Minutes of the 9th Meeting of the HRIDAY National Empowered Committee
(HNEC) held under the Chairmanship of Secretary (UD) on 5th October, 2016
The 9th meeting of the HRIDAY National Empowered Committee (HNEC) under
the Heritage City Development and Augmentation Yojana (HRIDAY) scheme was held
under the Chairmanship of Secretary (UD) on 5th October, 2016. The list of participants
during the meeting is placed at Annexure-A.
The decisions taken on the various agenda items are as under: 1. Varanasi
1.1. DPR for “Heritage Walk around Kabir Chaura and Piplani Katra”
The HNEC reviewed and approved the DPR for “Heritage Walk around Kabir Chaura and
Piplani Katra” with an estimated cost of Rs. 2,51,47,696 /- (Rs. Two Crores Fifty One
Lakh Forty Seven Thousand Six Hundred Ninety Six ) and sanctioned the release of 1st
installment of 40% of the project cost of Rs. 1,00,59,078/- (Rupees One crore Fifty Nine
Thousand Seventy Eight only) to Varanasi Nagar Nigam being the implementing agency
for the project .
1.2. DPR for “Development of 86 heritage sites of Varanasi”
The HNEC reviewed and approved the DPR for “Development of 86 heritage sites of
Varanasi” with estimated cost of Rs. 10,75,48,369/- (Rupees Ten Crores Seventy Five
Lakhs Forty Eight Thousand Three Hundred Sixty Nine only) and sanctioned the release
of 1st installment of 40% of the project cost of Rs. 4,30,19,347/- (Rupees Four Crores
Thirty Lakhs Nineteen Three Hundred Forty Seven only) to Varanasi Nagar Nigam being
the implementing agency for the project .
2. Amritsar
2.1. DPR for “Comprehensive road development and up gradation of 21 major roads
leading to the Golden Temple”
The HNEC reviewed and approved the DPR for “Comprehensive road development and
up gradation of 21 major roads leading to the Golden Temple” with estimated cost of

Rs. 31,99,30,661/- (Rupees Thirty One Crores Ninety Nine Lakhs Thirty Thousand Six
Hundred Sixty One) and sanctioned the release of 1st installment of 40% of the project
cost of Rs. 12,79,72,264/- (Rupees Twelve Crores Seventy Nine Lakhs Seventy Two
Thousand Two Hundred Sixty Four only) to Amritsar Municipal Corporation being the
implementing agency for the project .
2.2. DPR for “Interpretative Signage in the City with Sensors”
The HNEC reviewed and approved the DPR for “Interpretative Signage in the City with
Sensors” with estimated cost of Rs. 5,34,05,200/- (Rupees Five Crores Thirty Four Lakh
Five Thousand Two hundred only) and sanctioned the release of 1st installment of 40% of
the project cost of Rs. 2,13,62,080/- (Rupees Two Crores Thirteen Lakhs Sixty Two
Thousand Eighty only) to Amritsar Municipal Corporation being the implementing agency
for the project .
2.3. DPR for “Development of Public Plaza along the southern edge of Rambagh
Garden”
The HNEC reviewed and approved the DPR for “Development of Public Plaza along the
outhern edge of Rambagh Garden” with estimated cost of Rs. 99,73,550/- (Rupees Ninety
Nine Lakhs Seventy Three Thousand Five Hundred Fifty) and sanctioned the release of 1st
installment of 40% of the project cost of Rs. 39,89,420/- (Rupees Thirty Nine Lakhs
Eighty Nine Thousand Four Hundred Twenty only) to Amritsar Municipal Corporation
being the implementing agency for the project .
2.4. DPR of “Up gradation of the ‘Maharaja Ranjit Singh Panorama”
The HNEC reviewed and approved the DPR for “Up gradation of the ‘Maharaja Ranjit
Singh Panorama” with estimated cost of Rs. 50,28,281/- (Rupees Fifty Lakhs Twenty
Eight Thousand Two Hundred and Eighty One) and sanctioned the release of 1st
installment of 40% of the project cost of Rs. 20,11,312/- (Rupees Twenty Lakhs Eleven
Thousand Three Hundred and Twelve only) to Amritsar Municipal Corporation being the
implementing agency for the project .

