PENNSYLVANIA SPORTSMEN'S PERMITS
When you come in for the permit you must have a current Hunting or Fishing License and a
Pennsylvania Driver's License or a Pennsylvania State Identification Card. You need to be
18 years or older. The cost is $6.00 for a five year permit. If you have any questions you

**Available to Pennsylvania resident service members who provide documentation:

That within the previous 24 months, the person was deployed overseas as
a
member of the Reserve, PA Army National Guard or Air National Guard, and

They were on active federal service for a period of 180 consecutive days or
more.
Available to person who provide documentation that proves they were released
early from the service describe above because of injury or disease incurred in the line of
duty.
Service members limited to one license for each qualifying deployment.
Federal Travel Vouchers or Discharge papers may be used to verify service status.
The cost of the National Guard license is $1.00, plus the $1.00 issuing agent fee and
requires the purchase of appropriate stamps and/or permits.
***The angler must be a bona fide Pennsylvania resident, be on active duty, be stationed
outside Pennsylvania and be here on authorized leave. While in the act of fishing, the
military personnel must carry proof of each of these requirements, such as a Pennsylvania
drivers license or their military ID, and valid military orders showing their place of
assignment and leave status.
NOTE: You qualify for a resident fishing license if you are a bona fide resident of
Pennsylvania. You must show positive proof of permanent residency. Senior Resident and
Lifetime licenses are available to those persons at anytime during the year in which they will
become age 65.

The following license types and special‐draw applications are available for sale at commercial issuing agents, County Treasurers, PGC offices and on‐line. These licenses and special‐draw applications are no longer available by mail‐order.
Types of Hunting Licenses, Special Draw Applications and Their Costs: Adult Resident Hunting License: ($20.70) Issued to bona fide residents of Pennsylvania ages
17 through 64.
Junior Resident Hunting License: ($6.70) Issued to bona fide residents of Pennsylvania ages
12 through 16. Eleven-year-olds may apply for a junior license if they will reach age 12 by
June 30 of the current license year and have successfully completed the required HunterTrapper Education Course. The actual hunting privileges granted to the Junior license
holder may not be exercised until they reach age 12. In addition to the junior applicant’s
signature, his/her parent or guardian must sign the license to validate it and the information
provided before the junior license holder goes afield.
Junior Resident Combination License: ($9.70) Issued to bona fide residents of Pennsylvania
ages 12 through 16. Eleven-year-olds may apply for a junior combination license if they will
reach age 12 by June 30 of the current license year and have successfully completed the
required Hunter-Trapper Education Course. The actual privileges granted to the Junior
combination license holder may not be exercised until he/she reaches age 12. In addition
to the junior applicant’s signature, his/her parent or guardian must sign the license to
validate it and the information provided before the junior license holder goes afield.
Combination licenses grant hunting, furtaker, archery and muzzleloader privileges.
Combination licenses do not include bear, migratory game bird, special spring gobbler or
antlerless deer license privileges.
Mentored Youth Hunt Permit: ($2.70) Issued to resident and nonresident youth under the
age of 12. This permit includes two tags: one for an antlered deer and one for a spring
turkey. In addition to the applicant’s signature, the applicant’s parent or guardian must
sign the permit to validate it and the information provided before the mentored youth
hunter goes afield. The cost to replace a lost Mentored Youth Hunt Permit is $2.70. See

