ESF PROJECTS SUPPORTING INTEGRATION OF IMMIGRANTS in Sustainable growth and jobs 2014–2020 Finland's Structural Fund programme 30.6.2016 1 In this document you can find descriptions of ESF projects which aim at integration of immigrants in Finland. Some projects are targeted at immigrants only while some projects may include other minorities or vulnerable groups, as well. In some cases the projects are targeted mainly at refugees. First there is the name of the project in Finnish, then in English and the project code in the Finnish national EURA 2014 IT-system Under the name of the project there is the name of the intermediate body and the name of the project promoter. In Finland there are four Structural Fund Centres for Economic Development, Transport and the Environment (=ELY in Finnish). These centres are the main intermediate bodies for ESF. Ministry of Social Affairs and Health funds nation wide projects within the ministry’s field of operation For each project there is a description of the project in English (if available) written by the project promoter. At the end of the document you can find a map of Finland showing roughly where the projects are implemented. In another appendix there is a list of projects showing e.g. from which priority the project is financed, what is the implementation period and some financial information on the project. Since the projects are financed from the programming period 2014-2020 and many of them have started only recently, for most projects no results or evaluations are available at the moment. Työllisyys osallisuuden vahvistajana, Employment reinforces membership (S20006) Etelä-Savon ELY, Joensuun seudun monikulttuurisuusyhdistys ry English summary will be provided later. Tarve työllistymistaitoja kehittävään projektiin nousee huomiosta, että monikulttuurisessa yhteiskunnassa sosiaalinen osallisuus rakentuu usein työllisyyden kautta. Täysivaltainen sosiaalinen osallisuus edellyttää sekä kansalaistoiminta-, työnhaku- että kielitaitoa. Työllisyys osallisuuden vahvistajana -hankkeessa keskitymme tukemaan työnhakutaitojen kehittymistä. Projektin tavoitteena on, että: 1) maahanmuuttajataustaiset henkilöt oppivat monikulttuurisen yhdistystoiminnan kautta myös työelämässä tarvittavia taitoja. 2) olemassa olevien työllistymispalveluiden ulkopuolella olevat ihmiset saavat tukea työllistymiseen, Hankkeessa uutuusarvo syntyy kansalaisyhteiskunnan kontekstissa tapahtuvasta työnhakutaitojen kehittämisestä. Hankkeen kohderyhmänä ovat maahanmuuttajataustaiset henkilöt, jotka eivät suoranaisesti ole TE-toimiston asiakkaita. Projektissa on kolme keskeistä toimenpidettä. Toteutus jakaantuu kahteen osaan. 1. Intensiivinen työnhakuklubi maahanmuuttajataustaisille henkilöille: Järjestetään yksi intensiivinen työnhakuklubi, jossa kasvatetaan työnhakutaitoja sekä työelämätietoutta. 2. Ohjaus: Työntekijä ohjaa maahanmuuttajataustaisia toimijoita heidän omien työllistymiseen liittyvien ideoidensa eteenpäinviemisessä. JoMoni ry yhdistyksenä tarjoaa harjoittelupaikan joko koulutuksessa tai työkokeilussa olevalle maahanmuuttajataustaiselle henkilölle. Harjoittelun aikana harjoittelijaa ohjataan käytännön työelämätaidoissa. 3. Informointi ja osallistaminen: Hankkeessa järjestetään kaksi kesätyönhakuun keskittyvää työpajaa. Tilaisuuksissa saadaan neuvoja työllistymiseen sekä opitaan aiheesta itse tekemällä. Hankkeen kiinnittyminen horisontaalisiin tavoitteisiin totetuu siten, että erityisesti sukupuolinäkökulma on huomioitu hankkeessa. Olemme tietoisia erilaisista sukupuolierityisistä seikoista, joita hankkeemme toteutusympäristöön liittyy. Näitä ovat esimerkiksi sukupuolittuneet työmarkkinat ja naisten heikompi näkyvyys yhteiskunnallisessa keskustelussa. Hyvinvointiin hanke kiinnittyy suoraan, sillä se edistää maahanmuuttajataustaisten henkiöiden hyvinvointia osallisuutta vahvistamalla 2. Info Gloria - Maahanmuuttajaneuvonnan kehittämishanke, Info Gloria project for developing information services for immigrants (S20051) Keski-Suomen ELY, Keski-Suomen Yhteisöjen Tuki ry One service form which supports immigrants' integration is easy-access information services. Info Gloria – a project for developing information services for immigrants is looking for a solution to organize high quality and well functioning easy-access information services in Jyväskylä and Central Finland. The project also aims to strengthen municipality workers' multicultural skills through trainings. The aim of the project is to create permanent information services for immigrants by developing face to face services, long distance services and training for immigrant advisors. The need to develop immigrant information services exists because in many cases people have a lack of information when moving into a new country or a new city about how to proceed with residence permits, social security issues, jobsearch etc. and even about what services are available. In Central Finland there are already more than 6000 foreign language speakers with more than 90 different native languages. 7 The aim is to establish permanent immigrant information services in Jyväskylä and use the new technological solutions (for example long distance services) to offer services also to small nearby municipalities. The project involves developing an immigrants' information service (Info Gloria) which has been started in Jyväskylä to respond to the needs of immigrants from different language groups. The aim is also to develop training for immigrant information advisors and the city's public information services on how to respond better to immigrant customers' needs. The result of the project is an easy-access information service utilizing new technological solutions (long distance services etc.) completing face to face, phone and e-mail services. Regardless of the language that a customer is speaking or what is the reason for his or her arrival to Finland, he or she is going to get advice and instruction for his problem from the immigrants' service point and guidance on how to move forward in the service system. The goal of the project is to organize stabilized information services in the nearby area which genuinely work and are organized in co-operation between different operators. Functioning and easy-access information services help the integration of those who have moved to Finland. During the project the municipality workers' multicultural special skills will also improve. Results Info Gloria -a project for developing information services for immigrants was created in order to offer reliable information on immigrant’s rights and duties in the Finnish society and also to offer them general knowledge on how the Finnish society functions. The aim was to develop an easy access information service point that would offer services in several languages in Central Finland. So, the goal of the project would be in creating a high quality and professionally functioning information service point for immigrants. One aim of the project was to make immigrant advisors’ work professional. A training program for making the advisors more professional was created in the project. During the training, for example, following subject areas were covered: moving to Finland, the role of an advisor, living in Finland, social services, housing, finances, health, leisure, studying, interpretation and family. This basic training gave the ground level to advisors in the issues they need at their work in order to understand the customers situation and in guiding them to correct services. Project advisors felt that their professional identity grew and that they got a better understanding of their service field. This was one way to help the advisors’ grow their professional identity and to unify a field that does not have a common job description or a job title. Also a project aim was to develop information guidance services by using technology (e.g. Skype). This aim got only started during the project. There were discussions with some of the municipalities about establishing a long distance guidance point via Skype but this did not actualize during the project. However, the Thai language immigrant advisor stayed one month in Thailand and gave services from there via Skype. Customers felt this kind of service easy. Yet, it would take a longer period of time testing information guidance via different technology before one could say if it is manageable to use technology in immigrants’ information guidance. Additionally, the project aimed at developing and growing the multicultural skills of municipality workers by organizing training for them. Two full-time (7 hours) and two part-time (2 hours) training sessions were organized. Altogether there were 143 participants in these trainings. The participant came from several different sectors: municipality workers (from Jyväskylä, Äänekoski, Viitasaari and Saarijärvi), government workers (from magistrate, police and ELY) and third sector workers (from organizations, associations and cooperatives). 8 The project achieved its quantitative requirements. Additionally, 36 % of contacts were entirely new which meant that the person had not contacted the information service point earlier. The project workers also noticed that the guidance had some qualitative impact on customers. Through the guidance customers were able to form a solid picture of the services available to them and of the different processes in the society (like different benefits). Also, timely guidance prevented problems from manifesting and accumulating (e.g. bills payed in time would save a customer from a getting into debt). The support received during the guidance had grown some customer self-esteem so that they had more confidence in handling their matters by themselves. The project results show that there is a need for easy access information guidance point in several languages in Central Finland area. There is both a quantitative demand for the service and it can be seen doing preventive work as well. Additionally, the asylum seekers that arrived during the year 2015 (Central Finland about 2 000 person of which about 660 are believed to stay in the area) will be needing some of the information guidance services (like help in filling forms, leisure time activities or in cultural customs). 3. Monikulttuurinen neuvonta, Multicultural counseling (S20060) Pohjois-Pohjanmaan ELY, Haapaveden Opiston Kannatusyhdistys Multicultural counseling development project will create to the Oulu Southern region a guidance and counseling service corresponding to the regional needs, combining the region's immigrants and employers expectations. The area was previously served by the project “Tupa”, which created a good foundation for the operation and networks, through which activities can be further developed and diversified to serve a wider group of people. The project will operate in all the region's districts and its 14 municipalities. The primary target group will be the employers of the area as well as all the immigrants living in the area, regardless of the length of residence in the country or reason or date of their entry to the country. The secondary target group will be all parties who encounter immigrants in their work, such as authorities, the third sector and church parishes, as well as the original population of the area. The project aims to help employers in the region to take the first step to employ foreign labor and to make issues related to multiculturalism to become a natural part of everyday activities. The project provides employment assistance and integration in everyday life to immigrants, and helps immigrants and employers to meet each other. The aims of the project: 1 One-stop desk for individual advice and guidance service, which serves the immigrants as well as the employers in the region. The advantage of this type of service is a good regional and local knowledge of needs, easiness of integration, regional cooperation as well as readiness of the project personnel to move in the area according to customer needs. 2. Encounters - events in which immigrants and employers can meet each other. Preparations are done for matching type encounters, i.e. suitable “couples” are searched for skilled immigrants and companies. In addition, a common encounter event can be arranged, especially for a specific immigrant group, the idea being that companies need experts, irrespective of the basic education they have. 3. Matching – the right person for the right type of work 9 Matching is a means to ensure that the employee and the work meet with the help of a specific coach. The basic idea is to find suitable pairs among employees and employers. Matching service ensures fast and supported means of recruitment where the employer has access to the work using coach's support when planning and orientating for the employment. 4 Job shadowing Job shadowing (work shadowing) means that the immigrant looks closely at the work the expert is doing when he is working at his workplace. In addition to job shading and tracking the immigrant can try to do the work alone under the supervision of his coach. During the shadowing period the immigrant can see the complete scope of work needed and its contents. The immigrant shadowing and all the people working in that specific workplace will be supported by the coach, who will give advice to both parties in practical issues. During the shadowing period the immigrant will have the opportunity to access to the Finnish way to work and will understand the need for his need for his own needs of training and, on the other hand, the needs in working conditions. At the same time he can also show what he really is able to contribute to that specific work. 5. Citizens’ forums – are events open for everybody, and immigrants and the native population as well as other actors meet each other and discuss current issues. 6. Seminars and workshops in multicultural affairs Employment is one of the cornerstones of integration, and that is why it is very important to invest in employment matters. As a result of the service provided by the project the integration and employment will become easier and faster. At the same time the project activities effectively prevent social exclusion. For employers, the project provides an easy way to acquire skilled workforce and respond to the multicultural challenges oncoming in everyday life. 4. Minun tulevaisuuteni, My Future! (S20070) Hämeen ELY-keskus, Harjulan setlementti ry My Future! -project aims at supporting young immigrants between 17-30 years of age by providing tailored activities and support in order to help the participants to discover their future working identity. The project is carried out by Harjula Settlement Association and Lahti Diaconia Foundation. Also the City of Lahti and Regional Integration Service Point and their experts support the project by donating their expertise e.g. into the planning groups of the project. The number of immigrants is increasing. At the same time the unemployment rate of the immigrants is three times bigger than the employment rate of the original population. Immigrants are clearly in a weaker position to get employed compared to others. The percentage of young immigrants in senior high school education or in vocational education is small due to e.g. poor language skills. In addition the young immigrants know poorly Finnish working life and working culture and also professions. Therefore it is utterly important to target more supporting activities towards this group and especially to younger immigrants in order to help them to find their path towards their future working life. The official supporting activities for immigrants arranged by the city of Lahti and its partners, is not by far enough. There are just too many in the need of more support and the official resources are limited. Therefore more services are needed. This cooperation between the official experts and services and 10 the third sector organizations gives more possibilities for those young immigrants that might be left out otherwise. The short term target of the project is to provide supporting activities for ca. 50-60 unemployed young immigrants. The participants of this target group are often missing a vision of their future working identity as part of the Finnish society and they may not recognize their own strengths and possibilities. By these supporting activities the aim is to awaken and strengthen the participant’s motivation to see their own working life future more positively and also to support the participant’s own initiative in order to achieve one’s personal goals. During the project’s 25 operating months there will be four five month long periods organized. For each period there will be a participant group of 10-15. The project will provide ca. 24 hours of activities for each participant each month. During the project a special focus will be given to the tailored activities such as familiarizing days of different professions and studies through shadowing method. The project will also organize events and training for better understanding of Finnish working life and culture and it provides e.g. culture and religion sensitive physical exercise groups in order to support the participant’s physical health. Also language training will be given but not in a traditional classroom method. The aim of the project is that at the end 80 % of the participants have been moved forward towards their working life path of their own choice or into other supporting activities. The long term goal of the project is to strengthen the participant’s employment possibilities and strengthen the know-how of the Finnish working life in general. The goal is also to mentally strengthen the ability of the participants to face the upcoming educational life and working life challenges. To ensure the success of the project there will be active young immigrants participating not only in the planning group of the project but also participating into the steering group work. Also the project will employ 1-2 immigrants (part-time) to do the outreach work. To ensure to continuity of the work after the project, one of the goals is to plan a service model that would carry on the supporting activities for immigrants in the region after this project. The services can be e.g. produced in the future as part of Harjula Settlement’s Working life Services in cooperation with partner organizations. At the end of the project a report describing the experiences and lessons learned will be produced and it will be delivered e.g. to all Finnish Settlement organizations and also the officials so that the experiences can be utilized when planning new services for this type of target groups and in this type of public-private cooperation. 5. Asiakaslähtöinen palvelumallin kehittäminen nuorten aikuisten tukemiseen monikulttuurisessa toimintaympäristössä (AsPaKe), Client-centered development of service model for supporting the youth in a multicultural environment (CliDeMode) (S20101) Etelä-Savon ELY, Lieksan kristillisen opiston kannatusyhdistys ry A significant proportion of young adults with Finnish or immigrant background excludes yearly from the education and employment because of various social problems. Municipalities strive to alleviate the social exclusion by applying some nationally funded methods of education, social policies and labor market policies. Examples of these methods include rehabilitative work, methods supporting the transitional phase of studies and workshops for young people. There are also experimental projects in many municipalities with focus on prevention of social exclusion of youth, youth unemployment and integration of immigrants. 11 There are currently over 500 immigrants in Lieksa of which 400 have arrived in the country as asylym seekers. As in whole Finland, also in Lieksa the immigrant population is generally younger to the original population. Moderate amount of resources have been allocated to the integration of immigrants, sufficient only for addressing the urgent and acute needs. In addition, few projects have addressed the refinement of quality issues and processes. Nevertheless, there are still problems such as low rate of integration between the immigrant and original populations, attitudes towards immigrants at workplaces and by employers and immigrant integration into Finnish culture and society. Also, a large subset of immigrant population are youth and young adults. Among this subset, the adaptibility and learning potential facilitates quicker integration but unfortunately predisposes the persons to many social problems which can interfere with the integration process. With this application, Lieksa Christian Community College applies funding for development of services and service model for prevention of social exclusion among youth and young adults in a multicultural environment. The aim of the services and model is to prevent exclusion of young people with age between 16 and 25 from education, society and employment. During the preparation phase we have already produced an initial model which will be taken in use immediately when the project starts. During the project the performance, model and the included services will be refined according to the evaluation results from the balanced-score-card evaluation method. The final aim is to produce a model with empirical evidence of its cost-effectivity and high quality. The model to be developed in CliDeMode-project has an emphasis on the post-project application in public or private sector social services. Aim is to apply the model in the Kouvola-region by Valkeala Christian Institute and in Kajaani-area by Kainuu College which both are collaborators of Lieksa Christian Community College. Immigrant population similar to Lieksa exists in both regions. 6. Opin portailla Pohjois-Pohjanmaalla, On Steps to Learning in Northern Ostrobothnia (S20150) Pohjois-Pohjanmaan ELY, Diakonia ammattikorkeakoulu The aim of the project is the promotion of educational equality for under-represented groups through the improvement of educational opportunities available for young people. In Northern Finland, many young Romani drop out of school immediately after comprehensive school or even during comprehensive school. The project searches for solutions to the problems experienced in transitioning from basic to secondary education. Outreach workers meet young Romani who dropped out of school at the transition point and help them re-enter education. Young people with Romani and immigrant backgrounds are under-represented in universities of applied sciences. This project will construct a culturally sensitive support structure to augment the skills required of these young people for entering a university of applied sciences and the project will also establish a respective selection process for social and health studies at universities of applied sciences. The purpose of this is to help people in these groups to transfer from secondary education to universities of applied sciences. The third project goal is the improvement of the guidance skills of the counselling and teaching staff in the area as well as a change in attitudes so that cultural sensitivity and the strengthening of equality and trust among different cultures may be achieved. The project designs a skills-building training course and an online course for career counsellors and other experts functioning as counsellors as well as the counselling staff in different levels of school. The fourth project goal is the establishment and spreading of the designed model through the cooperation of parties and projects that support, implement or study the education and employment of immigrants and Romani. The operational modes 12 designed in the project will remain in use in the participating schools; they will be spread to other institutions of higher learning and other fields. The project will be carried out through the cooperation of Diaconia University of Applied Sciences, Oulu Diaconia College and Oulu Vocational College. The project will also cooperate with organisations that work with immigrants and Romani in Northern Ostrobothnia. The expertise of these organisations will be made use of in the design of the support structure and in the education of the counselling staff. The cooperative network will spread the project outcomes into other schools and other fields of education. The project cooperates with a study by the National Institute for Health and Welfare, Finland, concerning the participation and wellbeing of Romani people, and networks at the national level with several projects that support the wellbeing, employment and education of immigrants and Romani. The key outcomes of the project will include: 1) the fact that young Romani who dropped out from school will have the opportunity to re-enter education 2) a chart of support measures for transition from comprehensive school to secondary education, with operative models to bridge gaps 3) a support structure to strengthen skills required for studies in higher education institutions, starting during secondary studies and continuing until the beginning of UAS studies 4) a skills-building training course, an online course and training materials to improve the skills of counselling and teaching staff to meet and guide immigrant and Romani students 5) culturally sensitive UAS student selection practices for the social and health sector 6) articles and seminar papers as well as 7) a local and national network for cooperation. The project supports the focus area of the Regional Development Plan of the Oulu Region that aims to develop networks and operational models to promote multicultural activities and bridge educational gaps. The project also supports the focus area of the Regional Development Plan which promotes clear learning paths for young people so that they may attain vocational and higher education degrees. The project attempts to prevent young immigrants and Romani from dropping out from school in their educational transition phases. The project increases social and cultural sustainability and equality. It advances equal educational opportunities for young immigrants and Romani, freedom from discrimination, and the application of competences and expertise to benefit regional services and their development. The project also advances gender equality through assisting a greater number of women with immigrant and Romani backgrounds to continue their education to the higher levels. 7. Elämän pitkospuut; opinnollista kuntoutusta teknologian avulla, On a Footbridge of Life: technology-facilitated educational rehabilitation (S20167) Etelä-Savon ELY, Kiteen Evankelinen Kansanopisto The project Footbridge of Life will be carried out in Middle Karelia region, where a clear need for a new type of activating, rehabilitating project through education is needed, since in this region there are, clearly out of proportion to its population, many individuals and groups at risk of being excluded and in need for help in managing their own lives; also, the amount of Gipsy people and the long-term unemployed is relatively high here. Long distances and declining services that are moving further away from the people pose great challenges, as does the fact that services increasingly are taken care of independently via the Internet. The control of individuals over their own lives, as well as decent chances of employment, are declining among people at risk of social exclusion. The Footbridge of Life project aims at creating a unique method and model of educational rehabilitation, one which, at the turning points of life, will promote human well-being such as social inclusion and participation as well as life-long learning, which also will promote and maintain working life competencies and advance halting the mechanisms of social exclusion. Fundamental to the model for educational rehabilitation which will be developed under the project is, on one hand, the pedagogical concepts of educational rehabilitation and life-cycle theory, and on the other, the adoption and 13 exploitation of modern technologies. The second objective of the project is to meet the challenges of the information society by emphasizing the possibilities of information technology both as a significant part in the development of a communal and empowering educational model, and as part of implementing social, empowering education designed for specific target groups. Furthermore, there will be collaboration with the edTechΔ research group in the Department of Computer Science at the University of Eastern Finland (UEF). Individuals participating in the project will be divided into target groups (immigrants, Gipsy people, the long-term unemployed), within which educational rehabilitation implementing information technology will be organised. Communality and life-cycle perspective are strongly emphasised in the shared surfaces where participants from a range of backgrounds and of different ages are working together. Between these interfaces, people’s life stories are compiled through modern information technology, and learning games, based on these stories, will be designed collectively. The red thread of implemented educational rehabilitation is in improving one’s life skills, goal setting skills and skills of planning the future, and that would allow participants gradually to improve their functional ability and working capability. The concrete results of the project are as follows: • Creating and testing a novel model for educational rehabilitation • Empowerment of the participating individuals, promoting their active public participation and social inclusion, as well as improving working life competencies • Developing measures against marginalisation or exclusion of vulnerable groups • Searching modes for a new kind of cooperation between a liberal adult education establishment and research and technology based enterprises utilizing the results of university research • Adapting results of university studies into practical teaching • Advancing the use of educational technology in folk high schools • Strengthening the role of the third sector (social economy) in the activation of citizens and in the prevention of social marginalisation and exclusion Even after the completion of the project there continue to be unemployed people, immigrants and Gipsy people in the region with a need for educational rehabilitation. Therefore, it is our objective to introduce this novel educational rehabilitation model as part of the training provision and study options at Kitee Evangelical Folk High School, as well as to present the model and the practical experience gained from it in newspaper articles, through electronic media and in various workshops and seminars in order to demonstrate our experiences of the model even wider. The technological tools of education, along with the accompanying methods, can be easier and better grasped and built upon both nationwide and internationally. 8. Maahanmuuttaneen nopeaa työllistymistä tukevien palveluiden kehittäminen (MANOT), Development of the services supporting immigrants rapid employment (S20181) Etelä-Savon ELY, Itä-Suomen yliopisto English summary will be provided later. Maahanmuuttaneiden motivaatio yhteiskuntaan integroitumiseen ja työllistymiseen on suurimmillaan ensimmäisten kahden vuoden aikana maahan muuttamisesta, mutta maahanmuuttaneen työllistyminen voi työministeri Lauri Ihalaisen mukaan Suomessa kestää jopa 8–10 vuotta (TEM, Maahanmuuttaja kotoutuu ajan myötä, 2013). Maahanmuuttaneen nopeaa työllistymistä tukevien palveluiden kehittäminen (MANOT) -hankkeen tavoitteena on pilotoida ja kehittää palveluita, jotka tukevat maahanmuuttaneiden nopeaa työllistymistä. 