The regular meeting of the Council of the Rural Municipality of Whitehead was held in the
municipal council chambers at Alexander, Manitoba on Friday, September 23rd, 2016.

Be it further resolved that the Council of the Rural Municipality of Whitehead be
appointed as the Board of Revision Committee and that Reeve Curle be the Chair,
and CAO Cindy Izzard be appointed as secretary.

Resolved that the Rural Municipality of Whitehead write off the final tax sale
invoice in the amount of $34.44 from Roll 70450, as it was after the published
advertisement.

Resolved that Cindy Izzard and Christine Burton be authorized to attend the MMAA
Managing Public Hearing under the Planning Act seminar in Winnipeg, MB on
Friday, October 21, 2016 at a total cost of $548.00.
Be it further resolved that daily per diem, mileage and out of pocket expenses be
reimbursed.

Resolved the Rural Municipality of Whitehead send a request to Community and
Regional Planning for amendments to the RM of Whitehead Development Plan
bylaw No 2122, as amended and corresponding map amendments to the RM of
Whitehead Zoning Bylaw 2123, as amended for the following lots in Alexander, as
follows:
1. Lots 8-17, Block 26, Plan 23, along 2nd Avenue in Alexander from Iona Street to
Carrick Street – re-designate from Commercial (General) Zone ‘CG’ to
Residential (General) Zone ‘RG’, and
2. Lots 1&2, Plan 50461
3. Lots 3&4, Plan 50461
4. Lots 1&2, Block 22, Plan 77 – at the west end of 2nd Avenue in Alexander – redesignate all of these parcels referred to in 1, 2 & 3, from Commercial
(Highway) Zone ‘CH’ to Residential (General) zone ‘RG’

Resolve that the Rural Municipality of Whitehead make Cindy Izzard, CAO
administrator of the Westoba Credit Union Mastercards.
Further, council resolves that all but the two (2) Mastercards - in Heather Curle and
Allan Sutherlands names - be closed including but not limited to the following;

BE IT RESOLVED THAT this regular meeting now adjourns to an “in camera”
meeting to discuss matters in the preliminary stages as per Subsection 152(3)(b)(iii)
of The Municipal Act and all matters discussed in-camera are confidential until
discussed in an open meeting as per Section 83(1)(d) of The Municipal Act.

WHEREAS all representatives in regards to By-laws listed below have been dealt
with;
1. Proposal to Subdivide Land which results in the Creation of a New Public Road in
SW 21-10-20WPM lying south of PTH No. 1
2. By-law 2175 being an Amendment to the Development By-law No. 2122, to redesignate an area of land.
3. By-law 2176 being an Amendment to the Zoning By-law No. 2123, to re-zone part
of SW 21-10-20WPM lying north of PTH No.1 from Agricultural Restricted and
Agricultural Limited to General Development.
THEREFORE, BE IT RESOLVED that the public hearing be concluded and council
resume it normal order of business.

WHEREAS Subdivision Application No. 4202-13-7186 originally requested a
variation to allow for a Public Road west of Lot 8, Phase 1 of the Kemville
Development, to access Lots 1 & 2 of this 3rd Phase of the subdivision;
AND WHEREAS Mr. Esau now wishes to open a New Public Road off of Sandison
Street to access said lots instead as described in the Notice of Public Hearing;
AND WHEREAS a Public Hearing was held at 9:45 a.m. on Friday, September 23,
2016 as indicated in the Public Notice to hear any representation for or against the
application;
AND WHEREAS Manitoba Infrastructure and Transportation (MIT), Highway
Planning a Design has no concerns with the proposed new Public Road, provided it
does not extend to the PTH #1 right-of-way.
AND WHEREAS there were no objections;
NOW THEREFORE BE IT RESOLVED that the Rural Municipality of Whitehead
amend the original subdivision conditions and approve the creation of this new
Public Road running parallel along the northerly limits of Lots 5-8, accessed off
Sandison Street.

WHEREAS a Provincial objection and several serious Provincial concerns were
presented to Community and Regional Planning regarding By-law 2175 redesignation from Part Restricted Agriculture area and Part Limited Agriculture area
to Rural Community Area and By-law 2176 re-zoning from Part Agricultural
Restricted zone and Agricultural Part Limited Zone to General Development Zone;
AND WHEREAS a Public Hearing was held at 10:00 a.m. and 10:30 a.m. on Friday
September 23, 2016 as indicated in the Public Notice, to hear any representation for
or against the application;
AND WHEREAS representation was made for/against the application;
NOW THEREFORE BE IT RESOLVED, the Rural Municipality of Whitehead not
move forward with a second reading of By-law 2175 re-designation from Part
Restricted Agriculture area and Part Limited Agriculture area to Rural Community
Area and By-law 2176 re-zoning from Part Agricultural Restricted zone and
Agricultural Part Limited Zone to General Development Zone.

Resolved that the Rural Municipality of Whitehead apply for Minor Works Water
Licenses for:
PFRA ditch behind Gerry Williams in the SE ¼ of 24-10-20WPM.
Be it further Resolved Darren Campbell be hired to do the work at Williams.

Resolved that we now adjourn to meet again on Friday, October 14, 2016 at 8 a.m. or
at the call of the Reeve.
