In 2016, significant works were undertaken at Pimlico including new Public Lighting,

It is our intention to build on these improvements in 2017 when we intend to issue a
brief relating to a Public Realm Improvement Plan for Pimlico and surrounding

To ask the Area Manager to report on all and any correspondence between DCC and
Church regarding the change of use of the Nicolas and Myra Hall from community
hall to homeless hostel.

The Dublin Region Homeless Executive had been endeavouring to identify facilities
that would offer possible accommodation solutions for those persons currently
sleeping rough in Dublin City.
DCC/DRHE became aware of a building at Carman’s Hall, Frances Street that had
not been utilised as a community Centre for approximately 3 years. DCC/DRHE
made contact with the Parish Priest/Parish Council to explore the possible temporary
use of this facility as a Homeless Shelter. DCC officials met the Parish Council in
May 2016 to present on the Pathway to Home model of service for Dublin, how it
operates to provide emergency accommodation and support services for homeless
persons and how quality standards and good neighbourhood relations are a prerequisite for the commissioning and establishment of new facilities.
The Parish then agreed to review the contents of a draft lease provided by DCC and
make whatever adjustments, or insertion of conditions in advance of any agreements
on leasing the facility. Subsequently, following discussion initial first draft terms for
the lease were issued to the Parish of St. Nicolas of Myra on 11th August 2016.
Following discussions between both parties, agreement in principle to proceed was
reached in late August 2016 and the confirmation of relevant aspects of same (i.e.
insurance liabilities etc) was undertaken so that a formal lease itself was signed on
28th October 2016.
This required DCC to proceed with a change of use for the building. Applications for
change of use of buildings would normally be required to be made under the
Planning and Development Act 2000 as amended. DCC considers the provision of
emergency accommodation to meet the immediate needs of the presenting homeless
population in Dublin in winter 2016 to be an emergency situation. As applications for
change of use would otherwise take considerable e time and therefore not deliver the
accommodation in the timely manner required, the Order of the Assistant Chief
Executive (DCC Planning and Property Development Department) (S1814/2016)was
issued on 28th October 2016.

not have CCTV.

The installation of CCTV is normally undertaken after submissions have been made
by the residents of a particular area regarding evidence of ongoing and persistent
anti-social behaviour or as part of a precinct improvement programme. Residents
have to support the installation and it is always subject to funding being available.
CCTV is only effective with the combined participation of the residents and police in
identifying the perpetrators. In the case of Marrowbone Lane, the installation of
CCTV was not, to my knowledge ever sought as the incidences of anti-social
behaviour in the complex are rare.

meet with me for an on site meeting at Claddagh Green, Ballyfermot, so as to see
once and for all the chronic traffic mess that is Claddagh Green. We need to look at a
one way system, additional car parking 1 hour maximum parking, additional litter bins
at this busy location with a Post Office, Supermarket, Chemist etc.

being abused with domestic refuse being dumped in and around this bin. We are
currently monitoring this situation and certainly not considering additional bins for this
location at this time.

I have visited Claddagh Green quite a few times in the past number of months. I’ve
met with Pat Teehan & John Behan of the Ballyfermot area office to witness the
intricacies of Claddagh Green first hand.
The parking situation is not good here with mainly local people & delivery vehicles
showing absolute disregard for the rules of the road. Evidence of illegal parking has
been witnessed on most visits, including Parking on footpaths, parking on double
yellow lines, double parking and blatantly parking in front of dished kerbs with DYLs
across them. This has been reported to Parking Enforcement.
The traffic department would not be in favour of introducing a one-way system as it
would typically encourage traffic to flow at greater speeds and would not contribute to
enhance the road safety for pedestrians and cyclists. It would also create extreme
difficulties for emergency services. The problem encountered / observed on my site
visits would not be solved with introducing a one way system.
The issues observed are of a parking enforcement nature and should be reported to
An Garda Síochana and DSPS.
The only area available for additional parking is the common area between the Youth
Club & the Old Folks’ home.
It is not recommended to alter this area however as it is not the policy of DCC to
remove a public shared facility in favour of parking facilities for individual motorists.
The public amenity is located between the youth club & the old person's complex and
should remain as is in accordance with the Dublin City Development Plan 2016-2022
- To promote built environments and outdoor shared spaces which are accessible to
all.

To ask the Area Manager that Dublin City Council look at the possibility of providing a
community building / facility for residents / children in the Jamestown Area of
Inchicore Dublin 8. It is proving very difficult to retain a strong sense of community in
an area with an absence of a focal point in the area. The volunteers in the community
have run many community events such as street parties, summer projects, however
they need a base. Has Dublin City Council any positive response or can the Office of
Public Works who own a large empty house on their property, be asked to allow for
community usage.