14 Hankkeen aikana pilotoidaan muun muassa Ruotsissa vaikuttaviksi tavoiksi osoittautuneita maahanmuuttaneiden nopeaa työllistymistä tukevia toimintatapoja, jotka suunnitellaan yhteistyössä Pohjois-Savon työllisyystoimijoiden ja alueen työnantajien kanssa jo olemassa oleviin palveluihin soveltuviksi. Pilotoinneista saatavin kokemusten perusteella alueelle laaditaan suunnitelma toimintatapojen juurruttamisesta sekä jatkokehittämisestä. Uusia toimintatapoja testaaviin pilotointeihin osallistuu vähintään 15 työtöntä maahanmuuttanutta työnhakijaa, joiden Suomeen muuttamisesta on kulunut enimmillään kaksi vuotta. Hanke pyrkii tukemaan maahanmuuttaneiden nopeaa sijoittumista työelämään. Pilotointien yhteydessä kehitetään eri maahanmuuttaneiden työllistymistä tukevien toimijoiden henkilöstön osaamista valmennuksellisia menetelmiä hyödyntäen. Hankkeen toimintatapana on kokeilukulttuuriin perustuva toiminta, mikä tarkoittaa nopeaa uusien toimintatapojen kokeilemiseen, kokeiluista oppimiseen, kohderyhmän osallistamista ja kokemusten havainnollistamista. Hankkeen kohderyhmänä ovat maahanmuuttaneille työttömille työnhakijoille työllistymistä tukevia palveluja tarjoavat tahot, maahanmuuttaneiden henkilöiden potentiaaliset työnantajat sekä vasta maahanmuuttaneet työttömät, joiden työllistymisedellytysten parantamiseksi tarvitaan pääsääntöisesti työmarkkinavalmiuksia vahvistavia toimenpiteitä. Maahanmuuttaneen nopeaa työllistymistä tukevien palveluiden kehittäminen (MANOT) -pilottihanke toteutetaan Pohjois-Savossa 9.3.2015–29.2.2016. Hankkeen rahoittajana toimii Euroopan sosiaalirahasto (ESR), jonka kansallisena viranomaisena toimii Pohjois-Savon elinkeino-, liikenne- ja ympäristökeskus. Hankkeen hallinoinnista ja toteutuksesta vastaa Itä-Suomen yliopiston Koulutus- ja kehittämispalvelu Aducate. 9. Osuma - maahanmuuttajien osaaminen ja työllistymispolut näkyviksi, Spotlight on immigrants' know-how, skills and recruitment paths (S20183) Hämeen ELY, Hyria Koulutus Oy The main goal of the project is to develop a model for producing local services that improves immigrants’ employment opportunities. The idea is that the model will be integrated into the everyday functioning of the parties that participate in creating it. The central idea of the model is dense cooperation between the parties creating services that help immigrants find employment in the area where the project is being carried out. As the model is developed and put into function, immigrants will be able to better locate and use the counselling services and educational services that help them find employment. As the model becomes functional, the supply of local counselling services and educational services for immigrants will increase. As a result of all this, the chances of finding employment will be better for those immigrants who live locally. To achieve the above-mentioned main goal of the project, the parties participating in the project will aim at reaching the following partial goals: 1. The project will develop the tools that make immigrants’ transition to working life easier. These tools will enhance their work-finding skills by producing much needed further education and updating education better than before. Thanks to these tools, immigrants’ integration into working life and further into the Finnish society will be achieved better than before. At the same time, the quality and quantity of the tools that municipalities use in the social integration work they do amongst immigrants will be improved and increased. 2. The project will create networks consisting of working life and business operators in order to improve immigrants’ employment opportunities. These networks will be taken advantage of in the planning and execution of the projects that will be carried out within the main project. This will be done in a way that takes into account both employers’ and immigrants’ needs in planning and execution of the projects better than currently. 3. The project will have a positive effect on the operational cultures of both businesses and educational organisations: it will optimize the development of the ways in which immigrants’ 15 earlier learning and expertise is recognised and acknowledged, thus making immigrants’ transition into the fields of education and working life smoother than before. The project will influence the way in which especially the expertise of immigrants with higher education degrees or ongoing higher education studies could be capitalized better than before by local businesses and especially as a resource for companies that are in the process of becoming more international. 4. The executors of the project will share and distribute information regarding immigrants’ employment and improved employment opportunities both within their own organisations, with each other and with other organisations. These other organisations include organisations that provide services or make decisions that either help immigrants find jobs or hold influence in the field of immigrant employment both within the project’s working area and outside it. This will be a pilot project for new kinds of job-finding measures in the working area of the project targeted especially towards immigrants under the age of 30. 2. 1. Cooperation with local employers to help immigrants find jobs: o A mapping model for recruitment needs and skills of the workforce will be created for the use of local employers. This model will include a questionnaire that will be answered by a large number of employers. Some of the employers will be visited in order to study further how they could take advantage of immigrants’ skills and expertise while recruiting. Here, the workforce requirements that the local employers have regarding internationalization and international operations will also be mapped out in order to find out whether the said employers could use the skills and expertise of the local immigrants in fulfilling these requirements. o Matching the recruitment and competence needs of the local employers with the skills and expertise of the local immigrants. This will be achieved by creating a local skill mapping model for the immigrants in order for their skills and expertise to become visible. Previous skills mappings of the immigrant by, for example, the Employment Agencies (TE –toimistot) and the people carrying out the project will be utilized and, if necessary, supplemented. The mapping model for recruitment needs and skills of the workforce and the local skill mapping model for the immigrants both aim at finding out how well the skills and the know-how of the immigrantcustomers of the project corresponds to the employer-customers’ skills and know-how requirements for their future employees. The idea is also to think about and develop measures by which these two could correspond with each other better in the future if necessary. o The process of writing a thesis and practical training processes (in higher education) will be developed and improved in cooperation with the local employers. o Creating an operational model ’From immigrant to entrepreneur’ in cooperation with local companies. This model will be constructed to support and encourage especially immigrants to become entrepreneurs. 2. Boosting immigrants’ know-how and labor market skills: o Increasing the employment opportunities for those under 30-year-old immigrants who have difficulties finding work due to, for example, poor level of Finnish. This will be achieved by piloting workshop type of activities. o Increasing the opportunities of especially young immigrants for updating education and getting qualifications by attending the local learning institutions. o Developing a local mentoring program supporting both those immigrants with higher education and those currently studying for the higher education degree in further strengthening their labor market skills and helping them find employment locally. o Developing study paths that enable the immigrant to achieve eligibility for applying for polytechnic colleges. The idea is that these immigrants would have even better chances of succeeding in their polytechnic studies after completing the preliminary study path. 3. Improving the quality and selection of the services that improve immigrants’ employment opportunities: o Acquiring information on both other experiments that have been carried out in similar projects 16 aimed at increasing immigrants’ employment opportunities and the results of these experiments. Sharing this and other immigrants’ employment-related information and know-how both within the organisations that will carry out the project, between these organisations and also with other organisations that produce related services for immigrants and make decisions in the related areas both locally and outside the working area of the project. o Creating multifaceted self-evaluation and process evaluation models that apply fourth generation evaluation criteria. These will be beneficial to carrying out the project as they will help with the evaluation of how the goals of the project have been achieved. They will also help to fine-tune and focus the action plans and their implementations, which are based on the models. So-called general results achieved by the project: 1. A coordinated, functional, network-based service model for improving immigrants’ employment opportunities locally has been created. The model is based on coordinated division of both work and responsibility between different organisations. The cornerstones of the project are models that have been developed and piloted within the project such as: the mapping model for recruitment needs and skills of the workforce for employers, skill mapping models for the immigrants, the various counselling, support and information services and the process evaluation model, which helps in the process of carrying out the project. The overall model will be beneficial especially for the under 30 immigrant, supporting him or her in finding and using the services that correspond to his or her needs, thus helping with finding employment. 2. Guiding the local under 30-year-old immigrants who don’t have vocational qualification to study either at vocational schools or polytechnic colleges will become efficient, and they will not have to wait for a place to study for a long time. 3. The local vocational school students living within the working range of the project and with an immigrant background will be offered effective support manoeuvres, which will decrease their drop-out percentages. 4. The local employers’ possibilities for internationalization and for acquiring skills and know-how that supports international activities have been improving, as employers can now more than previously take advantage of the international know-how of both immigrants and other local people needed in international work-related activities. Both short- and long-term effects of the project include the following: firstly, that local immigrants, especially those who are under 30 years old, will find support services, counselling services and educational services that help them find employment, and find them easier than before. As an example, immigrant students can write their thesis as a commission for a local employer. They can also do their on-the-job learning period for a local company or an organisation which will obviously help them find employment after graduation, as opposed to the current situation, where foreign students often have to, for example, write their thesis without an employer. At the same time becoming an entrepreneur will be a realistic employment option for more and more local immigrants as their know-how of entrepreneurship increases. The fact that they will receive more help and support if they need it when working as entrepreneurs means that there will be more and different opportunities and possibilites for becoming an entrepreneur. Thus, their chances of finding employment will increase. The afore-mentioned increase in opportunities and possibilities in finding employment is in its part the consequence of the measures that have been taken within the scope of the project. Thanks to these measures, immigrants will become more familiar with Finnish working life. They will make contacts both with local working life and Finnish working life in general, thus getting new perspectives to their employment opportunities and their job-seeking process. The second both long- and short-term effect of the project is that the support services, counselling services and information services developed within the project will benefit the organizations and their interest groups participating in carrying out the project by doing work that increases local immigrants’ employment opportunities and their level of social integration. Thanks to the project, the services offered to the local immigrants will in the future be more versatile 17 than today, which will increase and diversify the supply of local and other immigrants’ educational and employment paths. 10. Ammatillinen kotoutumiskoulutus KOTOMAATTI, Vocational integration training – KOTOMAATTI (S20184) Etelä-Savon ELY, Etelä-Savon Koulutus Oy The access of immigrants to vocational studies has improved somewhat in recent years, but is still not easy for those who have failed to achieve the required language skills during integration training. Language skill requirements vary by sector, and the entrance examination for the basic social welfare and health care qualification is linguistically too challenging for many immigrants. From experiences obtained in training and projects organised by South Savo Vocational College, we have become aware of the need to develop the counselling and instruction related to applying for vocational training. Vocational integration training is missing from the current integration training offering. The Vocational Integration Training project aims at developing new operating models and solutions for supporting - immigrants with existing vocational training and/or competencies from their native country; - immigrants with a field of vocational training in mind; and - adult immigrants with insufficient capabilities to obtain a vocational qualification in applying for and gaining access to vocational training and thus working life. As its own entity, the project will also develop counselling related to on-the-job learning for immigrants in vocational training, since these periods are frequently an obstacle to immigrants in their studies. This will entail providing access to suitable jobs, guidance during the on-the-job learning period, and support and training for workplace instructors in the guidance and evaluation of multicultural students. The aim of the project is to create individual paths to vocational training for adult immigrants with existing training or competence but insufficient language skills. At present, this group has slipped through the net of the current training system. The training developed within the project will differ from preparatory vocational training for immigrants in that it will build on the participants' existing competencies. The students will have existing competencies and experience obtained in their countries of origin, but insufficient professional Finnish vocabulary, knowledge of their field in Finland or understanding of Finnish working life. The language will be taught through a functional process built on the individual needs of students. New learning technologies will be used in the training. The training will not include any general subjects. The project is divided into three work packages: 1) INITIAL ASSESSMENTS In cooperation with employment services, the project's first work package will determine the number, language skills, studying abilities and educational needs of people in the target group. The initial assessments will cover 50–60 immigrants. This process will also be used to test the initial assessment model created according to the Act on the Promotion of Immigrant Integration (1386/2010, Sections 9 and 10). The results of the test will be uploaded to Koulutusportti. 2) VOCATIONAL INTEGRATION TRAINING The project's second work package will develop a new integration training model for the target group, leading to vocational studies. Two groups will be trained with project funding. The first group, consisting of people in the project's target group, will start in the autumn of 2015. Based on experiences obtained from the first group, the selection criteria for the second group can be modified to include, for example, people with no clear idea of which field they would like to study. The second group will start in early 2016 and, depending on the target group, can take the form of entrepreneurship training. The groups will consist of 12 + 12 (+/-2) students. The goal is that 60–70% of participants will gain access to vocational studies or find employment after the training. 18 3) DEVELOPMENT OF ON-THE-JOB LEARNING The project's third work package will develop guidance in on-the-job learning to accommodate the needs of both the student and workplace. In parallel with the training pilot, South Savo Vocational College will begin a semester-long development trial of workplace guidance for adult immigrants in vocational training. Immigrants will be offered in-depth guidance during their on-the-job learning periods, regardless of the funding source of their studies. In practice, this will mean one dedicated employee visiting the students and workplace instructors so as to offer support. Support will focus on the beginning of the on-the-job learning period, preparing for the demonstration of vocational skills, and other challenging situations. Short training sessions will be held at workplaces to improve multicultural guidance, and material supporting multiculturalism will be distributed to workplaces. 11. Maahanmuuttajien kotouttamisen kehittämishanke LAUHA, Project LAUHA: Development of immigrants Integration (S20208) Etelä-Savon ELY, Mikkelin kaupunki The project will be tested and developed a model in which the integration of immigrants and job coaching services will be integrated into the business area of other public services. Customer Workrelated guidance is associated with job training places and it is implemented in everyday life language training. Experiences in living environment are discussed in a group among other education. After that all learning in group discussions are utilized in training places. In addition to language training project will implement job training to ensure immigrants access to services provided in the area. The project selected clients are immigrants whose guidance to labor market is possible. On the other hand customers will also be selected to relatives of job seeking immigrants. With that project is helping immigrants participation to different kind of actions. The customer's point of view on this new servicemodel is that all immigrants are directed from same place. One objective is that language and cultural background are not obstacles too much to use services. Another significant issue is that developing is made in municipalities when the project will have a better chance to take root in practice. From perspective of network the project will provide support to service situations and developing those services. Employers' has the advantage of job training that allows customers trained to work places demands. The project is managed by the City of Mikkeli and Savonlinna town is a project partner. 12. Maahanmuuttajien korkeakoulutus - tie tutkintoon, Higher education for immigrants – a path to a degree (S20218) Pohjois-Pohjanmaan ELY, Lapin yliopisto The aim of the project is to raise the educational level of immigrants living in Lapland through open higher education and thereby to enable them to study at the University of Lapland or Lapland University of Applied Sciences. Another aim is to make sure that the target group has access to sufficient supervision and support during studies at the Open University or the Open University of Applied Sciences. To ensure the smooth progress of studies, the project produces a scheme of preparatory studies that can be personalized for each student. The project creates open higher education service practices for immigrants (knowledge, advice, and supervision services) that have been found useful during the project. It also develops and implements the business collaboration taking place during open higher education studies. 19 The project selects 16 immigrant students to study at the Open University of the University of Lapland (8 students) and at the Open University of Applied Sciences (8 students). In student selection, special attention is paid to enrolling female students because they are poorly educated and thereby run a greater risk than males of becoming marginalized in business life and society. In cooperation with the pilot group, the project creates a model of higher education supervision for immigrants that is then documented, assessed, and reported. Working together with the students, the project will create a personal study plan for each student by planning the preparatory studies, the learning path, and the need for special support. The project drafts the learning paths of the target group and pilots a model of supervision for immigrants. Finally, the model of supervision and the experiences from business life cooperation are modelled and reported. The project’s outcome is an assortment of preparatory studies for open higher education that is based on the student’s individual needs. Another outcome is a model of business life cooperation in conjunction with open higher education studies. The project will pilot and outline a model of higher education supervision for immigrants. During the project, 16 pilot students study at the university of applied sciences (60 credits) or at the university (85 credits) as stated in the entry requirements for degree students. The project will raise the students’ level of expertise and education and thereby improve their employment possibilities. In the long run the project facilitates immigrants’ integration into Lapland and advances Lapland’s business life by enabling immigrants to get jobs or to run businesses. Furthermore, it decreases immigrants’ alienation from society. 13. Kotokoulutuksen kehittäminen, Improved method in cultural and Finnish language training for immigrants (S20225) Pohjois-Pohjanmaan ELY, Arffman Consulting Oy Goal: Developing a new way for carrying out integration training for immigrant. The new way delivers better impact, better service, higher teacher achievement and higher productivity. It will enforce integration process of immigrants for them to become active members of Finnish society. The new way of delivering training services improves equal opportunities for education, so that after the training immigrants have better (and more equal when compared to Finnish origin people) opportunities to enter Finnish work and educational societies and units. Actions: development on integration training, which more efficiently takes in consideration different learner and teacher styles and which is more engaging both pedagogically and didactically. The project will develop learning platforms adapted to different phases of the process. These platforms support student driven learning individually, learning cells and large group context. As a support to the project a pilot training programme will be carried out, using the developed platforms and system. Outcomes and experiences are registered and monitored for future development purposes. Results: New pedagogic and didactic model, which ensures the achievement of integration training. Students, who have gone through the new programme are better ready for worklife and/or vocational (or other) studies than what they would be, had they gone through the traditional process. 14. Kotona Suomessa, Home in Finland (S20251) Hämeen ELY, Etelä-Savon ELY, valtakunnallinen The Home in Finland –project aims at developing high quality integration services for the initial and later stages of the integration process in order to enhance the participation of immigrants and their access to education and employment. Currently, the integration services are not available at the initial stage to 20 new comers to the extent meant in the Integration Act. Some of the new comers don’t even receive the basic information on the society. Also, the new comers’ transition ns from integration training to education and employment need to be strengthened. Furthermore, there is no continuity in the processes within mainstream public services and, hence, the cooperation among the practitioners need to be enhanced. The Good Start –subproject aims to develop a integration service model, which would reach all new comers and would support their transition to the other services / employment. The Good Path – subproject develops a strong and coordinated local and regional cross-administrative cooperation for the later stages of integration. The Good Start –project develops a service model for the very beginning of the integration for all migrants above 17 years of age. The service model will include guidance and counseling, initial assessment of skills and knowledge and initial integration training. Equal accessibility of services is enhanced by developing guidance and implementing the above mentioned services in cooperation between municipalities and TE offices. The project will also develop tools to strengthen the role of NGOs and to enhance cooperation with employers. The project also develops models for organizing integration training for immigrants at risk of falling out of services. Experiences gained out of pilot projects are used in order to design a good practice model for integration services at initial stage. The Good Path –subproject aims at extending nationally the activities of the Center of Expertise in Integration, based in the Ministry of Employment and the Economy. The subproject will develop cooperation between various administrative sectors, enhance knowledge and develop networks and processes between various actors across municipal, regional and occupational boarders. Seven regional coordinators will be located in ELY –centers (Economy, Traffic and Environment). The coordinators identify training needs of the actors working in the public sector and within NGOs, they also identify good practices and effective processes and disseminate research based information and statistics. The effectiveness of integration practices is enhanced by communication, training and clear processes. Immigrants’ access to initial services and following steps to other services and /or employment is improved by an effective service model at the very beginning of the integration. Understanding on the various needs of migrants and knowledge on good practices, efficient processes and useful data and research results are communicated between different levels of administration and various actors. Also, a variety of needs in services in the integration sector on both local and regional level can be taken better into account. The project’s long term impact is improved equality and better quality and efficiency of integration services nationwide. In the long term, the project will improve the wellbeing and equality of immigrants in the Finnish society. 15. LEIJAT, Kite (S20286) Etelä-Savon ELY, Lieksan Somaliperheyhdistys ry About 500 immigrants live in the city of Lieksa, 420 of them are local refugee inhabitants. The number of refugees has been continously growing due to the permits granted on the base of family ties and due to population migration inside the country. There are dozens of immigrants who are not participating in any educational programme. Besides, there are groups of immigrants who study but they have lack of energy as well as certain difficulties in learning things, neither are they able to organize everyday life. Families with children and working age people that belong to different age-groups, should be taken into account, preventive measures should be taken in order to avoid their isolation or making them aliens in the society. Measures must be taken to get closer contact and peronal approach to mentioned 21 immigrant’s group. Every day problems don’t arise within the office hours neither can they be handled in the office, there is a need and request for support. Social service Integration-office has been in charge of taking care of immigrants living in the city of Lieksa at the first stage. There have been enormous challanges in the intergration process, such as: considerable cultural differences, information processing and information delivery to the target group in a right and understandable way, intergation into society of people, who have recently moved in the country, has been another challange. Intergration has been difficult for every age group, especially for those who are in the working age and older people (50- 55 years old). There is a need and request for integration facilities’ development, new services, new ways and models should be considered. Somalian Immigrant’s Family Association ry has been actively working in the city of Lieksa. More than half of the immigrant’s population are the association’s members, total number of its members is 280. The association has a small office where language and cultural studies are arranged for women, children and families by volunteers. Immigrant’s skills and role in delivering the integration activities should be strengthed and encouraged and they should be considered as integration service providers! The goal within the duration of the project is to figure out the skills and knowledge that immigragnts possess for them to provide integration services furhter. During the project time immigrant’s associations skills will be improved and the number of members will increase. The goal is to create a place open for everybody in the region of Rantala where services provided by immigrants will developed and will offered for all the inhabitants. The project will take advantage and use the good results achieved by Rantala project in the 1990s. As a result immigrants organizations will be enough competent and reliable to provide integration (purchase) services. Services will be commercialized during the project time. The particular target group of the project is:families with parents in need for help (maturing children in family), families with integration need (those who have recently moved to the country), older people of working age who have moved to the country (who have no families to help them). 16. Esiselvitys järjestöjen roolista kuntalaisten yhteiskuntaosallisuuden vahvistamisessa, Preliminary report - the role of associations for strengthening citizens' involvement (S20291) Pohjois-Pohjanmaan ELY, Rovaniemen kaupunki The target of the project is to make a preliminary study on the operations of local associations in order to improve welfare of people who are outside from the labour market. The main object is to reduce social exclusion of people who feel insecurity for some reasons especially in target groups as immigrants. Project will find innovative ways to implement the Immigration Strategy for Lapland 2017 and other programs of the city of Rovaniemi. The project will be implemented in co-operation with Rovala Settlement Association, Rovaniemen Seudun mielenterveysseura Neuvokas, Lapin sosiaali- ja terveysturvan yhdistys. Know-how, knowledge and resources of the associations will be taken into account in the strategy and public service implementation processes. The associations have important role in hearing of the voice of local citizens in planning and production processes. Through this method are gathered the knowledge for the report of welfare of citizens and operations based on this knowledge. 