SCOPE AND CONTENT NOTE
In the autumn of 1959, a young American named Lee Harvey Oswald appeared at
the U.S. embassy in Moscow and requested that his U.S. citizenship be revoked. Noting
that his application for Soviet citizenship was pending, he declared, “I take these steps
for political reasons. My request for the revoking of my American citizenship is made
only after the longest and most serious considerations.” During his subsequent
examination, Oswald’s manner was reportedly “aggressive, arrogant, and
uncooperative,” and he remained vague in his explanations, revealing only that his
“principal reason” for defection was that “I am a Marxist” (Reel 12, Frames 0265–0266,
0365–0357). As it turned out, Oswald never succeeded in transferring his citizenship,
and after becoming disillusioned with life in the Soviet Union he returned to the United
States in 1962 with a Russian wife, Marina. A year and a half later, President John F.
Kennedy was assassinated in Dallas, Texas. Oswald, who worked in a building
overlooking the site, was arrested later that day, but before he could be tried, he himself
was shot and killed by Jack Ruby, a local businessman with Mafia ties.
For many people, the assassination of President Kennedy remains unresolved to this
day. After a ten-month investigation, the government-appointed Warren Commission—
named after its chairman, Chief Justice Earl Warren—concluded that Oswald had acted
alone. Despite the commission’s rejection of a wider assassination plot, historians,
conspiracy theorists, and filmmakers alike have continued to cast doubt on this
explanation. Surprisingly, given Oswald’s substantial ties to the Soviet Union,
researchers have largely, though not completely, disregarded any significant Soviet role
in the assassination. Instead, attention has centered most often on two closely linked
themes: conflict between the United States and Cuba in the early 1960s, and the
involvement of the Central Intelligence Agency (CIA) in foreign political assassinations.
This microfilm collection offers a wealth of information on all of these central issues:
the Kennedy assassination, Oswald, Cuba, and the CIA. There is no overarching
principle governing arrangement of the documents; rather, the central themes are
jumbled together from one reel to the next, switching back and forth between U.S. policy
toward Cuba, ballistic and medical analysis of Kennedy’s shooting, information on
Oswald’s life in the Soviet Union and United States, and details about CIA activities in
the 1960s. Generally speaking, the documents in this volume are the byproducts of an
investigation carried out in 1975–1976 by the Senate Select Committee to Study
Governmental Operations with Respect to Intelligence Activities, more simply known as
the Church Committee after its chairman, Senator Frank Church. The records of the
Church Committee are now available to researchers as a result of the President John F.
Kennedy Assassination Records Collection Act of 1992, which mandated the release of
all U.S. government records “related to the assassination of President John F. Kennedy.”
While the committee was given a broad mandate to examine all U.S. intelligence
activities, the portion of its interim report contained in this collection (Reel 18, Frames
0086–0710) centered on assassinations of foreign leaders, with a particular focus on the
role of the CIA. In this, it was aided by the simultaneous work of the Commission on CIA
Activities within the United States, popularly known as the Rockefeller Commission,
which investigated CIA involvement in illegal domestic operations. Although the Church
Committee examined numerous high-profile assassinations, including those of Patrice
v
Lumumba of Congo, Rafael Trujillo of the Dominican Republic, and Ngo Dinh Diem of
South Vietnam, it reserved particular attention for a series of plots that ultimately failed to
eliminate their target: Prime Minister Fidel Castro of Cuba.
Consequently, a significant portion of this collection consists of the Church
Committee’s note cards on U.S. government plans to destabilize and overthrow the
Castro regime in the early 1960s. (For a closer look at U.S. policy toward Cuba in the
early 1960s, see the first volume of this series, Papers from the President John F.
Kennedy Assassination Records Collection, Part 1: Kennedy Administration Policy
Toward Cuba.) The assassination plots against Castro, which were but one part of a
larger policy of destabilization, were often outlandish, ranging from poisoned pens and
cigars to an exploding seashell and a diving suit contaminated with bacteria and fungi. In
addition to these note cards, the collection contains many original documents examined
and produced by the committee, including government memorandums and
correspondence, news clippings, reports on a variety of topics, and transcripts of expert
interviews. Although these documents might seem like a digression from the ostensible
subject of the collection—the assassination of John F. Kennedy—they provide important
insight into a central argument underlying one of the more persuasive conspiracy
theories: namely, that by fostering attempts against Castro, the United States prompted
an angry backlash that led ultimately to Kennedy’s assassination.
