April 6-8, 2016, MEETING
This document includes meeting reports of the following: NCAA Division I Council, NCAA
Division I Competition Oversight Committee, NCAA Division I Football Oversight Committee,
NCAA Division I Legislative Committee, NCAA Division I Men’s Basketball Oversight
Committee, NCAA Division I Strategic Vision and Planning Committee, NCAA Division I
Student-Athlete Experience Committee, and NCAA Division I Women’s Basketball Oversight
Committee.
KEY ACTIONS AND INFORMATIVE ITEMS.
1.
Council Legislative Action. The Council’s legislative actions are detailed in Attachment
A and voting results are available in Attachment B. Pursuant to NCAA Constitution
5.3.2.2.6.2, legislation adopted by the Council is considered final at the conclusion of the
next NCAA Division I Board of Directors meeting which is April 28. Therefore,
legislation adopted by the Council with an immediate effective date will be effective on
April 28, 2016, at the conclusion of the Board meeting.
2.
Graduate Student Eligibility. The Council continued its discussion of graduate student
eligibility, including recommendations from the NCAA Division I Committee on
Academics. The Council took no action on the recommendations, and determined further
exploration of specific topics is required. Notably, Council feedback suggests further
exploration of the concept that would require an institution to count a graduate transfer
against its financial aid limits for two years or require up to two years of financial aid for
a graduate student transfer to complete his or her degree. The NCAA Division I Council
Coordination Committee will review the issues and determine the appropriate next steps
in the process. It is anticipated the Council will discuss this issue further during its June
meeting.
3.
Continuing Review of Enhancing the Student-Athlete Experience. The Council
received reports from the NCAA Division I Student-Athlete Advisory Committee and the
Student-Athlete Experience Committee related to student-athlete time demands. The
Council continues to encourage a collaborative effort between the autonomy conferences
and the rest of the Division I membership to further develop concepts and legislation
related to time demands. The Council received an initial report on the results of the time
demands survey that was recently completed by the membership. The results will guide
the development of legislative recommendations that will be presented to the Council for
introduction into the 2016-17 legislative cycle and recommendations that will be
provided to the autonomy conferences for their consideration. It is anticipated that both
autonomy conferences and the Council will take final action on initial time demands
legislative proposals in January 2017.

INFORMATIONAL ITEMS.
1.
Overview of the NCAA Division I Committee on Infractions and NCAA
Enforcement Processes. In preparation for the upcoming review of the Committee on
Infractions, NCAA enforcement and NCAA Division I Infractions Appeals Committee
processes, the Council was provided foundational education information. The Board of
Directors will receive a similar presentation during its April meeting in anticipation of the
appointment of a working group to conduct the review of the processes. It is anticipated
that a final report will be provided to the Board in August.
2.
Increasing Division I Influences in Playing Rules in Football, Men’s Basketball and
Women’s Basketball. The Council received an update on the discussions related to a
possible modification to the current playing rules committee structures for football, men’s
basketball and women’s basketball. Models for potential changes are being circulated to
affected constituencies. Feedback on the models will be provided to the oversight
committees and additional discussion and evaluation will occur in June.
3.
Fine Structure for Championships Misconduct Penalties.
Based on a
recommendation from the four sport oversight committees, the Council introduced
legislation into the 2016-17 legislative cycle to remove specified financial penalties for
failure to adhere to policies and procedures governing championships administration
from the legislation (Bylaw 31.1.11.1 – financial penalties), and specify that the
governing sports committee may assess financial penalties pursuant to established
policies and procedures, subject to review by and appeal to the applicable sport oversight
committee. The updated policies will also reflect Council approval of an increase to the
maximum financial penalty that may be assessed without first seeking Council approval.
The amount will increase from $600 to $1,500. The proposal’s effective date is August
1, 2017.
Rationale. Moving the penalties and dollar amounts out of the legislation reduces
bureaucracy when modifications are required and places authority with the sport
committees and sport oversight committees responsible for the championship and wellbeing of the sport. The success of championships depends on adherence to established
policies and procedures. At times, it is necessary to amend policies and procedures in
order to ensure the efficient operation of a championship. Allowing the sport committees
to establish and adjust specific policies and financial penalties will ensure efficient
operation of championships and hold institutions accountable for failure to follow
established policies and procedures. Penalties will remain subject to review by and
appeal to the applicable sport oversight committee.

4.
Reports from Council Committees. The Council received reports of the actions of the
seven Council committees.

b.
Competition Oversight Committee. The following items include information
provided to the Council from the Competition Oversight Committee.
(1)
The Competition Oversight Committee’s finance working group has
identified the following strategic areas for continued exploration:
championship sites and travel; selection, bracketing and field sizes;
automatic qualification; and actual competition. The subcommittee will
continue refining strategic options for future review and discussion.
(2)
The Competition Oversight Committee’s working group to review the
playing rules process recommends that a member of the Competition
Oversight Committee continue to serve on the NCAA Playing Rules
Oversight Panel (PROP) to enhance collaboration and communication.
(3)
The Competition Oversight Committee approved priorities to help ensure
that recommendations from sport committees on competition sites are
evaluated consistently.
(4)
Key topics for future discussion include:
(a)
Instant replay/video review at Division I championships; and
(b)
Potential enhancements to championships experience.
Football Oversight Committee. The following items include actions taken by
the Council on recommendations and information provided to the Council from
the Football Oversight Committee.
(1)
The Council revised the postseason football bowl game certification
policy, effective immediately, to specify that no new postseason bowl
games shall be certified through the 2019-20 bowl season (bowl games
that occur following the 2019 football season). New postseason bowl
games may apply for certification for games that would occur following
the 2020 football season. A moratorium on postseason bowl game
certifications will allow the NCAA Division I Council Postseason Football
Bowl Games Ad Hoc Working Group to effectively study the growth of
postseason football and recommend appropriate changes to the process.

