to talk to you (and taking out one side is not good enough) 11. It’s sometimes better not to speak online. You don’t always have to reply. There is nothing wrong with keeping quiet now and then. Top tip: on many social network platforms you can access safety and privacy controls via the three dots icon (use 3 dot icon here) #bchwavelength 11 Bleed off SAFETY IN THE HOME SAFETY IN THE HOME Bleed off THE RISE OF ENERGY THEFT AND THE DANGERS OF METER TAMPERING SAFETY SOCKET COVERS – HOW MUCH PROTECTION DO THEY PROVIDE? Energy theft is a recurring problem across the UK. It’s a criminal offence to tamper with gas and electricity meters and is costing the industry up to £500m a year. WHAT IS METER TAMPERING? When someone alters their electricity or gas supply without the authority of their supplier, they are meter tampering and this prevents the device from recording the correct energy usage. DANGERS Meter tampering is highly dangerous and puts everyone at risk. Even if you have not tampered with your own supply you could be affected by a neighbour who has tampered with theirs. Tampering with gas or electricity meters can lead to explosions, fires and sometimes even death. Those who tamper with meters may save money but in doing so are putting others in real danger. In one year alone a single energy provider reported two deaths and 36 injuries as a result of gas theft. This is not a victimless crime. 12 autumn 2016 British Gas spot around 80% of all energy theft. It’s important they do this, as theft costs the service providers money, which increases bills for everyone including you! A way for people to combat energy theft is by having a smart meter installed. The benefits of a tamper-proof smart meter include more control over your energy usage, accurate bills, the elimination of estimated readings and better budgeting. The meter readings will be more closely tracked enabling you to better monitor your energy consumption. Why are we focusing on this? As well as meter tampering being a crime it is also a breach of your Tenancy Agreement. In addition to a possible fine and a prison sentence of up to 5 years, you are also at risk of losing your home as BCH will look to seek possession of your home through the Courts. WHAT CAN I DO ABOUT ENERGY THEFT AND METER TAMPERING? If you suspect someone has been tampering with their meter, you can report it to us completely anonymously. It was designed in the 1940’s following UK government planning to improve building and safety standards and the same design is still in use today. This standard is known as ‘BS 1363’ and ALL sockets need to meet this standard. One of the safety measures included in their design are the pin holes, which are too small for a child to put a finger in or for them to try and poke other items into British sockets – because they have built in automatic shutters for protection. No responsible UK body or service, including the UK Government, NHS, Ofsted, Child Accident Prevention Trust, Electrical Safety Council and RoSPA (Royal Society for the Prevention of Accidents) recommend using socket covers as a safety prevention measure for young children. The NHS warns “socket inserts should not be used in health or social care premises, nor supplied in a home or residence. Any socket inserts currently in use should be withdrawn from use and responsibly disposed of” design of all socket covers there are even instances where people can insert a cover upside down so that the pin is only inserted in the top hole (where the earth pin on a plug goes). If these instances occur, it leaves the 2 pin holes below open, which can lead to injury if objects are inserted as the automatic shutters will be open. In securing your home and improving the safety of your family it is always important to be aware of all aspects of items sold as ‘safety prevention measures’. These socket covers could also cause damage to the socket itself or snap off whilst in the socket. LeftCoast were very excited to have international recording artist Danny Fahey (TPG) on board to lead a summer programme of free urban workshops in Haweside. The club is run by the Football Association (FA) and First Aid qualified coaches. Sessions run every Thursday from 6-8pm at Stanley Park. Make new friends, learn a new sport, have fun! Interested? Following consultation with local residents, and working with LeftCoast and Urban Organic, we recently held planting events and installed planters to the balconies outside each property. The planters include a variety of flowers and also herbs that residents can use in their cooking! Join us at our ‘Service Improvement Panels’ Come along and get involved in an area of the organisation important to you. We are always looking for new members to help us shape and develop our services. The meetings last between 1-2 hours and provide a great opportunity to meet the staff behind the scenes. No experience is required, just bring yourself (and your enthusiasm!) to one of our meetings and we’ll provide the rest! UPDATE FROM THE BOARD Our Board recently met to review how BCH is performing and to discuss any potential topics that may have an effect on how we operate. Some key points were; • There are changes expected from the new Housing and Planning Act, but detailed regulations have not been finalised by the Government. We will have more news on this as further developments become clear. • BCH performance was showing good progress in all areas. • Work to consider the future 16 autumn 2016 direction of BCH is being developed. To help achieve this we are looking at other housing organisations and working with different departments in the Council to ensure that any direction we take helps achieve our organisation’s vision and values. • BCH is part of a Lancashire wide collaboration for European funding bids aimed at supporting tenants to access help and advice services and move closer to employment. • Work to develop our Care and Repair Service is underway. A new way of providing equipment and a new approach to the provision of disabled adaptations is being developed. More news to follow soon. TASTY VEGGIE CHILLI Hot and spicy – just the thing to warm you up on those cold evenings (we know they are coming!) Ingredients Method Nutritional information • 2 tsp vegetable oil 1. Heat the vegetable oil in a large saucepan and add the onion. Fry gently for 2-3 minutes, then add the carrot, garlic, red chilli and peppers and fry for 2-3 more minutes, stirring often.
