RECEIVE THE FAST STATUS, ACTIVITY, CALL STATUS/COMPLAINT AND FREEWAY DATA PERFORMANCE REPORTS (FOR POSSIBLE ACTION) Comments: Mr. Shital Patel, Freeway and Arterial System of Transportation (FAST), reported that the operations staff were in the final stages of programming the Arterial Traffic Management System (ATMS) controllers for the city of North Las Vegas. The ATMS controllers for Laughlin, Nevada were completed and given to Clark County Traffic Management for installation. These completed the second phase of the ATMS project. In January 2014, the migration process to convert the existing intersections to the new ATMS system had begun. FAST and other local agencies identified priority corridors and noted a detailed timeline for the migration. The criteria for selection included IP corridors first, a complete corridor, and to spread the work among each agency equally as the migration proceeded. Mr. Patel continued that staff had initiated the holiday plans, construction project timing changes, and other signal retiming projects. The consultant for Signal Strategies contacted each agency for one-on-one meetings for December 16 and 17, 2013 to collect all ideas and priorities for future signalization strategies. Mr. Patel informed the Operations Management Committee that a new Traffic Engineering Technician, Mr. Howard Shaffer, was hired to fill a position in the control room. Staff is looking forward to his assistance during the ATMS migration. Mr. Jesus Marmolejo, FAST, began by reporting that four new cameras were added to the system along DocuSign Envelope ID: 703646D2-B119-4EDF-8E0A-0C8E0514477F Minutes-FAST Operations Management Committee Meeting of December 5, 2013 Page 3 of 5 the Valley View Boulevard/Jones Avenue project. Several bad closed-circuit television cameras (CCTV) were replaced along the Las Vegas Boulevard Strip and on Flamingo Road and Koval Avenue. Staff bench tested and evaluated the Tropos wireless system in-house, and were in the process of determining locations where the system could be tested in the field. There were issues on the conduit that was installed in the City of Henderson along Sunset Road west of Whitney Ranch Drive. The Tropos system may be used to connect Valle Verde Drive to Mountain Vista Street/Sunset Road intersection. He noted that those intersections were down for approximately six weeks. Mr. Marmolejo continued that the arterial maintenance staff had redirected fiber circuits in the downtown Las Vegas areas (Paradise Road, Twain Avenue) and were adding the circuits that were installed in the past few months on Clark Avenue and Bonneville Avenue. Staff worked with the city of Las Vegas (city) on a wireless project to redesign fiber circuits along with LV.net to benefit the city and FAST. In Laughlin, Nevada, the communication issues that were experienced in October were resolved and all of the systems in that area are fully functional. Mr. Marmolejo then reported on activities performed by the freeway maintenance staff. The 30 day Systems Acceptance Testing (SAT) was complete on Interstate 15 (I-15) from Craig Road to the Las Vegas Motor Speedway. Staff continued work with TransCore and Skyline on the Travel Time Sign (TTS) issues along CC-215. He added that speed limit signs installed by NDOT on US-95 in the Boulder City area would activate by radar and line locating continued for construction projects around the valley. Mr. John Penuelas, City of Henderson, commented that staff had a couple of Cisco Access Points that FAST could use for the Tropos testing. The city of Henderson was moving forward with Cisco and Tropos with eight or nine identified intersections along Sunridge Heights Parkway and Carnegie Street and over to Paseo Verde Parkway and back to Eastern Avenue to begin in January or February 2014 Motion: No motion was necessary. RECEIVE THE FAST EXPANSION PROJECT STATUS REPORTS PERFORMED AS PART OF THE NEVADA DEPARTMENT OF TRANSPORTATION’S CONTRACTS (FOR POSSIBLE ACTION) Comments: Mr. Ismael Garza, Nevada Department of Transportation (NDOT), congratulated Ms. Alyssa Reynolds on her new position as City Traffic Engineer for the City of North Las Vegas. He then read the handout report [attached]. For clarification of some of the abbreviations in the handout: • “Operations & Maintenance Contracts” TMDD refers to the Central Data Warehouse Software, HAR stands for Highway Advisory Radio. • “Projects Under Construction” SAT stands for Systems Acceptance Testing. • “Projects Under Design” RFQ stands for Requests for Qualifications, QA/QC stands for Quality Assurance/Quality Control. • “ITS Programs & Projects” RFP stands for Request for Proposals, ITS stands for Intelligent Transportation Systems, ITRIP (which should be ITRP) stands for Integrated Transportation Program, CRS stands for Condition Reporting System , and GUI stands for Graphical User Interface. Mr. Jesus Marmolejo, Freeway and Arterial System of Transportation (FAST), explained that a system had been installed along Interstate 15 between the Traffic Management Center and Primm, Nevada which was never fully utilized. The Wi-Fi project was for NDOT to use the system as a backup for their emergency response and other uses within the system’s firewall and determine the scope of who will able to use the system. Ms. Alyssa Reynolds, City of North Las Vegas, inquired about the Flashing Yellow Arrow Project. Mr. Shital Patel, FAST, commented that the NDOT Project Manager, Ms. Jessica Smith,would be the person to contact. He added that the North Las Vegas project would begin after the Clark County Phase 2. Motion: No motion was necessary. Vote/Summary: No vote was taken. Item: 5. DISCUSS COMMITTEE TOPICS OF INTEREST Comments: Mr. Niel