The Council approved the formation of an ad hoc working group to assist
with a comprehensive review of Division I football issues, which will
begin its work in the summer of 2016.
(3)
The Football Oversight Committee approved a 2016-17 Football Bowl
Subdivision bowl eligibility waiver request for Eastern Michigan
University.
Best practices will be developed for Football Bowl
Subdivision (FBS) and NCAA Football Championship Subdivision (FCS)
institutions to increase accountability for the requirement that an FCS
opponent average 90 percent of the permissible maximum number of
grants-in-aid per year in football during a rolling two-year period.
(4)
The Football Oversight Committee agreed to revisit the composition
requirements for a competition subcommittee in light of the playing rules
substructure discussion. It is anticipated that a recommendation will be
presented for Council approval in June or September.
(5)

A report from the Postseason Football Bowl Games Ad Hoc
Working Group to the Council in June.
Legislative Committee. The following items include actions taken by the
Council on recommendations and information provided to the Council from the
Legislative Committee.
(1)
The Council approved a legislative action item to increase, from five to
seven, the number of members of the NCAA Division I Committee for
Legislative Relief with at least one member from an autonomy institution,
one from an FBS nonautonomy institution, one from an FCS institution
and one from a Division I subdivision institution. In addition, one
member of the Committee for Legislative Relief shall be a member of the
Student-Athlete Experience Committee, which will help ensure subjectmatter expertise and alignment with legislative and policy discussions.
Adding two members will help manage the increased number of appeals
and will allow for the creation of an administrative committee. Because
this item relates to the development of the Council substructure, it will be
included in the comprehensive legislative proposal that details all the
elements of the Division I substructure. The proposal will be presented to
the Board for final approval during its August meeting.

The Council introduced a proposal into the 2016-17 legislative cycle to
eliminate the requirement that an institution must complete annual
certification of compliance forms (Certification of Compliance for
Institutions and for Staff Members of Athletics Departments) in order to
enter teams or individuals in NCAA championships. The proposal’s
effective date is August 1, 2017.
Rationale. The administrative burden involved with these particular forms
outweighs their utility and the involved process has become perfunctory.
Institutions should have the discretion to determine appropriate ways to
ensure and certify compliance with NCAA legislation. Other legislation
sets forth the responsibility of control related to athletics in compliance
with NCAA rules and the role of the institution’s president or chancellor.
Elimination of the forms does not diminish the importance of compliance
and the responsibilities of the institution and its staff members.
(3)
The Council received an update on the progress of the NCAA Division I
Council Two-Year Governance Structure Review Ad Hoc Working
Group. The Council provided feedback for the working group related to
the Council organizational structure, workflow and time commitments,
and the sustainability of the structure as it relates to developing and
attracting the next generation of leaders. The working group intends to
seek feedback from the membership and governance committees on its
recommendations and it is anticipated that preliminary recommendations
will be forwarded to the Council for consideration no later than June. The
Council, with input/feedback from the Board of Directors and the NCAA
Division I Presidential Forum, will develop a final set of recommendations
for anticipated action by the Board in August.

The Legislative Committee approved updates to the Committee for
Legislative Relief policies and procedures related to: telephonic appeals
and withholding conditions related to delayed enrollment cases.
(5)
The Legislative Committee approved updates to the Committee for
Legislative Relief directive and information standards for waivers for
immediate eligibility involving Bylaw 14.5.5.1 (four-year college
transfers) in cases in which a student-athlete is a victim of egregious
behavior by an institutional staff member or student that directly impacts
the health, safety and well-being of the student-athlete and in cases
involving transfers to service academies.

The Legislative Committee considered the concept of potential waivers for
immediate eligibility involving Bylaw 14.5.5.1 (four-year college
transfers) in situations involving changes in coaching staff and the new
staff wishes to assist the student-athlete with finding another institution.
The Legislative Committee agreed with the Committee for Legislative
Relief recommendation that no waivers for immediate eligibility should be
provided for such situations.

Recommendations from the Council Two-Year Governance
Structure Review Ad Hoc Working Group.
Men’s Basketball Oversight Committee.
The following items include
information provided to the Council from the Men’s Basketball Oversight
Committee.
(1)
The Men’s Basketball Oversight Committee supports the establishment of
a competition subcommittee, which would include 10 members plus two
nonvoting Men’s Basketball Oversight Committee members. Members of
the competition subcommittee would include one current student-athlete,
two current coaches and former student-athletes, former coaches, former
administrators, and other individuals outside the Association with
significant experience with men’s basketball.
The competition
subcommittee would serve in an advisory role, collaborating with the
Men’s Basketball Oversight Committee, the NCAA Men’s Basketball
Playing Rules Committee and the Playing Rules Oversight Panel. The
concept will be reviewed with the Women’s Basketball Oversight
Committee and the Football Oversight Committee to help ensure
consistency across the sports. It is anticipated that Council approval will
be sought during the June meeting.
(2)
The Men’s Basketball Oversight Committee continued its discussions
related to the composition and structure of the NCAA Division I Men’s
Basketball Committee. Models under consideration would potentially
expand the number of regions from which committee members may be
selected; expand the size of the committee; eliminate the cap on regional
representation, but maintain the one representative per region minimum;
seek increased ethnic, gender and positional diversity; and consider
representation based on basketball-focused metrics (e.g., success in men’s
basketball championship) rather than football subdivision representation.

