Certified and Dated at Elizabeth town, New York, ""^his 27th Day of October, 1966 In a recent interview Supreme Court Justice candidate, Arthur R. Mr. Greenberg, a practicing trial atorney in Glen Falls, is the Democratic candidate for a Supreme Court Justice seat in the Fourth Judicial District. Mr. Greenberg said he believes "a judge should possess common seme, a judicial temperament and a sense of fair play. "I believe also," Mr. Greenberg continued, "that a judge should have a good knowledge af the law and be willing to apply the law to situations as they exist today and not Ln terms of what occurred years ago. The law must be . interpreted by a court in keeping with the times and the vast s<ocial changes which are occurring daily. "Application of the law to problems of people must be made in light of the needs of the people today. I have spent 28 years liandling the problems of the people such *as family problems, claims problems, small business problems, real estate and estate problems, and I feel my experience with people and my efforts at successfully concluding their problems qualify me to sit as a judge to hear and solve problems of the people," he said Mr. Greenberg. a native of West Rutland, Vt, was the son of a farmer end cattleman who operated farms near Bennington, Vt. and Hoosiek, N. LEVITT ASSISTS ESSEXCOUNTY'S CASH MANTMENT Earnings on investment of idle funds by Essex County increased from $0.00 during 1955 to $4,994 last year, according to State Comptroller Arthur Levitt "This increase," the comptroller asserted, "represents county income derived without additional burden upon local taxpayers." Mr. Levitt has been assisting officials of localities throughout the State in improving their cash management procedures since 1956 when he first called [attention to potential earnings I lost through failure of local gov! ernment to invest idle funds. Since that time the comptroller's annual school fo local fiscal officers has included cash management in its curriculm and Mr. Leavitt has Instructed his municipal audit staff to comment in their official reports on any failure of a locality to invest idle cash. M On balance," Comptroller Levitt said, "fiscal officers throughout the state have been alert to investment opportunities and are handling their idle cash balances with both prudence and diligence."
