My greatest concern is if the Planning Commission will consider the environmental impact that "The Atlantic" project will have on our beautiful marsh with 246 apartments, a parking garage and commercial space. Runoff into our waterway has considerable impact on such sensitive spaces. DO WE WANT TO OPEN THE DOOR TO DESTROY OUR WATERWAYS? Must we continue this madness? Do we really have a NEED for another monstrosity of a building on our waterways??? What is the JUSTIFICATION????? I realize that change is inevitable but we must also be good stewards of our environment and our way of life. Slow down the process PLEASE and do not destroy this treasured marshland that we love. I did want to take a moment to support the proposed apartment community planned for the Park West community at Cambridge Square. I am a resident of Wheatstone within Park West and bought knowing that this center development was planned to be a cornerstone of the community with homes and commercial space. I find the density and height to be appropriate at this center circle creating a urban type center core for the community to gather at. The Battery community and the retirement community nearby already has this height in place. There has been a lot of talk about traffic. I eat and breathe the traffic in Park West. There are two traffic problems in Park West 1) on the way to school in the morning 2) approaching the intersection at Bessemer. As you know item #2 is being addressed with a traffic circle and will be resolved shortly and item #1 is frankly a result of the school drop off rules, times and manner conducted by the Charleston County School District. On my way to work I might be caught up a minute or two leaving the community, that is it. If residents don't like waiting in line to drop their kids off for school they have an alternate option in the form of the school bus. This is a more efficient and "greener" way for children to get to school. Other than these two issues mentioned, there is virtually no stopped traffic in Park West. None! That being said, I agree that Park West Blvd. should be expanded in the future and there is land set aside for this. The expansion of Hwy 41 will allow us to grow in this area. We are reaching our urban boundary limit, growth like this will not continue indefinitely.... I fully support the development or similar plan with scale and commercial uses, please allow it to move forward. Thanks, Jonathan J. However, since we purchased only 10 months ago, we have already begun to notice a congestion issue with the new housing already going up. Now, to understand that more that 300 housing units and additional retail space will be possibly added at the roundabout is causing us great concern. What are the legal ramifications for ambulances getting to residents? For hurricane evacuation? For school over‐crowding? For tax support? "If you build it, they will come". Not necessarily true. "If you build it, they will leave" might be a better adage for this project. Make no mistake. We respect and appreciate your wisdom. But, my husband and I, like many others, can simply choose to find another place to call home...another place to bring our business...another place to pay our tax. The local infrastructure is already overburdened by the present "over development!" The majority of the areas under development or recently developed at Park West have 1 access to Route 17 at only 2 points: Park West Blvd., and Route 41 (through Bessemer Road). Mt. Pleasant has already indicated the need to widen Route 41, and there is an immediate need to widen Park West Blvd. to handle the traffic at present. This leads me to state that my major concern is: What happens in the case of Emergency? How will it be possible to evacuate in the case of severe weather or Hurricane or Earthquake? How will it be possible for emergency vehicles to get to a area of need especially during rush hours (fire trucks, ambulances etc.)? Will someone die, or will someone lose their home because assistance can not reach them in time? Our schools are already to capacity. Can they handle the new infux of students with present infrastructure restrictions? While development is good, it must be done with proper thought and careful planning. It is apparent to me that the studies done on congestion and traffic flow are far from truthful, and lack facts of what is actually happening day to day for the residents of this region. My personal recommendations to you are: Postpone entirely the Cambridge Square project. Attack the infrastructure needs first: Widen Park West Blvd. Widen Route 41 Establish a third connection to Rte. 41 from the Grey Marsh Roundabout. Improve and insure safey at the intersection of Park West Blvd. and Bessemer Road. Make sure that our schools and educational institutions can adequately handle the possible infux of new students, through teacher and administration input. A new and complete traffic study to include actual demands and traffic during rush hour and high volume times. The demands on electricity, water, waste disposal, must also be fully investigated. 