The Monroe Doctrine
WASHINGTON D.C., Dec. 2,
1823- President James Monroe, in
his address to Congress today,
warned foreign nations to keep hands
off the Western Hemisphere. He
established an official policy which he
called the “Monroe Doctrine.”
-independence will be considered
as “an unfriendly disposition” toward
the United States.
Members of Congress say Monroe
obviously referred to threats by
Europe’s Quadruple Alliance. Its
members threaten to reconquer Latin
American nations which have
declared independence.
Europe, in turn, must not disturb
the political life of any free nation on
this side of the globe.
Also, Monroe was reacting to
Russia’s order barring U.S. ships
from the Oregon coast.

The British foreign minister has suggested British-American
cooperation to restrain Spain from seeking to regain control of its
former colonies. This plan was recently proposed to Richard Rush,
U.S. representative in Britain.
While hailing President Monroe’s speech and his doctrine,
congressional leaders point out that the idea expressed by the
President is not new. The policies he outlines, they say, are a
continuation of those expressed in President Washington’s Farewell
Address, and foreign policy statements made by President
Jefferson.