Senior Resident Hunting License: ($13.70) Issued to bona fide residents of Pennsylvania age
65 and older. Sixty-four-year-olds may apply for a senior license if they will reach age 65
by June 30 of the current license year. This license is valid for only the license year of
issuance.
Senior Resident Lifetime Hunting License: ($51.70) Issued to bona fide residents of
Pennsylvania age 65 and older. Sixty-four-year-olds may apply for a senior lifetime
hunting license if they will reach age 65 by June 30 of the current license year. License
holders apply for free renewal hunting licenses each year as desired to receive valid harvest
tags for that particular license year. Senior Resident Lifetime Combination License: ($101.70) Issued to bona fide residents of
Pennsylvania age 65 and older. Sixty-four-year-olds may apply for a senior lifetime license
if they will reach age 65 by June 30 of the current license year. Combination licenses grant
hunting, furtaker, archery and muzzleloader . Combination licenses do not include bear,
migratory game bird, special spring gobbler or antlerless deer license privileges. License
holders may apply for free renewal senior lifetime combination licenses each year as desired
to receive valid harvest tags for that particular license year. Senior Resident Lifetime Combination Upgrade License: ($51.70) Issued to current senior
lifetime hunting license holders who desire to upgrade their license privileges to the
combination category.
Senior Resident Lifetime Renewal Licenses (Hunting and Combination): (No Charge) Issued to Resident Senior Lifetime Hunting or Resident Senior Lifetime Combination license holders to renew their lifetime license for the current year. Lifetime license holders renewing for the first time through
PALS must provide their social security number (one time only) and their valid PA Drivers
License or some other form of positive ID showing their current address. Renewal licenses
will indicate if the hunter has regular hunting or combination license privileges. ID cards
are no longer needed or required since PALS accesses the resident senior lifetime license
database to verify privileges the hunter has on file.
Resident Disabled Veteran (DV) Lifetime Renewal Hunting License: (No Charge) Issued to
Resident DV Lifetime Hunting license holders to renew their DV lifetime hunting license for
the current year. DV lifetime hunting license holders renewing for the first time through
PALS must provide their social security number (one time only) and their valid PA Drivers
License or some other form of positive ID showing their current address. ID cards are no
longer needed or required since PALS accesses the resident DV lifetime license database to
verify privileges the individual has on file. Resident Landowner Hunting License: ($4.70) Issued to qualified resident owners or
possessors of land, comprising 80 or more contiguous acres, which are enrolled in a
Pennsylvania Game Commission cooperative public access program. Land must be open to
public hunting and trapping the entire license year. Applicants must provide their PGC
cooperative public access program agreement number. This number is required as part of
the application process to verify the applicant qualifies for this reduced-fee license type. If
the applicant does not have his/her agreement number, he or she should contact the PGC
region office for their county.
Nonresident Hunting License: ($101.70) Issued to nonresidents of Pennsylvania (from any
state or nation) who are age 17 and older.
Junior Nonresident Hunting License: ($41.70) Issued to nonresidents of Pennsylvania (from
any state or nation) who are ages 12 through 16. Eleven-year-olds may apply for a junior
license if they will reach age 12 by June 30 of the current license year and have successfully

granted to the Junior license holder may not be exercised until he/she reaches age 12. In

granted to the Junior combination license holder may not be exercised until he/she reaches