2 Whether or not the Cambridge Square meets the legal limitations of the zoning sections of Mt. Pleasant laws, is a question for future consideration. In view of the overburdened infrastructure of the area and the lack of funds to bring it to the appropriate scale, I urge you not to grant the zoning variance requested. My issues today is the proposed planned Dunes West development amendment request involving Park West Blvd. and Gray Marsh. As a resident, I don’t really know the local law or the zoning issues. I can only speak to common sense. And common sense suggests that 262 Cambridge Square apartments and commercial space in that location just does not work. Traffic already backs up regularly from the schools and from recreation center, beyond the traffic circle. In the other direction, at least three new housing projects are under construction, “shoe horned” into limited green spaces. Four stories. A wrong downtown look like Coleman? More back ups. More delays. More pedestrians at risk. More density. More times during which first responders can not respond to our area. The success of Mt. Pleasant can only be preserved if we preserve what makes Mt. Pleasant successful. That not getting the most people we possibly can to live in every possible space available. It’s smart growth, not just growth, that preserves quality of life. Uncontrolled growth or thoughtless growth will send those of us who came a little earlier (we bought in 2007) elsewhere in search of the quality of life we first experienced in Mt. Pleasant, but are now losing to over development. 1 Again, as a homeowner, not a developer or a planner, I don’t know exactly what the best answer to all of this is at this point. Should Park West Blvd. be expanded as planned to two lanes in both directions? Should future projects be set back further from roadways to preserve green spaces and trees along the way? Do we need re-think our capacity for further town growth? As I said, I don’t know the answer, but know we may not be here to see the results, because if Mt. Pleasant’s growth is not smart growth, we’ll need to move on. Again, thanks to you and the Town Board for leading Mt. Pleasant. I have lived in this neighborhood since 2000 when it was first developed and watched the continued growth. It is backed up all the way from the schools to Dunes West. Park West Blvd. is a horrible mess of a road full of pot holes and rough spots, which are never repaired adequately. This kind of dense development will also only add to the heavy traffic already on Highway 17. Another consideration is for the citizens of all of Mt. Pleasant if they should ever have to evacuate for a hurricane. I don't see how it could possibly be done, and adding more development will worsen the situation. The amount of additional traffic associated with both the residences and the retail shops will only aggravate the current traffic problems that exist (school-related traffic combined with residents going and coming to work outside the Park West area). Though it seems the Town's administration wishes to see more "work/live" arrangements in our community, the reality is...most folks don't live near their workplace. That fact is not something the Town's elected officials are charged with fixing. If residents wish to "work/live" in the same area - that choice should be up to the tax-paying residents of Mt. Pleasant. I don't believe a template of sorts should be placed over Mt. Pleasant so as to try and create an environment that a handful of officials believe is the wave of the future. I am not ignorant of the pitfalls of uncontrolled sprawl, but the large number of multifamily units (apartments/condos) is only adding to other problems the Town currently faces (traffic, overcrowded schools, overcrowded recreational needs, senior services). Moreover, additional monies will be needed to address widening of roads, additional sewer and water lines, etc., that we the tax payer will have to help cover. Though building up (multi-story apartments), versus building out (past Carolina Park), may see like a positive fix, I think it will only create a real sense of over-crowdedness within our town. As you know, many folks move here to get away from the busy life "up North" to come here to a more relaxed, less crowded atmosphere. I believe this administration's quest to keep us all within a predetermined urban growth boundary will be detrimental. 1 I am not opposed to building; progress is inevitable. What I do oppose is the thought that possibly federal HUD money, “density bonuses,” developers, along with yet unidentified "stakeholders," will be the deciding factors for what happens in our town. I hope that you reconsider the scope and size of the Cambridge Square complex and truly take into consideration the voice of the people that you were elected to represent. I can assure you the majority of residents do not want a project of this size in their neighborhood. In closing, I wish to thank each of you for serving this community. The Master Plan called for 66 new units, not 339! What is going to be the impact on hurricane evacuation plans? What is the impact on emergency vehicles getting through the traffic circle? Has the load on infrastructure been integrated into Town plans? -Electricity, water, waste water, roads, schools? Are the schools prepared for an influx of students? Even with the redistricting of Rivertown to Jennie Moore, the addition of Carolina Park, the 74 units currently under construction, and the proposed 339 units at Cambridge Square put us right back to where we are now! The Town of Mount Pleasant needs to add the other 2 lanes FIRST along the Boulevard before the construction. There is no need to put this density on an already congested choke point. Traffic measurements could not have measured new traffic already approved and under construction (74 units in Park Place, Abbott