Nemenhah Affiliations and Chronology
With the Native American Church of Rosebud and Wounded Knee , Oklevueha
Lakota Sioux Nation Native American Church (ONAC of Rosebud and Wounded
Knee), and Holy Men and Women of Federally and Crown Recognized Tribes
(namely the Sundance Society Chiefs of the Hidatsa/Mandan, Tlingit Traditional
Community, and Peruvian Elders).
Chronology
1) Fool Bull Blessing: On March 20, 1998, Leslie Fool Bull, President of the Rosebud and
Wounded Knee NAC and Chief of the Eagle Clan of the Oglala Sioux, blessed the Oklevueha
Earth-walks Native American Church of Utah, Inc., as a NAC “Peyote” Church with James F.E.
Mooney President.
2) Charter Organization: The Nemenhah Indigenous Traditional Organization was first
organized as “Numi’Pu Tsu’Pehli Chopunish” in 2002, by the Common Consent of the First
Mother’s Council and Phillip R. ‘Cloudpiler’ Landis was elected to the Office of
Principle/Medicine Chief. Because of a conflict with the Nez Perce Tribe, and a sincere
desire to foster peace and unity between the Organization and the Nez Perce People, the
name was changed to “Nemenhah”, using language for which the Tribe did not hold a
commercial trademark.
3) NAC Recognition for Chief Cloudpiler: In 2003, Chief Cloudpiler was recognized for his
contribution to the unity of Peoples, and for the Restoration of the Sacred Nature of Healing,
when James W.F.E. Mooney, President of the Oklevueha Lakota Sioux Nation NAC declared
him to be a Member of NAC authorized to perform all ceremonies and ordinances of the
NAC. In that same year, NAC authorized Chief Cloudpiler as a Medicine Man and
Practitioner of Indigenous Native Spiritual Life Ways.
4) Maca Oyate Sundance Society Recognition: In 2006, the Maca Oyate Sundance Society,
represented by 51 Recognized Tribes and Bands, honors Nemenhah by organizing the Maca
Oyate Sundance Society Special Purpose Chapter of the Nemenhah.
5) Richard Swallow Affidavit: On August 19, 2007, Richard “He Who Has The Foundation”
Swallow, President of the Rosebud NAC and Chief of the Eagle Clan of the Oglala Sioux,
affirmed the blessing given by his Uncle Leslie Fool Bull and established the Oklevueha
Native American Church as a “Tree” of the Rosebud NAC Trunk, and recognized James F.E.
Mooney as President into perpetuity. Together, the two of them formed the Oklevueha

Lakota Sioux Nation Native American Church, of which Oklevueha Native American Church
of Utah is an Independent Branch.
6) NAC Authority: In 2007 ONAC Honored Chief Cloudpiler by recognizing him as authorized
to further the work of the ONAC through the Oklevueha Native American Church of San
Pete.
7) Hidatsa/Mandan Recognition: In 2007, Hidatsa/Mandan Holy People honor the
Nemenhah by recognizing the formation of the Bear Medicine Chapter of the Nemenhah,
with Alfred 'Bird Bear' Obes, celebrated veteran of Sun Dance as Principle/Stone Carrier.
Several Sundance Chiefs honor the Nemenhah by participating with the Bear Medicine
Chapter and referring to themselves in correspondence with Chief Cloudpiler as "your
children."
8) NAC San Pete becomes Independent Branch: In 2007, NAC Honored the Nemenhah
Entire by declaring the Native American Church of San Pete an “Independent Branch” of
ONAC, and Chief Cloudpiler personally by declaring him to be the CEO and President of
ONAC San Pete for as long as he walks Mother Earth.
9) ONAC becomes Institution of Nemenhah: In 2008, NAC Honored the Nemenhah once
again by declaring that the Native American Church of Nemenhah is an Independent “Free”
Branch of ONAC, and that Chief Cloudpiler is CEO and President of the Oklevueha Native
American Church of Nemenhah (ONACNEM) for as long as he walks Mother Earth.
10) Nemenhah ITO is created: In 2010, Nemenhah declares its existence as a free and
Nomadic Indigenous Traditional Organization and People under the United Nations
Declaration on the Rights of Indigenous Peoples (UNDRIP).
11) Tlingit Recognition: In 2012, a Tlingit Traditional Community of Alaska recognized the
Nemenhah by honoring Nemenhah Medicine Man and Traditional Spiritual Leader, Dirk
"Heron Thrice Lighting on Water" Yow, as a Medicine Man and Traditional Leader of the
Community.
12) Organization of NACNEM: In 2013, Chief Cloudpiler, as President and CEO of two
Independent Branches of Oklevueha Lakota Sioux Nation Native American Church, under
the mandate of Great Council, and through his authority as a Holy Man of the Native
American Church, organized the Native American Church of Nemenhah (NACNEM) as the
Ecclesiastical Branch of Nemenhah Governance, independent of ONAC, but with all due
affiliations and blessings accorded through those affiliations and blessings by Chief
Cloudpiler.
