Introduction
Butte Regional Transit (B-Line) was formed in 2005, when the various transit systems
operating in Butte County were consolidated into a single system under the authority of
the Butte County Association of Governments (BCAG). B-Line is responsible for the
safe and continuous operation of public transit service throughout Butte County. Part of
that operation includes having safe and accessible bus stops that will encourage
passengers to more readily use the public transit system. Information for recommended
locations and improvements to bus stops is derived from many sources, including the
Unmet Transit Needs process, public outreach and meetings, passenger comment cards
and surveys, staff review and observation, and from the bus drivers.
Purpose and Need
The purpose of the B-Line Bus Stop Improvement Plan is to better serve the public with
safe, friendly and accessible bus stops. This document is needed to effectively plan
improvements in a uniform process among all of the agencies involved with B-Line.
To address the purpose and need this plan includes:
1. Inventory of Existing Conditions.
2. Preferred Bus Stop Amenities.
3. Priorities and Planned Improvements.
4. Funding Sources.
5. Procedures for Working with Local Agencies.
B-Line staff will review this plan on an annual basis, after the Unmet Transit Needs
process, to ensure the priorities listed are kept updated.
Inventory of Existing Conditions
In early 2007, BCAG staff conducted a comprehensive inventory of all B-Line bus stops
in Butte County (see Appendix 1). The information gathered, which includes
geographical location, what amenities are present, and general observations, is available
in a user-friendly Excel format, with hyperlinks to photos of each stop. The information
complied for each stop includes:

The location of each bus stop is also available as a visual representation on a series of
maps (Appendix 2). The latitude and longitude coordinates of the bus stop locations on
these maps were produced using Global Positioning System (GPS) receivers and mapped
with Geographical Information System (GIS) software.
A sequential listing of every bus stop along each of the 20 B-Line routes is also available
and is accessible to the general public on the B-Line web site, www.BLineTransit.com
(Appendix 3).
The B-Line system has 492 unique bus stop locations, with 148 of those locations serving
multiple routes. There are currently 109 shelters of varying styles along the routes (83 in
Chico, 12 Oroville, 11 Paradise, 2 Gridley, 1 Palermo). The majority (57) being 12 foot
Tolar Manufacturing brand shelters.
In addition, there are 15 areas (mostly in the rural parts of Magalia and Oroville) that are
considered flag stops. Along these sections of route, there are no designated bus stops.
Instead, the bus drivers will stop anywhere they consider safe.
Bus Stop Amenities
The amenities at the B-Line bus stops will vary depending on location and conditions at
each stop. The stops in the B-Line system range from unmarked unpaved stops with no
parking restrictions to designed bus turn outs complete with a shelter and lighting. Not all
stops need to be treated equally. Considering the diverse areas served by the B-Line
system, from sparse rural routes to heavily populated urban runs, there will always be a
wide range of conditions at the bus stops.
One key to increase ridership and make the whole bus riding experience more pleasant is
to make sure the bus stops meet certain minimum standards. Since all transit rides begin
and end at some sort of bus stop (flag stops excluded), this can be the place that sets the
impression for the entire journey. Customer amenities are as important as transit speed
and reliability in attracting, and keeping, new riders. Playing an important role in that
impression are comfort (shelters, benches, and trash receptacles), safety (shelters,
lighting) and information (route signage, schedules and maps).

Shelters
Bus stop shelters can provide all the key elements that passengers are looking for in a
transit amenity: safety, comfort and information. They can provide protection from the
weather and outside elements, and they usually have a bench. Most shelters also contain
schedule holders for route information.
Whenever possible, most high usage stops
should be equipped with a shelter. Other
important factors to take into consideration
when selecting locations for shelters
include proximity to activity centers,
surrounding land use, number of routes
served by a stop and possible restrictions
for pedestrian and wheelchairs.
Shelters come in a wide variety of sizes,
shapes and materials, and since B-Line was
originally several different systems, the
109 shelters that are currently installed on
the B-Line routes reflect that diversity. Tolar

Manufacturing makes up the majority of the
inventory, with Duo-Gard and Ace Aluminum being the other known companies. These
shelters are mostly made of either Plexiglas or perforated metal. A handful of the shelters
are of unknown origin, with some being constructed as an independent community-type
project, made with a variety of materials, including wood and concrete.
Because B-Line is a consolidated system,
having a common type of shelter designated
for future installations will help create a more
unified look to the system, as well as make it
easier to maintain from an operational
perspective. The recommended shelter for
future installations would be the Tolar
Manufacturing model #13NALD-PM, or
equivalent model from another company. All
shelters should include a bench, trash
receptacle and schedule holder. The
recommended panel material would be
perforated (vandal resistant) metal. Although
Glass
or Plexiglas is a good option, perforated

metal is preferred, because it is less prone to
breaking from the bat or foot of a vandal and is
easier to clean graffiti/etching. In addition, it is nearly as translucent as Plexiglas.
Recommendation: Standardize future shelter installations with referenced model number
(or equivalent) at prioritized locations as defined in the Priorities section.