Models will be sent to conferences for review and feedback during spring
meetings. During its June meeting, the Men’s Basketball Oversight
Committee will analyze the feedback and develop legislative proposals for
Council consideration.
(3)
The Men’s Basketball Oversight Committee received update on the work
of the National Association of Basketball Coaches (NABC) ad hoc group
to study time demands, which includes Men’s Basketball Oversight
Committee members, former coaches, student-athletes, men’s basketball
conference administrators and NCAA staff. Initial legislative concepts
discussed by the ad hoc group include:
(a)
In-season countable athletically related
limitations during vacation periods.
activities
(CARA)
(b)
A three-day winter break during the December/January
institutional vacation period, with an earlier regular season start
date to avoid compression of the season.
(c)
Prohibition on CARA during eight-hour period each night.
(d)
Prohibition on CARA for defined period of time immediately after
conclusion of championship season, with consideration of
transfers, coaching changes and student-athletes who have
professional aspirations.
(e)
Establishment of best practices, rather than legislative
requirements, to address concept of providing two days off per
week in season and the concept that a travel day would not be
considered a day off.
The ad hoc group will finalize concepts based on survey results and the
concepts will be forwarded to autonomy conferences, the Student-Athlete
Experience Committee and the Men’s Basketball Oversight Committee for
review and consideration.
(4)
The Men’s Basketball Oversight Committee provided an update regarding
the application of the new legislation related to entry in a professional
league’s draft and the process of the NBA draft combine. It is anticipated
that a significantly greater number underclassmen will declare for the draft
this year than in previous years. The NBA will send invitations to

approximately 70 draft eligible individuals, including underclassmen, on
April 29, 2016. Coaches and directors of athletics will be copied on the
invitations. Underclassmen who receive invitations are permitted to work
out with their coaches for up to four hours/day and 20 hours/week. The
NBA draft combine occurs May 10-15, 2016. Underclassmen must
withdraw from the NBA draft not later than May 25, 2016, to retain
eligibility.

The Men’s Basketball Oversight Committee reviewed the impact of 25
rules changes and six officiating directives, which were designed to better
balance of offense and defense; create better pace of play with fewer
stoppages; and reduce physicality. Progress was made during the season
and more work will be necessary in the future. Compared to last season,
scoring increased by 5.4 points per game (8 percent), possessions
increased by 4.1 per game (6 percent), field goals increased by 1.86 per
game (0.5 percent) and fouls increased only by 1.1 per game.
Women’s Basketball Oversight Committee. The following items include
actions taken by the Council on recommendations and information provided to the
Council from the Women’s Basketball Oversight Committee.
(1)
The Council approved the formation of an NCAA Division I Women’s
Basketball Recruiting Ad Hoc Working Group to conduct a
comprehensive review of women’s basketball recruiting legislation. The
working group will be composed of 10-12 members, including coaches,
student-athletes, compliance officers and campus administrators familiar
with women’s basketball and a nonvoting member of the Women’s
Basketball Coaches Association (WBCA). Proposals developed by the
working group for consideration by the Women’s Basketball Oversight
Committee could be included in the 2017-18 legislative cycle.
(2)
The Council approved the formation of an NCAA Division I Women’s
Basketball Time Demands Ad Hoc Working Group to conduct a
comprehensive review of student-athlete time demands in women’s
basketball. The working group will be composed of 10-12 members,
including coaches, student-athletes, compliance officers and campus
administrators familiar with women’s basketball and a nonvoting member
of the WBCA.
(3)
The Council approved the formation of an advancement committee that
will report to Women’s Basketball Oversight Committee.

advancement committee is charged with the development of a strategic
plan to grow the game of women’s basketball. The advancement
committee will be composed of eight members, including a student-athlete
and coach, and a nonvoting member from a local organizing committee,
USA Basketball or WNBA. Bill Chaves, director of athletics at Eastern
Washington University and Council representative on the Women’s
Basketball Oversight committee, will serve as chair of the advancement
committee.
(4)
The Women’s Basketball Oversight Committee provided an update related
to its continued strategic review of additional women’s basketball
championship formats. Areas of emphasis include student-athlete/team
experience; competitive equity; increasing attendance and fan
appreciation; impact on partnership with broadcasting partner and
increasing local media coverage.
(5)
The Women’s Basketball Oversight Committee continued its discussions
related to the composition and structure of the Division I Championship
Sport Committee (formerly the NCAA Women’s Basketball Committee).
The Women’s Basketball Oversight Committee supports expansion of the
Division I Championship Sport Committee, and will continue discussions
with anticipated recommendations provided to the Council in June.

The Women’s Basketball Oversight Committee reviewed data from the
Growth, Opportunities, Aspirations and Learning of Students in College
Study (GOALS) on the women’s basketball student-athlete experience,
including time demands, academic experience and mental health. Results
will be shared with the Women’s Basketball Time Demands Ad Hoc
Working Group to guide future conversations.
(7)
Key topics for future discussion include:

review of tournament format; and evaluation of equitable benefits
for student-athletes and their families.
Student-Athlete Experience Committee. The following items include actions
taken by the Council on recommendations and information provided to the
Council from the Student-Athlete Experience Committee.