privileges. Combination licenses do not include bear, migratory game bird, special spring
gobbler or antlerless deer license privileges.
7‐Day Nonresident Small Game License: ($31.70) Issued to nonresidents of Pennsylvania
(from any state or nation) who are age 12 and older. For applicants under 17, the
applicant’s parent or guardian must co-sign the license to validate it and the information
provided before the license holder goes afield. This license is not valid for big game
including turkey. Nonresidents may purchase this license to lawfully hunt waterfowl in
Pennsylvania, as long as they also possess a PA Nonresident Migratory Game Bird License
and a Federal Duck Stamp.
Resident Archery License: ($16.70) Issued in addition to a general hunting license to
resident applicants who wish to hunt during the archery deer seasons.
Nonresident Archery License: ($26.70) Issued in addition to a general hunting license to
nonresident applicants who wish to hunt during the archery deer seasons.
Resident Muzzleloader License: ($11.70) Issued in addition to a general hunting license to
resident applicants who wish to hunt during the muzzleloader and flintlock muzzleloader
deer seasons. Nonresident Muzzleloader License: ($21.70) Issued in addition to a general hunting license
to nonresident applicants who wish to hunt during the muzzleloader and flintlock
muzzleloader deer seasons. Resident Migratory Game Bird License: ($3.70) Issued in addition to a general hunting or
combination license to resident applicants who wish to hunt migratory game birds. To
lawfully hunt waterfowl, hunters age 16 and older must also obtain a Federal Duck Stamp.
HIP survey information is collected through the PALS application process and sent
electronically to the U.S. Fish & Wildlife Service. Paper survey forms have been eliminated.
Nonresident Migratory Game Bird License: ($6.70) Issued in addition to a general hunting or
combination license or 7-Day nonresident small game license to nonresident applicants who
wish to hunt migratory game birds. To lawfully hunt waterfowl, hunters age 16 and older
must also obtain a Federal Duck Stamp. HIP survey information is collected through the
PALS application process and sent electronically to the U.S. Fish & Wildlife Service. Paper
survey forms have been eliminated.
Resident Bear License: ($16.70) Issued in addition to a general hunting or combination
license to resident applicants age 12 and older, who wish to hunt bears during any bear
season. Deadline for Issuance: Bear licenses must be issued prior to the opening day of
the regular firearms deer season, which begins November 30 this year. Residents serving
on active duty in the U.S. Armed Forces or U.S. Coast Guard are exempt from the issuance
deadline. Nonresident Bear License: ($36.70) Issued in addition to a general hunting or combination
license to nonresident applicants age 12 and older, who wish to hunt bears during any bear
season. Deadline for Issuance: Bear licenses must be issued prior to the opening day of
the regular firearms deer season, which begins November 30 this year.
Resident Second Spring Gobbler Season License: ($21.70) Issued in addition to a general
hunting or combination license to resident applicants who wish to obtain an additional
spring gobbler tag for that season. Limit of one second spring gobbler season license/tag
per license year.
Nonresident Second Spring Gobbler Season License: ($41.70) Issued in addition to a general
hunting or combination license to nonresident applicants who wish to obtain an additional
spring gobbler tag for that special season. Limit of one second spring gobbler season
license/tag per license year.
Resident DMAP Harvest Permit: ($10.70) Issued in addition to a general hunting or
combination license to resident applicants who wish to obtain a DMAP harvest permit to
harvest an antlerless deer in a specific DMAP unit. Some DMAP units require that the
applicant obtain a DMAP coupon from the landowner. This coupon must be presented to an
issuing agent prior to the issuance of a DMAP harvest permit. Other DMAP units do not
require a DMAP coupon to purchase the harvest permit. In these units, DMAP harvest
permits are issued until the allocation is exhausted. DMAP harvest permits will be available
for sale by mid to late August. See current Digest for additional details.
Nonresident DMAP Harvest Permit: ($35.70) Issued in addition to a general hunting or
combination license to nonresident applicants who wish to obtain a DMAP harvest permit to
harvest an antlerless deer in a specific DMAP unit. Some DMAP units require that the
applicant obtain a DMAP coupon from the landowner. This coupon must be presented to an
issuing agent prior to the issuance of a DMAP harvest permit. Other DMAP units do not
require a DMAP coupon to purchase the harvest permit. In these units, DMAP harvest
permits are issued until the allocation is exhausted. DMAP harvest permits will be available

Special‐Draw Applications:
Elk License Application: ($10.70) Available to residents and nonresidents, with or without a
current hunting or combination license, who wish to be entered in the special drawing for an
elk license. Only one elk license application may be submitted per license year. See

Bobcat Harvest Permit Application: ($5.70) Available to residents and nonresidents who hold
a current furtaker or combination license and wish to be entered in the special drawing for a
bobcat harvest permit. Only one application may be submitted per license year. See

Types of Furtaker Licenses and Their Costs: Adult Resident Furtaker License: ($20.70) Issued to bona fide residents of Pennsylvania ages
17 through 64.