22 17. Kansalaistoimijalähtöinen maahanmuuttajataustaisten henkilöiden osallisuuden ja kotoutumisen edistäminen sekä työelämävalmiuksien lisääminen Kuopiossa, Education to promote the inclusion and the integration, as well as the promotion of the employment and work capacity for immigrants in Kuopio (S20294) Etelä-Savon ELY, Kuopion Talouskoulun kannatusyhdistys ry The purpose for the project is to improve the inclusion and the integration of the immigrants and increase their ability to study vocational education and therefore become employed particulalrly for cleaning and household services. The project target groups are the immigrants living in Kuopio area. The aim is to launch the education and accomplish experiences in procedure, which allows: • an immigrant to have the capacity to cope with your life as an individual and the member of the society, as well as teach them the practical skills to manage everyday life and household tasks • to familiarize the participants in Finnish culture • to increase the participants´scope for action as a consumer ans as a citizen • the participants will learn household management by learning skilss to evaluate and compare the purchase of the household goods • the participants will receive the capacity to cope with your life and they have the knowledge and skills to actively seek to further studies to adchieve qualification in vocational education and training • the participants become conscious consumers in a society and adchieve skills for further education and working life Results of the project There will be a report of the project that descripes the aims, objectives, actions and tested procedures of the project Results Education to promote the inclusion and the integration, as well as the promotion of the employment and work capacity for immigrants in Kuopio – project was implemented in the period 08.31.2015 02.29.2016. The purpose for the project was to improve the inclusion and the integration of the immigrants and increase their ability to study vocational education and therefore become employed particularly for cleaning and household services. The project target groups were the immigrants living in Kuopio area. The project was given the working title: immigrant´s steps to the everyday life and work in Finland. The aim is to launch the operation and get experiences in approach, which allows an immigrant background receive the capacity to cope with their life as an individual and as a member of society, as well as practical skills in their everyday life and household tasks, to familiarize the participants in Finnish culture, cuisine and lifestyles and prepares participants for further study and the work life, particularly for cleaning and household services. The project was implemented practically by working in kitchen and the home care facilities. Previous knowledge of the participants or the Finnish language was not taken into account in admissions. Poorly skilled Finnish student or illiterate students were able to learn by observing or teacher showing on the model. The studies were not included in the theoretical studies of the Finnish language, but language learning occurred in practice working. 23 The success of the project was estimated on the basis of the feedback received from the participants and self-assessment. As a result of the project is made report of the operation explain. In the report describes objectives and measures of the project and tested approach. 18. Kaiku, Echo (S20266) Etelä-Savon ELY, Pohjois-Karjalan Sosiaaliturvayhdistys ry The Kaiku project aims to respond to the issues raised by ESF Priority 5 concerning the reduction of poverty and social exclusion. The project shall improve the ability to work and function of those with a weak labour market status and support their inclusion through the use and development of rehabilitation and employment services provided within organisations. The project under application arises from the difficult unemployment situation in the Joensuu Region, the growing responsibility of municipalities in managing long-term unemployment and the narrowing employment potential of the third sector. As a joint effect of these factors, the opportunities of individuals with a weak labour market status to obtain services that support the ability to work and function and find employment have weakened. There are transitional phases between services that often cause a break in the path to employment. The project shall provide a new approach that draws attention to the seamlessness of these transitional phases and finds new providers to produce services that support the ability to work and function. The project shall develop organisations’ know-how in terms of working in partnership with the municipality in the field of social rehabilitation. The primary target group of the Kaiku project are 30–54-year-old long-term unemployed individuals who need support to proceed along the path to employment. The employment processes of the individuals in the target group are often long and comprise of several different services. The project aims to 1. Improve the ability to work and function and the employability of individuals with a weak labour market status 2. Develop an approach in cooperation with the City of Joensuu and non-governmental organisations to construct tailored rehabilitation, education and employment paths for those with a weak labour market status 3. Compile a network of non-governmental organisations providing rehabilitation and employment services that shall provide job opportunities for individuals with a weak labour market status 4. Develop the know-how of non-governmental organisations in terms of supporting the ability to work and function and the employability of individuals with a weak labour market status. Strengthen the role of the third sector in preventing marginalisation. 5. Survey the possibilities to use a service voucher model in the employment activities of nongovernmental organisations Measures related to the aims 1. The Social Services of the City of Joensuu and the Labour Force Service Centre of the Joensuu Region shall refer individuals to non-governmental organisations through the project. Individuals taking part in rehabilitative work activities, work experiments or working with a wage subsidy in nongovernmental organisations shall receive job coaching from the project. During job coaching, they shall receive support as they overcome obstacles in finding a job, improve their readiness to cope with working life and build their path to employment. Training may be included in the periods. There shall be 100 clients during the course of the project. The job coach shall work in close cooperation with the social instructors, non-governmental organisations, employment administration and other parties of the City of Joensuu. 2. During the course of the project, an approach shall be formed to describe the social rehabilitation and employment process implemented by the City of Joensuu in cooperation with non-governmental organisations. The approach shall draw attention to transitional phases, and job coaching shall guarantee that they work smoothly. The approach may also be applied in other municipalities. 3. Non-governmental organisations shall be informed of the various opportunities to arrange rehabilitation and employment services. The formation, meetings and management of a network comprising non-governmental organisations shall be coordinated. 24 4. Training and visits to organisations shall be arranged for non-governmental organisations to develop their know-how in terms of supporting the ability to work and function. The implementation of quality criteria for rehabilitative work activities in organisations shall be supported. 5. The service voucher model of Kuopio shall be consulted and the possibility to implement the model shall be examined by the City of Joensuu together with non-governmental organisations. Outcomes to be achieved by the project The ability to work and function of the individuals participating in the project will improve, and 30 % of them will find a job or training place or seek retirement. As a result of the project, an approach will be created to guide individuals with a weak labour market status to rehabilitation, training and employment activities provided by non-governmental organisations. During the project, a network of nongovernmental organisations will be formed to provide rehabilitation and job opportunities. During the project period, 20 organisations will join the network. The amount of rehabilitative work activities, work experiments, training places and wage-subsidised jobs will increase during the project. The know-how of non-governmental organisations with regards to supporting the ability to work and function and employability will improve. 19. Kaiku – rinnakkaishanke, Echo (S20458) Keski-Suomen ELY, KEHA-keskus The project is established to finance the pay subsidy, training facilities and the vocational training needed in effecting the aims of Kaiku (Echo) –project administrated by Pohjois-Karjalan Sosiaaliturvayhdistys ry. 20. Kielen taidot työllistymisen tukena, Language skills facilitate integration (S20313) Pohjois-Pohjanmaan ELY, Oulun kaupunki Integration is a dynamic, interactive and bi-directional process between immigrants and the indigenous population. Employment is in a key role in the whole integration process, and it is also one of the main factors that are necessary for complete and full social involvement or integration of immigrants, and their participation and contribution to the community. Education is a critical prerequisite for integration, and to be successful in this prospect, promotion of employment and social activity among immigrants require adequate language skills. The goals and acts in this project are targeted for better well-being and social involvement through improved employment of immigrants, which has also been listed in the employment program of the City of Oulu 2013-2016. Municipalities have the general responsibility in organizing the development, planning and monitoring the integration process and its implementation in a local level. These actions take place in the primary stage of the whole immigration process, and last approximately 2 years. This project, for its part, is aimed to the stage after this ‘actual’ or primary integration process period. The target group of this project consists of immigrants, who have already passed the primary integration period, but who still have substantial weaknesses in their language skills especially concerning education or working life, and thus have an elevated risk of cultural or economic marginalization and social isolation. Especially susceptible and vulnerable groups with the risk of alienation or social exclusion are young, female or elderly immigrants, who have poor or nonexistent language skills, e.g. illiterate or without any elementary education. Besides, there is evidence that also studying or working immigrants may still have significant risk of unemployment due to inadequate language skills. 25 The main objectives are to promote employment among immigrants in co-operation with different authorities and instances, to reinforce the competence of job-seekers in the labor market and to activate them in multidisciplinary for better and independent control of their own lives. Language is in a key role in this process. The main goal is to improve the employment and studying opportunities for immigrants to improve their general ability or 'social fitness' through improved language skills. Specifically and individually designed activities and courses are provided, with linguistic and social skills in focus, to support the development of a dependent individual to an independent, socially competent and active citizen. Language teaching is provided in different courses with specifically designed curriculum for various groups with various needs, to meet the individual and diverse needs for language skills in studies and in a working life. In addition, virtual learning environment is created to serve as support and a tool for contact teaching. It also enables better individual and differential teaching, while it also serves as a testplan platform for developing courses for specific groups and in specific themes. In the project, the responsible organizer is the Multicultural Center of the city of Oulu, Villa Victor. Cooperation partners within the city organization are Employment Services and the Educational and cultural Services. Outside partners are TE-services (Employment and entrepreneurship center) and the University of Oulu, local enterprises and associations. 21. Taidevaihde – Kaksisuuntainen kotoutuminen nuorten tukena, ArtGear – Two-Way Integration of Young People 2016-2018 (S20588) Pohjois-Pohjanmaan ELY, Lapin yliopisto The ‘ArtGear – Two-Way Integration of Young People 2016-2019’ project meets the challenges of increased immigration. There is a call for activities that integrate immigrants to Finnish culture and equally Finnish young people to a multicultural society. There is evidence that Finnish young people have notable prejudices and racist attitudes towards immigrants. The need for this project and the potential of art-based methods in integration have been verified previously in the project ‘Art Integrates’ 2014 by the Artists´ Association of Lapland and the Cross-art Collective Piste. Art-based methods, such as community art, applied visual arts and performative art are used jointly with social work to support the integration of young people in Finnish Lapland. Art workshops are organised for 9th-grade pupils at schools in Rovaniemi, Kemi, Tornio and Kemijärvi. ‘My Future’ art workshops are targeted towards young people for example through youth centres and immigrant language courses. In the ‘Visible diversity’ workshops, performances and theatre plays will be produced to perform the challenge of integration to the Finnish audience. ArtGear is a project run collaboratively by the faculties of Art and Design and Social Work in the University of Lapland, the Artists´ Association of Lapland and the Cross-art Collective Piste. The artists´ associations are responsible for arranging and teaching the workshops together with students of applied visual arts, art educations and social work from the University. The Faculty of Art and Design will administrate the project and develop the art-based methods though documentation and evaluation. The department of social work will research the integration in the project and aim to increase the use of art in social work. The University is responsible for dissemination of the project results. The art workshops carried out in the project will be targeted toward immigrants who have arrived Finland as asylum seekers and received residency permits. The aim of the project is to support interaction between young immigrants and native Finnish young people, thereby reducing racist attitudes. The results of the project will be the art workshops, performances and theatre plays, video documentation of some of the art workshops, an exhibition and a publication. In the long term, immigrants will gain greater possibilities for employment in Finland through integration, empowerment and participation. 26 22. Topiks – pajayhteistyöhanke, Topiks – development project for workshops (S20043) Etelä-Savon ELY, Etelä-Savon Koulutus Oy The aim of the TOPIKS- project is to develop the co-operation between workshops and vocational training in order to develop the pedagogization of the workshops. The pedagogization of the workshops will provide new possibilities to study some courses in part of the working or training period in workshops. Later on, these courses or moduls can be accepted as a part of the vocational education degree. This project will be carried out in co-operation between South Savo Vocational College, City of Mikkeli and Mikkelin Toimintakeskus NGO. Vocational college "Esedu" and it's teachers will provide guidance to the workshops how to pedagogize workshop training and councelling work. The other aim is to create a model how to connect subsidiased work and labour market training - so called TOPPISmodel. The results of this project will be a permanent and practical model to study some parts of vocational degree in workshops. Also the TOPPIS- model is functioning well after the project and there are simple practices how to take part of the labour market training as a part of the subsidiased work. Project also develops jobseeking and councelling methods after finnishing TOPPIS-training or part of the vocational studies. 24. Yrittäjyyspolku työelämään - EntreEtelä-Savo, Entrepreneurial path to working life – EntreEtelä-Savo (S20374) Etelä-Savon ELY, Mikkelin Ammattikorkeakoulu The aim of this project is to familiarize educated immigrants as well as native Finns with higher education and living in South Savo area towards entrepreneurship. The aim is the promotion of employment in such a way that the target groups mentioned before would improve their opportunities in terms of being able to start their own business. These conditions will be developed through a new type of short-term coaching approach for entrepreneurial training. In addition, the aim is to support the integration of immigrants to South Savo area, which is partly being enhanced through interactive training methods, as the group contains people both with Finnish and 27 immigrant background. The project will promote networking and cooperation between different actors particularly involved in entrepreneurship. Furthermore, the aim is to provide the participants with the basic skills and knowledge of becoming an entrepreneur and to create different, unique paths to employment through the entrepreneurial coaching model. The project increases the participants' level of expertise and professional skills regarding entrepreneurship. In addition, the aim of the project is to increase the cooperation among the higher education institutions in the region as well as among the other actors, especially in the field of promoting entrepreneurship. The implementation phase of the project includes two training packages, both of which are carried out for two groups: the South Savo resident immigrants and native Finns. The training is tailored for these two groups, taking into account the special needs for both. The training includes classroom teaching, individual guidance and coaching as well as utilising modern learning environment, in order to better take into account the sparsely populated areas of South Savo. As a result, the participants' capacity to act as entrepreneurs are growing and they have up to date information about e.g. the business environment and entrepreneurial mindset. In the long-term, the aim is to improve the situation of educated people living in South Savo especially regarding their opportunities to work as entrepreneurs. In addition, the aim is to make South Savo an attractive place for immigrants, as well as to affect the employment of skilled immigrants and thus their permanent integration in to the area. In the long term, the aim to influence the region's vitality, competitiveness and employment through the increased number of entrepreneurs in the region. 25. Rinnakkaishanke Topiks (työvoimapoliittiset toimet), Financing project for TOPIKS - development project for workshops (S20376) Etelä-Savon ELY, KEHA-keskus The project is established to finance the vocational training needed in effecting the aims of "TOPIKS development project for workshops" administrated by South Savo Vocational College. 26. Hanhikivi-jatkoyhteyshanke, Hanhikivi Connection –project (S20389) Pohjois-Pohjanmaan ELY, Raahen kaupunki Sustainable growth and jobs 2014-2020 – Finland’s structural funds program and its priority axis 3 states that in the program “integration-promoting models and procedures will be developed and commercialized, access to services and identification of basic service needs will be improved in order to better integrate immigrants”. The funded projects measures include “developing services for those who have immigrated to Finland and supporting integrating measures and the creation of an interadministrative integration work support structure”. In Hanhikivi Connection –project these types of services are developed in cooperation with public and private sector operators. This is acutely necessary in the region due to the plans of the nuclear power plant construction to Pyhäjoki and the expected arrival of vast amounts of foreign employees in to the area. Hanhikivi Connection project continues the regional preparation measures for the Fennovoima´s Hanhikivi 1 nuclear power plant project in Pyhäjoki. The main activities will focus on planning the services, processes and procedures of the service center which will be built in Hanhikivi. The service center will provide services for the arriving construction site workers. The objective is to enable controlled registration of the workers to all different systems and registers (both government official’s and work site registers). Both Fennovoima and the government officials handle their own data and registers. It is also important to familiarize the arriving workers (and their families) to the services, customs and culture of the region (integration services). The services and processes are planned in 28 cooperation with Fennovoima, public officials (Police, Tax administration, Magistrate, Immigration services etc.) and other public and private operators in the region. Hanhikivi Connection project operates as the coordinator of this cooperation. Another objective of the project is to further develop the regional Infopankki.fi website pages (a tool for integration services for immigrants) which were first published in February 2015. The goal is to utilize the experience and ideas of the foreign employees that already live in the area in order to make the website even better and more useful than it already is keeping in mind the vast amount of foreign workers expected to arrive in the upcoming years. Third objective in the project is to enable constant flow of information about Hanhikivi entity in the region. This includes participating in several working groups that gather regularly in the region. Hanhikivi Connection project also publishes information about the Hanhikivi entity and other major projects in the region in websites and in printed form (i.e. updating the Major projects –website and the Hanhikivi Guide –publication). 27. SFX Svenska (S20408) Hämeen ELY, Helsingin kaupunki The project develops a model for combining swedish language learning with vocational school studies. The model starts off by seeking to combine language learning with studies in practical nursing. In the future the model is intended to be used for combining language learning in Arbis with different kinds of studies at Prakticum depending on the needs of the student. Swedish is the other official language of Finland and the largest number of swedish speakers live in the capital region even though the majority language is Finnish. The Finnish law of integration gives the right to choose Swedish as ones integration language. In the capital region the option has not been available until the first integration course started in Swedish in year 2012. However, the pathway for the students who decide to embark on a Swedish path needs to be further developed. Since the amount of students at the moment is still not that large and the heterogenity of the students is big we need to develop a cost-effective, flexible model for learning swedish and being able to offer individually suited study- and career pathways for the students. Integration in a minority language places an enormous emphasize on the vital need for the student to be offered to take part of all the swedish activities and networks in the region. The swedish speaking networks are thight and well-functioning and can be effective in offering contacts and information about possibilities in Finland. Our aim is therefore to use existing Swedish speaking institutions and organisations in the region and channel students to take part in the normal activities and services that exist for the swedish speaking population. Therefore we seek to in this project to develope our existing service so that they are more compatible with each other to enable us to cooperate effectively in the future to offer as good and varied alternatives for the students. 28. Valmiudet kuntoon, Skills fixed (S20415) Pohjois-Pohjanmaan ELY, Kemin kaupunki The project aims at strengthening the vocational skills of immigrants in Kemi-Tornio area and increasing their chances to become attached to the Finnish working life. 29 The primary target group of the project consists of immigrants with little education and experience in studying. Their basic knowledge and language skills are not sufficient for gaining employment. It is also difficult to recognise their vocational competence and skills. They need personal support, possibly longterm periods of supporting procedures and individually customised employment paths. Objective 1. The first objective of the project is to provide functional education for immigrants to strengthen their vocational skills and improve their language skills as well as other skills needed in labour market. Objective 2. The second objective is to create job opportunities and customise individual employment paths for immigrants with low educational background. The project will have a permanent influence on the integration of immigrants. It will improve their quality of life and strengthen their attachment to the Finnish working life thus preventing their marginalization. Objective 3. The third objective of the project is to develop an operating model for responding to the needs of the job seekers and employers to promote the diversity at working life and the process of twoway integration. The operating model will be developed in the network cooperation. Tasks and procedures At the beginning of the project there will be a selection period during which the need of different kind of services and the personal paths of the participants will be ascertained. The training services, Towards a Working Life –training, will be organized in intense cooperation with the Kemi city labour services and Lapland TE services and they will be available during the entire project. There will be organized two separate courses of labour market training to strengthen the vocational skills of participants: an orientation to social and health care studies and an orientation to environmental studies. The participants of the project will receive cooperative and entrepreneurship training which will be organized together with the Cooperative of Kemi Skilled Workers. The Cooperative of Kemi Skilled Workers is also an active partner in employing the participants. All the training and education are to be given in plain language. With the help of intense communication and personal discussions a cooperative network of operators will be established to provide training opportunities and later on also job assignments for participants who will gain employment via the Cooperative of Kemi Skilled workers. The participants of the project will be supported and guided by personal labour trainers. Results Approximately 60 persons will take part to the project during which they will be guided to participate in the following procedures: - Towards a Working Life –training, 26 persons. - Orientation to social and health care studies, labour market training, 15 persons. - Orientation to environmental studies, labour market training, 15 persons. - After the orientation studies (labour market training) 30 persons will take part to cooperative and entrepreneurship training. Practical training place will be found for 30 persons during the labour market training. After the practical training there will be at least 20 organizations operating in networks. After the labour market training and Towards a Working Life –training thirty persons will take part to working life guidance. Altogether 10 persons will take part to career coaching and to work try-out practices of different lengths. Five persons will be employed with the help of pay subsidy granted for employers. 30 The vocational training and improvement of language skills and other labour market skills will lead to better chances of employment and will also improve the immigrants’ quality of life. Indirectly this project will also increase the well-being of participants’ families. Nineteen persons of those who take part to labour market training will be employed either in the open labour market or by the Cooperative. After the project 34 persons will continue their studies either in vocational education or in Finnish language training. The project will also promote multiculturalism and diversity in working life. The results of the project will have influence on all the operators of the project and cooperation network. Those who need a personal assistant will be helped. To the needs of environmental management will be responded by offering skilled workers. 29. Foreign Lounge (FOLO) (S20416) Pohjois-Pohjanmaan ELY, Lapin yliopisto English summary will be provided later. Maahanmuuttajien kohtaamat työllistymisen haasteet ovat tiedossa. Tiedon puute sekä tarjolla olevista työpaikoista että maahanmuuttajatyöntekijöiden taidoista ja koulutustaustasta vaikeuttavat työsaantia. Verkostojen puuttuminen, erilaiset työnantajien ennakkoluulot sekä maahanmuuttajien puutteelliset tiedot Suomen työelämästä ovat tärkeimpiä työllistymisen esteitä. Työmahdollisuuksien puute johtaa usein siihen, että maahanmuuttajien panostuksista huolimatta integraatio suomalaiseen yhteiskuntaan tapahtuu usein sosiaalihuollon palveluiden eikä niinkään työelämän kautta. Erityisesti maahanmuuttajanuoret ja naiset ovat vaarassa syrjäytyä. Maahanmuuttajien osaaminen on tällä hetkellä vajaassa käytössä ja jää helposti kielitaidon sekä muiden muodollisten vaatimusten taakse piiloon. Foreign Lounge (FOLO) hankkeessa aihetta lähestytään positiivisen psykologian viitekehyksessä. Huomio suunnataan maahanmuuttajatyönhakijan osaamiseen ja vahvuuksiin eikä keskitytä yksinomaan heidän työllistymistä estävien seikkojen poistamiseen Hankkeen tavoitteena on hyödyntää ja soveltaa työnhaussa menetelmiä, jotka perustuvat maahanmuuttajatyönhakijoiden vahvuuksiin ja kulttuurilähtöisiin erikoisosaamisiin. Työnhaku muuttuu aktiiviseksi ja päämäärätietoiseksi toiminnaksi, jota tuetaan mentoroinnilla ja vertaistuella sekä aktiivisella verkostoitumisella. Hankkeen tuomana lisäarvona on uusien työnhauen menetelmien kokeileva kehittäminen. Foreign Lounge -hankkeessa sovelletaan myös maahanmuuttajien lähtömaissa ja maahanmuuttajien työllistymispolitiikassa hyvin onnistuneiden maiden hyviä käytäntöjä sekä kehitetään uusia. FOLO toimii fyysisenä ja virtuaalisena kohtaamispaikkana sekä ohjauksen ja valmennuksen keskuksena, jossa maahanmuuttajatyöhakijat myyvät osaamistaan työnantajille sekä herättävät tarpeen uusille työtehtäville. Sitoutuminen varmistetaan kutsumalla hankkeen kumppanuusverkostoihin yrittäjiä, julkisen sektorin työantajia, kuntaviranomaisia ja työhallinnon edustajia verkottumaan maahanmuuttajien kanssa. Maahanmuuttajista valitaan mentori -koulutukseen henkilöitä, joista osa toimii jatkossa maahanmuuttajatyönhakijoiden mentoreina hankehenkilöstön ohella. Maahanmuuttajien työllistymistä tehostetaan erilaisilla työmenetelmillä. Niiden lähtökohtana on työnhakijan osaaminen, joka tunnistetaan ja tunnustetaan. Tätä varten tehdään erikoistumisstrategiaan perustuva työnhakijakohtainen nykytila-analyysi, osaamiskartoitus, jonka pohjalta laaditaan henkilökohtainen urasuunnitelma, osaamisportfolio. Luovia menetelmiä käyttämällä avataan ovia henkilökohtaisen osaamisen innovatiiviseen yhdistelyyn. Löydetään henkilön kiinnostuksen ja intohimon kohteita. Osaamisportfolio ohjaa strategisesti työhakua. Maahanmuuttajatyöhakija voi myös perustaa yrityksen omalla osaamisalueellaan tai liittyä osuuskuntaan. 