The Student-Athlete Experience Committee provided a report related to its
review of enhancing the student-athlete experience. The Student-Athlete
Experience Committee identified legislative and best practice concepts for
further development, agreed that a subgroup would refine Councilgovernance concepts for membership feedback at spring conference
meetings, and developed considerations and questions for potential
autonomy legislative concepts. The following guiding principles were
used in the evaluation of concepts:
(a)
Legislation should enhance the health and well-being of studentathletes, further their academic and experiential learning pursuits,
promote fairness and ensure the opportunity to take full advantage
of the student experience rather than limit athletics participation.
(b)
The student-athlete voice must be prioritized in evaluating
stakeholder perspectives.
(c)
Legislation must be values-based, meaningful, impactful and
enforceable.
Seven areas were identified for further development and consideration:
(a)
Review of Athletics Participation Activities.
The current
countable athletically related activities model is imperfect and
imprecise. Alternative approaches to address voluntary and
mandatory activities that are not currently defined as countable
activities should be examined and considered.
(b)
Comprehensive Athletic Department Consideration in Scheduling.
The student-athlete experience encompasses activities outside of
practice and competition (e.g., promotional activities, team
fundraising, community service). The entire athletics department
should consider when these activities are occurring with a focus on
protecting the student-athletes’ time away from athletics (e.g., one
day of per week).
(c)
Sport-Specific Review of Playing and Practice Seasons and
CARA. Playing and practices seasons, including two-season
models, start dates and number of contests, as well as countable
athletically related activities require sport-specific review, further
study and feedback from sport-specific stakeholders.

(d)
Study Abroad and Internship Opportunities. Student-athletes
should have the opportunity to take full advantage of the student
experience rather than limit athletics participation. Participation in
study abroad experiences and internships enhance the studentathlete’s educational experience in preparation for life after
graduation. Exceptions to five-year period of eligibility should be
considered.
(e)
Review Summer Schedule Impact on Student Experience.
Increased summer school attendance and participation in summer
athletics activities has limited a student-athlete’s opportunities to
fully participate in the student experience (e.g., internships,
employment) during a time when student-athletes should be able to
pursue personal and career development opportunities.
(f)
Educating Prospective Student-Athletes on Time Demands
Expectations. Prospective student-athletes must make informed
decisions when considering collegiate athletics participation and
selecting an institution. Prospective student-athletes should be
educated on Division I time demands generally, as well as the
institution’s sport program during the recruiting process.
(g)
Life Skills Programming -- Time Management. Time management
is important for success in college and life after graduation.
Student-athletes should be provided with mandatory time
management programming as part of the institution’s life skills
program.
A review of countable athletically related activities is complex and
may not address student-athlete time demand issues in an
immediate and meaningful way. Alternative approaches may
provide a more immediate impact on the urgent issue of studentathlete time demands (e.g., an end of season break, rest period after
travel or a minimum number of days off per academic year
scheduled at the coach’s discretion). Additional detailed concepts
and questions will be provided to the autonomy conferences for
consideration in their review of time demands related issues. A
subgroup of SAEC has been created to further study potential
Council-governance concepts that require additional development.
By May 1, Council-governance concepts with specific feedback
requests will be provided to all conferences for spring meetings.

The Council introduced a proposal into the 2016-17 legislative cycle to
specify that, in sports other than men’s basketball, a student-athlete who
receives athletically related institutional financial aid in academic years
following the departure of a head coach from the institution is not a
counter, provided: the student-athlete participated in the sport and
received athletically related institutional financial aid during the coach’s
tenure at the institution; and the student-athlete does not participate in in
the sport during the later academic years at the institution. The proposal’s
effective date is August 1, 2017.
Rationale. This proposal would provide additional flexibility to a studentathlete who may not want to transfer when his or her coach leaves the
institution, particularly for a student-athlete who is in his or her final two
or three semesters of a degree program. A student-athlete who wishes to
remain at an institution to complete his or her degree will be much more
likely to be able to do so with the opportunity to continue to receive
athletically related financial aid. This legislation has applied to men’s
basketball since 2010.
(3)
The Council approved a recommendation from the Student-Athlete
Experience Committee to gather data and monitor the application of
current financial aid legislation over the next two years. Sixty-seven
percent of the respondents to a membership survey conducted by the
NCAA Division I Council Ad Hoc Financial Aid Issues Working Group
supported this recommendation. With the cost of attendance legislation
only in its initial year of application, gathering additional data will help
ensure that possible unintended consequences may be addressed. The
following financial aid elements will be monitored to evaluate trend
comparisons: counter numbers per sport; average equivalency percent
awarded per counter per sport; roster numbers per sport; and average total
financial aid expenditure per institution per sport.
(4)
The Council approved a recommendation from the Student-Athlete
Experience Committee to appoint an ad hoc working group to conduct a
comprehensive review of financial aid legislation (Bylaw 15), including its
association with membership requirements (Bylaw 20). A comprehensive
review will allow the Division I financial aid landscape and other related
issues to be reviewed concurrently.
(5)
The Council agreed to not request, pursuant to Bylaw 18.4.1.4 (amateurstatus certification), that student-athletes who will participate in the 2016