2.5. DPR for “Reorganising Connectivity and Linkages through Streetscape and
Landscape improvement at Gol Bagh”
The HNEC reviewed and approved the DPR for “Reorganising Connectivity and Linkages
through Streetscape and Landscape improvement at Gol Bagh” with estimated cost of
Rs. 4,99,95,177/- (Rupees Four Crores Ninety Nine Lakhs Ninety Five Thousand One
Hundred Seventy Seven) and sanctioned the release of 1st installment of 40% of the
project cost of Rs. 1,99,98,070/- (Rupees One crore Ninety Nine Lakhs Ninety Eight
Thousand Seventy only) to Amritsar Municipal Corporation being the implementing
agency for the project.
2.6. DPR for “Comprehensive Improvement of a mobility corridor along the outer
and inner circular road”
The HNEC reviewed and approved the DPR for “Comprehensive Improvement of a
mobility corridor along the outer and inner circular road” with estimated cost of
Rs. 4,99,77,500/- (Rupees Four Crores Ninety Nine Lakhs Seventy Seven Thousand Five
Hundred) and sanctioned the release of 1st installment of 40% of the project cost of
Rs. 1,99,91,000/- (Rupees One crore Ninety Nine Lakhs Ninety one Thousand only ) to
Amritsar Municipal Corporation being the implementing agency for the project.
2.7. DPR for “Revitalization and Infrastructure Development at 40 Khoo, or 40 wells
and Colonial Period Power House”
The HNEC reviewed and approved the DPR for “Revitalization and Infrastructure
Development at 40 Khoo, or 40 wells and Colonial Period Power House” with estimated
cost of Rs. 4,99,88,131/- (Rupees Four Crores Ninety Nine Lakhs Eighty Eight Thousand
One Hundred Thirty One) and sanctioned the release of 1st installment of 40% of the
project cost of Rs. 1,99,95,252/- (Rupees One Crore Ninety Nine Lakhs Ninety Five
Thousand Two Hundred Fifty Two only ) to Amritsar Municipal Corporation being the
implementing agency for the project.
2.8. DPR for “Development of an Environmental park at the UBDC Canal”
The HNEC reviewed and approved the DPR for “Development of an Environmental park
at the UBDC Canal” with estimated cost of Rs. 99,87,027/- (Rupees Ninety Nine Lakhs

Eighty Seven Thousand Twenty Seven only) and sanctioned the release of 1st installment
of 40% of the project cost of Rs. 39,94,810/- (Rupees Thirty Nine Lakhs Ninety Four
Thousand Eight Hundred Ten only) to Amritsar Municipal Corporation being the
implementing agency for the project.
2.9. DPR for “Structural retrofitting and up gradation of the historic fabric of the
colonial period building of the current Deputy Commissioner of Amritsar’s
office”
The HNEC reviewed and approved the DPR for “Structural retrofitting and up gradation
of the historic fabric of the colonial period building of the current Deputy Commissioner
of Amritsar’s office” with estimated cost of Rs. 1,99,74,276/- (Rupees One Crore Ninety
Nine Lakhs Seventy Four Thousand Two Hundred Seventy Six only) and sanctioned the
release of 1st installment of 40% of the project cost of Rs. 79,89,710/- (Rupees Seventy
nine Lakhs Eighty Nine Thousand Seven Hundred Ten only) to Amritsar Municipal
Corporation being the implementing agency for the project.
2.10 DPR for Rejuvenation of Rambagh Garden and restoration and adaptive reuse
of Rambagh Gate
The above project was sanctioned by the HNEC in its meeting held on
23rd September,2015 wherein HNEC reviewed and approved the project amounting to
Rs. 4,09,00,299 and sanctioned the release of 20% of the project (Rs. 81,80,060) to the
Amritsar Municipal Corporation.
Since the execution of the project has now been assigned to ASI to carry out the work on
deposit basis, as per the evaluation of ASI, the project cost has been increased by Rs. 1
crore. The matter was discussed in the meeting and HNEC approved the increased cost of
Rs. 1 crore for the above project subject to the review of the increased cost by CPWD.
3. Dwaraka
3.1. DPR for “Development of Heritage zone 01 Dwarkadhish temple square”
The HNEC reviewed and approved the DPR for ““Development of Heritage zone 01
Dwarkadhish temple square”” with estimated cost of Rs. 2,74,90,728/- (Rupees Two
Crores Seventy Four Lakhs Ninety Thousand Seven Hundred Twenty Eight only) and