31 Maahanmuuttajien potentiaaliset vahvuudet kansainvälistymisessä (kieli, vieraan kulttuurin tuntemus tms.) suunnataan yritysten kansainvälisen kaupan avuksi. Hanke hakee tätä tarkoitusta varten kehittämiskumppanuuteen yrityksiä, joilla on tarvetta vientiä ja kansainvälistymistä auttaviin tehtäviin. FOLON keskeisiä toimintamuotoja ovat kokeileminen ja toiminnallinen oppiminen. Oppiminen tapahtuu reflektoimalla saatuja kokemuksia. Olennaista on kannustaa ja rohkaista työnhakijaa omaan aktiiviseen toimintaan ja verkostojen rakentamiseen ja toimimaan yrittäjämäisesti. Maahanmuuttajien verkostoitumista tuetaan koko hankkeen elinkaareen ajan järjestämällä teemakohtaisia tai monialaisia tilaisuuksia ja työpajoja, basaareja, joissa maahanmuuttajat ja kantaväestö kohtaavat rakentavassa hengessä. Viestintä hankkeen palveluista on aktiivista ja näkyvää. Hankkeen toimesta perustetaan kehittämiskohteesta kiinnostuneiden tahojen sekä asiantuntijoiden strateginen kumppanuusverkosto. Kumppanuusverkoston työpajoissa käsitellään eri teemoja. Työantajien ja työnhakijoiden osaamisen myyntiä ja kohtaamista edistetään matchmaking ja pitchaus tilaisuuksia. Sosiaalinen media mahdollistaa nämä toiminnot joustavasti. Hanketoimijat verkottuvat ja jalkautuvat eri tapahtumiin, jotta tietoisuus osaavista maahanmuuttajista leviää sekä hankkeessa kehittyvä työhaun toimintamalli tulee tutuksi myös kantaväestölle. Välittöminä tuloksina maahanmuuttajat koetaan voimavarana yritysten ja muiden työorganisaatioiden työntekijöinä tai yrittäjinä sekä saadaan näyttöä voimavaraperusteisesta työllistymisestä. Pitkällä aikavälillä hanke muuttaa asenteet positiivisiksi maahanmuuttajatyönhakijoiden ja työnantajien vuorovaikutuksessa. Tuloksena syntyvä työllistymisen toimintamalli juurrutetaan TE-toimiston kanssa tehtävällä yhteistyöllä hankkeen toiminta-aikana. 30. VOITTO – Nuorten ja muiden heikossa työmarkkina-asemassa olevien työllistymisen kehittämishanke, VOITTO - Development project of unemployment for young people and other people in a weak labor market position (S20431) Keski-Suomen ELY, Salon kaupunki VOITTO-project is employment development project for unemployed people who are in weak labor market position. The project aims to help customers to make career plans. Customer groups have a variety of alternative opportunities for increasing knowledge and strengthening life skills and employment. Customer groups have the opportunity to participate in and influence the development of services promoting employment and customer know-how and suitability can be recognized. The project will identify needs of working life and the aim is to find the right person in the right place. Projects crosscutting method is service design process. In accordance with the process of services tailored to different customer groups' needs so that resources are allocated properly and know how to use them effectively. This is needed to allow for the strengthening of working in the target group working knowledge of service design methods and processes. It is important to think about the design of services, what kind of a special way through our services, we can be of help for various customer groups and increase the obstacles that introduce services associated with the point of view of the different situations of the unemployed understanding. Facilities do not develop permanent solutions, development is ongoing. The intention is that the customer participates in the planning of services and get the best possible service and will be heard. Service design process, in addition to project activities will be developed using the Lean approach. Lean aims to improve customer satisfaction, quality, and reduce operating costs. Operators are able to work in a resource efficient and working to develop cooperation in working together. Salo area is a more socially responsible and development is a shared concern of all. The project will develop new, tailor-made solutions for helping and controlling the target group and create a tight and durable partnerships between project participants and Salo area employers. The aim is to conclude co-operation and to develop joint approaches in support target group employment. 32 Labour co-operation is co-ordinated with common rules. The project will be developed for employers to information and training in order to facilitate the recruitment of the target group. The aim is to strengthen corporate social responsibility, for example, through various campaigns in co-operation for example with Salo Junior Chamber of Commerce, Business associations and Yrityssalo. With the help of coordinators and tutors, each target person finds his or her life situation a suitable solution. Behind the project is Salo area industrial restructuring an high unemployment due to the shutdown of the electronics industry. Treatment and control for employment in a weak labor market position of people will develop new, innovative and effective wide-ranging guidance and job creation schemes. This requires multi-disciplinary and open collaboration between Salo actors in the region. The challenges of employment in Salo area are so wide that we need to find good practises, and at the same time between the different actors to make new kinds of initiatives in co-operation, pilot projects and experiments in order to facilitate the matter. High unemployment (17.4% 12/2014, 4400 persons) and changes in the labor market support funding for the municipality shares (after 300 days the socalled payment of a penalty municipalities) create such challenges, which is why operators need to develop new approaches and solutions. Behind the project is a concern for the target group customer volumes and increasing complexity of the problems. The target groups are primarily at the least 300 500 days labor market support received persons. Current service resources of different actors are in these circumstances no longer enough - the need for new initiatives and ideas and open collaboration in order to promote employment, the unemployment situation in order to be effective in the present situation to improve. Through the project, the Salo region will have customer-oriented and effective guidance- and employment model. Model gives easier solution which is suitable for each life situation. Salo area is flexible and meets the needs of the target group to increase opportunities for skills that support employment and inclusion. All actors in the region are aware of the existing alternatives and are able to drive customers with new operating model/ models. The customer service is individually tailored, timely and high-quality – co-operation in working together. Through the project Salo area working life is more socially responsible. It has an open and positive attitude to long-term unemployed, young people and immigrants by offering opportunities to explore, learn, and find job. 31. Rinnakkaishanke Lauha, Non-profit subsidized jobs for immigrants for project LAUHA (S20445) Etelä-Savon ELY, KEHA-keskus This parallel project is set up for funding the subsidized jobs for the clients of development project LAUHA. 32. Erityisnuoret ja digiajan osallisuuden tukeminen monialaisissa toimintaympäristöissä, Youth with special needs and supporting participation in multidisciplinary environments in digital era (S20451) Pohjois-Pohjanmaan ELY, Mikkelin ammattikorkeakoulu The project supports the participation and participation experiences of youth with special needs as well as their possibilities to participate using the media and digital channels. Supporting youth participation builds the youth’s view on their own strengths and supports their ability to work and function in the transitional periods of education and working life. The goal of the project is to develop and apply digitalization in different methods of media participation and education for special youth. This is done in multisectoral cooperation between higher education institutions in youth field, vocational schools 33 offering education for special youth, libraries and different associations. Thus project promotes concrete work-life and educational skills of special youth in digital era and prevents them from work-life exclusion. The project bases on the premise that digital information technologies have become more common and people share more of their experiences and media stories in different online communities. At the same time they produce their identity and social being – and become produced, they participate. Media education has plenty of possibilities to create and develop critical ways to read and view the modern society and produce media content that gets coverage and awakes cultural dialogue. The Finnish Society on Media Education lists opening the media world, media usage and needs for media education of youth with special needs such as visually or hearing-impaired or mentally disablednpeople as a lack of media education and media education research. The society also sees deficiency of understanding the media surroundings and the everyday media world of immigrant youth and noticing it in youth work. The Ministry of Education and Culture sees the development of media education to meet the needs of language and cultural minorities and youth with special needs as a future theme. The specified goals of the project are - to develop the digital abilities for participation of people with special needs to support their growth for education and working-life - to develop, disseminate and implement the practices for people with special needs to influence through the media - to develop and pilot digital learning practices and methods of media participation in vocational schools that offer education for youth with special needs - to develop the teaching of youth work and media participation in higher education institutions - to develop the multisectoral cooperation and knowledge networks working with special youth - to exploit the principals of sociocultural reading in the development of communal doing, reading inspiration and multiliteracy - to promote contents production for people with special needs to influence through the media and to give publicity and an audience for their media products - to enable an easy channel and access to knowledge and the possibilities for citizens to influence the society by piloting methods of on-line youth work - to promote the amount of website translated into easy-to-read and sign language - to develop co-operation between actors in the youth support system and to build local, regional and national cooperation in the competence of the methods of how to influence through the media - to educate actors engaged in youth work in the methods of how to influence through the media and sociocultural reading as well as acknowledging people with special needs as service users The most essential activity is to organize diversified workshops for people with special needs with theme “how to influence through the media”. The workshops that use new methods of media education and influencing through the media will produce contents for national and local forums, open the everyday life and habitat of people with special needs and give a face to individuals targeted by stereotypical attitudes. The youth will learn techniques of influencing through the media, media contents production, opinion making, multi-literacy and social co-operation that all have a meaning in managing education and societal skills. The project will develop the guidance skills of youth workers, library professionals and NGO actors working with youth in influencing through the media, methods of sociocultural reading and encountering people with special needs. The project will create diversified networks and co-operation methods that include libraries, - units of residence for people with special needs, institutes or NGOs, national youth organizations and educational institutes. The project will start a Finnish pilot of the ”Online Homework Help” method of online youth work that has become common for example in the United States. The method provides help for school homework and managing everyday life skills that can be accessed from home. Other good practices will be benchmarked for example in Århus, Denmark where a “homework help” pilot was conducted and will later be transferred 34 into a national setting. The project will acknowledge the status or people with special needs as an audience of information by translating webpages of national NGOs and libraries into easy-to-read and sign language. As a result - the project develops digital educational and work-life skills and competencies of special youth, that also support their transitions between education and work-life - the project enhances and develops the multisectoral cooperation between higher education institutions, vocational schools for young people with special needs, libraries and associations working with young people and media participation - the skills of people with special needs as actors influencing through the media and using multiliteracies will develop - the views of influencing needs and development targets of the living conditions of people with special needs will become visible as well as the voice of people with special needs will become a part of the national discussion on youth participation, rights and future dreams - new ways of influencing through the media will be produced, implemented and disseminated for national public use by project partners - webpages of NGOs and libraries will be translated into easy-to-read and sign language and the benefits for the target groups will be examined - experiences of new on-line youth work methods and possibilities to ease the learning of immigrant and other youth and support acquiring will be gathered and the influence of the project pilots and their possibilities to become national practices will be evaluated - a network using diversified professional expertise will arise and be open for a broader use in the future As an influence of the project the participation possibilities and welfare experiences of youth with special needs will enhance in diversified environments of their everyday-life which enhances equality and possibilities to simplify the transitional periods. The capacities of the professionals and volunteers working with youth to support and enable participation and participation experiences of youth with special needs will develop, and diversified networks that can identify and meet the needs of youth in customer-oriented services and support systems will become more common. Project develops and pilots media education and participation methods for special youth in vocational schooling. 33. INTEGRA - työvalmennuksen keinoin työmarkkinoille, INTEGRA - entering the labour market via work coaching (S20487) Keski-Suomen ELY, Kokkotyö-säätiö In the INTEGRA project a new method of working is developed in the workshops, that will enhance the integration of immigrants in Kokkola region into the Finnish society and increase their possibilities to enter the labour market. In the Project the social and economic situation of the immigrants shall be improved and their employability enhanced by transfering and testing experiences from Oulu region and the ESF Project Naisten Koulu - Women´s school and Miesten Koulu - Men´s School. The target group in the Project is unemployed adult immigrants, whose possibilities to work and manage independently in Finlad are weak. The coaches and workers in workshops and companies,who daily meet with immigrants as well as companies acting as employers will benefit from the Project. The project enhances multicultural development and increase tolerance at working places. The cooperation between organisations and authorities will increase and this will improve the guidance of immigrants to services as well as their employability. As a result of the Project the living conditions, control of life and their capabilities shall improve and their chances to get employed increase as well as their possibilities to get into further education. 35 The long term effects of the Project are more efficient acculturing of the families and as follows better control of the everyday life and wellbeing. During the Project and after the closure of the Project new employment paths can be developed in order to better meet the needs of immigrants. In the workshops a coaching process will be developed which better meets the needs of immigrants. An essential objetive of the Project is to experiment a new model of work coaching and new tailored methods in the workshops of Kokkotyö Foundation. The immigrants will enter the Project non stop and will get coaching in the workshops at the right time. By means of the new method the activation, motivation and commitment of the immigrants to the coaching method is secured and the future employment paths supported. The objective of the Project is to test a coaching method targeted at the immigrants in the workshop. The employment of immigrants is extremly demanding. Language- and other trainings for immigrants are very often on short term basis and seldom end up in employment. In the Project the aim is to develop the methods in the workshops in a manner that in the future the special problems of immigrants can better be identified and addressed when developing the working methods in the workshops. Immigrants enrich the activities in the workshops and in other workplaces and diversify the product and service assortment. The method of working and the experiences from the Project will be disseminated to other workshops in Finland via the Network and association of workshops in Finland 34. Naapuriäiti- toimintamallin kehittäminen, "Neibourghood mothers" model (S20489) Hämeen ELY , Vantaan Nicehearts ry The project aims to develop, implement and mainstream an innovative culture and gender sensitive regional development project, “Neighborhood mothers” working model in the City of Vantaa, Espoo and Lappeenranta. The project will cover a total 8 (eight) neighborhoods, or local areas in the abovementioned cities. The project aims to implement a neighborhood-level empowerment and community building intervention in order to prevent as well as combat discrimination and marginalization of women from different ethnic backgrounds. The neighborhood mothers working model can be used to encourage and help those women who are at risk of exclusion and marginalization, especially mothers, so that they will be empowered to be an active part of the society and orient them towards the working life. The neighborhood mothers working model, in practice, will involve women from different ethnic backgrounds helping another woman from their own communities by acting as a mentor – by giving guidance and advice i.e., in facing their daily social and cultural challenges and in understanding the social services that are available to them. The project will develop a neighborhood-level approach that is tailored to the context of the Finnish society as well as answer the needs of the target group within their own communities. The project will train neighborhood mother-mentors, and will implement the neighborhood mother activities in the local areas by forming mentor-actor pairs. (Actor is a woman from the mentor’s own ethnic community who is marginalized, or at the risk of social exclusion). In addition, the project also aims to develop a cooperation network of local stakeholders as well as to mainstream its model and activities in the locality. This can be done by empowering the community to establish a place where the women can meet on a regular basis or by empowering the women to establish their own Nongovernment organizations. The above-mentioned activities are important, especially in the context of Finland because there are a great number of women whose Finnish language skills are either lacking or inadequate and at the moment, there is no mentoring working model in the country that is implemented for persons within the same ethnic background and/or communities. 36 35. Rinnakkaishanke Valmiudet Kuntoon, Financing project for Skills fixedproject (S20491) Pohjois-Pohjanmaan ELY, KEHA-keskus The project is established to finance employment services of Skill fixed- projekt administrated by the city of Kemi. Skills fixed- project aims at strengthening the vocational skills of immigrants in Kemi-Tornio area and increasing their chances to become attached to the Finish working life. 36. Hyvä alku Pohjois-Pohjanmaalla, Good beginning in Northern Ostrobothnia (S20492) Hämeen ELY, Oulun kaupunki Finland is a welfare state and that means integration services for foreigners are systematically planned and largely provided by municipalities. Initially integration had been planned to cater to the needs of immigrants arriving in Finland due to humanitarian reasons (refugees and asylum seekers). Although the profile of immigrants has changed during the past ten years, it has not resulted in services being adapted to serve all immigrants. In many municipalities, till date, integration services are offered to a select group of immigrants, including mainly refugees. The standard and availability of services differs largely from one municipality to another which in turn drives foreign populations to concentrate in certain areas. In Northern Ostrobothnia region, foreign populations concentrate in the Oulu region and as per current statistics, 60% of foreigners living in Northern Ostrobothnia live in Oulu. Smaller municipalities are also opening up to receiving quota refugees which makes it important to share expertise and experiences from larger municipalities to smaller and vice versa. The project would create a regional and multidisciplinary network of experts on immigrant issues, which would ensure that the quality and scale of services doesn’t differ from one city to another. The project will also develop a unique and adaptable model of integration services which would provide guidance for foreigners via electronic media. The providers of guidance and advice services will themselves be of immigrant background, which will ascertain that experiences of immigrants themselves are benefitted from while designing new services. In Oulu, at present, integration services are provided to quota refugees, asylum seekers who have received a residence permit and to returnees from Russia who have Finnish roots. The aim of this project would be to develop a flexible working model for designing tailor made integration packages, including information about public services, Finnish society as well as language courses, which adapt to the needs of the immigrant group in question. At present, integration courses are provided only to those registered as job seekers with the employment office, the project will fill a gap in existing services by providing short integration courses to all immigrants coming to Oulu, irrespective of their background. Stay at home mothers, disabled, retired, students and working immigrants will be able to receive information, guidance and language education soon after arriving in Oulu. The most important purpose that the project will fulfill is to create equity in services all through the Northern Ostrobothnia region, as, forums and channels will be created for exchanging of ideas and sharing of expertise. 37 37. Urareitti – Korkeasti koulutetun maahan muuttaneen osaamisen tunnustamisen ja tunnistamisen viitekehys, The Career Path - A framework in recognition of prior learning and competencies among highly educated people with an immigrant background (S20495) Pohjois-Pohjanmaan ELY, Hämeen ammattikorkeakoulu Oy Challenges related to identification and recognition of competences, to career path and to transfer of credits make it difficult for highly educated immigrants to embark on career routes, obtain employment and have education. Currently, there are no systematic descriptions or common policies related to how highly educated immigrants could move to various career routes. The project aims to strengthen the accessibility of education and business world for those immigrants and support their inclusion and participation in Finnish society. The undertaking seeks solutions to smoothen up their career routes and, through that, to minimise education overlaps, to provide employment quickly and to orientate them towards further studies. Also full utilisation of competences is aimed at by creating coherent and fully accessible national practices. The main objective of the project is to produce, within the context of technological universities, a framework for the estimation and contextualisation of highly educated immigrants, a framework that can be made use of in the evaluation processes for competences and module planning in further and continuing training. In addition to paying attention to professional and language skills, the framework also takes into account the development of cultural and professional identity in a foreign work culture, both in the case of further and continuing training. The resulting "Competence scale for the field of health care" will be a model with operational principles for identification and recognition of competences possessed by highly educated people with immigrant background. The project evaluates how the ways implemented in educational organisations to identify competences correspond to the recommendations and principles created for the identification of competence. In addition, evaluation of equivalence among health sector degrees and field-specific competence mapping are developed in the project by collaboratively creating field-specific principles for credit transfer of competences otherwise acquired. These principles include the necessary field-specific, module-based further education recommendations. The project also builds training programs on evaluation practices for those who teach people with immigrant background. As its second outcome, the project will produce "Competence paths" for the fields of technology, health care and business as well as for professional teacher education, which also functions as a model that can be extensively utilised in other fields of education and operational environments (e.g., Open UAS, continuing education, preparatory studies). The model creates the general principles for identification and possible recognition of competence and, related to that, it creates module combinations taking into account individual needs. The focus is on professional studies as further studies, on supplementary studies for occupational language, on work culture and field-specific networking as well as building professional identity and self-empowerment from the viewpoint of employment or further studies. The third outcome and objective of the project is a uniform language education model and a continuum of language learning. Language education is initially developed in the region of Southern and Western Finland. In the future, the objective of the language education model is to secure a possibility for immigrants to also develop their language skills elsewhere regardless of changes in regional or national language education policy. In any case, there is a need for language education, and the objective of the language education model is in any case to provide an opportunity for long-term development of language skills. The project aims at developing flexible education models easily adapting to possible changes which universities of applied sciences will later be able to provide as either studies leading to a degree or as separate modules. As the fourth outcome, the project will produce a network-based cooperation model for national educational organisations to smoothen career routes for highly educated persons with immigrant background in the country. 38 As far as horizontal principles are concerned, the project will promote realisation of equality in relation to the mainstream population by strengthening transparency and accessibility to university studies with the help of recognition of competences. National implementation of the project as a joint exercise by various educational organisations supports the embedding of the projects in its context. 38. MOK – Maahanmuuttajien osallisuus Kainuussa, The development of integration of immigrants (S20688) Pohjois-Pohjanmaan ELY, Kainuun Nuotta ry BACKGROUND AND SERVICES The events of the year 2015 and the rising number of refugees around the world reflected also on the situation of immigrants in the region of Kainuu. The number of asylum seekers grew significantly and new refugee centers were opened in Otanmäki and Hyrynsalmi by the Finnish Red Cross. The capacity of the refugee center in Kajaani was raised to 250 and asylum seekers were also accomodated in emergency centers. At the moment the number of asylum seekers in the refugee center of Kajaani is 311, in Otanmäki the number is 107(capacity 150) and in Hyrynsalmi 73(capacity 150). In addition the these there are 50 under-aged asylum seekers placed in two units in the region of Kainuu. The majority of refugee seekers in the region of Kainuu region are young men from Iraq and Afganistan. This project aims at developing the means for activating the target group and for preventing them from social exclusion. The goal will be reached by improving the engagement and by supporting the knowledge on finnish language and the structure and practices of finnish society, the envolvement in societies and the transition to work life through work experimentation. The project aims at finding a regional answer and means for preventing the target group from social exclusion by supporting envolvement in the societies, the knowledge on finnish language and society and the developement of employment management. The strength of the planned action lies in the "low doorstep" practices of the third sector. An actor of the third sector is not an official, which makes it easier to create connections, to solve issues and to get people involved. A regional service network will be developed to support the actions of the project. The network will reach and serve the immigrants no matter which part of Kainuu region they are located. The aim of the network is to develop a regional network as a part of regional local association activities. The continuity of the project will be based on regional co-ordination and local voluntary co-operation that will be supported by strong interaction from planning to execution. As a precondition to the continuity are also the operational reliability, permanence, taking into account of the local conditions and the continuing development of know-how. The developing of the practises in the project of the development of integration of immigrants In Kainuu Region is based on the partneship of associations, immigrants, the public sector (municipalities, employment offices) and companies. cooperation will be expanded to many other actors on the Kainuun region. CONCRETE MEASURES 1. Approach One of the main practises of the project is to get immigrants and natives to act together among different leasure time activities like sports, culture etc. Through this practice our native population, our society and immigrants will learn to face ach other and live together. 