Glen, Cascade, Wyndham). While acknowledging that Mount Pleasant is one of the most popular and quickest growing towns in the country, we respectfully request that the Town Council and Planning Commission consider the following recommendations: - Deny rezoning requests and remain at 66 Town Homes in Cambridge Square - Widen Park West Blvd to 4 lanes to accommodate current traffic and the additional 74 units already under construction. - Redesign to reduce density 1 - Single story buildings in keeping with Park West architecture throughout Park West - Defer development until infrastructure is in place - Update comprehensive traffic study with new authorized developments in and out of Park West proper. - Build road direct to Highway 17 from Cambridge Square to provide traffic flow relief. Pleasant over twenty years. We have seen Mt. Pleasant grow and achieve status as one of the most highly coveted areas in the nation for safety and family opportunities. We have seen residential property values escalate due to reputable schools, exclusivity in terms of neighborhood development, easy access to recreational facilities including parks, low crime rate, and proximity to historical and natural wonders. Because this reputation has been established, it has always been my hope that Mt. Pleasant continue to preserve and treasure its assets by evolving as a premium location for individual homeowners that want to invest in this area. I believe we owe future citizens as well as ourselves controlled growth and development to ensure proper infrastructure and overall enhanced life style. Mt. Pleasant can command excellent prices for property without dramatically increasing the population with high density projects. In fact, I fear high density properties decrease the likelihood that prospective residents would value this area overall. I am opposed to high density properties because they increase traffic which often increases the probability of traffic violations, air pollutants, noise pollution, and accidents. I am convinced traffic is too heavy in Mt. Pleasant now and I hate to see the need for widening roads diminish natural buffers of trees and foliage that create ambiance. Because I have experienced Hurricane Hugo, I saw the devastation of the entire second floor of my apartment building in West Ashley. Although new building standards have been adopted since 1989, high winds have always posed a threat to tall structures that typically use standard building supplies. In addition, emergency evacuation in Mt. Pleasant has become more problematic for all citizens due to the surge in population growth. High density rental properties negatively affect communities because renters do not typically maintain property as well as homeowners. Population growth in schools escalates too rapidly and infrastructure must be rapidly enhanced to serve all citizens. Crime rate tends to escalate in high density areas with transient citizens as well. Mt. Pleasant citizens and its elected officials need to consider the Charleston port expansion impact upon its roads. Although the port expansion affords strategic monetary growth for this area and our state, use of our roads for exports/imports must be incurred. Because of that factor, I implore Town Council members to consider every aspect of the huge growth taking place and deny the Cambridge Square proposal as well as any similar proposals. I trust that my Town Council Members avoid the trappings of immediate monetary gain from poor development planning and accept only the numerous offers that would serve to enhance our community. I know that the Park West Subdivisions have been part of the "Master Plan" for this Northern Mount Pleasant area, however the infrastructure does not support any further investment nor do the schools support this increase in residential or commercial space. In particular, the residential space is the biggest problem. If you allow this area to be developed as a multi-use area with residential and commercial area then the traffic that is going to occur will require your town council to build more roads or increase the roads as the currently exist which means more taxes and increased funding of an already overtaxed capital investment. If you have ever taken a driven during school drop off and pickup in the mornings and evenings you would see that is is without a doubt one of the worst traffic areas in all of the city. Bottom line, ensure that you are not building revenue in this city by just increasing the tax base through new homes, as opposed to new business or other avenues of fiscal cash flow. I challenge you to drive though this area in the mornings or afternoon (be there when Wando High School gets out) and I'm sure that you will see that this entire area is overwhelmed by the continued expansion of the Park West area. However I do want to comment of all the proposed building going on in Park West and the surrounding area. The impact of this building and the building has a major impact not onlu on the already choking roads in Park West but on the utilities, roads, infrastructer, water especially, the ability to evacuate in case of a hurricane, the town's services, police, fire, schools, etc along with the quality of life that so many have come to cherish living in Mt Pleasant. What happened to the town's master plan? It seems to go haywire. With all this comes increase taxes, additional building needed by the town which has a major impact on the town's budget. New hires will be