Minutes of the Regular Meeting of the Board of Directors Wednesday, February 17, 2016 The Regular Meeting of the Board of Directors of Osprey Pointe Neighborhood Association, Inc. was held on Wednesday, February 17, 2016 at Hunter’s Green Country Club, 18101 Longwater Run Dr, Tampa, Florida 33647. First Order of Business CALL TO ORDER – ROLL CALL – QUORUM – NOTICE OF MEETING The meeting was called to order at 7:00 PM. Board members present at roll call were Jim Heberlein, Georges Kaufman, Lenny Tilipman, Mick Walters and Dan Weidlich. A quorum was established. Notice of Meeting signage was posted in advance of meeting at both gates. Additionally in attendance were Glenda Butler of Terra Management Services and homeowners, Dawn Gleason and Kim Weidlich. Second Order of Business Owner Comments Dawn Gleason commented there should be a notice mailed for the meetings if the Board is no longer going to post signs at the entrances. She also commented on the gutter that needs to be cleaned out near her home with standing water located at 9174 Highland Ridge Way. Third Order of Business MINUTES OF MEETING January 20, 2016 On Motion made by Lenny Tilipman and seconded by Mick Walters, the Board unanimously approved the January 20, 2016 Meeting Minutes. Fourth Order of Business Managers Report Glenda Butler described the components of the Management Report that she will deliver each month. Fifth Order of Business Items Completed Jim Heberlein reported Hunter’s Green Community Association (HGCA) Design Review Board (DRB) approved the paver color combination for the front and back gate. Additional items discussed were high irrigation water usage and gate remote expense versus accrual. Assessment payments: Board discussed current policy, transition of bank, and sending reminder letter. On Motion made by Georges Kaufman, and duly seconded by Mick Walters, the Board unanimously approved the management company to send reminder letter to owners with outstanding assessment payments as soon as possible and then forward any outstanding owners to association attorney on March 5, 2016 for collections. Vendor Check Approval: Glenda Butler described Terra Management’s process for vendor check approval via email. Board agreed either Jim Heberlein or Georges Kaufman can approve invoices for payment. Terra Management will send email to both Jim and Georges. Seventh Order of Business Covenant Compliant Reports Jim Heberlein discussed current violation status and he will be working with HGCA and Glenda Butler to address current issues. Eighth Order of Business Old Business Paver Installation: Jim Heberlein will send approved paver proposal from Olde Towne Pavers to Glenda Butler to obtain vendor approval and issue purchase order. Gate Operators & Sensor Loop. Southern Automated Access Services proposal was reviewed in regards to Surge Protector and additional loop. On Motion made by Lenny Tilipman and duly seconded by Mick Walters, the Board unanimously approved adding surge protectors for the additional expense of $400 to the estimate 474 dated December 8, 2015 from Southern Automated Access Services. Street Sweep. Board decided not needed at this time. Osprey Run Drive – tree removal. Tabled until next meeting. HGCA received blanket permit from City of Tampa for tree removal. Jim Heberlein will be obtaining guidelines from Tracy with HGCA in regards to tree removal. Board discussed grinding versus slicing sidewalks. Glenda Butler will contact vendors and obtain estimates for both options. Osprey Pointe Place – tree removal. Jim Heberlein is in contact with Hunter’s Green. Terra or Osprey Pointe website. Website through Terra has been created but items need to added. Glenda Butler will work with Terra to get website updated and running based on model of current website. Ninth Order of Business New Business HGCA DRB – Osprey Pointe BOD. Jim Heberlein discussed that HGCA DRB currently obtains approval from Osprey Pointe Board Director before final approval is granted to owner. Jim stated Tracy Lang with HGCA noted that Osprey Pointe is one of two neighborhoods in Hunters Green that require approval by neighborhood board. On Motion made by George Kaufman and duly seconded by Mick Walters, the Board unanimously approved allowing Hunter’s Green Design Review Board (DRB) to make final decisions for Osprey Pointe Neighborhood DRB submissions without approval from Osprey Pointe Board Director. Gate – Hold Open Times. Jim Heberlein discussed changing the gate hold open times upon completion of installing the new gate operators. ADJOURN The next Board Meeting is scheduled for March 16, 2016, at 7:00 pm at Hunters Green Country Club, 18101 Longwater Run Dr, Tampa, Florida 33647 There being no further business, the Board adjourned at 8:57 PM.