Lighting
When routes are available in the evening hours after sunset, or early morning in the
winter, lighting can play an important role in a passenger’s feeling of comfort and safety
while waiting at a bus stop. An economical way to provide lighting at bus stops is to
locate the stop near existing streetlights. In some cases, stops are illuminated by business
lighting, either from a parking lot or a building. If specific bus stop lighting is to be
provided there are two primary options: electrical power source or solar.
Electrical light involves either a specific meter to track the
usage and requires payment to the power company, or hooking
up to a power grid and incorporating the increased usage into
the overall cost of the grid. Solar lighting
involves a one time cost for purchase and
installation and can be placed at any location
that receives a proper amount of sunlight.
Solar lights are not restricted by dependency
on any other source of power. B-Line is
currently testing two different solar lighting
systems: OmniLight from Sol Inc, and iSTOP from Carmanah Technologies. Both
are self contained units that have three
distinct elements – security lighting to
illuminate the waiting area, a signal beacon
to alert the bus driver that someone is waiting, and an illuminated
schedule holder to allow passengers to view system information even
at night. Bus stop signage can also be attached to these poles.
About a dozen stops have solar lighting built right into the shelter. In all, about half the
stops in the B-Line system have some type of lighting associated with them. Of the bus
stops without lighting, some are in locations that usually don’t have service during nondaylight hours, while others are in very remote settings with few passengers, making the
feasibility of installing lighting difficult. Those stops that would greatly benefit from
additional lighting are noted in the Priorities and Planned Improvements section of this
plan.
Recommendation: All new shelter installations should include lighting, as well as stand
alone lighting at prioritized locations as defined in the Priorities section.
Benches
A stand alone bench (without a shelter) is an option that provides passengers with the
comfort and convenience of a place to wait, without the cost of installing a shelter. The
benefits for the system include: adds to the comfort of the passenger, helps to identify the
bus stop, and is easier (and less costly) to install than a shelter. Often times benches can
be sponsored and installed by local community, business or social groups. Good locations
for benches are bus stops that may not warrant the installation of a full shelter, yet serve a

high number of riders. This could include locations where physical constraints would not
allow for the placement of a shelter.
Recommendation: Benches should be considered at locations that have been targeted for
shelters, but for some reason cannot accommodate the installation of a shelter.
Bus Stop Signs
Bus Stop signs are an important element of good transit service. They provide immediate
information to riders as to the location of a bus stop and also which route, or routes are
served by that stop. The B-Line Bus Stop signs also display contact phone numbers and
the system’s web site address. While displaying
essential route information, the signs are also an
excellent marketing tool because the system logo is
visible from roadways throughout the county and
continually brands the name B-Line to the public.
The routes on the B-Line sign are designated by
white route numbers reversed out from a three inch
black circle. These decals can be easily reapplied in
the event of a route change, or if they are defaced.
While the majority of B-Line stops display a Bus
Stop sign, there are currently about 10% of the
locations that do not have signs at the designated
stop. Many of these are either newly added stops, or
are in more rural locations that tend to pick up few
passengers, and the passengers that are picked up are
usually familiar with the bus stop location. The goal
is to have a Bus Stop sign at every designated

location. If the locations that currently do not signs
have poles for other traffic signage or light poles, it is a much easier task to attach a sign
to the existing pole. Other a dedicated pole can be placed at that location. The majority of
B-Line Bus Stop signs are on dedicated poles or poles shared with no parking signage.
Many Bus Stop signs are also on light poles or attached to shelters.
Recommendation: B-Line Bus Stop Signs should be placed at every stop in the system.
Route Information
System information, in the form of schedules and route maps, should be readily available
in as many locations as possible. By displaying pertinent system information, it is much
easier for regular customers to understand the system better and for new riders to learn
the times and the routes. It also encourages passengers to plan their trips on their own

while waiting at the bus stop instead of relying on customer service to answer basic route
information questions. The majority of shelters have schedule/map holders to display this
information. All future shelter purchases will include
a schedule and map display panel. Schedule holders
should always be placed on the opposite side of the
shelter from the approaching bus. Most of the
currently installed schedule holders are on the same
side panel from where the bus approaches. This
blocks the view of the passenger from the incoming
bus and also reduces the
visibility of the driver, to
see if there are any

