This pay scale summary was developed by the Workplace Authority and is derived from the above
award as it was on 26 March 2006 as adjusted by the Australian Fair Pay Commission. This
summary incorporates increases determined by the Australian Fair Pay Commission with effect
commencing from the employee’s first pay period on or after the 1 October 2008.

Coverage
This pay scale summary applies in Victoria, South Australia and Tasmania to employers who are
members of the following employer organisations: the Australian Industry Group, Civil Contractors
federation, Master Builders Association of South Australia Incorporated, Master Builders’
Association of Tasmania, Master Builders’ Association of Victoria and Victorian Employers’ Chamber
of Commerce and Industry. This pay scale summary applies in Western Australia to employers
who are members of the Australian Federation of Construction Contractors.
This pay scale summary also applies in Victoria, South Australia, Tasmania, Western Australia, New
South Wales and Queensland to employers listed in the Schedule of Respondents (derived from
the pre-reform award).
It covers employees engaged in or in connection with (including catering and cleaning for or at
premises provided for) the construction, repair, maintenance or demolition of civil and/or
mechanical engineering projects; power transmission, light, television, radio, communication,
radar, navigation, observation towers or structures; power houses, chemical plants, hydrocarbons
and/or oil treatment plants or refineries; silos (except grain silos in Tasmania and South Australia);
sports and/or entertainment complexes; car parks (except car park buildings and car parks within
the alignment of a building); and railways, tramways, roads, freeways, causeways, aerodromes,
drains, dams, weirs, bridges, overpasses, underpasses, channels, waterworks, pipe tracks, tunnels,
water and sewerage works, conduits (including all incidental concrete work/ preparation).
This pay scale summary does not apply to the employment of any building tradesman; or any
builder’s labourer or plumber’s labourer employed on a building or building-type structure which is
for the purpose of housing persons, goods or workshop equipment (other than mechanical or
electrical plant).

Wages
The hourly rates of pay and additional amounts in this pay scale summary have been adjusted in
line with the Supplementary Decision issued on 30 May 2007 by the Full Bench of the Australian
Industrial Relations Commission (AIRC) in the Wages and Allowances Review 2006 – [2007]
AIRCFB 439.
Basic Periodic Rate of Pay – Method of calculation
In addition to the hourly rates of pay specified in Table One – Hourly Rates at 26 March 2006
(please refer to page three of this summary), an employee (where applicable) may be entitled to
one or more of the payments outlined in tables Two – Four below (please refer to pages six and
seven of this summary).
The following steps outline the method for calculating the basic periodic rate of pay payable to
employees included under the coverage provisions of this Pay Scale summary:
Step One)
Add the hourly rate of pay specified in Table One – Hourly Rates at 26
March 2006, to any relevant additional amounts to which the employee is
entitled from tables Two – Four below;
Step Two)
Round the sum of the figure calculated in Step One, to the nearest ten
cents;
Step Three)
Add to the figure calculated in Step Two, the amount of $0.2026 for the
Special allowance.
Step Four)
To the figure calculated in Step Three, add the relevant increase in
accordance with the Australian Fair Pay Commission’s Wage-Setting Decision
No. 1/2006 as outlined in the table below:

Step Five)
Round the figure calculated in Step Four to two decimal places (in
accordance with Section E of the Australian Fair Pay Commission’s WageSetting Decision No. 1/2006) to derive the employee’s basic periodic rate of
pay effective from 1 December 2006.
Step Six)
To the figure calculated in Step Five, add the relevant increase in
accordance with the Australian Fair Pay Commission’s Wage-Setting Decision
No. 3/2007 to derive the basic periodic rate of pay effective from the
employee’s first pay period on or after 1 October 2007.

for the highest classification supervised — or his/her own rate — whichever is the highest. A

Australian Fair Pay Commission’s Wage-Setting Decision No.3/2007 and include the amounts
specified in clause 40.4.5 of the 26 March 2006 version of the award for the Industry and Special
allowances.
Apprentices
Apprentice rates of pay are not covered by this pay scale summary.
Frequency of payment
Wages are payable during ordinary working hours of work on Thursday of each week.
In any week on which a holiday falls on a Thursday or Friday, wages shall be paid on the
preceding Wednesday.
Note that the frequency of payment provisions in this pay scale summary do not apply to
employees who are covered by a workplace agreement or contract of employment containing
frequency of payment provisions that provide for payments in respect of periods of one month or
less. Such employees are guaranteed payment in accordance with the frequency of payment
provisions in the workplace agreement or contract of employment.

Pay Scale Summary – Background
This summary sets out basic classification wages, and associated provisions, derived from the
26 March 2006 version of the award. Other conditions of employment (including allowances,
penalties and loadings) may be contained in an award, workplace agreement, contract of
employment, or Notional Agreement Preserving State Awards.
Demonstrated compliance with the details published in this pay scale summary by an employer
bound to observe the provisions of the equivalent preserved Australian Pay and Classification
Scale (pay scale) will be deemed by the Workplace Ombudsman as satisfying the employer's
obligations under the pay scale, provided that the employee is correctly classified and paid for
each hour worked in accordance with the pay scale. The keeping of time and wages records
and the issuing of payslips is required by law and will be needed to demonstrate to the
Workplace Ombudsman compliance with the pay scale.
This pay scale summary provides information about the effect of Australian Fair Pay
Commission decisions. Any questions concerning this summary, or the entitlements of

Transitional Arrangements
Despite the coverage provisions of the pay scale, an employee or employer may not be
covered by the pay scale while the employee or employer is covered by one of the following:

a pre-reform federal certified agreement
•
a pre-reform federal Australian Workplace Agreement
•
an individual or collective preserved State agreement
•
a transitional award (for employers in the federal system not covered by the 26 March
2006 workplace reforms, these will apply for up to 5 years from 27 March 2006).