NCAA Division I Baseball Championship certify their amateur standing
under the provisions of Bylaw 12 by signing affidavits. The legislation
was adopted in 1976, at a time when the eligibility standards for regular
season and championship competition were different. The affidavits have
only previously been requested in basketball, baseball and bowl
subdivision football. To date, no enforcement investigations have been
initiated based on responses provided on the affidavits. In June, the
Student-Athlete Experience Committee will request that the Council
consider adopting noncontroversial legislation to eliminate the legislation
associated with the amateur-status affidavits.
g.
Strategic Vision and Planning Committee. The following items include actions
taken by the Council on recommendations and information provided to the
Council from the Strategic Vision and Planning Committee.
(1)
The Council recommends that the autonomy conferences consider
sponsoring legislation to add protein as a permissible class of nutritional
supplements in Bylaw 16.5.2-(g) (permissible -- nutritional supplements).
Such legislation would permit institutions to appropriately provide and
monitor the protein supplements their student-athletes ingest. Studentathletes should be educated about the potential risks of supplement
consumption and that supplements are not intended to replace food. If the
recommended legislation is adopted, an official interpretation (Reference:
7/26/00, Item No. a) that limits the percentage of calories from protein in
nutritional supplements will be archived.
(2)
The Strategic Vision and Planning Committee confirmed that the health
and safety of student-athletes is a top priority for the Division I
membership and noted that the governance structure should be attentive to
unintended consequences resulting from the application of separate
processes involved in the autonomy and Council-governance legislative
procedures. It was noted that the Council Two-Year Governance
Structure Review Ad Hoc Working Group is reviewing this issue.
(3)
The Strategic Vision and Planning Committee provided a report regarding
the Institutional Performance Program.
The program provides
institutional leaders with vital and robust data to assist with planning,
performance and oversight of their intercollegiate athletics program. In
addition, the program guides and support members with data models, data
management and reporting in order to safeguard the health and well-being
of student-athletes and promote the integrity of the institution. The goals

better informed decisions and strategic planning. During the June Council
meeting, Strategic Vision and Planning Committee will recommend the
dissolution of the NCAA Division I Committee on Institutional
Performance, a transition plan from the committee to the Strategic Vision
and Planning Committee and rebranding of the Institutional Performance
Program.

The Strategic Vision and Planning Committee presented information
related to a recommendation to require institutions to complete a health
and safety survey on an annual basis. The information gathered through
the survey would be added to the resources that are available to the
membership through the existing Institutional Performance Program. The
information would allow real-time visualization of emerging standards of
care for the administration of sports medicine programs. The collection of
such data is consistent with data collection and analysis trends in broader
healthcare and is consistent with existing strategic priorities identified by
the NCAA Sport Science Institute. The data collection and presentation
would be overseen by NCAA Committee on Competitive Safeguards and
Medical Aspects of Sports, in collaboration with the Sport Science
Institute and Strategic Vision and Planning Committee. The Strategic
Vision and Planning Committee will provide additional information to the
Council related to this recommendation in June.

The Strategic Vision and Planning Committee continued an evaluation of
its role and responsibilities. Based on discussion of key topics,
recommendations will be made to the Council in June regarding changes
to the role and responsibilities. Key topics for discussion include:

Assisting the Council in developing and managing the Division I

Developing a tool to help evaluate the success of Division I
initiatives; and
(c)
Ensuring opportunities for membership and standing committee
input into the Division I planning process.

Student-Athlete Advisory Committee Update. The Council received an update from
Student-Athlete Advisory Committee’s recent strategic planning meeting, including an
update on its continued discussion on student-athlete time demands and concepts
supported through the Student-Athlete Advisory Committee survey. In addition, the
Student-Athlete Advisory Committee identified the following as strategic priorities for
the 2016-17 academic year:
a.
Education on NCAA rules and the governance process for student-athletes;
b.
Unified student-athlete voice;
c.
Academics (examination of initial-eligibility and financial support);
d.
Amateurism; and
e.
Recruiting.
NCAA Division I Committee on Academics. The Council received an update from the
Committee on Academics, including an overview of the 2016 NCAA Division I
Academic Progress Rate data. The Council took the following actions:
a.
The Council introduced a proposal into the 2016-17 legislative cycle to permit the
18-semester/27-quarter hour regular academic year progress-toward-degree
credit-hour requirement, per Bylaw 14.4.3.1-(b), to be prorated to nine hours for
each term in which the student-athlete is enrolled in a cooperative educational
work experience (e.g., co-op, internship, practicum, student teaching) or
institutionally approved study-abroad program, provided the institution recognizes
the student-athlete as a full-time student while participating in the cooperative
educational work experience or study abroad program; the student-athlete
satisfactorily completes the cooperative educational work experience or studyabroad program; and, at the time of certification, the student-athlete has fulfilled
the progress-toward-degree requirements (per Bylaw 14.4.3) for the terms in
which the student-athlete has been in attendance. The proposal’s effective date is
August 1, 2017.
Rationale. Oftentimes, student-athletes participating in cooperative educational
work experience programs are considered full-time students by their institutions
but receive no, or minimal, academic credit for the experience. As a result, these
student-athletes must complete 18-semester or 27-quarter credit hours during the
remainder of the academic year to remain academically eligible to compete during
the following academic year. In order to pursue cooperative educational work