The Community room in Jamestown Court (which is subject to re-development
proposals) is currently the sole Dublin City Council community space in this area.
The South Central Area has received no indication form the Office of Public Works
that its premises at Jamestown Road might be available for community usage. I
understand however that the redeveloped Jamestown Court which will be managed
by ALONE will contain community space/rooms which will be made available for the
local community.

trees in the large containers similar to James Street, Dublin 8, into the Ballyfermot
Road area and look at additional public bins from the old Gala Cinema towards
Grange Cross. This busy area has very little bins compared to other areas of the
community and particularly the retail district.

that these litter bins more than meet the litter requirements for this location.

Consultants have been appointed to develop the Ballyfermot Road Public Realm
Improvement Plan. The initial Public Consultation having taken place on 17th October
2016. Part of the Brief for the Consultants is to consider design measures to green
and landscape the entire route which stretches from the Kylemore Road Roundabout
to the Ballyfermot Community Civic Centre, Ballyfermot Road. Provision of additional
trees will be considered as part of this Plan.
In the meantime 4 Planters, similar to the ones in Fade Street will be positioned to
the front of the Community Civic Centre to enhance the Plaza to the front of the
Centre on Ballyfermot Road.

To ask the Area Manager, can Dublin City Council please explain why the village
area of Inchicore has been allowed fall into disrepair to the current extent. Tatty shop
fronts, closed down premises, short term usage all add to a feeling of a rundown
area. I can remember as a child Inchicore was a busy area with shoppers, whilst
those days are probably over, there can be a pleasant experience in this historic area
if we provide proper planning, allow some units who have no longer a commercial
use, to be turned into residential units and a shop front competition, concession on
commercial rates to allow the area regenerate.

The City Council is developing a comprehensive Active Land Management approach
to vacant properties in order to boost regeneration throughout the city including urban
villages such as Inchicore. Essentially this is about the City Council being more
proactive in its approach to vacant properties.
Also, the Urban Regeneration and Housing Act 2015 requires the City Council
beginning on 1st January 2017 to establish and maintain a publicly available vacant
site register and to provide for the imposition of a 3% levy of the market value on the
owner for each year beginning with 2018.
The research to compile the Register of Vacant Land is now commencing.
Inchicore is one of the villages identified for Local Environmental Improvement Plans
(LEIP’s) in the Approved Development Plan. A template has been produced to assist
in the making of such plans, a copy of which is attached.
A report will be brought to Council in the near future with proposals on these matters.

The Valuation Office is an independent body responsible for the valuation of property
in the state. Once a property is valued as List Rateable by the Commissioner of
Valuation, Dublin City Council has no option but to collect rates as determined on the
property. The City Council at the Statutory Budget meeting determine the rate on
valuation each year which is applied to the valuation of all rateable properties and
from which commercial rates are determined. There are no schemes for reducing
rates for regeneration of areas.

please replace the white badly worn road markings on the intersection of Cherry
Orchard Avenue and Raheen Park, Cherry Orchard, Dublin 10. This road is well used
by traffic and all too often cars cross this busy junction, we need the lines replaced
and a large stop sign erected.

Chapelizod Hill Road. In the interests to the safety of those using the bridge
overhead, all too often trucks etc struck the bridge due to the height restriction. There
was a barrier here for years but was removed a few years ago resulting in many
vehicles hitting the bridge structure.

To ask the Area Manager, in the interest of good community relations and safety, that
all road closures in the Chapelizod area be notified well in advance to elected
members and representatives of the COVA residents association. Not a week now
goes by with serious traffic congestion with road closures in the Phoenix Park public
roads. Common sense should prevail and residents informed well in advance.

Temporary road closure applications are submitted to Dublin City Council’s
Roadworks Control Unit five weeks prior to the commencement of the closure. After
the traffic management plan has been agreed details regarding the intended closure
are advertised in the newspaper. Details are also circulated to a number of email
contacts with a vested interest in traffic matters. COVA residents association can be
added to this email list but they will get emails regarding every closure in the city as
they arise. Alternatively COVA can use the following link to check what road closures

The Events section have also stated the following – “All Event organisers, which

is scheduled for installation in this dwelling April 2017. At the time of the original
reply, it was anticipated that the timeframe would be 6 months, however due to the
volume of Category A jobs affected this replacement as it was not urgent.

the vicinity of Bangor Road. Arrangements will be made to temporarily dress and

The site of the existing allotments / community gardens to the south of Chamber
Street is zoned Z1 in the City Development Plan “to protect, provide and improve
residential amenities”. The Local Area Plan for the area, also identifies the site for
residential purposes. The adjacent site between Chamber Street and Cork Street is
zoned Z9 (public open space in the Development Plan to provide for a
neighbourhood park / playground over 1.0 acres in area). The objective is that this
park would be overlooked by a housing development on the site of the current
allotments which would provide for much needed housing in the city.