needed and that means a burden on residents. We already have one of the highest sales tax in the state as well as the country. This tax was just increased again as it will be asked to do it again and again. This will drive people out of the area creating empty homes half built areas and major eye sores to the beauty that was once Mt Pleasant. I didn't even mention the traffic which in a residential area looks like the traffic on rt 526 during rush hour. This not only effects Mt Pleasant but the surrounding towns. I also thought there was a height limit in Park West that these 4 story building violate. And what about the commercial aspect. There are major commercial real estate already built that can't be rented? Why are you adding to this. Have you got the residents in mind with this plan or is it your pockets being filled. Where is the thought process. Not every piece of property has to be built on. Ever hear of open space? Please think before you move forward with this out of control plan. Save our town from out of control building. Remember 2008-2012 and the building and financial down slide called recession, depression well it's coming back. It is as if this road were not already over capacity at peak times, and, most importantly, a central evacuation route for Northern Mt Pleasant in an emergency. Since the growth and demonstrated traffic snarls around and north of Rte 41 has already been difficult for the Town to absorb, I believe the Town Council is letting down its citizens by allowing new building project approvals prior to widening Rte 41, and/ or creating "direct to 17" new roads by the developers! The subsequent creation of a Rte 41 which will be impassable for Emergency Vehicles and be potentially rendered ineffective in the event of a mandatory weather related evacuation is predictable. The newest projects' traffic impact studies, either already approved by the Council but not yet built (like within the gates of Dunes West), or not yet in final approval (like the Cambridge mess on an already 1 dangerous circle in Park West) surely must be combined with Berkeley County's independent approvals for hundreds of daily car trips from their aggressive new neighborhoods already announced. Certainly, a percentage of their new residents will be using Rte 41 daily to get to Rte 17. Surely, there is time to delay the start of new builds until an accurate assessment of cumulative projects can be made. "Approvals first, attention to road widening second" is unacceptable to the neighborhoods abutting the Rte 41 critical corridor. The Council must consider it a duty to protect our home values while anticipating new tax and use revenues? For each Council member, is there not a personal sense of responsibility and liability that you are treating a mandatory evacuation route as if residents did not have to comply with the law, and evacuate (when required), on a road that is being well maintained and reliable for our population to use? This is not a traffic and density concern. this is dangerous decision making. Northern Mt Pleasant may see degradation of home values as commuters already fight current peak hour traffic troubles, and deal with existing stress on schools and services. I do not appreciate decision making which deliberately favors developers, while harming existing tax payers. I have waited through three light changes now making the left hand turn into Park West driving a grandchild to Cario Middle School. I invite you to come on a day when garbage is being picked up for the existing older homes on Rte 41 closer to 17, to do your traffic impact studies! And, when our newest County Park opens, let us hope the tourists are able to get there using the Rte 41 entrance! I chose Planters Pointe to live when I moved, because it was on the corridor my family (long time residents of Mt Pleasant) used when they were required to evacuate for hurricanes. I lived in Durham NC, for many years, and they would be comfortably sitting in my home, while their neighbors rode out the evacuation stuck sitting in cars on the bridges or in non-moving jams on Highway 26. I never thought decisions made by the Council could affect this route to this extent. I am now one of the residents who might possibly face a future weather event stuck on the top of a 55 foot bridge, with no access for emergency vehicles to help clear the way. Decisions to approve new builds, cumulatively, have brought us to this critical point. I ask you to carefully consider public safety, among the top considerations as you look at building projects which negatively impact and stress Rte 41. We must ask you to respect and secure the quality of life we expect of Mt Pleasant. You have probably received multiples copies of the package resident Bill Sidwell carefully prepared for homeowners explaining and linking the projects which will affect Rte 41 traffic, and summarizing neighborhood concerns about one project, Cambridge Square. I can personally testify that the traffic in the morning from Dunes West main gate to the school campus is bumper to bumper. In fact it is so bad, that if your child misses the bus, there is no point in leaving for school until 8:45 unless you want to sit in traffic. It is socially irresponsible to not take care of widening our streets - specifically Park West Blvd from the Grey Marsh Roundabout to Route 17 and Route 41 from the Wando to Route 17. Because EMERGENCY VEHICLES can not go anywhere with the current road conditions during the peak travel times. One last point, while I know there is a plan to redistrict the schools to ease the crowding currently at the Park West campus, all of these additional households are going to reverse that objective. Perhaps an age restrictive rental community - 55+ would be a solution to ease the burden on the schools. 