39 2. ”Service tray” There will be built a service tray. It consists different opportunities of hobbies that will expand and develop throughout the project. From this tray an immigrant can choose acts that interests him the most. The immigrant will be guided to these acts and this point both the immigrant and the hosting assoiation will be given guidance for the cultural encounter and the special features that needs to be taken into account to. 3. Personal customer service The associations involved in the project are couched to customer service in which the immigrants will have personal guidance and their situations are being evaluated individually. 4. Exploiting digitalization The continuance of the cooperation of the NGO’s will ensure the new forms of co-operation where the new possibilities of digitalization is exploited. The new developed approach will offer new actinf areas to local associations. The training and information will be partly executed by the new means of digitalization of Kainuun Nuotta ry. 5. Partnership The governrmental partnership has a major role in achieving the goals. Exploiting the backgrounds and opportunities will strengthen the personal activation and the progress of participation of the immigrant. In the project there will be built up a special multicultural ”partnership plate” where the activation , participation and employment are the most sensual targets of the main target group. 6. Employment Activation to the participation and voluntary work will build networs in the target group that alongside with the partnership will improve enormously the person’s employment chances. The project acts as a motor to the employment management for the target group. The real work of employment are carried out by the authoritatives and other sectors of the employment management. 39. Hyvä alku Pohjanmaalla - En bra start i Österbotten, A Good Start in Ostrobothnia (S20515) Hämeen ELY, Pohjanmaan liitto kuntayhtymä The aim of the project is to build up an operating model that will be used regionally and nationally and that will help the progress of developing immigrants’ early-stage integration to society and inclusion. The goal is to create a model that can reach different groups of immigrants and answer their needs. Another goal is to detect all possible threats and difficulties on the way to integration and find structural solutions to these in the municipalities and regions, or when needed bring the case to the attention of the national authorities and possibly find models for co-funding. The realisation of seven partial objectives will be applied on different parts of Ostrobothnia according to the municipalities’ and regions’ specific needs. During the project all results, experiences and outcomes will be open for use by local authorities and after the project they will be distributed on a national level. The project intends to make use of results and best practices from earlier development work carried out in Ostrobothnia and Finland, and if needed, also in the other Nordic countries. Respectively the accomplishment of the project “Good start in Ostrobothnia” will be widely spread and its aptitude will be tested and taken to use in all Ostrobothnian subprojects. During the project a uniform model for early-stage guidance and a service package for all immigrants will be produced for Ostrobothnia. The project is targeted to ensure that an initial assessment according to the Law of Integration will be executed when ever needed and an individual integration plan and follow-up will be carried out. 40 Through the organising of service packages for immigrants the project will generate a wide range of cooperation, clarify the different types of participants’ duties and make use of existing recourses in a more efficient way. The project has a customer-oriented approach in developing a module for society and language training for different target groups. Besides that the project will design and implement training for counsellors that will be able to advise the immigrants about wellbeing and the society in the immigrant’s own language. The regional use of these counsellors will also be planned. The project’s task is also to create a model that allows local authorities to get information, in time, about recruitment of foreigners from the employers in the region. This in turn will create the possibility to arrange the needed services immediately after the person has arrived in the region. The project will help the employment of immigrants in the future and support the transition from learning to working life or to other services. 40. Hyvä alku Länsirannikolla, A Good Start on the West Coast (S20524) Hämeen ELY, Länsirannikon Koulutus Oy The objective of A Good Start on the West Coast subproject is to develop and implement a range of services on the West Coast for the initial phase of integration which are available to all immigrants when necessary. The model and the supporting material will be localized according to the needs of the Satakunta region taking into consideration the sparsely populated areas. The model will, however, be applicable nationwide. Key actions include the following: • The planning and start-up of the operation of a helpdesk for immigrants in the City of Pori • Branding of a Welcome to West Coast training package implemented in cooperation by WinNova and Sataedu. • The creation of a Pearl of West Coast game introducing to the area and the services in internet and mobile format. • The dissemination of training, materials and best practices in the Satakunta region as well as in the sphere of activity of the trainers in Varsinais-Suomi and Pirkanmaa. • Information and training pertaining to the project will be targeted both to immigrants and experts working with them as well as to the native population. The objective of the outreach work is to be as efficient as possible in finding persons who, for example, are not clients of the TE office and who do not have the possibility of participating in full-day integration training. Material will be provided to the premises of various cooperation partners containing information about welcome trainings as well as any significant issues at the initial stage of integration (translated) in various languages (Thai, Turkish, Russian, English, Polish, Romanian, Chinese, Spanish, Dari, Persian and Arabic). A start-up version of a Welcome to West Coast game will be created which can later be modified to the needs of various cities and municipalities. The target is that e.g. the library, Satakunta Multicultural Association, residents’ houses and other organisations, offering their clients a possibility to use a computer, may link the game to the desktops of their client terminals and provide guidance in using the game. The mobile version allows many clients the opportunity of using the programme at home and for example when searching information while on the move in the city centre. The project is implemented in cooperation between the City of Pori and organizers of VET and adult education Länsirannikon koulutus Oy WinNova and Satakunnan koulutuskuntayhtymä Sataedu. koulutus Oy. WinNova functions as the coordinator of the project. Important cooperation partners in informing and outreach work are: TE Offices, guidance centres, health centres, outreach work for the youth, hospitals, shops, employers, magistrates, the police, schools, other service point of the city, residents’ houses, Satakunta Multicultural Association, Pori Inter Association, The Finnish Red Cross, Mannerheim Child Protection League, Rotary and Lions Clubs as well as athletic clubs 41 41. Hyvä alku Hämeessä, Good Start in Häme Region (S20525) Hämeen ELY, Koulutuskuntayhtymä Tavastia The project aims to develop a regional service model for the initial stage of the integration of immigrants: an access to services in a flexible, efficient and customer-oriented manner in Häme Region. The project will describe an initial phase of the integration process and service chains between the various responsible organizations. The project aims to reduce potential overlapping in the activities of different organizations. Integration work will become more efficient and its quality will be improve as the service chain becomes more coordinated. Improved integration will guarantee the transition of immigrants into the labor market and improve their integration to the local community. The project uses methods of process work and networking between the service network operators, enhancement of multicultural skills through training and mentoring, and development of new types of integration study modules. The project network consists of municipalities, employment and economic development administration, education and training organizations, the third sector, and immigrants themselves. The results will include identifying and removing blind spots, overlappings of services, clarification of responsibilities and the division of work and efficient communication between organizations. Moreover, integration paths will lead to training modules which provide quick access to Finnish language training and transition to the labor market. The immigrants will participate as active citizens, develop their own services, and they will be identified as resources of globalisation and growth. Gender equality is taken into consideration in the project. Most asylum seekers in Finland are men. For example, childcare demands affect the possibilities of women to take part in education or training. One of the goals of the project is to activate stay-at-home mothers to take part in initial assessment interviews, guidance, education and training. 42. Kotona Jyväskylässä, Home in Jyväksylä (S20536) Hämeen Ely, Jyväskylän kaupunki The city of Jyväskylä has over 5700 foreign speaking residents and the number has been growing by 350 yearly (Statistics Finland). The proportion of immigrants in population growth is 20 to 30 %. At the same time the unemployment rate among foreigners is growing: in 2014 it was 42,2%. At the moment the city of Jyväskylä has no existing model for an initial assessment and inte-gration plan for immigrants and it has not been utilized for the integration of, for example, foreign students, spouses or those working at the university. There is also a lack of systematical counseling for immigrants, providing them information on further education, questions related with job search or starting a business. The ability to speak the language is crucial in the Finnish working life. At the moment, in addition to the official, statutory Finnish courses, tailored Finnish courses for special groups of immigrants are being organized by the Multicultural Centre Gloria, held by volunteers. As the number of participants is growing all the time, the need for language training cannot be met with volunteer forces only. There is an urgent need for a professional guidance for the volunteers and further development of the language training. Furthermore, in order for a successful integration of immigrants, there is also a need for the local actors to work together efficiently and in a coordinated manor. In preparatory work of the Project in hands gender equality has been taken under consideration. The project aims at improving the integration of immigrants by using a model of initial as-sessment and integration plan, increasing the level of knowledge on the Finnish society and work life, providing career counseling in Poluttamo, a developing immigrants’ language skills and giving them personalized counseling on job search as well as creating a platform for local immigrant entrepreneurs for sharing experience. The project also aims at networking local actors in order for a more comprehensive view on the roles and functioning of the different actors in view of integration as well as a more efficient way of working together. As a result the city of Jyväskylä has a functioning and tested model for an initial assessment and integration plan for immigrants, including a model for the most efficient way of sharing information. Poluttamo-model has been tested on sharing information on career counseling. Language training at 42 the Multicultural Centre Gloria has been developed by a Finnish teacher who has trained the immigrant participants as well as volunteers. Immigrants have been given personalized counseling on job search and have been helped in creating contacts with local businesses. A platform for local immigrant entrepreneurs’ has been created. 43. Töissä Suomessa, At Work in Finland (S20586) Hämeen ELY, Helsingin kaupunki At Work in Finland, a common project of the Metropolitan Helsinki region cities, launches "The International House Helsinki " service concept that aims to improve services for newly arrived immigrants, enhances the demand-based employment of immigrants in the private sector, develops counselling concerning employment conditions for immigrants and empowers immigrants associations to promote employment and career development of their members. The project also develops integration training in a way that emphasizes the existing skills and career plans of the immigrants as well as the needs of employers. The project will be implemented by the Cities of Helsinki, Espoo and Vantaa as well as the Helsinki Region Chamber of Commerce, the Central Organisation of Finnish Trade Unions, the Employment and Economic Development Office of Uusimaa region and Moniheli ry - Network of Multicultural Organisations. The project will also co-operate with a wide range of other partners. At Work in Finland project enhances equality principle on labour market. The project takes specially into consideration gender equality with special focus on newcomer women and their access to information, services and access to labour market 44. Töihin Suomeen, Working in Finland (S20598) Hämeen ELY, KEHA-keskus Working in Finland (Töihin Suomeen) –project partners with another project entitled At Work in Finland (Töissä Suomessa 101741)) to develop a package of employment and integration related services that target newcomers residing in the greater Helsinki region. The integration service package developed in the project helps to better organize the early stage services offered to immigrants and to facilitate immigrant labor market integration. Working in Finland –project is conducted by the labor administration and coordinated by the Uusimaa Centre for Economy, Transport and the Environment. The purpose of the project is to develop and acquire through tendering a new integration service package for newcomers which consists of an initial assessment (alkukartoitus), a training period and advisory and counselling services. The services are designed to help immigrant clients make smoother transitions into (further) education, employment and/or entrepreneurship in accordance with the clients’ individual capabilities and skills. Some clients will participate in a 4-5-week training period, which consists of language training and civic education. All those who belong in the project’s target group will receive information on the society and the labor market, which is produced in collaboration with the partnering project, At Work in Finland. As part of the early stage services, an immigrant client will undergo skills assessment and employment counselling in order to identify suitable career or educational paths that match his or her needs and qualifications. The goal is to put to work all the existing models for promoting language learning and employability which utilize (for example) integration training, self-motived studies, entrepreneurship training and NGO- or volunteer-based language learning programs. Some immigrant clients will be able to transition directly to the labor market, so it is essential for their integration process that language studies can be brought into the workplace. Working in Finland develops tools that allow for more efficient use of immigrant skills in the labor market and help prevent ethnic labor market segmentation. In so doing, the project counteracts structural discrimination in the labor market. The starting point for all service planning and development in the project is the recognition of immigrant clients’ prior learning and skills. 43 The project is committed to promoting equality between citizens and genders and to increasing immigrant participation both in education and in workplace 45. Paras alku Porvoossa, Best service in Porvoo (S20613) Hämeen ELY, Porvoon kaupunki The aim of the project is to create a simple and functional model for receiving immigrants in Porvoo to ensure quick integration into Finnish society. The people involved with the project will make use of previously acquired knowledge of working with immigrants and strive to set up an economically effective model, which later can be of use to other communities as well. The needs of each participant will be mapped out, and they will be given individual guidance. To support their integration further, the participants will also receive help from volunteering personal mentors. After completing the Good Start in Porvoo course, the participants will be familiar with important service providers in the city. The course also includes an introduction to the basics of Finnish and Swedish as well as to manners and customs of Finnish society. METHODS 1) To strengthen the cooperation of local institutions (schools, associations, TE-services, immigration services). 2) To arrange the Good Start in Porvoo course three times per year. 3) To map out the individual needs of the course participants. 4) To make the guidance and counseling of newly arrived immigrants more effective, and designate individual mentors for each participant. RESULTS 1) An established model for the cooperation of local institutions involved in immigration issues. 2) A tested model for the Good Start in Porvoo course. Annual number of participants: 60. 3) An individual study plan for the participants of the Good Start in Porvoo course. 4) Improved networks and faster integration for immigrants. Mutual understanding between immigrants and local residents. 46. MASTO – Maahanmuuttajien työllisyyden ja osallisuuden edistäminen, Immigrant women’s employment and inclusion (S20616) Hämeen ELY, Kaakkois-Suomen sosiaalialan osaamiskeskus Socom Oy The aims and activities of the project are: 1. To support identification of one’s skills and competences and complementing them for exploitation them in the Finnish labour market and entrepreneurship 2. To promote the immigrant women to be employed, by preparing them into Finnish practices and different designs of entrepreneurship. 3. To strengthen women with immigrant origin to enhance their empowerment, inclusion and participation as well as cultural knowledge and so prevent exclusion of immigrants. 4. To develop more efficient and qualified processes for immigrant services to be used in multiprofessional networks in target areas. 5. To collect information of the activities of the project, experiences of participants and project staff and results of the project activities to be utilized in development processes during and after the project, especially in developing services and exploitation of good practices. Activities for reaching Aim 1 - The model of entrepreneur counsellor for serving immigrant origin clients will be created and tested (the services will be available in all organizations and regions by telephone or in internet) - Service packages product by entrepreneurs will be conceptualized (the input is collected from several entrepreneurs) Activities for reaching Aim 2 44 - The competence and skill profile of immigrant origin women will be collected, the complementary education possibilities will be collected. The competences and skills will be productized and entrepreneurship coaching will be arranged. Activities for reaching Aim 3 - The local models of activities will be arranged according to the model of The Resource Center for Women including guidance and peer support in individual situations and team versions in clubs. The community can be used also for training Finnish language by teaching and discussions, especially for them who have difficulties in participation in formal languages education programs. The peer support activities will be developed in cooperation with third sector organizations. - “Woman and family living in Finland” – guidance and education package for women with immigrant origin: in this activity the short information sessions will be arranged to women and partly also for their husbands and families about issues concerning women’s and families’ life and living in Finland. The activities support understanding the culture, meaning of adaptation to culture and integrating into Finnish society. These activities strengthen the possibilities and competences to participate entrepreneur coaching and to start working as independent entrepreneur. Activities for reaching Aim 4: Enhancing the cooperation in organizations network - Survey of networks for organizations, operators and actors including the third sector organizations will be done. - Workshops using the value-network-map – method will be implemented for collecting information about challenges in competences, resources, co-operation and service processes and producing solutions to the challenges using the competence and resources of the participants. - The education pathways leading to entrepreneurship of people with immigrant origin will be described and developed to support the person’s progress logically - The suitable education patterns will be served inside the normal courses of local education institutes (not by the grant support) Activities for reaching Aim 5 - The evaluation material will be collected, analyzed and reported to be used partly already during the project and in further development and exploitation of the project results. 47. Etappi työllisyyspalvelut, Financing project employment services – Etappi (S20433) Etelä-Savon ELY, KEHA-keskus The project is established to fund and finance the employment services needed for the Nilakan ja Iisalmen seudun työllisyyshanke/Etappi työllisyyspalvelut- project. 48. Nilakan ja Iisalmen työllisyyspalvelut, Etappi employment services (S20196) Etelä-Savon ELY, Iisalmen kaupunki The Employment project of Nilakka and Iisalmi region is ESF-funded project carried out within the period of 16.6.2014-15.6.2017. It is aimed both to the enterprises (particularly micro-, small- and medium-sized enterprises) which are planning to hire additional labour, as well as to the unemployed jobseekers whose employment has lasted without interruption for more than six months. As a product the project is better known by the name of "ETAPPI employment services". Its operating range is radius of hundred and twenty kilometers with eight munipalities involved. As a whole the project functions on the comprehensive commuting and contact area which is regionally used to known as Upper- and Inner Savo in Finland. The region covers 40 per cent of the total surface of Northern Savo province. The total population of the region is 50 000 and the working-age share of these is 46 per cent. The unemployment rate has steadily been about the range of 15 per cent and the 45 age of average, figured out by the unemployed jobseekers, approaches 50 years of age. One in three of those jobseekers has been unemployed on a long term. The trend of the population of the region, where the project is functioning, will be reduced by 2020 by 6 per cent from its current level. Population structure together with the diversified and relative vibrant industrial sector will cause the critical threat to the development of the region. The aim of the project is to bring such elements to the local practices of employment policy which minimizes so called structural employment. This object the project is intending to fullfill by the next five operational dimension: 1. Promoting multidisciplinary joint service to the practices of employment and determining the emloyment actors locally for the roles that widens paths to the labour market. 2. Searching systematically possibilities of job which is hidden somehow and coaching employees or potential candidates to the job opportunities opened up by this intensive orientation of searching. 3. Arranging the support to the employer that fits the demand of an additional guidance of training on the task involved. 4. Developing tools to verify how the emloyers and employees estimates the qualitative impacts by the employment services produced. 5. Developing the policy how to arrange jointly produced employment services locally with the equal parners involved instead of the solutions based on bureaucracy. 49. Nuoret Duuniin 2017 rinnakkaishanke, Financing project employment services – Nuoret Duuniin 2017 (S20440) Etelä-Savon ELY, KEHA-keskus The project is established to fund and finance the employment services needed for the Nuoret Duuniin 2017 - project 50. Nuoret Duuniin 2017, Youth to Work (S20207) Etelä-Savon ELY, Siilinjärven kunta PROVINCIAL PROJECT TO SUPPORT THE EMPLOYMENT OF YOUNG PEOPLE The employment of young people as their connection to the open labour market is a big social challenge. Despite of the several actions the youth unemployment in Finland is remarkably higher than the common unemployment. Solving this problem needs new measures. According to the Publicprivate-people-partnership -model thinking and acting more partners are committed to become active operators in the measures directed towards the enterprises and the youth. The commitments are necessary and they also exemplify the youth guarantee politics. The co-operational network in this project consists widely of employer organisations, authorities, learning institutions as far as other projects and intermediate labour market operators. Provisionally eighteen municipalities from the Northern Savo province are committed to the payments for the Youth to work 2017 project. These municipalities represent the population of approximately 240 000 people. This project will have its own employees in Iisalmi, Siilinjärvi, Kuopio and Varkaus areas. The main objective in the project is to halve the province´s youth unemployment to the end of the year 2017 in co-operation with other actors from the level it was in the end of the year 2014. The project performs with the co-operational network several measures aimed as well to youth as the enterprises and societies with the guiding vision of prevention and group level. The key part in the project is reaching enterprises, learning institutions, different recruitment events, youth mass events, intermediate labour market operators´ offices, municipalities, reception centres and other target groups considered to be necessary in the point of view of interest groups. All the necessary information of all financial and other forms of support as well as the project stimulants in the project to help the progress of the youth employment can be delivered by reaching the regional 46 enterprises. In addition to that, reaching the enterprises can be solved the preventive factors of employment and activate the wide potential of hidden working places in particular in the regional micro enterprises. The projects reaches yearly at least 2000 enterprises. In the learning institutions inspirational but realistic view of the priority on the open labour market are given to the graduating age classes which are extensively informed about the concrete means of promoting their own employment as well as introduced about entrepreneurship as a positive option. Also employing but less popular branches are brought up supportively in non-vocational schools according to the exact material for that purpose. The project develops yearly in the schools at least the abilities of 1000 young people to gravitate to the use of the open labour market. In co-operation with the partners there are regularly organized regional and theme recruitment or matching events which bring together the enterprises seeking employees and the job seeking professional and academic youth. There are already good experiences about that sort of actions in the Northern Savo Province and therefore this kind of work is intended to be expanded significantly. Also the project’s electronic server works as important job application channel in the sense of integration. In the implementation of the matching events the project co-operation is effective with the entrepreunial regional career services. Yearly jobs are found for several hundreds of young people in the Northern Savo Province. The key actions and the supporter of the other actions in the project are a multi-channel, activating, confidence building and encouraging communication. It is implemented by the project’s own and the cooperators’ channels, by reaching widely different places as well as with paid advertisements in the regional media. The media is encouraged to journalistic activity. Once a year the project organizes a solution-oriented theme day for the youth employment which aims to be a concrete working method to strengthen the consensus of the employment operators and effective employment operations in the Northern Savo area. As the consequence of the project and the other employment operators’ work the youth unemployment is halved to the end of the year 2017. Public-private-people-partnership –model has become the main way for acting. The employment actors have in a new way succeeded to join their resources so that the employment-effecting benefit has been maximized to the area’s youth, enterprises and societies. Preventing, group level and multi-operational produced, to the time needs best responding employment measures have become the current good practice in the area. This enables the resources to be allocated to the youth needing individual actions, too. 51. Opin portailla Satakunnassa, On Steps to Learning in Satakunta (S20558) Keski-Suomen ELY, Diakonia ammattikorkeakoulu The surprisingly large number of immigrants and refugees requires also swift reaction from the field of education to support the integration processes. Many immigrants and refugees have already been professionally educated in their home countries and have been employed in different fields. Their integration and motivation to study the Finnish language can be strengthened with the project On steps to learning in Satakunta. The aim of the project is to produce easily accessible digital information on educational opportunities in Finland for immigrants and refugees. The information is produced in essential immigrant and refugee languages such as Arabic, Dari, Persian, Kurdish, Turkish, Russian and Somali. On web pages, educational opportunities at the secondary level and the university level are presented, and they are accompanied by video presentations on ways of studying and practical training periods. In addition, the videos give examples of jobs that representatives of different professions typically have. Another aim of the project is to create a culturally sensitive supportive structure promoting university studies proficiency which facilitates the smooth transition of the students with immigrant backgrounds from secondary level studies to university of applied sciences studies. It will also give them excellent readiness for the use of devices and applications needed in online and multiform studies. 