Enter Lee Harvey Oswald. While this collection represents a substantial resource for
researchers interested in Cuba and the CIA, Oswald is the main attraction. The
documents on Oswald come from a variety of sources, with background investigations
conducted by the Federal Bureau of Investigation (FBI) taking center stage. Even before
Kennedy’s assassination, the FBI already had a substantial file on Oswald, both as a
result of his defection to the USSR and also because of his rabble-rousing activities in
New Orleans on behalf of the Fair Play for Cuba Committee (FPCC), an organization
opposed to the hostile U.S. policy toward Castro. The details on Oswald’s residence in
the USSR are considerable: through such documents as personal letters to his mother,
FBI interviews with his wife, and reports from the INS, Oswald’s stays in Moscow and
Minsk are extensively documented. In addition to information on his employment and
family life, the records chronicle his struggle to arrange a return to the United States with
his new wife and daughter.
Once back in the United States, Oswald settled in Dallas, but family difficulties and a
failed assassination attempt by Oswald against an anti-Communist general prompted a
move to New Orleans. There, he revealed his newfound affection for Cuba, earning a
brief stay in jail after brawling with anti-Castro Cuban exiles. Following Kennedy’s
assassination, the FBI made a careful investigation of Oswald’s time in both Dallas and
New Orleans, and this collection contains records of numerous interviews with
neighbors, employers, family members, and acquaintances concerning Oswald’s
activities between his return from the USSR in June 1962 and his ignominious end in
November 1963. In addition to details of his involvement in the FPCC and more
mundane issues such as employment and domestic difficulties, the FBI background
investigations document Oswald’s visit to Mexico City in September 1963, where he tried
in vain to obtain a visa to Cuba. Thwarted, he returned to the United States and moved
back to Dallas, where he secured for himself a permanent place in history by
assassinating the president—either out of a demented and singular hatred for the
Kennedy administration’s attacks on Castro, if the “lone gunman” theory is to be
believed, or else as a pawn for shadowy co-conspirators.
Despite the Warren Commission’s conclusion that Oswald acted alone, there is no
shortage of theories variously linking Cuba, the CIA, Lyndon Johnson, Khrushchev, and

the Mafia with Kennedy’s assassination. Researchers interested in these and other
conspiracy theories will find plenty of material in this collection. In addition to reports,
interviews, and articles by prominent theorists (e.g., Reel 6, Frame 0284, and Reel 12,
Frame 0103), the indiscriminate jumbling together of material concerning U.S. plots
against Castro, illegal CIA behavior, and Oswald’s activities lends force to the
supposition that the Warren Report intentionally or inadvertently concealed a deeper
conspiracy. The documents in this collection cannot provide a firm answer one way or
another, but they shed considerable light on the complex issues surrounding one of the
most controversial incidents in American history.

I
n the autumn of 1959, a young American named Lee Harvey Oswald appeared at
the U.S. embassy in Moscow and requested that his U.S. citizenship be revoked.
Noting that his application for Soviet citizenship was pending, he declared, “I take
these steps for political reasons. My request for the revoking of my American citizenship
is made only after the longest and most serious considerations.” During his subsequent
examination, Oswald’s manner was reportedly “aggressive, arrogant, and
uncooperative,” and he remained vague in his explanations, revealing only that his
“principal reason” for defection was that “I am a Marxist.” As it turned out, Oswald never
succeeded in transferring his citizenship, and after becoming disillusioned with life in the
Soviet Union he returned to the United States in 1962 with a Russian wife, Marina. A
year and a half later, President John F. Kennedy was assassinated in Dallas, Texas.
Oswald, who worked in a building overlooking the site, was arrested later that day, but
before he could be tried, he himself was shot and killed by Jack Ruby, a local
businessman with Mafia ties.
For many people, the assassination of President Kennedy remains unresolved to this
day. After a ten-month investigation, the government-appointed Warren Commission—
named after its chairman, Chief Justice Earl Warren—concluded that Oswald had acted
alone. Despite the commission’s rejection of a wider assassination plot, historians,
conspiracy theorists, and filmmakers alike have continued to cast doubt on this
explanation. Surprisingly, given Oswald’s substantial ties to the Soviet Union,
researchers have largely, though not completely, disregarded any significant Soviet role
in the assassination. Instead, attention has centered most often on two closely linked
themes: conflict between the United States and Cuba in the early 1960s and the
involvement of the Central Intelligence Agency (CIA) in foreign political assassinations.