There are a variety of information holders on the market that
attach to poles. The two most common are flat panels and tubes.
Research indicates that although both types are good for
disseminating information, the tube type tends to be more

susceptible to vandalism, and thus the flat panel holders are
preferable. There are currently a little more than 300 B-Line stops in Butte County that
have bus stop signs attached to poles (a dedicated pole, a traffic sign pole or a light pole).
Coordination between B-Line management and maintenance or janitorial personnel is
very important in order to ensure timely and accurate display of all route information.
Recommendation: Equip most bus stops with route information holders. Ensure that the
schedules and maps displayed are current and accurate.
Trash Receptacles
Trash receptacles can help to maintain the overall appearance and cleanliness of a bus
stop. All locations that have shelters should have trash receptacles available. Other stops
with high ridership should be considered a priority for placement of trash receptacles, as
well as locations that may generate a lot of trash, for example, stops by fast food
restaurants. Trash receptacles would not be required at all bus stops, such as stops in
residential areas serving few passengers and generating small amounts of trash. Problems
can arise in a location that may generate a lot of trash if they are not maintained on a
regular basis. Currently B-Line has two contracts for the pick up of trash. In most Chico

locations, a separate contract with a local waste management company is maintained. All
other locations in the system are maintained by Veolia Transportation.
Recommendation: Trash receptacles should be in place at all shelter locations and other
identified high usage stops.

Priorities and Planned Improvements
The following locations have been identified for new improvements. There is no order of
project rank within each priority level. If a location has two mixed priorities it is listed
under Priority 1, with the level 2 Priority shown in parenthesis (P2). For example stop
location #178 at Hickory St. & W. 7th St in Chico is listed as a Priority 1 for a shelter
with a Priority 2 for lighting. This means a shelter should be installed in the short term,
and if funding is available includes lighting. However, if funding is limited the lighting in
this location could be deferred.

Miscellaneous Bus Stop Improvements
The purpose of this section is to identify other miscellaneous projects that work toward
improving the appearance and usability of bus stop locations. As a result of gathering
information for the complete transit inventory of bus stop locations, staff made several
observations of immediate improvements that could be made to several current locations.
These suggestions do not necessarily fall under the major investment of time or funding
of the projects listed above, but should be part of B-Line’s ongoing efforts at improving
the system’s bus stops. Some are simple, such as moving the bus stop sign higher up on a
pole, and can be implemented immediately. While others, such as removing a parking
space and painting a curb red, require more coordination and would take longer to
implement. Due to various implementation factors, these are identified as suggested
improvements and are listed in Appendix 4.

Funding Sources
A variety of potential funding sources may be available to help pay for bus stop
improvements. Most of the traditional federal and state funding sources have been
detailed in the Financial Element of the BCAG Regional Transportation Plan, and
therefore will not be addressed in this document. The one source of funding that is unique
to bus stop improvements is advertising.
Bus Shelter Advertising
Bus Shelter advertising is a common practice among transit agencies to help fund bus
stop improvement, as contained in this plan. Limited funding availability and the need to
upgrade bus stop amenities makes advertising an option in order to enhance revenue and
increase the number, cleanliness and quality of bus shelters, lighting, and informational
signage.
Benefits:
Benefits of a bus shelter advertising contract for the transit system include:
1. The advertising company is responsible for the purchase and installation of the
shelter and any other agreed upon amenities, such as lighting, trash receptacles,
and schedule holders.
2. The advertising company is responsible for the ongoing maintenance and cleaning
of the shelter.
3. The transit system receives a monthly payment from the advertising company
equal to a percentage of the revenues realized from ad sales on the shelters. This
amount is typically 10% of the gross sales.
4. Transit agency staff time savings.

time savings by providing

a list to work from.

Because ads on the buses do not
require an advertising company
to expend the large initial outlay
or continued maintenance costs,
the percentage it pays to the
transit agency on a monthly
basis is much greater, typically
in the neighborhood of 33% of
the gross ad sales.

Concerns:
New advertising on bus shelters and benches could raise
some concerns. Typical concerns include:
1. The content of the material in the ad.
2. Location of the ad bearing shelter.
Concerns are addressed in any contractual agreement
between the transit system and the advertising company, with
the type of ad content acceptable clearly defined. Also, the
physical placement would be addressed, with ad panel
shelters located at high traffic and commercial locations, and

limits on placement in residential areas. B-Line staff
researched neighboring communities in which transit
agencies currently have advertising contracts in place, and found that neither one of these
perceived issues was a problem.
Developers
Private developer funding is another source of funding for new shelters and other bus
stop amenities. As a condition for construction, a local jurisdiction may require transit
improvements such as shelters and bus turn outs as part of their project. Communication
between B-Line staff and the local planning departments is important to ensure transit
considerations are incorporated into their respective planning processes.

Procedures for Working with Local Agencies
Since B-Line does not have physical jurisdiction over the bus stop locations, coordination
with the cities/town, the county and Caltrans is required to make improvements. The
purpose of this section is to define each of the local agencies’ preferred procedures when
making improvements within their local jurisdiction.
City of Biggs
Contact City Administrator, Pete Carr, 868-5493. Let him know what installation is
planned and at what location. Complete Encroachment Permit application (fees will be
waived).
City of Chico