Nonresident Furtaker License: ($81.70) Issued to nonresidents of Pennsylvania (from any
state or nation) who are age 17 and older. Junior Nonresident Furtaker License: ($41.70) Issued to nonresidents of Pennsylvania (from
any state or nation) who are age 12 through 16. Eleven-year-olds may apply for a junior
license if they will reach age 12 by June 30 of the current license year and have successfully
completed the required Hunter-Trapper Education Course. The actual furtaking privileges
granted to the Junior license holder may not be exercised until he/she reaches age 12. In
addition to the junior applicant’s signature, his/her parent or guardian must sign the license
to validate it and the information provided before the junior license holder goes afield.
The following special licenses are available only at County Treasurers and PGC Offices:
Reduced‐Fee Resident Military Personnel Hunting Licenses: ($2.70) Applicants must meet
the following criteria:
Be a resident of Pennsylvania on active and full-time duty in the U.S. Armed Forces
Be currently assigned to a facility outside of Pennsylvania but on temporary leave here
Applicants should produce proof of their military status and leave papers or official orders
showing that they’re stationed outside the Commonwealth. Applicants also need to
document that Pennsylvania is their home of record.
If the applicant or his/her agent cannot appear in person, he or she may submit a written
request, including full name, legal address, telephone number, social security number or
CID, date of birth, height, eye color and supporting documentation. Applicant must include
a self-addressed, stamped, return envelope with the request.
If a qualified applicant arrives home after County Treasurer and PGC offices have closed,
and opts to purchase a regular resident hunting license from a commercial agent instead of
the military hunting license, he or she may request a refund for the difference in cost. The
hunter must submit a written request stating where/when the license was purchased, their
CID and documentation verifying that they would have qualified for a reduced-fee hunting
license. Refund requests should be sent to the Pennsylvania Game Commission, License
Division, 2001 Elmerton Avenue, Harrisburg, PA 17110-9797.
Reduced‐Fee Resident PA National Guard or Resident Reserves Hunting Licenses: ($2.70)
Applicants must meet the following criteria:
Be a qualified resident who, within the previous 24 months, had been deployed overseas

a self-addressed, stamped, return envelope with the request.
If a qualified applicant arrives home after County Treasurer and PGC offices have closed,
and opts to purchase a regular resident hunting license from a commercial agent instead of
the National Guard or Reserves hunting license, he or she may request a refund for the
difference in cost. The hunter must submit a written request stating where/when the
license was purchased, his/her CID and documentation verifying he/she would have
qualified for a reduced-fee hunting license. Refund requests should be sent to the
Pennsylvania Game Commission, License Division, 2001 Elmerton Avenue, Harrisburg, PA