47 The project increases co-operation between instances and projects supporting, implementing and researching the education and employment of immigrants. The project facilitates the integration and purposeful settling down of people with immigrant backgrounds in places of education and improves their educational equality by bettering their university studies opportunities. The digital material developed in the project is easily distributable for national use, for example, in reception centers and as a part of supportive actions of integration. The courses of action created in the supportive structure will be usable by educational institutes and can be utilized in other universities and secondary level educational institutes. The project has been planned and is implemented as networked co-operation between Diaconia University of Applied Sciences, Satakunta Educational Conglomerate SataEdu and Länsirannikon Koulutus Ltd. WinNova in Satakunta. The content of the digital material is produced as learning assignments of interpreter students coordinated by the lecturer in community interpreting at Diaconia University of Applied Sciences, and the Russian material is produced at SataEdu. The language versions produced by the students will be checked by experts in the interpreter center. Diaconia University of Applied Sciences will be responsible for updating the digital material once the project is over. The project is in close co-operation with organizations involved with immigrants. These include, for example, reception centers in Satakunta, the Finnish Red Cross, Rauman seudun katulähetys ry (Rauma Region Mission Association), Satakunnan monikulttuuriyhdistys (Satakunta Association of Multiculturalism) and Nuori Pori 2100 ry (Young Pori Association). Their expertise is utilized in creating the supportive structure in the project and in planning, taken into use and distributing the digital material. The central results of the project are: 1.Digital material about educational opportunities in Finland in central immigrant languages (informative web pages, videos about education and being employed in different professional positions). 2.A supportive structure strengthening readiness for university studies and skills in online and multiform learning, beginning during secondary level studies and continuing until the beginning stages of university of applied sciences studies. 3.Info sessions, articles and seminar material on the results of the seminar. 4.A co-operation network and social media interaction with instances supporting, implementing and researching the education, well-being and employment of immigrants. The project facilitates the immigrants’ seeking education and prevents young people from being excluded from the educational path at the transitional point between educational stages. It strengthens the immigrant communities’ trust in their competence and educational opportunities. The project increases equal treatment and develops readiness for trust and interaction between cultures. The project increases social and cultural sustainability and the enhancement of equality by improving the immigrants’ equal educational opportunities, non-discrimination and the access to the immigrants’ competence and expertise for the services in the area and their development. The project equally improves the educational opportunities of both sexes. This project produces and exchanges competence between the ongoing Opin portailla PohjoisPohjanmaalla (On the steps of learning in Northern Ostrobothnia) project funded by the Northern Ostrobothnia ELY Center 52. Tukea koulutuspolkuun!, Support for Education Path! (S20668) Hämeen ELY, Valkealan kristillisen opiston kannatusyhdistys The main aim for the project called “Support for Education Path!” is to improve the integration of young immigrants to Finnish society. First of all, this project concentrates on education paths by developing a model for training and guidance. Secondly the aim is to increase the knowledge of professionals who work with immigrants to support their career planning. During this project we will evaluate situation of services that help immigrants with their career and education planning in the Kouvola area. The results of this evaluation will be documented and handled with the cooperation network. The second action is 48 the training and guidance for young immigrants. The training will last six months and the focus concentrates on finding the right vocational education or some other actions to improve person’s integration. The third action is to spread information about the project. There will be events for professionals to increase the knowledge in the issues related to the topics of the project 53. Oikeustulkkkauksen erikoistumiskoulutuksen kehittäminen, OERKO, Professional Specialisation Education in Legal Interpreting (S20669) Pohjois-Pohjanmaan ELY, Tampereen yliopisto English summary will be provided later. Oikeustulkkauksen erikoistumiskoulutuksen kehittäminen -hankkeessa kehitetään oikeustulkkausalalle valtakunnallinen erikoistumiskoulutus, jossa korkeakoulututkinnon suorittaneet käännös- ja tulkkausalan ammattilaiset voivat pätevöityä oikeustulkkaukseen. Tavoitteena on, että koulutuksen suorittaneet voivat hakeutua suoraan perusteilla olevaan oikeustulkkirekisteriin. Hankkeen tuloksena syntyy uusi, 35 opintopisteen laajuinen oikeustulkkauksen erikoistumiskoulutuksen koulutusohjelma tiiviissä yhteistyössä alan työelämätahojen kanssa. Oikeustulkkaus on ensimmäinen tulkkauksen ala, johon luodaan prosessin vaatima koulutus ja siihen liittyvä rekisteröintijärjestelmä. Oikeustulkkauksen koulutus- ja rekisteröintijärjestelmä voi toimia mallina myös muille tulkkauksen aloille, esim. terveydenhuollon tulkkaukselle. Hanke tulee olemaan malli useamman korkeakoulun yhteisestä poikkitieteellisestä koulutustoteutuksesta, jossa kehitetään teknisiä ja pedagogisia ratkaisuja myös verkon kautta tapahtuvaa yhteistä opetusta ajatellen. Oikeustulkkauksen erikoistumiskoulutuksen perustana on työelämästä noussut tarve, ja työelämän edustajien mukanaolo koulutuksen kehittämisessä, sen toteuttamisessa ja edelleen laajentamisessa on välttämätöntä. Hankkeesta vastaa Tampereen yliopisto ja sen koordinoima laaja käännös- ja tulkkausalan kouluttajia edustava korkeakoulukonsortio, jossa ovat mukana Helsingin yliopisto, Turun yliopisto, Vaasan yliopisto, Diakonia-ammattikorkeakoulu ja Humanistinen ammattikorkeakoulu. Kukin korkeakoulu tuo yhteistyöhön oman erityisosaamisensa sekä kansalliset ja kansainväliset verkostonsa, tuottaa koulutusmateriaaleja ja jakaa oikeustulkkausalan osaamistaan muille. Useat työelämän tahot ovat lupautuneet antamaan täyden tukensa koulutuksen kehittämiseksi ja järjestämiseksi yhdessä korkeakoulukonsortion kanssa. Hankkeen työelämäkumppaneina toimii työnantajatahoja, tulkkien ja kääntäjien järjestöjä ja palvelujen käyttäjiä eri puolilta Suomea. Työelämäkumppanit ovat mukana tiiviissä yhteistyössä oikeustulkkauksen suunnitteluprosessissa (esimerkiksi toimenpiteet 2 ja 5 yhteistyön toteutussuunnitelmassa). Heidät kutsutaan mukaan hankkeen ohjausryhmään, jolloin he ovat vaikuttamassa erikoistumiskoulutuksen sisältöihin. Hankkeen lopussa yhteistyötahoille järjestetään laajempi loppuseminaari, jossa tiedotetaan hankkeen tuloksista. Suomessa ei ole toistaiseksi järjestetty oikeustulkkaukseen pätevöittävää koulutusta korkeakoulutasolla eikä päteviä oikeustulkkeja ole riittävästi suhteessa kysyntään. Viranomaiset tarvitsevat päteviä, koulutettuja tulkkeja tulkkaamaan mitä vaihtelevimmissa viranomaistilanteissa. Oikeustulkkien tarvetta lisää turvapaikkaa hakevien pakolaisten määrän nopea kasvu koko Euroopassa. Pakolaistilanne on osoittanut pätevien ja harvinaisia kieliä osaavien oikeustulkkien riittämättömyyden. Oikeustulkin palveluja tarvitsevat Suomessa vieraiden kielten käyttäjien lisäksi myös henkilöt, joilla on äidinkielenään saame tai viittomakieli tai henkilöt, jotka käyttävät kommunikaationsa apuna kirjoitustulkkausta tai jotakin muuta kommunikaation menetelmää. Hankkeen tavoitteena on auttaa vastaamaan pätevien oikeustulkkien kysynnän tarpeeseen kehittämällä valtakunnallinen oikeustulkkauksen erikoistumiskoulutuksen koulutusohjelma. Hankkeen keskeiset toimenpiteet ovat: 1) Työelämän ja korkeakoulujen välisen yhteistyön käytännöistä sopiminen. Hankkeen kumppaneina toimii työnantajatahoja, tulkkien ja kääntäjien järjestöjä ja palvelujen käyttäjiä, joiden kaikkien edustajat kutsutaan ohjausryhmään. Näin he arvioivat jokaista toimenpidettä ja antavat asiantuntemuksensa siihen. Työnantajat ja järjestöt ovat mukana kartoittamassa lähtötasoa ja 49 osaamisen tunnistamista ja tunnustamista. Työnantajat ja järjestöt ohjaavat omia työntekijöitään/jäseniään kouluttautumaan tähän erikoistumiskoulutukseen sen valmistuttua. Ne ovat myös tärkeä kumppani markkinoinnissa. Sellaisilla palvelujen käyttäjillä kuin syyttäjävirasto ja poliisi on kahdenlainen rooli. Koulutus tulee olemaan poikkitieteellinen ja heillä on juridista tietämystä. Ohjausryhmän jäsenenä he antavat asiantuntemuksensa koulutuksen sisältöjen suhteen. Harjoituksia ja loppukoetta olisi tarkoitus suunnitella Poliisiammattikorkeakoulun asiantuntemusta käyttäen. 2) Ohjeiden laatiminen opiskelijoiden koulutustaustan, lähtötason ja osaamisen arviointiin, hyväksilukemiseen ja opinto-ohjaukseen. Ohjeiden suhteuttaminen koulutuksen tavoitteisiin. 3) Eri korkeakouluissa olemassa olevien opetussisältöjen kartoitus, arviointi ja yhteishyödyntäminen. 4) Puuttuvien sisältöjen suunnittelu ja arviointi, missä korkeakoulussa ja millä tavalla kyseiset sisällöt on tarkoituksenmukaista toteuttaa. Uusien sisältöjen suunnittelussa käytetään sellaisia pedagogisia ja digitaalisia ratkaisuja, jotka mahdollistavat sen, että sisällöt olisivat hyödynnettävissä kaikissa korkeakouluissa. 5) Loppukokeen suunnittelu ja ehdotuksen laatiminen. 6) Erikoistumiskoulutuksen tiedotus- ja markkinointisuunnitelman laatiminen. 7) Sopimusvalmistelu erikoistumiskoulutuksen järjestämisestä. Hankkeen tuloksena on uusi 35 opintopisteen laajuinen oikeustulkkauksen erikoistumiskoulutuksen koulutusohjelma. Hanke edistää käännös- ja tulkkausalalla korkeakoulututkinnon suorittaneiden ja jo työkokemusta omaavien pätevöitymistä oikeustulkkaukseen ja heidän työllistymismahdollisuuksiaan. Toteutuessaan oikeustulkkauksen erikoistumiskoulutus lisää oikeustulkkien saatavuutta oikeuslaitoksen, syyttäjänviraston, poliisin ja muiden oikeustulkkeja tarvitsevien tahojen tarpeisiin. Oikeustulkkauksen erikoistumiskoulutuksen kehittäminen ja siitä tiedottaminen lisäävät yleistä tietämystä oikeustulkkauksesta.Pitkällä aikavälillä pätevät oikeustulkit lisäävät Suomen kansalaisten ja muiden maassa oleskelevien (kuten turvapaikanhakijoiden) oikeusturvaa, tasa-arvoa ja yhdenvertaisuutta sukupuolesta, kielestä, kulttuurista, etnisestä taustasta, uskonnosta, vakaumuksesta tai vammaisuudesta riippumatta. 54. Nuorisotakuusta toimeen, Youth Guarantee Now (S20093) Pohjois-Pohjanmaan ELY, Oulun kaupunki The Youth Guarantee Now project promotes the execution of the state's youth guarantee programme in Oulu from the city’s Educational and Culture Service’s point of view. Work is carried out through two different key activities. The first key activity includes strengthening cooperation between the city’s Educational and Culture services, local businesses and third sector organizations. Entrepreneurship education, youth participation and knowledge of the youth guarantee programme is also increased and new models for apprenticeship education will be developed. The second key activity includes helping young people in finishing their post-basic education and organizing support for immigrant young people. In addition, multi-disciplinary work, cooperation in student guidance and networking are developed in order to improve the youth guarantee. Horizontal priorities and sustainable development in particular are taken into consideration when carrying out the project. The city of Oulu’s Educational and Culture Services is committed to a Green Office programme. The goal is to decrease the office’s ecological footprint and greenhouse gas emissions. The local business structure is supported by carrying out the project via multi-disciplinary cooperation using local resources. Cooperation between the city’s Educational and Culture Services, 50 local businesses and third sector organizations is strengthened. In addition, entrepreneurship education is increased. The project aims to improve the position of all under 29 year-old people who are unemployed and at risk of social exclusion. These activities have both direct and indirect implications on life control, health and well-being. Equality along with social and cultural parity is promoted by taking immigrant young people into account and targeting the activities to all under 29 year-old people regardless of sex or social group. Also the cross-sectoral and multi-disciplinary framework for service guidance has positive effects on the cultural environment of Oulu. 55. Maahanmuuttajataustaisten nuorten osaamisen tunnistamishanke, See Me! (S20289) Hämeen ELY, Helsingin Diakonissalaitoksen säätiö The target group is young (under 30 years) immigrants with a low level of formal education. They are underrepresented in the vocational training and they have a long history of unemployment. The objectives of the project are 1) to recognise non- and informal learning of the target group, 2) to pedagogisate and validate the recognised learning of the target group, 3) to create an e-portfolio to support validisation of learning, and 4) to support target group to get formal training and/or education, or employment. The activities of the project are 1) kick off of the project, 2) guidance of the target group into the project from the public Employment and Economic Development Offices, 3) the process of recognizing and validating lifelong learning/knowledge of the target group, 4) guidance of the target group into the Preparatory Training for Basic Vocational Education, 5) development of methods for recognizing and validating lifelong learning/knowledge using alternative pedagogy, 6) dissemination of best practices, 7) communication, 8) evaluation, and 9) reporting. The results of the project are that 80 young immigrants have taken part in the process where their knowledge has been recognized and documented in an e-portfolio. Knowledge of 40 young immigrants has been recognised as a part of Preparatory Training for Basic Vocational Education, and knowledge of 40 young immigrants as a part of Basic Vocational Education. 30 young immigrants have been accepted into some formal training program. Furthermore, 10 persons from the staff of the Helsinki Diaconia College and 5 from Employment and Economic Development Office have learnt and got the competence to use methods with which they are able to recognize the knowledge of young immigrants. In the short run, the self-knowledge, self-esteem and knowledge capital of the young immigrants have been improved as their non- and informal knowledge has been recognized and validated. Due to the project, their pathway into training programs, education and work has been fastened which on the other hand has decreased their risk of exclusion. The competence of the staff working with the target group has been improved and it has led to better job satisfaction and faster service processes for the target group. In the long run, the recognition and validation of the knowledge of immigrants has been accepted as part of their integration process. The e-portfolio has become a tool with which immigrants can be accepted into different training programs or work, and they can get their knowledge validated. The immigrants' entrance into working life has been improved and thereby made working life and the whole society increasingly multicultural. The gender perspective is central for the project. The young immigrant women are at more vulnerable position compared both to Finnish young men and women, and young immigrant men, and therefor they need special protection. The project improves social and cultural equality guaranteeing possibilities for good health, basic security, income, training and work for those young immigrant women who are at risk of exclusion. The project respects the principles of sustainable development. The project is in line with the EU Strategy for the Baltic Sea, and its main objectives, notably the increase of prosperity. 51 56. Opintie sujuvaksi – etnisiin ryhmiin kuuluvat oppilaat koulupolun siirtymävaiheessa, A Clear Path of Learning – Ethnic Group Pupils in School Path Transition (S20550) Pohjois-Pohjanmaan ELY, Lapin yliopisto The University of Lapland´s Faculty of Education will coordinate the project: A Clear Path of Learning – Ethnic Group Pupils in School Path Transition from January 1, 2017 through February 28, 2017. PURPOSE The purpose of the project is to find ways to support pupils (grades 9 and 10) from ethnic minority groups in Lapland in their transition from comprehensive school to upper secondary education. The term "Ethnic minority groups" includes immigrants and sami pupils in Lapland. PROCEDURE During the project, the participants of the project will collect data buy interviewing pupils who belong to an ethnic minority group in Lapland. The aim is to reveal problems and suggest solutions in a raport as well as to produce a handbook introducing the ethnic point of view. RESULTS The project will reveal new information about the challenging phases of the transition in the school path which will allow for the discussion of educational possibilities and equality in the educational system. These results will be published in a written report to make the information available for a wide readership. The Handbook that will be produced will bring instant change for the lives of ethnic minority pupils and their families. The knowledge will be also useful for the persons who work with the pupils. A similar publication has not been created before. The Project, findings, report and the handbook will be announced at public event to spread awareness to a wide audience. 57. Omia polkuja pitkin ammattiin (OPPA) – ammatillisen koulutuksen tutkinnon uudistus työelämään siirtymisen edistäjänä (esiselvityshanke), Personalized learning pathways to professions – The ECVET reform of vocational education in promoting the transition to the labor market (preliminary report) (S20554) Pohjois-Pohjanmaan ELY, Rovaniemen koulutuskuntayhtymä In Lapland, a significant proportion of young people are deprived of vocational education and training, or does not seek secondary education at all. Secondary education is the main way for adhesion to the work and society for young people. Vocational training is unassisted among a wide range of young people. One special group of them are immigrants. The project produce the preliminary report about the possibilities of reform of vocational education and training in Finland is producing for supporting education through the transitions in working life. Based on the report the vocational training should be planned so that different individual learning pathways (transitions) leading to employment become possible. Potential obstacles to the laws for transitions will be investigated. Specific groups such as barriers to the migration of immigrants are taken into account. The project workshops will cover the development of teaching and learning culture in vocational education at school, workplaces (on-the-job-learning) and informal learning environments as well as flexible transition paths and obstacles (e.g. laws) for the young people without professional training in the labor market. Legislation of vocational education and training is changing. The project will produce: 1) The school as a learning environment workshop/report 52 2) Workplace learning environment workshop/report 3) Informal Learning Environments workshop/report 4) The norms and regulations of the workshop/report 5) The preliminary study report 6) The result seminar/results brochures The reform of vocational training will enable the young people's transitions to vocational training and work. Young people can build personal study and for employment paths (personalized vocational education and training). At the beginning of studies, students may be granted to a knowledge-based points acquired differently at the formal and informal learning environments. 58. KYKY – Yhteisöllinen vastuu ja yksilölliset työpolut, Common responsibility, individual solutions project (S20368) Hämeen ELY, Helsingin kaupunki Common responsibility, individual solutions project (2015-2017) is a public-third sector partnership that concentrates on finding individual paths into vocational training, entrepreneurship, employment and societal inclusion for the immigrant stay-at-home parents. The projects main goal is to improve wellbeing of vulnerable immigrants, to develop their citizen skills and to provide information on Finnish society, so that the target group would orient better and move faster into education and working life. The project targets immigrant stay-at-home parents living in Helsinki. Each parent will be provided peer guidance, study support or career planning services custom-tailed to her circumstances. The project targets especially parents speaking Kurdish or Somali. They will be provided with qualified peer support and guidance in their own mother tongue. Custom-tailed tools for the target group’s upper social mobility will be developed in cooperation between agencies of the City of Helsinki, agencies of state and the third sector. The project develops Finnish language courses for stay-at-home parents so that the resulting content will provide information of Finnish society, working life and operational Finnish language skills. The course participants’ transfer into studying programs, social inclusion and working life will be supported by new personal career plan and local peer support sessions. The work division in project is organized in a following way. Helsinki Vocational Adult Institute will develop study paths, where vocational training of different level is combined with Finnish language studies. Vocational training will be supported by peer support mentoring program. In addition to operation models developed by public institutions, the project will produce regional peer guidance groups in cooperation with NGOs and immigrant communities. The peer guides, hired by the project and supported by target group communities, will establish peer guidance groups, which will provide participants with societal knowledge and introduce them to different empowering activities. Professionals from social and health services, adult education, library, day care, sports agency, employment office and third sector will visit the regional peer support groups. By introducing local services and actors, the projects promotes trust into equal opportunities in their new country of residence. The project will be implemented in close dialogue with active immigrant NGOs. The project will produce network-based guidance model, where NGOs and communities play vital role as guides into education and working life and thus as enablers of wellbeing of the families. NGOs participating in the project will develop solid command of peer guidance, which could be used by municipal actors, such as social and health services, education services and childcare services. 59. Osana, Taking part (S20634) Keski-Suomen ELY, Keski-Pohjanmaan koulutuskuntayhtymä English summary will be provided later. 53 Osana-hankkeen kehittämistyöllä ja eri toimenpiteillä haetaan ratkaisua maahanmuuttajien osallisuuden edistämiseksi ja työ- ja toimintakyvyn sekä osaamisen parantamiseksi ja sitä kautta myös työllistymisen edistämiseksi. Hnkkeessa kehitetään tehostettuja kotouttamistoimenpiteitä: tieto-, neuvonta- ja ohjauspalvelua, kansalaistoimijalähtöistä ryhmätoimintaa ja maahanmuuttajien kokonaisvaltaista kotoutumista tukevaa verkostoyhteistyötä. Osana-hankkeen päätoteuttaja Keski-Pohjanmaan koulutusyhtymä kehittää ja toteuttaa kielitaitoa parantavaa, sosiaalista osallisuutta tukevaa, syrjäytymistä ehkäisevää sekä työ- ja toimintakykyä edistävää ryhmätoimintaa maahanmuuttajille yhteistyössä kohderyhmän ja mm. Kokkolan kaupungin ja 3. sektorin toimijoiden kanssa. Lisäksi päätoteuttaja kehittää ja toteuttaa koulutukseen ja työhön hakeutumisen ohjaus- ja neuvontapalvelua. Asiakaslähtöistä palvelua kehitetään matalan kynnyksen periaatteella. Hankkeen osatoteuttaja, Kokkolan kaupunki, kehittää ja toteuttaa kaikille maahanmuuttajille avointa kotoutumista, osallisuutta ja yhdenvertaisuutta edistävää matalan kynnyksen yhden pisteen tieto-, neuvonta- ja ohjauspalvelua yhteistyössä hankkeen päätoteuttajan Keski-Pohjanmaan koulutusyhtymän maahanmuuttajatyön asiantuntijoiden sekä muun Osana-hankkeen asiantuntijaverkoston kanssa. Tavoitteena on, että palvelu siirtyy hankkeen päättymisen jälkeen kaupungin normaaliksi palvelutoiminnaksi. Kokkolan kaupunki myös tehostaa alueen maahanmuuttajatyötä tekevien (kaupunki, koulutusorganisaatiot, viranomaiset, yhdistykset, seurakunta, muut vapaaehtoiset) ja kohderyhmän yhteistyötä kehittämällä ja toteuttamalla säännöllisen verkostoyhteistyökäytännön maahanmuuttajien osallisuuden tukemiseksi. Hankkeen päätoteuttaja myös osallistuu vahvasti verkostoyhteistyön kehittämiseen ja toimijoiden osaamisen parantamiseen. Hankkeen koko toiminnassa yhdistyy myös tavoite hyödyntää helppokäyttöisesti digitaalisia ratkaisuja tehostamaan maahanmuuttajien kotoutumista ja edistämään osallisuutta sekä sujuvoittamaan vuorovaikutusta ja yhteistyömahdollisuuksia hankkeeseen osallistujien välillä. Digitaalisia ratkaisuja käytetään ohjauksessa, ryhmätoiminnassa ja verkostoyhteistyössä. Tulokset Hankkeen tuloksena kehitetään uudenlainen asiakkaan omaa tavoitteellisuutta korostava ja aktiivisuutta edistävä ohjausmalli, jonka avulla tuetaan koulutukseen hakeutumista ja työelämään siirtymistä sekä edistetään osallisuutta. Hankkeen ohjauksen tuloksena asiakkaiden osuus oman koulutuspolun suunnittelussa tehostuu ja koulutuksiin ja työelämään siirtyminen sujuvoituu. Ryhmätoiminnan kehittämis- ja toteuttamistyön tuloksena hankkeessa luodaan osallisuutta, vuorovaikutusta ja toiminnallisuutta korostava kielenopiskelumalli. Ryhmätoiminnan kehittämistyön tuloksena myös alueen eri maahanmuuttajatoimijoiden käyttöön saadaan uudenlaisia toimintatapoja ja malleja, joilla tuetaan maahanmuuttajien osallisuutta, ehkäistään syrjäytymistä ja edistetään työ- ja toimintakykyä sekä kotoutumista. Ryhmätoiminnan tuloksena maahanmuuttajien hyvinvointi, osallisuus sekä työ- ja toimintakyky paranevat. Lyhyen ja pitkän aikavälin vaikutuksia ovat myös ennakkoluulojen väheneminen, uusien kontaktien muodostuminen kantasuomalaisten ja maahanmuuttajien välille, maahanmuuttajien yhteiskuntaosaamisen paraneminen sekä osallistumisen lisääntyminen kansalaistoimintaan. Kehittämis- ja toteuttamistyön tuloksena opitaan hyödyntämään uusia digitaalisia työkaluja ja sovelluksia opetuksessa ja ryhmäohjauksessa. Toiminnan tuloksena kohderyhmän digitaidot paranevat ja he osaavat paremmin käyttää eri viranomaisten digitaalisia asiointipalveluita. Kokkolan kaupungin TNO-palvelun kehittämistyön tuloksena maahanmuuttaja saa yhdestä pisteestä tarvitsemansa tiedon, neuvonnan ja ohjauksen. Toiminnan tuloksena huolehditaan julkisten palveluiden soveltuvuudesta maahanmuuttajille ja vastataan maahanmuuttajien erityistarpeisiin yksilöllisin TNOpalveluin. Toiminnan tuloksena vähennetään mahdollisesta syrjäytymisestä syntyviä ongelmia ja kustannuksia tulevaisuudessa. Toiminta edistää asiakkaan arjenhallintaa, kokonaisvaltaista kotoutumista ja osallisuutta ja tuloksena myös työllistyminen edistyy. Osatoteuttajan toteuttaman tiedotustyön tuloksena maahanmuuttajien kokonaisvaltainen kotoutuminen edistyy, maahanmuuttajien osallisuus toiminnassa edistyy ja maahanmuuttajatyön verkoston ja kaupungin henkilöstön maahanmuuttajatyön osaaminen paranee ja toiminta tehostuu. Verkostoyhteistyön tuloksena alueelle syntyy maahanmuuttajien kotoutumista yhdessä aktiivisesti 54 edistävä verkosto. Samalla asiantuntijaosaaminen paranee ja maahanmuuttaja-asiakkaita voidaan palvella ammattitaitoisemmin ja maahanmuuttajat saavat mahdollisuuden osallistua heitä koskevan toiminnan ja palveluiden kehittämiseen 60. Info Gloria- maahanmuuttajaneuvonnan kehittämishanke, Info Gloria –project for developing information services for immigrants (S20573) Keski-Suomen ELY, Keski-Suomen Yhteisöjen Tuki ry One service form which supports immigrants' integration is easy-access information services. Info Gloria – a project for developing information services for immigrants is looking for a solution to organize high quality and well functioning easy-access information services in Jyväskylä and Central Finland. The project also aims to strengthen multicultural skills of differnt authorities in Central Finland through trainings. The aim of the project is to create permanent information services for immigrants by developing face to face services, long distance services and training for immigrant advisors. The need to develop immigrant information services exists because in many cases people have a lack of information when moving into a new country or a new city about how to proceed with residence permits, social security issues, jobsearch etc. and even about what services are available. In Central Finland there were in the end of 2014 already 7 430 foreign language speakers with more than 100 different native languages. The aim is to establish permanent immigrant information services in Jyväskylä and use the new technological solutions (for example long distance services) to offer services also to small nearby municipalities. The project involves developing an immigrants' information service (Info Gloria) which has been started in Jyväskylä to respond to the needs of immigrants from different language groups. The aim is also to develop training for immigrant information advisors and the municipality and govern authorities' on how to respond better to immigrant customers' needs. Information services support individuals' social wellbeing and integration to society. The result of the project is an easy-access information service utilizing new technological solutions (long distance services etc.) completing face to face, phone and e-mail services. Regardless of the language that a customer is speaking or what is the reason for his or her arrival to Finland, he or she is going to get advice and instruction for his problem from the immigrants' service point and guidance on how to move forward in the service system. The goal of the project is to organize stabilized information services in the nearby area which genuinely work and are organized in co-operation between different operators. Functioning and easy-access information services help the integration of those who have moved to Finland. During the project the municipality and govern authorities' multicultural special skills will also improve. 