Thank you for your pre-application planning enquiry you have submitted regarding
the proposed erection of 6 semi-detached dwellings on the site. Taking into account
your submitted plans, and following a site visit, I can offer you the following
comments and advice.
The principle of developing the site for housing has been established under a
number of previous consents which have proposed a variety of housing
developments on the site. There has been no substantial shift in policy since the last
permission and therefore the broad principle would appear acceptable.
All of the previously approved schemes have taken their access from Sands Close
which runs towards the bottom of the site, however I note from your forms that there
are ownership issues with accessing the site from this point.
I have consulted with our highways officers, and been on site myself, and think it is
highly doubtful that we could support any application which takes its access from
Gleadless Road. Visibility is particularly poor especially owing to the slight bend in
the road, and the presence of the stone boundary retaining wall which abuts the site.
The car parking layout does nothing to discourage drivers from reversing into
Gleadless Road, which is not acceptable, and parking should be to a minimum of 1.5
– 2 spaces per unit so between 9-12 parking spaces to discourage any parking along
Gleadless Road.
The only real solution to developing this site would be to overcome the ownership
issues, and access the site from Sands Close.

enquiry. I would add that the comments are informal Officer advice given without
prejudice the formal determination of any subsequent planning application.