Rohleder, city of Las Vegas, related that the city was experiencing issues with remote logins to the Jurisdictional Management Center. Mr. Marmolejo was not aware of any network issues, but assured Mr. Rohleder that he and Mr. Arvin Jordan would look into the issue. Mr. John Penuelas, City of Henderson, welcomed Ms. Alyssa Reynolds on her new position as City Traffic Engineer for the City of North Las Vegas, and to her official role with the Operations Management Committee. CITIZENS PARTICIPATION Comments: Mr. Walt Vodrazka commented that the American Public Works Association (APWA) Holiday luncheon was scheduled for December 19, 2013 from 11:30 a.m. to 1:00 p.m. at the Palace Station. There will be a group of children that will be singing, and every child will get a toy, a coat and a pair of shoes, and the families will get two to three bags of groceries. Color DMS module to be installed in the next 2 months. Monthly status/issues meetings are scheduled. Gentral Data Warehouse Software Project (TMDD) Release 3.0 has been deployed and is being tested. NDOT is in the early implementation stage for adding HAR level control requirements to the system. Proiects Under Gonstruction FAST Package D - US-95 - Graig Rd. to Speedway (Contract 3526) Construction and SAT testing are complete with only punch list items remaining Flashing Yellow Arrow, Clark County Phase 2 (Gontract 3549) work continues on contract Flashing Yellow Arrow, North Las Vegas Phase I (Contract 3552) This project has advertised and the apparent low bidder is Fast Trac Electric. US-95 - Ann Rd. to Durango lnterchange (Gontract 3554) Las Vegas Paving is the apparent low. This project will widen US-95 within the project limits and will add full ITS elements along the corridor. Fiber will be maintained to.the fiber hut during construction. Proiects Under Desiqn Project Neon Consultants are developing a 3Qo/o design and performance specifications for this project. The department has announced the three teams that made the RFQ shortlist: Kiewit-Meridiam NEON Partners, Las Vegas NEON Ventures, and NEON Mobility Group. The draft RFP is in development. We are currently proposing adding workzone ITS to this project during construction to help ease the traffic impacts on the public. We are also proposing ATM (Active Traffic Management) gantries along the corridor and 1.5 miles each side that will be used to aide during the multi-year construction process. FAST Package F2, Boulder Gity Bypass Phase I B Design is at the 60% level for most of the project. NDOT is coordinating with RTC/FAST for the connection point between NDOT's portion and the RTC's Boulder City Bypass Design-Build project. Flashing Yellow Arrow, North Las Vegas, Phase 2 Design is at the QA/QC stage, The final specs review will be scheduled once funding and agreement issues are resolved. Advertising will be scheduled based on available funding. ITS Proqrams & Proiects l-15 Coalition: The l-15 Alliance RFP (Planning) was released and proposals are due December 11th with an anticipated award in mid-February. The MCOM (multistate corridor operations and management) RFP was released and proposals are due January 6'n. These RFP's are available for viewing on the NDOT website. ITRIP: We continue to assess the needs and goals of the ITRP program to develop a plan for ongoing efforts and to determine if there is a need for consultant support. DMS Policy: We are continuing to develop an updated and more comprehensive policy and procedures manualthat will not only address the public safety messages and message prioritization on DMS but also good practices on message development and important guidelines relevant to the use of these signs. Amber/Silver alert policy/ procedures update: Development of the statewide Policy for these programs continues. WiFi project: We are continuing work toward the release of an RFP in the next couple of months. Nevada Next Generat¡on 5-f -f (NNGSIl): The NNG511 system has been operational since April 2013 with enhancements and features being implemented periodically. New features are currently being tested. The mobile application, My511, that was tested during September and October will go into production in December. A new Condition Layer to better display chain controls will go into production in early December. The system design and deployment will be finalized in March 2014 with the addition of the social media, driving times, alerts and floodgates into the CRS Event GUl, and reporting. The HAR and TMDD interface will be implemented at a later date. Traffic Incident Management (TlM) Goalitions: We hope to start 4-hour TIM Training sessions led by our newly trained instructors statewide by late January. We are also continuing to develop an RFP to engage a consultant to assist us in facilitatinq future TIM efforts statewide. The next Southern Nevada TIM Coalition meeting is scheduled for January 16th. Freeway Service Patrol (FSP), Southern Nevada: United Road Towing has been operating the Freeway Service Patrol program since October 1,2013. The program is being closely monitored with vehicle inspections, ridealongs, and coordination meetings with NHP, TMC operators, and District staff. Two lncident Response Vehicles were added to the Las Vegas program on November 19, 2013. These vehicles provide the same level of service as the FSP, but are also equipped to assist in accidents requiring lane closures. We are currently exploring sponsorship options to partially offset the cost of the service. Hazmat: The current agreement expires June 30, 2014. We are developing a new Scope of Work that includes enhanced monitoring and reporting requirements and we plan to advertise a Request for Proposal in January.