61. Hyvä alku Raahessa – maahanmuuttajien sosiaalisen osallisuuden tukeminen, A good start in Raahe – supporting immigrants social participation (S20595) Pohjois-Pohjanmaan ELY, Raahen kaupunki Immigration to Finland from abroad has been growing. In the year 2015 Finland has received over 30 000 asylum seeker and it is estimated that in 2016 there will be 15 000 more. It has become a problem to face and receive people from other cultures. The goal of social integration is to provide immigrants as soon as possible after arriving to Finland readiness of active and equal membership of Finnish society. In Raahe there are immigrants from different backgrounds but they have no place to meet. In addition their social integration depends of their initiative because all immigrants are not part of any social integration program and they do not receive any knowledge from Finnish society. Systematic collaboration between third sector, entrepreneurs and other participants is lacking and they do not support immigrants social integration process. 55 The goal is to provide immigrants and refugees needing special support opportunity to get as soon as possible social readiness. In addition the goal is to gather official, developing and third sector participants who work in social immigration. By gathering those participants together we can create basic structure which can help immigrants in social integration. To support social integration we need a project which brings immigrants in Raahe together with third sector, entrepreneurs and other participants. We survey participants and immigrants movement in services. In addition we seek breakpoints in which immigrants can fall out of services. We also advance collaboration by organizing collaboration forum. Immigrants also need a place to meet each other. In this project we found Our Club –meeting place which is located near reception center. In the Club we organize different events like Serving of Nations, art groups, excursions, exercise and women´s clubs, family activity and food counseling. In addition we provide counseling, Finnish studies and society preparation. During this project we seek a tutor among immigrants for Our Club. Our Club also works as a meeting place for immigrants and other participants. This project also develops and coordinates networks and searches national and local networks. Through these networks we seek different collaboration and support forms by organizing seminars and forums. Especially we add collaboration between third sector and municipality. In addition we take part on national forums. Those participants who work in Raahe will have a clear picture of those who also work in the region. In addition every participant’s role is clarified in providing immigrant services. Through this we can deepen collaboration and enhance immigrant services. Through Our Club immigrants, network partners and other participants can meet each other easily and create positive interaction, dialog between cultures and deepen support and counseling in the first phase. In addition we can map the network that is aimed at immigrants and we can help immigrants to have contact with this network. Through this project we can also implement some network services locally. We also increase interaction between immigrants and municipality. In the planning of this project we have heard immigrants and have taken account their experience and whishes. 62. ESIKOTO - Esikotouttamisen kehittämishanke Pohjois-Pohjanmaalla, The Pre-integration Project of Asylum Seekers in Northern Ostrobothnia (S20711) Pohjois-Pohjanmaan ELY, Oulun Diakonissalaitoksen Säätiö English summary will be provided later. Turvapaikanhakijoiden määrä on lisääntynyt merkittävästi Suomessa ja vuonna 2015 turvapaikanhakijamäärä kymmenkertaistui edelliseen vuoteen verrattuna. Suureen turvapaikanhakijoiden määrään ei oltu osattu varautua ja monenlaisia haasteita on tullut vastaan. Suurista hakijamääristä johtuen turvapaikkapäätösten käsittelyajat ovat pidentyneet ja päätöstä voi joutua odottamaan kaksikin vuotta. Esikotoutumisen vaihe on tärkeä vaihe turvapaikkapäätöksen jälkeiseen vaiheeseen valmistautumisessa. Esikotouttamisen toimenpiteet eivät ole toimijoita tällä hetkellä velvoittavia ja toiminta on pitkälti vapaaehtoistoiminnan ja kolmannen sektorin toimijoiden varassa. Toimijaverkosto on hajanainen, toimijoilla ei ole kokemusta näin suuren ihmismäärän esikotouttamisesta. Osaaminen, työkalut sekä työnjako ovat puutteelliset. Vastaanottokeskuksilla on niukat resurssit vastata työ- ja opintotoiminnan tarpeeseen. Suuri ongelma vastaanottokeskuksissa on järkevän tekemisen puute, joka yhdessä tilanahtauden kanssa onkin aiheuttanut häiriöitä ja levotonta ilmapiiriä vastaanottokeskuksissa. Turvapaikanhakijoita ja oleskeluluvan aiemmin saaneita henkilöitä on jokseenkin vähän osallistettu esikototutumisen kehittämiseen ja toteuttamiseen. Turvapaikanhakijoiden rooli on jäänyt pitkälti passiiviseksi, riippumatta siitä mitä taustalla oleva koulutus ja kokemus esimerkiksi ovat olleet. Työllistymisen ja yrittäjyyden mahdollisuudet ovat turvapaikanhakijoilla jääneet vähäisiksi. 56 ESIKOTO-kehittämishankkeen tavoitteena on kehittää esikotoutumisvaiheen toimintaa ja työkaluja tarvelähtöisesti ja kaikkien osapuolten osaaminen, kyvykkyys ja tarve huomioiden. Kehittämistyössä huomioidaan erityisesti turvapaikanhakijoiden osallisuus ja luodaan sellaisia toimintamalleja, joissa turvapaikanhakijat voivat toimia ilman täydellistä suomen kielen taitoa. Hankkeessa osallistetaan kolmannen sektorin toimijoita kehittämään esikotouttamisen työkaluja sekä lisätään toimijaverkoston osaamista ja valmiuksia esikotouttamistoimissa. Tavoitteena on mm. vahvistaa ja kehittää turvapaikanhakijoiden työllistymis- ja yrittäjyysvalmiuksia sekä kokonaisvaltaista hyvinvointia ja osallistumisen mahdollisuuksia. Hankkeessa edistetään kaksisuuntaisen integraatiota mm. kehittämällä kulttuuri- ja uskontosensitiivistä osaamista, luomalla arjen kohtaamispaikkoja ja vaikuttamalla yleisen myönteisen asenneilmapiirin syntymiseen. Hankkeessa tuotetaan turvapaikanhakijoille sekä vastikään oleskeluluvan saaneille henkilöille toimintaa, joka edistää integroitumista sekä kotipaikkaan kiinnittymistä. Hankkeessa kootaan olemassa oleva tieto, osaaminen ja hyvät käytänteet sekä toimijaverkosto. Turvapaikanhakijoiden kotoutumisvalmiuksia ja kotoutumista edistäviä menetelmiä ja työvälineitä kehitetään tarve- ja asiakaslähtöisesti. Toimijaverkoston osaamista ja yhteistyötä edistäviä toimintamalleja sekä menetelmiä kehitetään. Hankkeessa luodaan toimintamalleja, jotka mahdollistavat paikallisväestön ja turvapaikanhakijoiden luontevan kohtaamisen. Uutena esikotouttamisen ympäristönä hyödynnetään luontoa. Kaikessa toiminnassa kohderyhmä on aktiivisena osallisena ja toimijana mukana. Hankkeen tuloksena turvapaikanhakijat pääsevät nopeasti esikotouttamisen piiriin ja aktiivisen toimijan rooliin suomalaisessa yhteiskunnassa. He saavat aloittaa suomen kielen opinnot, pääsevät jyvälle suomalaisen yhteiskunnan toiminnasta, palvelujärjestelmistä ja arvopohjasta. Myös yhteiskuntarakenne, sosiaalipalveluiden rakenne ja lait tulevat kohderyhmälle tutuksi heti esikototutumisen alkuvaiheessa. Arjen taidot ja osallistumisen mahdollisuudet kehittyvät ja mielekkään tekemisen mahdollisuudet arjen rytmittämiseksi paranevat. Sopeutuminen suomalaiseen yhteiskuntaan voi alkaa tehokkaasti sopivalla tiedonsaannilla sekä myönteisillä kohtaamisilla. Kohderyhmän ja kantaväestön välille muodostuu luontevaa kanssakäymistä erilaisten harrastus- ja opintotoimintojen myötä, joita toteutetaan laajassa toimintaverkostossa. Turvapaikanhakijat ovat aktiivisessa osallistujan roolissa ja toimijakentän työnjako ja osaaminen ovat kehittyneet. 63. Polkuja yhteisöön, Paths to the community (S20729) Etelä-Savon ELY, Viittakivi Oy Paths to the Community is a project that aims to develop an operation model to improve the integration and employment of refugees in the region of South Savo. The project is operated by Viittakivi Oy, which is owned by the Finnish Federation of Settlement Houses. The duration of the project is 18 months and is implemented in a collaboration with three reception centers (Savonlinna/ Viittakivi Oy, Mikkeli and Pieksämäki/Finnish Red Cross). Other collaborative partners are municipalities of South Savo, TE Services, employer sector (enterprises, NGOs) and vocational schools and institutes. Social welfare and health care reform is taken into consideration. The main objective of the project is improve the integration and employment of asylum seekers who have obtained a residence permit in Finland. The objective is reached by 1. establishing connections and collaboration with local employers and strengthening knowledge about culture sensitive labor market, 2. improving collaboration in educational and vocational schools to address new and multiple ways and possibilities to learn language and strengthen working capabilities, 3. improving skills and knowledge in every-day life and increasing integration in local communities and 4. improving communication between different parties and stakeholders. The project has both short and long term impacts. Shorter transitions periods in integration process, increased knowledge and skills in every-day life, and improvement in interaction of local community are examples of short term impacts. Whereas vitality of municipalities and the region, improvement in employment and secured studying possibilities are examples of long term impacts. 57 The principles of gender equality and sustainable development are understood as basic requirement for successful integration process and therefore taken into account throughout the project. Viittakivi Oy is a social enterprise that aims improve multicultural and equal society in Finland. Viittakivi helps immigrants to settle down in the new environment and supports integration, interaction and trust between different people and groups. The ESR funding enables the development of an integration model that is a part of the company’s activity and is based on common values of settlement movement and its wider social mission. 64. Parempia palveluja maahanmuuttajille, Better services to immigrants (S20742) Keski-Suomen ELY, Turun kaupunki In comparison to the native population unemployment percentage, the unemployment rate of the immigrants is very high in Finland. Why immigrants face difficulties to enter working life? According to studies, immigrants often have more symptoms of mental health problems than the native population. These problems have negative impact on the integration of the immigrants and the prospects of employment. The project aims to create an innovative social and health care service for the target group. Studies emphasize that the immigrants acknowledge their mental symptoms in similar way than native population but at the same time their usage of public mental services is very low. One of the main reasons for this low usage rate is the different cultural comprehension of mental health problems. As a result, the existing service system is unable to meet the needs of the immigrants, leading into negative cumulative impact on their ability to function and increasing the risk of social exclusion. The goal is that the target group can be offered simultaneously cure to both mental health disorders and substance abuse together with social work and health care services. In this way the timing of the treatments can be enhanced and the problems can be prevented in advance. The support in own language is highly emphasized. Conventional health care service system that concentrates solely on reception is unable to produce this kind of health benefit on its own. In order to strengthen the social integration in more productive way, the project will view wellbeing through a broader perspective. In this way the project will expand the health care services to take, for example, nature and outdoors exercise into account to promote health benefit. The project will develop models that increase the ability to function and social inclusion through treatment, rehabilitation and methods that will promote wellbeing. The target group of the project is over 18 years old immigrants who have a mental health problem and/or substance abuse that weakens their ability to carry out everyday routines and increases the challenges to participate in employment. Especially challenging is to find out and serve home-oriented immigrant women. The project will also work with the professionals and workers of the city and cooperation partners to promote the awareness of the mental health and substance use issues and treatments of the immigrants. The project will establish customer-orientated service models. The model will facilitate integration, language skills, and enhance the prospects of employment and sustain the ability to function. In the long term the emphasis can be shifted from remedial services and special health care to preventive work. The project is carried out in co-operation between the target group, municipalities, NGOs and the Public employment and business services. The project is administered by the Welfare Division of the City of Turku 58 65. Osallisuuden polku maahanmuuttajille, Trail of involvement for Immigrant Youth (S20699) Sosiaali- ja terveysministeriö, Helsingin Diakonissalaitoksen säätiö The project Trail of Involvement for Immigrant Youth contributes to prevention of discrimination and deprivation among the target groups. The project activities support the social involvement of these youth in Finnish society. The project 1) develops a nationally scalable joint platform for public sector and NGO:s to reach the immigrant youth who are in most risk of social exclusion and also guides them to the services they need, 2) strengthens the social involvement of the youth with immigrant background and 3) advances their path towards education and employment. The following activities will be carried out: 1) launching the project, 2) networking, 3) outreach work for youth with immigrant background and individual support, 4) locally organized joint development workshops for public sector and NGO:s, 5) startup of local youth development groups the project cities, 6) modelling and productization of the service by means of service design, 7) collecting and analyzing effectiveness and impact data, 8) spreading the service model nationally, 9) managing communication, 10) managing monitoring, evaluation and supervision of the project and 11) reportage. In consequence of the project 900 youth with immigrant background have been reached and their social involvement has increased significantly. 60 % of the targeted youth have attached to education, work or preparatory employment activities through holistically developed methods and activities. In addition the youth have attached timely to services that support their social involvement, physical health and rehabilitation. The project has produced a new working platform which can reach the youth from 12 to 29 years of age, who are in most challenging stage of integration. A service manual has been produced. The public services in City of Helsinki, City of Turku and City of Kuopio have been reinforced. Moreover the ability of the immigrant organizations and communities, to strengthen the integration of the targeted groups to Finnish society, has increased. As a short term impact of the project 1) the experience of the social involvement of the youth has strengthened and the ability to perform has increased, 2) the youth have been attached to education and employment paths and the costs of their social benefits have decreased, 3) the youth have entered to the welfare services they need and their ability to gain from the services has become better. As a long term impact the model developed in the project has integrated with the service platform of the project cities and the model has been taken into use in other areas nation vide. The service model has for its part decreased inequality in the society and has created high speed trails to education and employment. The youth with immigrant background have been able to enter the services they need rapidly which has decreased the costs of the social benefits and welfare services and has increased taxation. The marginalization of the targeted groups has decreased because the situation of the youth with immigrant background has got better in national level. The integration has strengthened and the understanding about Finnish society, service system, education and employment has bettered. Also the capitalizing of the employees with immigrant background in immigrant work has offered the targeted groups one path to employment. Their quality of life has improved and equality between social classes has increased which promotes the potential of social peace. The gender perspective will be mainstreamed into the project. In practice, young people are encouraged to make their career choices in the basis of aptitude and talent, rather than genderbound traditional expectations. The project promotes equality by guaranteeing possibilities for better health, education, employment and livelihood for unemployed young people. Furthermore, the project respects the principles of sustainable development. The project is in line with the EU Strategy for the Baltic Sea, and its main objectives, notably the increase of prosperity. 59 66. Alkukiri – räätälöityä kieli- ja työelämäosaamiskoulutusta oleskeluluvan saaneille, Alkukiri project – custom-made language and work skills training for those who are granted a residence permit (S20740) Keski-Suomen ELY, Auralan Setlementti ry Alkukiri project – custom-made language and work skills training for those who are granted a residence permit. The main aim is individual and efficient social integration for those who have received a residence permit. The project is built on a new integration model, which focuses on work-based learning. The idea of the project is to ensure integration together with native Finns and various communes, i.e. work environment, learning institution, hobbies, foster families and residential community. This would be the most effective way to learn the language, culture, social-and working skills. The majority of immigrants in Southwest Finland are in Turku or near the immigration center towns. Our model breaks this old pattern and will bring a new fresh way to develop the interaction between countryside and urban areas. We will find work, homes and foster families in the nearby Turku rural area. Main objects of the project are: 1. To build a personal integration model for those who have received a residence license, which focuses on learning at work, as well as supporting language- and culture learning. 2. To search for practical training and permanent work in the countryside of Southwest Finland and nearby Turku rural area for the participants. The main aim is to find a quick path to work. 3. To help motivated immigrants and companies in need of workforce to find one another. At the same time to help employers in the process of employing a person with an immigrant background. 4. To build a permanent model of social integration between Aurala, Metsähallitus, companies participating and communes – which will work efficiently, and is able to respond to changing circumstances and needs. 5. To organize a Finnish foster family to support each participant by equal and mutual learning. This will also increase the attitude learning and well-being of the local and rural communes with regard to the new comers. Procedures: Participants are selected for the training in cooperation with the reception centers and the labor authorities, as soon as possible after obtaining a residence permit. The starting level of the participants will be clarified by using the previous questionnaires. A personal development plan aiming at employment will be created for each participant and the search for practical training will commence immediately. Those with a residence permit will take part in a two month Tehostart (effective start), which quickly gives the basic skills in the Finnish language and the training in working life. After this the program will continue for six months as a 3 + 2 model, which means three days a week work trial and two days a week learning Finnish language and culture. An important part of the project, even if carried out by volunteers (no ESF project funding) is to find a Finnish family to support the immigrant to be integrated. Details of the procedure in the Appendix. Results of the project: After eight months the participant will have good work practice skills, developed spoken language and stronger self-confidence. These skills will help cope in the open labor market and to become a full member of the community. The participant will have an apartment, a work or a trial workplace and a Finnish family friend. Companies and communes, which are located in the countryside of southwest Finland and the nearby Turku rural area will have found motivated employees. 60 The employers competence and courage to employ people with an immigrant background will have increased. Aurala, as the middleman will be providing guidance for both sides; companies and communes needing work force and work motivated immigrants. A functional and fast-acting new integration model between Aurala, Metsähallitus, companies, communes, cooperation partners and local council would be established. Local councils and the population living in rural areas will have received new, young and international arrivals. Rural Commune needs to have diversity and new entrants to be built up in a socially sustainable way. Foster families, living in the country side and nearby Turku rural areas will have been given the opportunity to do voluntary work in the social integration field. Local councils, cities and rural development organizations will have been involved in the process of making a change in the communes and created effective networks. The project will promote rural-urban interaction and help the participants to look for work and places to live in the countryside. Immigrants and their families will utilise the services and livelihood of the area. The main aim of the project is to promote both immigrant labor and provide the work force for the entrepreneurs. The project promotes the well-being of those granted residence permits by providing them with the integration program and a quick access to the labor market. The social and cultural equality of the participants is substantially increased along with language skills and workplace skills including social and cultural awareness 67. Maahanmuuttajat Etelä-Savon yritysten voimavaraksi, Immigrants as a resource of the companies of South Savo (S20749) Etelä-Savon ELY, Mikkelin kaupunki The Aim of the Project “The unemployment rate among migrants is higher in all age groups when compared with the native population.” “The population of South Savo has grown by 2,400 during 2000-2011 thanks to migrants.” (Source: What can South Savo learn from other regions’ migration strategies and programmes? Timo Aro and Anna Laiho, March 7, 2013). The aim of the project is to map migrant women’s and men’s formal and informal skills as well target the general and specific employment needs of companies based in the South Savo region. Such skills aim to offer more value to the company’s national and international operations and/or could lead to the creation of a small company by the migrant. The project aims to create new jobs in South Savo. It permits educational institutions and employers to have greater information about the migrant’s background at an early stage. This would enable informed decisions on how to proceed when forging an educational and labour path for the migrant based on the information collected. The Stages of the Project With the help of a questionnaire in the initial stages of the project, it will be possible to get individual information about the migrant. This information can be weighed with the present and future needs of a specific company. The data collected will serve as a basis for an educational plan that fits best the needs of the company. The ability of a company to take advantage of the migrant’s present and future skills improve the employment chances of the migrant as well as aim to serve the company’s needs. The information collected can be used to support the establishment of a company by the migrant. 61 Migrant women form a part of the project. Their presence enables to advance their role in the labour market through educational intervention, through their past employment experience, and by increasing their knowledge of the Finnish workplace. While the project highlights gender challenges it aims to support gender equality and social equality in general through different types of interventions. During the duration of the project, and with the help of the collected information, it's possible to create a better system that takes into account the long-term development of the South Savo region. Each participant will have a personal file that will highlight the skills that the person has and new ones that he or she has got through schooling and training. The Results of the Project The information collected during the initial stages of the skills of migrants that have moved to Finland, takes into account the needs of the company and thus will speed the migrants’ insertion in the Finnish labour faster than before. On the basis of the information collected, we can help support the establishment of small companies by migrants. The information collected permits us to take as well anticipatory steps when planning the future. The project will bring a new type of cooperation between educational institutions and companies as well as from the point of view of the individual entrepreneur when training migrants. The information collected during the duration of the project will be filed and the personal history can be used by the migrant. This means that the migrant doesn’t need a new file but can add the skills in the present one he or she has and has accumulated. The possibility of migrant women participating and using their potential in the labor market is mapped and supported through educational intervention. The project fuels gender equality and encourages the use of such skills. 68. Baana – verkostomainen rektrytointimalli maahanmuuttajien työllistymiseen, Baana – a network-based model for immigrant employment (S20759) Keski-Suomen ELY, Suomen Humanistinen Ammattikorkeakoulu Oy In both Southwest Finland as well as the rest of Finland, the numbers of asylum seekers has grown rapidly in 2015 and 2016. In order to prevent radicalisation and social exclusion and to speed up integration, public discussion has particularly been in favour of finding jobs for immigrants. A job provides a good opportunity to integrate into Finnish society, learn Finnish, and become an active citizen. At the same time, there are many jobs available in Southwest Finland would be suitable for people with weak Finnish language skills, but for many companies it seems too big a step to hire an immigrant that has received a work or residence permit or to take on an asylum seeker for a practical professional orientation. For immigrants, taking the step of starting one's own business would often be easier than for the average Finnish citizen, but research indicates that immigrants are not aware of the business services on offer in Finland. The BAANA project responds to these challenges by setting up in Autumn 2016, through cooperation between businesses and educational institutions, a immigrant-focused recruitment point in the centre of Turku. The recruitment point for immigrants will offer training, advice and support for both job applications and entrepreneurship. Help will be offered for preparing the papers and forms required for job applications and for speeding up the processing of immigrants' affairs in other government bodies such as the TE Office, police stations, or Kela. In order to gain the participation of female immigrants as well, the advice and training will be provided where needed in separate groups for men and women. In addition, job applicants will be interviewed at the recruitment point and given precise training to fit with currently open job opportunities. 62 Furthermore, in seeking jobs for immigrants and also others with weak Finnish skills, BAANA makes use of the tried and tested 'foreman model' which was launched a few years ago. In this model, businesses depart from the normal recruitment approach by taking on at the same time a number of immigrants. One of this group is an integrated Finnish-speaking immigrant and the others speak languages also spoken by this immigrant. BAANA primarily employs through recruitment firms, so the barrier to employing an immigrant is further reduced. BAANA also trains companies and recruitment firms to take on job applicants who are immigrants and shows how to make easily accessible videos and other materials to support job orientation. The result of the BAANA project will be an easily-accessible recruitment point in the centre of Turku and dozens of jobs and practical professional orientations for the project's target groups in Southwest Finland. Two additional outcomes will be the provision of advice on job seeking and entrepreneurship to hundreds of customers at the recruitment point and the implementation of around a dozen training workshops on entrepreneurship and working life. In addition, the project's other target group, companies, will be provided with dozens of job orientation trainings tailored for specific jobs in Southwest Finland as well as around three general trainings on employing immigrant job applicants and an orientation package for companies on employing immigrants. BAANA will not operate alone, but will instead start to form networks as soon as it begins, inviting on board all bodies in the Turku region that are involved in immigrant employment matters. The goal is to utilise all expertise and resources so that, with the help of coordinated communication, the immigrant is easily able to find just the right support they need for gaining employment and duplication of effort with trainings or in other areas is avoided. Furthermore, BAANA does not end when the project period ends. Instead, the project will see the creation, piloting, and development (based on customer feedback) of an economically sustainable, network-based recruitment model. This model will then be put into practice both directly at implementer's service points in Turku, Jyväskylä, Kuopio/Joensuu and the metropolitan area and also distributed to others through trainings provided to other groups located in the same areas that also deal with immigrant employment. 