experience and study-abroad programs, which in some cases are required for
degree completion, student-athletes must balance increased course loads, often in
conjunction with demanding athletics participation schedules. As a result, some
student-athletes are discouraged from participating in these programs because of
the potential impact on their future academic eligibility.
b.
The Council introduced a proposal into the 2016-17 legislative cycle to permit
credit hours earned toward all established and ongoing institutionally approved
minors, including voluntary or optional minors, and undergraduate certificate
programs to be used to satisfy credit-hour requirements (per Bylaw 14.4.3.1). In
order for credit hours associated with a voluntary or optional minor to be used to
satisfy credit-hour requirements, the minor must be declared prior to the first day
of the applicable academic term. In order for certificate program credit hours to
be used to satisfy credit-hour requirements, the program must require at least nine
credit hours to complete; must be available only to student-athletes who have
been admitted as regular degree-seeking undergraduate students; and must be
declared by the student-athlete prior to the first day of the applicable academic
term. The proposal’s effective date is August 1, 2017.
Rationale. Under the current legislation, student-athletes could be unduly
burdened by voluntary or optional minor coursework or certificate coursework in
addition to coursework used to satisfy credit-hour requirements while otherwise
balancing time demands of athletics and co-curricular activities. In some cases,
these situations lead to student-athletes having to choose between maintaining
athletics eligibility and pursuing a desired minor or certificate, or extending time
in school to complete a minor or certificate after exhausting athletics eligibility.
Student-athletes will still be required to meet all percentage-of-degree
benchmarks without using voluntary or optional minor credits or certificate
credits, ensuring progress toward graduation within five years of initial full-time
enrollment.
c.
The Council introduced a proposal into the 2016-17 legislative cycle to define and
clarify NCAA pre-enrollment academic misconduct activities, the individuals to
whom the activities apply and violations of such activities. The proposal’s
effective date is August 1, 2017.
Rationale. Pre-enrollment academic legislation should be amended to ensure
consistency with post-enrollment academic misconduct legislation. Specifically,
pre-enrollment academic misconduct legislation should apply to representatives of
athletics interests. Likewise, the legislation should clarify that pre-enrollment
academic misconduct applies to a prospective student-athlete’s academic record,

which could include core courses, grades, credits, transcripts and standardized test
scores. In addition, a violation of the current legislation for arranging for a false or
inaccurate academic record requires “knowing involvement.” Such a standard
should not be required in the case of academic misconduct. The process for
reporting and adjudicating violations will not change with these legislative
enhancements.
7.
Update from NCAA President, Mark Emmert. NCAA President, Mark Emmert
thanked the Council for its work and significant contributions to intercollegiate athletics.
President Emmert noted that elements of the governance structure are under review
(Council Two-Year Governance Structure Review Ad Hoc Working Group); some issues
related to daily fantasy sports have been resolved; and that the Association is monitoring
issues related to Lesbian, Gay, Bisexual, Transgendered, Questioning (LGBTQ) rights in
various states as they relate to championship bid processes.

Board of Directors Update. The Council received a report of the Board of Directors
February teleconference, including information related to the approval of the one-time
distribution of $200 million from the quasi endowment for the direct benefit of studentathletes and their academic success, life skills, career success, health and safety and
student-athlete focused diversity and inclusion initiatives. In addition, the Board received
an update regarding the NCAA Strategic Communications Plan, including feedback from
the Council.
9.
NCAA Division I Council Coordination Committee. The Council received a summary
of actions taken and key informational items discussed by the NCAA Division I Council
Coordination Committee between February 3 and March 16, 2016.

Sport Committee Reports.
The Competition Oversight Committee reviewed
informational items from the NCAA Division I Field Hockey Committee, NCAA Division
I Men’s Soccer Committee, NCAA Division I Women’s Soccer Committee, and NCAA
Division I Men’s and Women’s Track and Field and Cross Country Committee and took no
action. The Competition Oversight Committee did take action, however, on items from the
following Division I and national collegiate sport committees:

NCAA Division I Women’s Volleyball Committee.


NCAA Men’s Water Polo Committee.

c.
Challenge review system. The Competition Oversight Committee approved a
request to implement a challenge review system via instant replay at the 2016
Division I Women’s Volleyball Championship finals site.
Selection criteria. The Competition Oversight Committee approved editorial
revisions to streamline the primary criteria and remove the secondary criteria for
added clarity, consistency and transparency.
NCAA Division I Men’s Lacrosse Committee.

Future sites. The Competition Oversight Committee Administrative Committee
approved the following institutions and sites for the 2017 and 2018 Division I

accepted a report from the Panel’s January in-person meeting as information only.

Principles for Evaluating Sport Committee Recommendations. The Competition
Oversight Committee approved the principles that are to be used as guidance when
evaluating sport committee recommendations that require a budgetary increase.
5.
Fall Championships Participant Survey Results. The Competition Oversight Committee
reviewed feedback collected from fall-sport championships participant surveys, noting the
high percentage of respondents who are satisfied with their championship experiences.
6.
Site Selection Evaluation Priorities. The Competition Oversight Committee approved
priorities that align with Bylaw 31 and NCAA core values to help ensure that
recommendations from sport committees on competition sites are evaluated consistently.
The Competition Oversight Committee will notify sport committees that the Administrative
Committee will use them as guidance when reviewing site recommendations this fall for
the 2018-2022 bid cycle.
7.
NCAA Championships Update. The NCAA’s senior executive vice president for
championships provided a brief update on the Division I championships program and noted
areas and issues that are likely to generate Competition Oversight Committee discussion in
the future.
8.
Presidential Working Group on Sports Sponsorship Update. The chair of the
Competition Oversight Committee provided an update regarding the ongoing discussions
within Presidential Working Group on Sports Sponsorship.
9.
NCAA Division I Nominating Committee Update. The Competition Oversight
Committee received an update that the Nominating Committee is working (1) to gather
feedback from governance and sport committees on potential candidates in order to better

inform final nominations; and (2) to consider various models that broaden the nominee
pool.
10.
Discussion of Instant Replay. The Competition Oversight Committee received a report
that provided a summary of how and to what extent instant replay is used at various
Division I championships.
11.
NCAA Division I Legislative Subcommittee of Competition Oversight Committee
Update. The Legislative Subcommittee updated the Competition Oversight Committee on
legislative proposals in the current cycle and reviewed the process by which the
subcommittee will consider items in the future.
12.
Future Meetings and Teleconferences. The Competition Oversight Committee will meet

