Minutes of the meeting of HEATHER PARISH COUNCIL held on 27 June 2016 at

MINUTES
The minutes of the meeting of the Council held on Monday 23 May 2016 were agreed as a true and
accurate record and signed by the Chair Person.
The minutes of the Annual Parish Meeting held on Monday 23 May 2016 were agreed as a true and
accurate record and signed by the Chair Person.
The minutes of the DTMH Management Committee held Friday 27 May 2016 were agreed as a true and
accurate record and signed by the Chair Person

MATTERS ARISING
Minute number 123, 129, 144 & 2 – Hallmark Power. The clerk reported that the first payment had been
received.
Complaints re Dawsons Yard fires – list requested from residents. The clerk had expected this to be at
the Village Hall in time for the meeting but it has not yet arrived. She will ring the residents to ask if it has
been completed.

PUBLIC QUESTION AND ANSWER SESSION
A Planning application has been received for 40 houses along Swepstone Road. The council were asked
if they supported the application or not. The councillors asked that the clerk place a notice on the News
page of their web site to ensure that as many people as possible knew that this was under consideration.
The councillors were all asked to forward their comments to the clerk on Tuesday 28 th June if possible but
certainly so that she could collate and send in the views of the council before the deadline on July 4th.

COMMUNITY POLICING
The report from local Beat Officer is as follows: There was a theft of a trailer reported. Residents are reminded to ensure that wheel locks are
kept on caravans and trailers.
 2 damaged windows at the Queens Head.
He asked that the email sent to Kyle Hardy was forwarded to him as well. He was also asked if he could
monitor the motor bikes as they appear to be using excessive speed as they go through the village.

DISTRICT & COUNTY COUNCILLORS COMMENTS
There were no District Councillors in attendance at this meeting.
35.
REPORT FROM ALLOTMENT HOLDERS CO-ORDINATOR
Current position with allotments – the clerk reported that the last half allotment has been offered but she
has received no response to date.
The new rules for allotments and an accompanying letter were considered. It was proposed by Councillor
Petty and seconded by Councillor Fell that the rules and letter be approved with immediate effect. It was
agreed that a copy would be sent to all allotment holders following this meeting.
The allotment holders have asked if they can borrow the Parish strimmer so that they can strim down the
excess grass and weeds growing on those allotments that are not well tended. It was agreed that this
was no problem. They will telephone Councillor Petty when they want to use it and he will arrange for
them to have it.

The statement for Heather Parish Council was received
The statement for Heather Recreation Ground was received.
The statement from the Internal Auditor was presented. One item was brought to the attention of the
council – a suggestion that our risk assessment needs to be changed slightly.
The council were notified that the audit is now being carried out by the external auditor

PLANNING MATTERS

The clerk was asked to contact the District Council about having this item presented to the full Planning
Committee. Our District Councillor is normally the person who would have to do this, but since it is his
application, he will have to declare an interest and have no part in the proceedings. The clerk will
ascertain the correct procedure and notify the council.

The clerk has checked the weekly planning lists. There is nothing more listed and we have received no

VILLAGE ISSUES
Play Area Inspections carried out on 30th May, 6th, 13th, 20th and 27th June. Nothing is reported to
be amiss at this time.
To consider the results of the professional inspection undertaken recently – the clerk will send
this document out to the councillors so that it can be considered fully at the next meeting.
Hallmark Power – 2500.00 paid into account. The councillors considered the possibilities for this
money and have asked the clerk to obtain information about a defibrillator for the village at this
time with this first contribution. She is to contact a resident about the positioning of such an item.
New web site – the clerk has started work on the new web site. The site may be “work in
progress” for some time. Our deadline to have it up and running is 31st August 2016.
The council considered buying the latest Word programme to download onto one of the laptops to
enable the above work to be done and to have a laptop fit for purpose in the future. The clerk
currently works with XP and it is not proving an acceptable system for our new web site. The
council agreed that this was a necessary spend and told the clerk to go ahead with it.
The council were notified of the change to the SLCC which is the organisation for clerks. It is part
of the contract for the Parish Clerk to be a member. The society has been split into a Union and
an information and support body to enable them to work more efficiently and to better represent
local authority employees.
The council were notified that Councillor Wright has weeded and tidied the Garden of
Remembrance.
The council decided not to be part of the Centenary Fields programme at this time.
The council will be sent the link for the notes on the training event that she attended at the District
Council on 8 June 2016
The councillors will be sent the link to the minutes of the Parish Liaison meeting with the District
Council on June 8th. The council were notified of two questions raised at that meeting relating to
the “calling out” of Planning Applications. This will be addressed at the next Liaison Meeting as
an agenda item.
The council were notified that Severn Trent Water were combining with United Utilities to form a
new water company supplying our water services called Water Plus.
VILLAGE HALL
1. Progress on Land Registry - ongoing
2. FaceBook Page – Katherine Wright has set this page up for us and is looking after it for
us until a member of the Management Committee agrees to take it over
3. OnLine diary – look at Parish web site calendar 4. Bookings to date – queries coming in on a regular basis for one offs and regular
bookings. Clerk is following up on all of them.
5. The clerk asked that confirmation of all equipment ordered for the hall be sent to her so
that the asset register can be updated, outstanding items can be ordered and the
contents insurance at the Hall updated to cover everything there.
6. County Council have requested remedial work be completed by HPC following work done
for the Village Hall. The clerk is following up on this work with County Hall.
7. Queens Birthday Event – coins received. The event will begin at 5.30pm and last for one
hour. All homes will be notified via the Church Magazine. The school will also be notified
with a request to remind the pupils about it. Mrs Marsden will be contacted to present the
medals, Councillor Harris will organise some games and Councillor Wright and the clerk
will do refreshments.
8. Wall of names – the quote was accepted and Mr Skermer has begun the work. It is
hoped that it will be in situ in time for the Scarecrow Festival.
9. The council have been notified of a change of terms and conditions for our account with
British Gas. The clerk will check on the implications.
10. The clerk has contacted Lloyds Bank about having new accounts that can be accessed
online. They have informed her that the application forms need to be completed online
and it will take at least one hour for the two accounts. She will deal with this as soon as
possible.

11. Financial Services Compensation Scheme – we were notified that the amount that we are
insured for through this scheme is £75,000 for any account. This will not apply to the
council now that the hall has been built.

CHAIRMANS COMMENTS
Councillor Wright notified the council that the Notice Board has not yet been done, but that it should be
left pending for the time being.
None of the councillors had any other matters to report.