sanctioned the release of 1st installment of 40% of the project cost of Rs. 1,09,96,291/(Rupees One Crore Nine Lakhs Ninety Six Thousand Two Hundred Twenty One only) to
Dwaraka Municipality being the implementing agency for the project.
3.2. DPR for “Development of Heritage zone 04 Main Processional Street (Darshan
Path) from Iskon Gate to Dwarkadhish Temple”
The HNEC reviewed and approved the DPR for “Development of Heritage zone 04 Main
Processional Street (Darshan Path) from Iskon Gate to Dwarkadhish Temple” with
estimated cost of Rs. 7,24,65,701/- (Rupees Seven Crores Twenty Four Lakhs Sixty Five
Thousand Seven Hundred One only) and sanctioned the release of 1st installment of 40%
of the project cost of Rs. 2,89,86,280/- (Rupees Two Crores Eighty Nine Lakhs Eighty Six
Thousand Two Hundred Eighty only) to Dwaraka Municipality being the implementing
agency for the project.
4. Puri
4.1. DPR for Retrofitting of building facades along the Parikrama Marg (periphery)
of Shri Jagannatha Temple
The HNEC reviewed and approved the DPR for Retrofitting of building facades along the
Parikrama Marg (periphery) of Shri Jagannatha Temple with estimated cost of
Rs. 2,97,59,836/-. (Rupees Two Crores Ninety Seven Lakhs Fifty Nine Thousand Eight
Hundred Thirty Six) and sanctioned the release of 1st installment of 40% of the project
cost of Rs. 1,19,03,934/- (Rupees One Crore Nineteen Lakh Three Thousand Nine
Hundred Thirty Four) to Puri Municipality being the implementing agency for the project.
4.2. DPR for Landscape development of Shri Jagannatha Ballabh Matha Garden
The HNEC reviewed and approved the DPR for Landscape development of Shri
Jagannatha Ballabh Matha Garden with estimated cost of Rs. 8,80,10,609/-. (Rupees
Eight Crores Eighty Lakhs Ten Thousand Six Hundred Nine) and sanctioned the release
of 1st installment of 40% of the project cost of Rs. 3,52,04,243 /- (Rupees Three Crore
Fifty Two Lakh Four Thousand Two Hundred Forty Three) to Puri Municipality being
the implementing agency for the project.

4.3. DPR for Façade Improvement and Facility Upgradation of Bada Odiya Matha
and Ganga Mata Matha
The HNEC reviewed and approved the DPR for Façade Improvement and Facility
Upgradation of Bada Odiya Matha and Ganga Mata Matha
with estimated cost of
Rs. 1,84,66,004/- (Rupees One Crores Eighty Four Lakhs Sixty Six Thousand and Four)
and sanctioned the release of 1st installment of 40% of the project cost of Rs. 73,86,401/(Rupees Seventy Three Lakh Eighty Six Thousand Four Hundred One) to Puri
Municipality being the implementing agency for the project.
4.4. DPR for Landscape Development etc. along the River Front Atharnala
The HNEC reviewed and approved the DPR for Landscape development of Shri
Jagannatha Ballabh Matha Garden with estimated cost of Rs. 1,99,62,300/-. (Rupees One
Crores Ninety Nine Lakhs Sixty Two Thousand and Three Hundred) and sanctioned the
release of 1st installment of 40% of the project cost of Rs. 79,84,920/- (Rupees Seventy
Nine Lakh Eighty Four Thousand Nine Hundred Twenty) to Puri Municipality being the
implementing agency for the project.
4.5. DPR for Revival of Pokharis, Ponds located in 7 Jagaghara
The HNEC reviewed and approved the DPR for Landscape development of Shri
Jagannatha Ballabh Matha Garden with estimated cost of Rs. 1,14,75,546/-. (Rupees One
Crores Fourteen Lakhs Seventy Five Thousand Five Hundred Forty Six) and sanctioned
the release of 1st installment of 40% of the project cost of Rs. 45,90,218/- (Rupees Forty
Five Lakh Ninety Thousand Two Hundred Eighteen) to Puri Municipality being the
implementing agency for the project.
5. Warangal
5.1. Consideration for Approval of DPR for “Revival and Development of Fort
Warangal”
The HNEC reviewed and approved the DPR for Revival and Development of Fort
Warangal, total amounting to Rs. 15,29,95,318 (Rupees Fifteen Crores Twenty Nine
Lakhs Ninety Five Thousand Three Hundred Eighteen only) and sanctioned the release of
1st installment of 40% of the project cost of Rs. 6,11,98,127 /- (Rupees Six Crores

Eleven Lakhs Ninety Thousand One Hundred Twenty Seven only) to Warangal Municipal
Corporation being the implementing agency for the project.
6. “Consideration for Approval of Issuing of RFP for Supply, Installation and
Maintenance of 20 Outdoor LED Display Panels”
The HNEC reviewed the proposal and recommended the concept of installation of
Outdoor LED Display Panels on PPP basis to be funded from the IEC budget of the
Hridaya Cities and NIUA will be the implementing agency.
7. “Consideration for approval of development of Mobile App for City of Ajmer to
enhance Heritage Experience of Visitors and tourists”
The HNEC reviewed and approved the development of mobile application at the cost of
Rs. 9,45,000/- (Nine Lakh Forty five thousand) from IEC budget under the scheme. The
same concept may be adopted and used in all Hridaya cities.
At the end, HNEC also recommended preparation of guidelines for convergence of
HRIDAY with other schemes such as SBM, Smart Cities, PRASAD.