69. Maahanmuuttajista elinvoimaa Koillismaalle, Vitality from Immingrants to Koillismaa, Northeast Finland (S20766) Pohjois-Pohjanmaan ELY, Koillis-Suomen Aikuiskoulutus Oy There are some 230 foreign nationals living in the Koillismaa region. Of these people, who have arrived here a while ago, some are currently unemployed or involved in active labour market policies, and some are working in companies or associations. Hundreds of asylum seekers have arrived in Kuusamo, and, based on the national average, it can be estimated that approximately a quarter of the asylum seekers will be granted asylum. The number of immigrants will increase, but it is difficult to give an exact estimate at the moment. Vitality To Koillismaa From Immigrants Project will find solutions that will improve the employment opportunities of immigrants residing in the region via various educational and training programmes, pay subsidies, and work trials. With the help of services provided by the Project and this region, immigrants will be guided into working life as quickly as possible. Thus, via their work contribution and know-how, they will have an opportunity to contribute to the vitality of Koillismaa. The Project will also help to improve collaboration between parties that work for the benefit of immigrants. This will improve immigrant employment and services. Thus, the resources of active parties can be utilized better, and overlapping measures can be avoided. The Project will be administered by Koillis-Suomen Aikuiskoulutus Oy. The Project will work in close cooperation with Kuusamo Town, public employment and business services, reception centres, educational organisations, companies and associations, and other employers. The execution period of the Project is 1 August 2016-28 February 2019. 63 The Project will contribute to the immigrants’ integration into the northeast Finnish culture, educational system, and working life. As an outcome of the Project, some 100 immigrants will have updated their occupational competence to meet the requirements of local employers. During the Project, collaboration between parties will become better, and services offered to immigrants will improve by 50 people altogether. The Project will also make use of good practices from other immigrant integration projects that are being or have been executed in other regions. As an indirect outcome of the Project, the diversity and vitality within the working life of the region will be increased. In the long-term, the Project will prevent social exclusion of the immigrants, and help ethnic Finns to accept the presence of immigrants from various national backgrounds in the region. 70. Maahanmuuttajista työvoimaa Pohjois-Savoon, Immigrants in the workforce in Northern Savo (S20689) Etelä-Savon ELY, Kuopion Talouskoulun Kannatusyhdistys ry The target of this project is to increase the capacity of employment and level of competence of individuals with an immigrant background as well as unemployed people at risk of social exclusion or people under the threat of unemployment. On one hand, a key goal is to integrate immigrants into the Finnish society as quickly and easily as possible. On the other hand, it is crucial to prevent and break the vicious circle of exclusion for people who are unemployed or under the threat of unemployment. In addition, one of the project’s targets is to create a new approach (a so-called “faster training model”), whereby the target group will be directed to discover to most suitable actions and steps. Through the measures of the project, the target group will become familiar with working life and increase their capacity to work in particular cleaning, catering and domestic services. Furthermore, guidance regarding to entrepreneurship or other study paths (i.e. upper secondary school, vocational school) will be organized. North Savo ELY Centre has parallel project relating to education, including this project. With the project participants, the first phase will be an intensive period of four months. During this first period, each participant will clarify his or her own study path and basic capacity for working in Finland, plus will learn the Finnish language. After that period, participants will continue with a six-month work placement period within real life workplaces in order to learn and become familiar with the rules of Finnish work life. Finally, an additional period of six months will be implemented to ensure that participants follow-up and stay on track regarding individual plans and paths. The result of this project will be an explanation of the operations, including a description of the objectives and measures of the project as well as the tested approach and methods in order to provide other institutions with ideas or ways to improve. 71. Maahanmuuttajista työvoimaa Pohjois-Savoon - rinnakkaishanke, Financing project, Immigrants in the workforce in Northern-Savo (S20691) Etelä-Savon ELY, ELY-keskusten sekä TE-toimistojen KEHA-keskus The Project is established to fund and finance the employment services needed for the Imigrants in the workforce in Northern-Savo. 64 72. Pohjois-Savon Raksa Coach, Construction Coach in Northern Savo (S20708) Etelä-Savon ELY, Talonrakennusteollisuus Itä-Suomen Piiri ry English summary will be provided later. Pohjois-Savon Raksa Coach -hanke on Pohjois-Savon alueella eri perustein asuville maahanmuuttajille ja työttömille ja työttömyysuhan alaisille suomalaisille suunnattu koulutus- ja työllistämishanke. Hankkeessa ja sen rinnakkaishankkeessa tavoitteena on luoda nopean koulutuksen malli yhteistyössä rakennusyritysten, Pohjois-Savon ELY:n, ammatillisen oppilaitoksen ja TE-toimiston kanssa. Hankkeen tavoitteena on löytää maahanmuuttajien ja työttömien ja työttömyysuhan alaisten suomalaisten alhaisen osaamisen työharjoitteluun soveltuvat Pohjois-Savon alueella toimivat rakennusyritykset. Valittujen yritysten työmailla järjestetään lyhyitä koulutus- ja infotilaisuuksia ennen toiminnan käynnistymistä. Valittujen yritysten työntekijöistä koulutetaan rinnakkaishankkeessa työpaikkaohjaajia monikulttuurisille työharjoittelijaryhmille. Hankkeessa osallistutaan koulutukseen valittavien ennen hanketta osaamiskartoitettujen eri perustein Pohjois-Savossa asuvien maahanmuuttajien ja työttömien ja työttömyysuhan alaisten suomalaisten valintaan. Rinnakkaishankkeessa hankitaan ammatillisen oppilaitoksen tuottama koulutus, jossa koulutukseen valitut käyvät intensiivijakson, työharjoittelun ohella tapahtuvan opiskelun ja jonka kautta hankitaan työharjoittelijoiden ohjausresurssi. Ennen yrityksissä alkavaa harjoittelua tapahtuvan intensiivijakson pituus on 2-6kk. Intensiivijakson aikana koulutettaville opetetaan suomen kieltä ja kulttuuria ja rakennusalan perustaitoja. Hankkeessa intensiivijakson jälkeen koulutettavista muodostetaan 2-4 henkilön harjoittelijaryhmiä. Harjoittelijaryhmät aloittavat harjoittelun rakennustyömailla koulutetun työpaikkaohjaajan opastuksella kolmena päivänä viikossa hankkeen loppuun asti. Työharjoittelun ohella koulutettavat jatkavat opiskelua ammatillisessa oppilaitoksessa kahtena päivänä viikossa hankkeen loppuun asti. Hankkeen tuloksena syntyy nopean kouluttamisen malli, jossa eri perustein Pohjois-Savon alueella asuvista maahanmuuttajista ja työttömistä ja työttömyysuhan alaisista voidaan yritysten ja oppilaitoksen yhteistyöllä kouluttaa suomalaiseen yhteiskuntaan ja työelämään soveltuvia henkilöitä. Hankkeen tuloksena rakennusalan työpaikkaohjaaminen ja yritysten toimintakulttuuri kehittyy muuttunutta maahanmuuttotilannetta palvelevaksi. Samalla luodaan muillekin toimialoille soveltuva nopean kotoutuskoulutuksen malli, joka kehittää sekä yritysten, että koulutettavien osaamista ja lisää tasaarvoa työmarkkinoilla. 73. Pohjois-Savon Raksa Coach - rinnakkaishanke, Financing project – Construction Coach of Northern Savo (S20710) Etelä-Savon ELY, ELY-keskusten sekä TE-toimistojen KEHA-keskus The Project is established to fund and finance the employment services needed for the Construction Coach of Northern-Savo -Project. 74. Tulevaisuuden tekijät -yrittäjyysvalmennus, Creators of the Future – Entrepreneur Training (S20741) Etelä-Savon ELY, Creamentors Oy Creators of the future -entrepreneur training is a completely new kind of training model that is meant for entrepreneurs who have started their own business within two years and for people who are interested in becoming entrepreneurs. The training focuses on creating or developing business concepts and commercialising them. During the training business concepts are launched and tested in practice. The training aims to create new customerships during the training period and this way enables business growth and effective startup. On a larger scale the project aims to create the best entrepreneur training 65 in the world. In addition to strengthening business skills and understanding the training creates new business. 75. KIITO – kiinni työhön ja osaamiseen, WHIZ – work and holistic integration zone (S20761) Keski-Suomen ELY, Tampereen Aikuiskouutussäätiö The aim of the project is to create a new employment model for special groups, such as people with migrational backgrounds. In this model, all learning is centralized to workshops and work places, and there are no rigid demands for professional nor lingual skills. In addition to close personal work counselling, the participant will have support for his/her development in task-specific professional skills and language skills from the project. Secondary aim is to utilize, fulfill and develop further the so-called ‘pilot training’ initated by the Finnish society of entrepreneurs, which has similar goals as presented here. Measures: Recruitment of pilot groups into employment intensive sectors, and organizing task-specific counselling (by the employee) and professional- as well as lingual support (by the project) for them. Workshop activities provided by Silta-Valmennus in the fields of maintenance, cleaning as well as social and health care, provides and excellent framework and good practices for recognizing non-formal skills and competences. A commonly developed structure serves both the participants and the employee; as one’s competence deepens, will the compensation and responsibility at work rise. Following these steps or ‘stairs’, the task-specific knowhow of the participant will improve while s/he proceeds on along the steps, when both professional and lingvistic goals are achieved. The aimed ending point of the steps is employment to the organization in question, where her/his later progression of career and progression in Finnish education system is possible. Special consideration will be paid upon participants’ motivation, abilities to integrate and manage her/his life, which enable effective learning. In addition, the project will develop tools and recommendations to indentifying skills; this will serve similar intensive working-life based counselling in the future. Results are •Tailor-made model for people with migrational backgrounds and other special groups to improve taskorientated skills, language and integration while working •Employees will have a clear model to ensure sufficient workforce, basic level training, counselling and development of work community •Workplace counselors and people interested in graduate master -training will have competence in identifying relevant skills and recognizing timely counseling services on-site. Language services integrated into work and methods that are repeatable anywhere, better integration •Employment officials will be handed an agile alternative to direct clients from special groups into activating pathway, orientated to employment and employment-based integration, language skills and careers in Finland with employees and also with workshops. •Finnish society as a whole will benefit from this cost-efficient model, producing motivated workforce with basic level professional skills in language and profession. In addition, the increased knowledge of counseling and managing diversity and agile HR methods is an asset, when local competence demand is in constant state of change. 66 76. KIITO – Kiinni työhön ja osaamiseen rinnakkaishanke, KIITO (S20767) Keski-Suomen ELY, ELY-keskusten sekä TE-toimistojen KEHA-keskus The Project is established to fund and finance the employment services for the KIITO project 77. New Life, Supportive educational activities to enhance integration of the immigrants in Kainuu – acknowledging and approving the existing knowledge creating integration with local working life (S20687) Pohjois-Pohjanmaan ELY, Kajaanin Ammattikorkeakoulu Oy How to integrate immigrants to Finland and Kainuu is posing a big challenge for all of us. Especially from the point of view of educational organisation the major challenge is to clarify the education background, already gained experience and know-how from the working life as well as the level of degree of the immigrants who already possess the permission to stay in the country. Does the current Finnish sys-tem offer concrete possibilities for the immigrants to make themselves familiar with Finnish degree system in higher education when at the same time considering the level of previously gained education or work experience of the applicant? Do we appreciate or evaluate enough the existing work experience gained at this very moment when the candidates are directed towards working in Finnish organisations and companies? Can we concretely prove the existing (or going to be gained) work experience by transferring it into student credits? Can this later be added in as a relevant course credit and to become a part of degree studies that later will take place? One of the main goals of this particular project is to locally give answers. The aim is to develop and strengthen supportive activities when moving from one education to another or from the working life back to education. In addition it is important to add the interaction between the education organisation and working life, try to recognise and approve previously gained expertise, language skills and specialization. The basic idea of the ”New Life –project” is to broadly enhance the integration process of the immigrants by offering supportive education for those, who later might aim at studying as a degree student at the university. The central issue is to recognize already existing experience and knowledge, supplement the existing knowhow, induct about the key elements and the requirements of Finnish working life. Also focusing at reflecting how the outcome of this project at personal level is to be concretized into academic credit or course points is of importance. The intention is also to benefit from the applicable, already existing, Kajaani UAS business school courses offered either as they are or partly. In addition the already existing working life connections are at the core. In addition, Kajaani UAS is gaining and improv-ing its performance at the same time. As a local actor, Kajaani UAS is upgrading its knowledge base when facing with multicultural customer groups as well as when educating the local organisations and companies to receiving immigrant trainees. This same group of people might later become immigrant degree students and the interaction and recognition of their special needs will become easier. Project schedule: 1.8.2016 – 30.9.2017 (14 months) 78. Koulu kotouttaa, Financing project – Social integration at school (S20704) Pohjois-Pohjanmaan ELY, Kajaanin kaupungin koulutusliikelaitos The number of immigrants is growing, and public education services need to be developed. Project planning started with the in-house strengths of the City of Kajaani's education public utility by asking the following question: How can the competence of an education public utility with long experience in multicultural work, familiarity with the regional network of operators carrying out immigrant work and 67 operating in the core of working and business life be leveraged in the development and reinvention of educational services targeted at socially integrating immigrants? The challenge cannot be overcome merely by making a decision to begin operations; achieving the set objectives requires joint, regional and in-house development, testing and assessment. The Social Integration at School project has two development targets: professional social integration education and LUVA education preparing for upper secondary school. The development aims at a change, finding solutions for the placement and integration of the rapidly growing number of immigrants in society, education and working life. The project develops and reinvents the educational services offered to immigrants in such a way that the immigrants will be able to enter degree-oriented education and working life more quickly than today. At the same time, society acquires more competent members. The development measures are targeted at the challenges of quicker social integration faced by the education provider, socially integrating immigrants and the service network supporting them, and the working and business life. The development is based on participatory and user-oriented work. The views and support of the stakeholders are required in the development. Stakeholders at the core of the immigrant service network include: Immigrant Services of the City of Kajaani, the immigrant work coordinator of the City of Kajaani's basic education, the TE Office and the Centre for Economic Development, Transport and the Environment. Ensuring a user-oriented approach requires personal experiences and ideas concerning studies and the related challenges from students with an immigrant background. With joint planning and dialogue, the project can penetrate deeper than just the surface into the contents, implementation and challenges of education, and the everyday life at the educational institution in the process of making integration visible. The Social Integration at School project will create new educational models implemented in a useroriented way that will make it quicker for immigrants to enter degree-oriented education and employment. At the same time, the multicultural skills and cooperation-based development competence of the people participating in the development work will increase. 79. Step2Job – Työuralle osaamista tunnistamalla, Step2Job: Spotting skills – starting careers (S20724) Pohjois-Pohjanmaan ELY, Lapin Yliopisto The immigrant population in Finnish Lapland is younger on average than the population at large, but the labour market has yet to take full advantage of this favourable age structure. Immigrant job-seekers in Lapland tend to have a rather limited educational background, and immigrants throughout the country face considerable challenges in finding employment with what are limited or unrecognized educational qualifications. Means for addressing these shortcomings include a good knowledge of Finnish, an educational qualification earned in or recognized by Finland, and work experience in the country’s private, public or third sectors. Step2Job seeks to promote the employment prospects for immigrants in Lapland by providing recognition for their present skills, an aim also seen as furthering educational equality in the region. The project, a joint effort of the University of Lapland and the Lapland University of Applied Sciences, will construct an innovative model for recognizing and improving immigrants’ competencies. Relying on interaction between immigrants and working life, the model first charts the gaps in immigrants’ job skills and the challenges facing them in finding employment; it then proceeds to a process of recognition of prior learning (RPL) and opportunities to upgrade skills, one option for doing so being university-level courses. The project will use digital badges to bring front and centre the university-level competencies immigrants have, in particular those in demand on the job market. In addition, it will provide courses in Finnish from B-level on up as well as highlight the processes of and opportunities offered by RPL in the Lapland University Consortium, for both immigrants with university-level competencies and for consortium personnel who provide information, advice and guidance to students. 68 One outcome of the project will be improved identification and recognition of immigrant job-seekers’ skills: they will receive due credit for the competencies they have acquired in their country of origin in terms of Finnish university-level studies and degree components. The system of digital badges will provide prospective employers with a tangible indication of each job-seeker’s full range of competencies. This in turn will enhance immigrants’ job-seeking skills and overall familiarity with working life as well as broaden the networks through which they interface with the working world. In addition, the project will help immigrants improve their Finnish language skills and master the terminology needed in professional contexts. The B-level Finnish courses provided through the project to this end will be the first in Lapland. What is more, the project will introduce a new dimension in the RPL processes of the universities in Lapland, one tailored to immigrant clients who seek recognition of their present competencies. One further, indirect benefit of the project will be to promote cultural and gender equality: it will support employment for immigrants and enhance the competencies of and job opportunities especially for female immigrants. The support measures target women in particular, as they run a great risk of staying at home and missing out entirely on opportunities to participate in working life. 80. KOTOCHAT, Kotochat (S20758) Etelä-Savon ELY, Etelä-Savon Koulutus Oy Immigrant integration training and the development of vocational education and training constantly looking for new methods. Language and language learning as well as recognition of prior learning, and visualization are key areas to be developed for immigrant training courses organized in educational institutions. Digitalization will bring new opportunities for the development work. A variety of translation services that operate through the Internet using human translation between a number of different languages have already been developed. These are already widely mm. benefiting from a service game industry is also possible to apply the related services on integration of immigrants. In practice, agile project through experimentation suitability of services can be tested in various matters (for example, online chat or advice on the translation of documents). Immigrant trainings with regard to this project we'll test the suitability of a real-time translation service with the pilot groups: a) the recognition and accreditation of skills b) pilots with real-time chat translation eg. on-the-job support Otherwise, international operations piloting can be done, for example: c) the translation of entire documents d) orientation of the exchange students Project schedule and the practical implementation is as follows: 1) Translation Service providers tendering and selection (June 2016) 2) Preparation of technical implementation, eg. Construction of interfaces between the different systems and the first version of the interface preparation (July-September 2016) 3) with the pilots Esedu students from September to January 2017. Piloted now primarily to real-time chat service (skills analysis and job training) and the translation of various documents. Testing of interfaces with end-users usually requires at least four cycles, so the test of time is reserved for a total of 4 months. 4) The reporting of the results of the project user interfaces, and service usability (February - March 2017) Internet-based, real-time translation service pilot project, the following outcomes are: 69 1) identification of the user interface language that is verified print screen printer 2) a report on the use of experiments, which contains descriptions of the experiments, a summary of language translations at least 3 trial in selected language pairs and estimates of the availability of services 81. Maaseudun Sivistysliiton hallinoima hanke Hyvän mielen paikat on tarkoitus toteuttaa kolmen kunnan (Pyhäjoki, Tyrnävä ja Pudasjärvi) kanssa yhteistyössä. Hankkeen tavoitteena on luoda kuntiin Hyvän mielen paikka, joka edistää sosiaalista osallisuutta, ehkäisee syrjäytymistä, edistää kohderyhmän työllistymistä ja työelämävalmiuksia. Tarkoitus on yhdessä kunnan kanssa etsiä sopiva tila tai paikka, jonne toimintamalli yhdessä rakennetaan. Oulussa toimiva Hyvän mielen talon toimintamalli on tämän hankkeen suunnittelun taustalla. Hankkeen pääasiallinen kohderyhmä on työmarkkinoiden ulkopuolella olevat henkilöt, erityisesti nuoret ja työttömät sekä syrjäytymisuhan alla olevat henkilöt. Hyvän mielen paikan toiminnassa on mukana myös aktiiviväestö, paikalliset järjestöt ja virkamiehet (nuoriso-, sosiaali- ja terveystoimi). Yhteisellä kohtaamisella varmistetaan Hyvän mielen paikan avoimuus ja estetään paikan leimautuminen erityisryhmien paikaksi. Toiminta perustuu yhdessä tekemiseen, yhteiseen suunnitteluun ja ympäristösivistyksellisiin menetelmiin. www.ymparistosivistys.fi Toimintaa on sekä hankkeen että yhteistyötahojen (järjestöt) järjestämänä. Esimerkkejä toiminnasta ovat mm. kurssit, luennot, työpajat, pop up - tapahtumat, ravintolapäivä, siivouspäivä, ympäristötaide, kulttuuritapahtumat ja paikallisluotsikoulutus. Hankkeessa tehdään tiivisti yhteistyötä eri viranomaisten kanssa. Hyvän mielen paikat hankkeen resurssit ovat kokopäiväinen projektikoordinaattori sekä kolme aluevastaavaa 50 % työajalla. Kunnilla on mahdollisuus työllistää aluevastaava omalla rahoituksella 50 % työajalle. Aluevastaavat ovat käytännön vastuussa Hyvän mielen paikoista kunnissa. Maaseudun Sivistysliiton valtakunnallinen henkilöstöresurssi on myös hankkeen käytössä. Hankkeella on vaikutetaan sekä kohderyhmän että toimintaan osallistuvien asukkaiden hyvinvointiin, ehkäistään syrjäytymistä ja mahdollistetaan toisten ihmisten kohtaaminen matalan kynnyksen periaatteen mukaisesti. Viranomaisyhteistyölle avautuu myös uusia mahdollisuuksia kohdata erityisryhmiä ja jakaa tietoa Hyvän mielen paikassa. Tuloksena osallistujien osallisuuden tunne vahvistuu, kulttuurien välinen ymmärrys kasvaa, syrjäytyminen ja yksinäisyys vähenevät ja työelämävalmiudet paranevat. Paikallisen aluevastaavan kautta toimintamalli jää kuntaa pysyväksi toiminnaksi ja sitä voidaan kehittää eteenpäin ja levittää muille alueille. 82. From Waste to Taste (S20638) Hämeen ELY, From Waste To Taste ry Almost 100 million tons of food is thrown away each year just within the EU. This has serious economical, social and ecological effects. From Waste To Taste -project (later W2T) aims to reduce the 70 amount of food waste by creating an efficient system for the systematic collection and utilization of waste food. In the first stage of the project a food recycling center and a waste food restaurant will be opened in Helsinki. The project employs people with difficulties finding jobs - especially young people in risk of social exclusion, immigrants, and long-term unemployed people - and helps them to find their way into normal working life. The food recycling center and waste food restaurant provide meaningful jobs for its participants. They are actors who give an important contribution into reducing food waste and therefore into mitigating climate change. For each participant we will create a personal development and training plan, which aims to finding them their path in the working life. Tasks can also be assigned according to their own interests, and may include besides courier and restaurant services also office work, such as accounting, cash management and IT tasks. Furthermore, we organize training, when necessary: hygiene passport course, CV course and language training. The work can be organized, when appropriate, with a pair work technique. W2T restaurant's target customer group are environmentally aware people who want to promote social justice. Our goal is to create a new phenomenon that is cool to eat food that would be wasted otherwise. We want to change people's attitudes towards wasting food and show them new ways to utilize raw materials more extensively. For this purpose, we organize workshops and lectures. We are developing a hybrid application (for mobile and web) that enables the retailer, producer or company to indicate with one click of a button that they have food available for pick up. The courier service sends a confirmation for the pick-up time, plans the route based on the notifications and picks up the food according the schedule. W2T restaurant's creative chef designs a delicious menu based on the raw materials available and prepares the food with the participants. The range is supplemented, when needed, with the date labeled products bought from member stores so that at least 90% of raw materials are waste loss products. Food safety and maintaining proper cold storage chain are our top priorities. We can also accept large amounts of raw materials from farmers and other producers and manufacture conserved or other products. W2T’s operation is planned to continue after the one-year period with means of the restaurant operation and selling the conserved and other products. 83. Kansainväliset opiskelijalahjakkuudet voimavarana (Polku), International talents as resource for expanding companies (S20371) Keski-Suomen ELY, Åbo akademi This project aims to help international students in HEIs in the Turku area to act as a productive part of the local industry after graduation. The focus is on a win-win situation where individual students can find a position according to his/her level of education and career plans at the same time as the industry in the Turku area can get new competences (cultural, language, innovation etc.) and contacts that further their development and/or internationalization. This is done by focusing on establishing clear paths of services for international students based on if their intentions are to stay in Finland after graduation, either as an employee or as an entrepreneur, or if they plan to move away. Depending on which of these three major paths they intend to take this project provides the services needed for that individual, for that specific path. The services inside the different paths also depends on the phase where the individual student is at. We differ between three different phases: I) when the student has just arrived, II) the general integration to the new environment and III) the transition to employment or entrepreneurship. 71 This project relies heavily on the cooperation between the project partners and other relevant actors. The aim is to find mutual benefits and synergies by working together, streamlining the services that individual actors already provide for the target group. The aim of this project is not so much to invent new concrete services as such, but rather to find, show, make use and develop existing ones already provided. The aim is to see to that all the relevant services for all the three different paths exist, that the target group is aware of these services and that these services furthers the needs of the individual students when it comes to their career plans as well as the industry in the Turku area (win-win). The results from this project is expected to be easily integrated in the normal services of the project partners and other relevant actors. By getting a better structure of the services through cooperation and the path-making of the services in different phases it is expected that this project can provide a service structure that can be uphold also after the project ends.