1.
NCAA Division I Football Championship Committee Reports. The Football
Oversight Committee received an update from the chair of the NCAA Division I Football
Championship Committee regarding its February 10-11 meeting, February 29
teleconference and March 28 teleconference.
The championship committee
recommended a change to the 2016 Division I Football Championship selection policies
to permit a conference with four or more teams in the FCS tournament one additional
flight in the first or second round in order to avoid having all of its teams on the same
side of a selection bracket. The Football Oversight Committee will review the
recommendation at a later meeting.
2.
NCAA Football Rules Committee Report. The Football Oversight Committee received
the report from the NCAA Football Rules Committee's February 8-11 meeting.
3.
NCAA Division I Council Postseason Football Bowl Games Ad Hoc Working Group
Update. The Football Oversight Committee received an update from the NCAA
Division I Council Postseason Football Bowl Games Ad Hoc Working Group's March 31
– April 1 in-person meeting.
4.
NCAA Division I Student-Athlete Advisory Committee Update. The Football
Oversight Committee received an update from the vice-chair of the NCAA Division I
Student-Athlete Advisory Committee. The SAAC expressed concern with studentathletes being required to participate in required practice activities outside the playing
and practice season during an institutional vacation period (e.g., spring break). This issue
will be included in the comprehensive review of football.

Division I Legislative Committee reviewed the voting chart and discussed potential
procedural and interpretive issues related to the proposals. No action was taken.
2.
Update from the NCAA Division I Council Two-Year Governance Structure Review Ad
Hoc Working Group. The Legislative Committee received an update on the progress of the
working group. It was noted that the Legislative Committee will receive a report from the
working group in June and will forward recommendations to the Council.
3.
Review of NCAA Division I Interpretations Committee Report/Official Interpretations.
The Legislative Committee received the report of the NCAA Division I Interpretations
Committee.

The Legislative Committee approved three official interpretations (References:
1/27/16, Item No. 1; 1/27/16, Item No. 2; and 1/27/16, Item No. 3) recently issued by
the Interpretations Committee, as recommended.

The Legislative Committee reversed a previously approved official interpretation
(Reference: 7/22/93, Item No. 5) and issued the following interpretation:
Transportation Prior to Enrollment After Away-From-Home Competition. (I) The
Legislative Committee determined that an institution may provide an incoming
student-athlete who joins the institution's team at an away-from-home competition
(e.g., foreign tour, regular-season competition) with expenses to travel to the
institution after the competition to begin his or her initial enrollment at the institution,
provided the student-athlete is eligible for competition.

4.
Review of NCAA Division I Committee for Legislative Relief Report. The Legislative
Committee received a report of the February 22-23 meeting of the Committee for Legislative
Relief. In addition to recommending expansion of the composition of the Committee for
Legislative Relief and approving several policy recommendations, the Legislative Committee
received an overview of recent waivers that have been approved through the temporary
review process.
5.
Compliance Forms. The Legislative Committee reviewed current compliance forms and the
legislation and policies that require the administration of the forms. In addition to

INFORMATIONAL ITEMS.
1. February 2016 Report. The NCAA Division I Men’s Basketball Oversight Committee
approved its February 8-9, 2016, meeting report as previously distributed.
2. NCAA Division I Men’s Basketball Committee Update. The Men’s Basketball Oversight
Committee received an update from the chair of the Men’s Basketball Committee on the
2016 NCAA Division I Men’s Basketball Championship.
3. Hispanic Marketing Presentation. The Men’s Basketball Oversight Committee received a
presentation from the Men’s Final Four of the Division I Men’s Basketball Championship
marketing agency of record, Professional Sports Partners, regarding the popularity of men’s
college basketball as defined by the Hispanic audience. The presentation also reviewed the
population base across the United States, forecasted trends and the impact of the current
marketing strategy. Additional information was shared regarding the planned approach to
marketing the 2017 Final Four in Phoenix, Arizona and the 2018 Final Four in San Antonio,
Texas.
4. NCAA Men’s Basketball Rules Committee Update. The Men’s Basketball Oversight
Committee received an update from NCAA staff on the memorandum sent to the NCAA
Playing Rules Oversight Panel and the NCAA Divisions II and III Management Councils
that includes a request for feedback regarding ways to increase Division I influence on the
playing rules. The feedback received will be reviewed with the Men’s Basketball Oversight
Committee during its June 2016 meeting.
5. Men’s Basketball Committee Nominations. The Men’s Basketball Oversight Committee
reviewed candidates for upcoming vacancies on the Men’s Basketball Committee. The
feedback will be shared with the NCAA Division I Nominating Committee prior to
selections.
6. NCAA Division I Pre-Enrollment Amateurism Summit Update. The Men’s Basketball
Oversight Committee received an update on the recent Pre-Enrollment Amateurism Summit
that occurred February 29, 2016, at the NCAA national office. It was noted that the primary
purpose of the Summit was to gather feedback from representatives from various institutions
and conferences on amateurism staff procedures use while conducting complex case reviews
in order to improve communication with the membership and transparency of the process.