Reduced‐Fee Resident Prisoner of War (POW) Hunting Licenses: ($2.70) Applicants must
meet the following criteria:
Be a qualified resident who was imprisoned by enemy forces while in the service of the
Armed Forces of the United States as certified by the appropriate branch of the Armed
Forces of the United States.
Applicants should produce a copy of orders showing the award of the Prisoner of War Medal
or a DD 214 stating prisoner of war status and proof of residency.
If the applicant or his/her agent cannot appear in person, he or she may submit a written
request, including full name, legal address, telephone number, social security number, date
of birth, height, eye color and supporting documentation. Applicant must include a selfaddressed,
stamped,
return
envelope
with
the
request.
The following special licenses are available only through County Treasurers: Free Resident Disabled Veteran (DV) Hunting and Furtaker Licenses: (Issued by County
Treasurers only - all other agents are prohibited from issuing this type of license.) To be
eligible for a resident disabled veteran license, the veteran must have a service-related
disability incurred during a war or armed conflict and meet one of the three criteria shown
below.
1. The loss of one or more limbs
2. The loss of use of one or more limbs
3. Veterans Affairs certification of total physical disability
A qualified veteran who has a disability rating of less than 100 percent, but meets the first
or second criteria, would be eligible for a resident disabled veteran license. This disability
must be directly related to injuries incurred while on active duty during a war or armed
conflict. Discharge papers may also be required.
The term "War" as used in Section 2706 of the Pennsylvania Game and Wildlife Code shall
include both declared and undeclared wars for which veterans receive benefits from the
federal government. Eligible disabled veterans include: World War I veterans who served
from April 6, 1917 to November 11, 1918; World War II veterans who served from
December 7, 1941 to December 31, 1946; veterans of the Korean conflict who served from
June 27, 1950 to January 31, 1955; Vietnam Era veterans who served from August 5, 1964
to May 7, 1975; and Persian Gulf War veterans who served from August 2, 1990 through a
date to be set by law or Presidential Proclamation. Since this date has not been set, eligible
disabled veterans of Afghanistan and the Iraq War are included.
Under Veterans Administration regulations, total disability ratings for compensation may be
assigned where the injury rating is less than total, when the disabled veteran is unable to
secure or follow a gainful occupation as a result of service-connected disabilities. In such
cases, the veteran will have documentation that he is receiving 100% or total
compensation. Since the U.S. Government has assigned a total disability rating for
compensation for such a veteran, we will recognize the veteran as a 100 percent disabled
veteran who qualifies for a free hunting license with proper documentation.
For some veterans discharged in 1973 or later, the claim number and social security
number are the same. A Veteran's Administration form letter may be obtained from the
following address: Department of Veterans Affairs, P.O. Box 8079, Philadelphia, PA 19101.
Resident Disabled Veteran Lifetime Hunting and Furtaker Licenses: To be eligible for a
resident disabled veteran lifetime license, the qualified veteran must meet one of the
criteria previously described and, if qualifying under the second or third criteria, present
documentation that the condition/s is permanent.
Applicants may obtain yearly renewal licenses through any issuing agent. DV Lifetime
license ID cards are no longer needed or required since PALS accesses the resident DV
lifetime license database to verify privileges that the hunter has on file.
If a license holder moves out-of-state, he or she is not eligible to renew their DV Lifetime
license.
To Replace a DV License: An individual who loses his or her DV license (yearly, lifetime or
renewal) may purchase a replacement at the cost of $6.70. Qualified DV license holders are
entitled to only one free license per year.
Antlerless Deer Licenses: (Cost for Residents: $6.70 – Cost for Nonresidents $26.70)
Carefully review this section since the process has changed with the implementation of
PALS.
Using the new Antlerless Deer License Envelope (pink in color, available through all issuing
agents), hunters will mail their antlerless deer license applications directly to a County
Treasurer of their choice, not the Game Commission. County Treasurers will issue
antlerless deer licenses for any wildlife management unit (WMU), not just the ones their
county is a part of. Hunters may use the application panel that comes with the general
hunting license or the forms contained in the Digest. Either type of application is valid and
may be copied, but an original signature on the application is required.
Hunters may indicate their first, second and third WMU preference on the application. That
way, if the first WMU of choice is sold out, the Treasurer can issue a license for the second
or third WMU preference, based on license availability. PALS automatically tracks
allocations and monitors personal license limits so hunters are not issued more licenses than
they are entitled to at any given point. See Digest for additional details on the application
process.
The application process begins about two weeks earlier than in the past. The following
information is an outline of the application schedule for 2009.
Please note that Landowner antlerless deer licenses must be issued prior to the start of the
regular application period, which begins July 13 this year.
2009 Antlerless Deer License Application Schedule
Monday, July 13:

not exceeded his/her license limit, County Treasurers accept
antlerless deer license applications over-the-counter
Antlerless deer licenses are issued without restrictions or regard to the Commonwealth applicant's county of residence.
Replacement Antlerless Deer Licenses: ($6.70) County Treasurers can issue Replacement
Antlerless Deer Licenses for any WMU. If the applicant cannot appear in person, they may
mail a completed “Mail-Order Application/Affidavit for Replacement of a Lost Antlerless Deer
License” form along with the proper remittance to a County Treasurer. This form is
available in the Digest. The applicant should mail the completed form and remittance in
a plain envelope marked “Replacement Antlerless Application.” Applicants who apply by
mail must include a self-addressed, stamped return envelope.
Armed Forces (AF) Antlerless Deer Licenses: ($6.70) These licenses are issued by County
Treasurers to eligible resident, U.S. Armed Forces or U.S. Coast Guard personnel. Qualified
applicants may apply to any County Treasurer for the WMU in which they desire to hunt. To
qualify, applicants must be full-time active duty or within 60 days of their honorable
discharge. Immediate family members of qualified applicants and individuals serving in the
Reserves are not eligible for this license.
Applicants must produce substantial proof of their military status (refer to Section 2, Item
D, Military Personnel). In lieu of the standard documentation described in that section,
military personnel may produce the following three items together; an expired Pennsylvania
Driver’s license, a valid military identification card and official orders or discharge papers
documenting the time frame of active duty service. Under the Vehicles Law of
Pennsylvania, Section 1514(d), a driver’s license held by a person who enters or is on active
duty in the armed forces is valid as long as active duty continues and the person is absent
from the Commonwealth. In fact, the driver’s license remains valid 45 days following the
date of the person’s discharge from active duty or return to the Commonwealth unless
otherwise suspended by law.
These licenses may be issued at any time. An applicant may obtain only one guaranteed AF
antlerless deer license.
If the applicant or his/her agent cannot apply in person, he/she may mail the antlerless
deer license application, remittance and supporting documentation (official orders) directly
to a County Treasurer using a plain envelope marked “Armed Forces Antlerless
Application.” Applicants who apply by mail must include a self-addressed, stamped return
envelope.
Disabled Veteran (DV) Antlerless Deer Licenses: ($6.70) Eligible resident, disabled war
veterans as previously described, may apply to any County Treasurer for the WMU they
desire to hunt in. If the qualified veteran or their agent cannot apply in person, he or she
should mail their antlerless deer license application, remittance and supporting documents
(Veterans Administration form letter) directly to the County Treasurer in a plain envelope
marked "Disabled Veteran Antlerless Application.” Applicants who apply by mail must
include a self-addressed, stamped return envelope.
An applicant may obtain only one guaranteed DV antlerless deer license. This license may
be issued at any time.
Landowner Antlerless Deer Licenses: (Cost for Residents: $6.70 – Cost for Nonresidents
$26.70) These licenses are issued only by the County Treasurer in the county in which the
applicant owns (leased land does not qualify) 50 or more contiguous (all adjoining) acres of
land totally within the county of application. The applicant understands and must agree to
at the time of application, that the subject 50 or more contiguous acres of land are open to
public hunting and trapping and shall remain open to public hunting and trapping during the
entire license year (July 1 to June 30) for which the Landowners Antlerless Deer license is
issued. This license is available to both residents and nonresidents. However, the cost for
nonresidents is $26.70.
If the qualifying acreage is located within a county with two or more wildlife management
units, the applicant selects the management unit he or she desires.
The Landowner Antlerless Deer license may be applied for and issued anytime prior to
regular Antlerless Deer licenses going on sale (July 13 this year). The applicant must
furnish proof of ownership of land to the County Treasurer in the form of the original deed
or true copy thereof. Applicants or their agents may present their antlerless deer license
application, and supporting documentation to the County Treasurer in person. If this is not
possible, applicant may mail these items and remittance to the County Treasurer in a plain
envelope marked "Landowner Antlerless Application.” A self-addressed stamped return
envelope must be included with the application.
Only one Landowner Antlerless Deer license shall be issued per qualifying deed regardless of
acreage in excess of 50. Under no circumstances may an individual make application for
more than one or receive more than one Landowner Antlerless Deer license in any given
year regardless of the number of qualifying tracts held or acreage above the minimum
involved.