1 And road widening all the way to 17 on 41 and Park West Blvd. is an ABSOLUTE must at this time. We can't continue to function at over capacity, Check with the fire department outside of Dunes West. They will tell you the same. Joey Michelle Bushey Concerned Citizen 2 Dear Planning Commission, Please reject the requested expansion of Cambridge Square in Park West from the original 66 units to 339 units now being proposed. This is an inappropriate use of the land at an intersection now heavy with traffic, and on a road that has become notorious for its Third World conditions (potholes, patches, sunken edges, etc). My reasoning follows: 1. There is too much traffic at the critical intersection where all the major neighborhoods share the Greymarsh Blvd roundabout. At times, the traffic already backs up to Tennyson Row, about ¾ mile away. Current development projects will soon add to this congestion (Wyndham, Abbots Glen, Park Place, Cascade) and possibly overwhelm the current space during the hours of school opening and closing. The proposed widening of the road must be considered first, along with projected multi-lane roundabout at Bessemer St. 2. Four story units are not in keeping with the current design and appearance of Park West. Too many generic townhouses already exist, more on the way, and another multifamily project of this size would be unwelcome. Consider that Preston development already looms over the community pool and tennis courts, and four other townhouse projects are currently under way. This would dwarf any other project in Park West, both in terms of height and density. It is out of keeping with the original design. 3. Park West was designed to preserve green space, a “park-like atmosphere”, and very large urban density right in the middle of neighborhoods that are separated by greenbelts is likely to become an eyesore. Given that the development is right in the middle of every traffic pattern currently in use by PW residents, it needs to fit the architectural and topographical scheme originally envisioned. 4. Crowded schools is a major problem in this area. Adding four buildings with such density of habitation would impact the Cario/Pinckney schools in particular, and they are already using trailers and accommodating up to 30 in each class. The town should take consideration of other infrastructure impacts, but in this case it is entirely foreseeable that more units and more children will negatively affect the local schools. Thank you for considering my request, and please give the current residents an opportunity to voice their concerns at length. In addition, please think about a moratorium on development in Mt Pleasant while we consider what kind of town we want to be. I am totally opposed to the construction of 262 apts. at the Grey Marsh Rd round about in Park West Subdivision. I live at 1600 Grey Marsh Rd (townhome in Cambridge Commons). It's the end unit and the parking lot for these apartments will be next to my dwelling unit. The traffic is horrendous on Grey Marsh Rd early AM and PM. You must realize Grey Marsh Rd is the only "exit" road for the entire Subsection of Tennyson. The junction at the round about The infrastructure needs improved before any more construction can take place in Park West or elsewhere in Mt. Pleasant. The roads, sewer, water runoff, etc must be addressed before we anyone pursues adding more traffic on our roadways that are overburdened now. 1 I'm also totally opposed to having a parking lot behind my unit. I'm a widow living alone and will feel threatened by cars parked there thru the night or when I arrive home after dark. I should feel secure in a townhome I just purchased a year ago instead of regretting it due to my neighborhood changing due to this new development of rentals and parking lots so near my dwelling. Pleasant. We are all for development, we moved here in 2007 and realize we are part of the influx that have created the need to grow, but please lets do it with care and planning,. We live off of 41 in Planters Pointe and the commute on Highway 41 is to say the least often at times nervewracking. Harris Teeter was a great addition to our neighborhoods, but try to make a left hand turn, or even a right hand turn out of there at certain times of the day, especially when the traffic coming from the direction of the river is travelling at 55 mph or more! All it takes is one accident to shut the entire road down. We are retirees so we don't have children in school, but know darn well that all the Mount Pleasant schools are already busting at the seams. So please, you must all be intelligent to get to where you are in life, use that good common sense you must have, and realize all the infrastructure needs to be in place before bringing new housing and retail into an already overcrowded area, please give serious consideration to the concerns of the citizens you swore to represent. Traffic is already a nightmare along Park West Boulevard (if you don't get swallowed up by the deep pot holes). To allow fourstory buildings is not in keeping with the character of the existing neighborhoods. I am not against the development of these parcels of land.