7. Legislative Update. The Men’s Basketball Oversight Committee reviewed the remaining
2015-16 Division I legislative proposals that impact men’s basketball.
8. NCAA Growth, Opportunities, Aspirations and Learning of Students in College Study
Results for Men’s Basketball. The Men’s Basketball Oversight Committee received a
presentation from the NCAA research staff on the most recent GOALS study results on the
college experiences of participants in men’s basketball. The committee noted that only 9
percent of men’s basketball student-athletes (lowest percentage in a Division I sport) said
they would prefer less time on athletics activities, with the rest being satisfied with their
current time commitment or wanting more athletics time.
9. Corporate and Institutional Advertising in Front of the Bench. The Men’s Basketball
Oversight Committee reviewed several examples of college basketball courts that have
commercial or institutional advertising on the playing court outside the sidelines near the
team benches and at the ends of the court. Although there are not any current playing rules
that specifically prohibit advertising in this area, the committee agreed that further review of
this issue is necessary to determine how such advertising affects the image of college
basketball.

Division I Student-Athlete Experience Committee received an update regarding the Ad
Hoc Amateurism Working Group. The committee noted the charge and roster is
currently being drafted for future review by the NCAA Division I Council Coordination
Committee.
2.
Referral from NCAA Division I Women's Basketball Oversight Committee –
Participation on an Institution's Club Team. The committee reviewed the referral
from Women's Basketball Oversight Committee regarding participation on an institution's
club team. The committee noted that currently, NCAA Division I legislation requires
that an individual be charged with a season of competition for participation in
intercollegiate competition as a member of an institution's club team if that institution
sponsors the sport as a varsity intercollegiate sport. After discussion, the committee
chose to not refer the concept to the Council.
3.
Intercollegiate Women's Lacrosse Coaches Association (IWLCA) Request. The
committee discussed the IWLCA legislative proposals and recommendations from the
NCAA Division I Student-Athlete Experience Committee - Sport Specific Subcommittee.
The subcommittee was charged with re-evaluating the proposals for sport-specific merit
in advance of full committee review.

KEY ITEMS.
1.
During its June meeting the NCAA Division I Strategic Vision and Planning Committee
will discuss the possible addition of a student-athlete experience survey to the NCAA
Division I Institutional Performance Program (IPP).
2.
The Strategic Vision and Planning Committee will consider recommending that the
NCAA Division I Committee on Institutional Performance be dissolved. In advance of
that discussion, the Strategic Vision and Planning Committee formed a small transition
team to evaluate how to best complete the remaining work of the Committee on
Institutional Performance and rebrand the IPP.
3.
The NCAA Committee on Women's Athletics will provide a recommendation related to
equestrian for the Strategic Vision and Planning Committee's consideration in June.
INFORMATIONAL ITEMS.
1.
Review of February 8-9, 2016, Report. The committee reviewed its February 8-9
report and accepted the report as submitted.
2.
Communications Update. The Strategic Vision and Planning Committee reviewed the
new communications and advocacy effort designed to better understand and address how
the public perceives the NCAA and the challenges faced as an association. The Strategic
Vision and Planning Committee provided feedback on the communication initiatives,
best practices for telling the stories of our student-athletes and strategies for obtaining
membership feedback.
3.
Health and Safety Update. The Strategic Vision and Planning Committee received an
update regarding Datalys and the College Football Summit. The Sport Science Institute
staff will provide additional information and a recommendation for ways to support data
gathering for injury surveillance during the June meeting.
4.
Institutional Performance Program. The Strategic Vision and Planning Committee
discussed a new oversight structure for the IPP and will provide a recommendation for
the NCAA Division I Council to consider at its June meeting. In addition, the concept of

for review in June.

KEY ITEM.

Review of the 2016 Women's Basketball Championships. The NCAA Division I
Women's Basketball Oversight Committee discussed the 2016 championships, including
the Division I Women’s Final Four and the Divisions II and III National Championships.
The committee noted the success of the combined championship and the above-average
attendance at the Divisions II and III Championships as a result of being held at the same
site and in the same venue. Concerns about certain preliminary round sites having remote
broadcasters as opposed to in-person were noted. The NCAA staff provided an update
about the discussions with the broadcast partners on this issue. The staff was directed to
conduct an audit on the television ratings to determine whether all games were broadcast
in the correct markets. Finally, the staff was directed to review the benefits provided to
student-athletes and families in conjunction with the men's and women's championships
to ensure equity where possible.
INFORMATIONAL ITEMS.
1.
Update from the NCAA Division I Women's Basketball Championship Sport
Committee. The Women's Basketball Oversight Committee received an update from the
chair of the NCAA Division I Women's Basketball Championship Sport Committee. It
was noted that the release of top-ten seeds leading up to Selection Monday was received
favorably. The Women's Basketball Championship Sport Committee will continue to
examine bracketing principles and provide an update to the Women's Basketball
Oversight Committee at a future meeting.
2.
Future Priorities Identified for Division I Women's Basketball. The Women's
Basketball Oversight Committee reviewed future priorities identified for Division I
women's basketball and agreed to add a review of time demands, including the length of
the season, and the recruiting model to the list.
